Recycling continues to be an integral part of s programs and services providing environmental and economical benefits. The Board of Chosen Freeholders wants to make certain that recycling in is convenient to you the residents and that it also is cost effective. This guide provides you with a wealth of information that will assist you in your recycling efforts. With your help, has become a true leader in recycling. 2 Page 2 NORTHERN & SOUTHERN RECYCLING CENTERS The Northern Recycling Center consists of a 60 acre site which includes a new single stream facility with state of the art processing equipment,education center, two large compost fields, backyard compost demonstration area, 24 hour resident drop-off recycling center and a special waste drop-off area. The 24 hour resident recycling center and special waste area is located at 601 New Hampshire Ave., Bldg. #68 Lakewood Township. The leaf and brush drop off areas as well as the compost and wood chip pick-up areas are located at the 535 Oberlin Avenue entrance. If you have any questions please call The Southern Recycling Center located in Stafford Township consists of a recyclables transfer station, 24-hour resident drop-off recycling center, a special waste building and a compost facility. The resident recycling drop-off center is located at 350 Haywood Road and the special waste, leaves, brush, compost and woodchips is located at 379 Haywood Road Building #105. 3 Page 3 RECYCLING COLLECTION The New Jersey Mandatory Recycling and Source Separation Act and the Recycling Plan requires municipalities to make provisions for the collection of residential recyclables including: bottles and cans, newsprint, cardboard and mixed paper. The curbside collection of recyclables varies significantly with many municipalities providing weekly collection and others providing bi-weekly collection. All the municipalities are required to make provisions to collect the mandatory recyclable material from residential areas. Many coastal communities have a summer and winter collection schedule to accommodate the increases in quantities generated by summer vacationers. A number of municipalities provide a drop-off center where residents can bring recyclables. Please review the table on pages 6 and 7 for details on drop-off centers. In addition, the municipalities are responsible for the collection of bulky items and appliances. Please contact your municipal recycling coordinator to obtain information on procedures and fees. Non-rechargeable batteries such as dry-cell batteries, AA, AAA, DD and 9V Volt are NOT accepted in s recycling program. Dry cell batteries are manufactured with less hazardous materials. Therefore, they are without recyclable value and can be thrown in the garbage. The Northern and Southern Recycling Centers accept button batteries used in watches and hearing aids and re-chargeable batteries used in power tools, cellular phones, laptop computers. Also check with your local Public Works yards to see if they are accepted.(see page 12 for additional recycling information) What should I do with left over cooking grease or oil? 4 Page RECYCLING REVENUE SHARING PROGRAM shares 50/50 with the municipalities from the sales of recyclables processed at the Materials Processing Facility at the Northern Recycling Center in Lakewood Township. The County returns revenues to each municipality that participates in the County s recycling program. Since the recycling revenue sharing program began in 1995 by the Board of Chosen Freeholders, almost $14 million has been returned to municipalities. The more your town recycles the greater the economic benefit will be. The total savings for 2012 to the towns for voiding tipping fees at the landfill was more than $5.4 million!!! The money can be used to fund existing recycling programs such as improvements to existing recycling drop-off centers, purchase roll off containers or other projects deemed appropriate by the town. Towns received revenue checks that totaled anywhere from $1,118 for Mantoloking and to $199,745 for Toms River for their recycling efforts. Returned almost $1 million to its municipalities for 2012 in recycling revenue sharing. 5 Page 5 SOLID WASTE DISPOSAL The solid waste generated in has been disposed of at the Landfill Corporation Inc. facility for many years. The Landfill is privately owned, and has a double composite liner system that is seven feet thick. The Landfill is located on Route 70 in Manchester Township. 9 2013 Household Hazardous Waste Disposal Program Rid your home of potential hazards and protect the environment by participating in the Household Hazardous Waste Disposal Program sponsored by THE OCEAN COUNTy BOARD Of CHOSEN freeholders and THE OCEAN COUNTy DEPARTMENT Of SOLID waste MANAGEMENT Many common household products pose a potential threat to your family, and to 's clean air and water. You can dispose of these materials at the sites listed below, free Of CHARGE by calling the County to pre-register. Call: to pre-register for Pt. Public Works Garage 7910 Long Beach Blvd. Beach Haven Crest Saturday, September 28-9:00 a.m. - 3:00 p.m. POINT PLEASANT BEACH Municipal Parking Lot Arnold Ave & Ocean Ave. Saturday, October 5-9:00 a.m. - 3:00 p.m. Pre-registration is required. Registration is on a first-come first-served basis. Hazardous waste will not be accepted from businesses, school boards or government agencies. Only residential households and farmers are eligible for this free program. A driver's license or tax bill will be adequate proof of residence. Our staff can advise you about any materials you are unsure of. Accetable Materials: paints/thinners/boat paint, solvents, pool chemicals, pesticides and herbicides, aerosol cans, auto products, toilet and drain cleaners, silver polishes, oven cleaners, photographic chemicals, rug and upholstery cleaners, polishes and bleaches, waste oil and used gasoline. ALL THE ABOVE MATERIALS, EXCEPT OIL AND GASOLINE, MUST BE IN ORIGINAL CONTAINERS Maximum volume per household is limited to 200 pounds of dry materials and 20 gallons of liquid. Please, no containers larger than 5 gallons. Unacceptable Materials: radioactive materials, dioxins, infectious waste ("Red Bag" wastes), explosives, unknown or unidentified materials. NO CONSTRUCTION waste OR ASBESTOS. PROPANE TANKS Propane tanks are NOT accepted at the County's two recycling centers. Check with your local public works yard (see table page 6 & 7) OR ask your local Home Depot, Lowes and propane distributor about their trade-in policy. Call Suburban Propane in Barnegat Scrap dealers may also accept them (see page 8) The County ONLY accepts them as part of the Household Hazardous Waste Disposal Program. COMMERCIALLY-GENERATED COOKING GREASE Cooking grease can be hard on septic and local sewer systems. The following companies collect grease from restaurants, food service establishments and municipal governments for recycling. Traces of certain medications have been found in local waterways, such as Barnegat Bay. They harm fish and wildlife. Also, improper disposal in your trash allows others to divert the substance and consume medication not prescribed to them: Keep medicine in original container. Mark out personal information on prescription bottles. Mix liquid medicine with coffee grinds, cat litter or dirt. Dilute pills with water and then add coffee grinds, cat litter or dirt. Place bottles in an opaque container, like yogurt container, and secure lid, or wrap in a dark colored plastic bag. Hide the container in the trash. DO NOT RECYCLE. Paint Management Program Full, partially full and empty paint cans are accepted at the following locations. The limit is 20 paint cans per day. The program is for residents and taxpayers ONLY. This is the first and only one to be launched in New Jersey. This exchange website is a great resource to help keep household and reusable items out of our waste stream and also save you money. It is very easy to sign up as a member and post a listing. This exchange is FREE to all Ocean County residents. All listings must be $99.00 or less. Each new listing goes to the exchange administrator for approval. No money is exchanged between the County and the members. The Reuse Marketplace is a free regional network for businesses, institution, governments and organizations to find, sell, trade, or give away reusable and surplus items that would otherwise be disposed as trash. The website is administered by the Northeast Recycling Council (NERC), a regional non-profit dedicated to an environmentally sustainable economy through source and toxicity reduction, reuse, recycling, and green purchasing. OCEAN COUNTY MASTER COMPOSTER PROGRAM The Master Composter Program which began in 2000 is sponsored by the Board of Chosen Freeholders and the Dept of Solid Waste Management. The premise of this program is to train a core of individuals to help educate residents on how to manage the organic portion of their solid waste. Training classes, which are offered annually and free to residents are held in the spring or fall and are subject to demand. Although a gardening background would be helpful, it is not a requirement. Once training is completed, volunteers then agree to provide a total of 24 hours of outreach, education and service to promote the benefits of home composting. residents can learn the basics of backyard home composting in How to Compost Workshops that are held in the spring or fall each year. These workshops are offered free to residents and taxpayers and are taught by the Master Composters. Registration is required. Classes limited to 25 people.
