4 What is PIER? Public Interest Energy Research Program Initiated in 1998 as a part of California electricity deregulation and funded at $62M/Yr It s the research counterpart to the public goods energy efficiency program administered by the utilities and the Renewables Program administered by the CEC Natural Gas funding added in 2004, $21M/Yr The mission of PIER is to conduct public interest energy research that seeks to improve the quality of life...by providing environmentally sound, safe, reliable and affordable energy services and products

8 Mandatory and Prescriptive Measures and Performance Approach Mandatory: Must be done in all projects (no trade offs) Examples Pipe Insulation for first 5 feet of piping from water heater Water heater exterior insulation for minimal efficiency equipment Prescriptive: Can be traded off through the performance method of compliance Examples Water heater must be gas fired and meet minimal efficiency All pipe from water heater to kitchen must be insulated Performance Approach: Computer simulation of a project Two models made: Standard Design Budget model meets the prescriptive requirements Proposed model represents your project Project complies if Time Dependent Valuation (TDV) of proposed model is less than or equal to TDV of Standard model Can trade off envelope, HVAC, water, and lighting

9 2008 T24 Standards for Hot Water New Changes Effective January 1, 2010 Under-slab hot water pipe insulation required to mitigate heat loss Recirculating Water Heating Loop Design and Control New Requirement for Hotel/Motel occupancies to use residential water models heating Hydronic Supply Pressure Reset for systems with DDC to the zone Hydronic Heat Pump Loop Dead band Gas water heating in nonresidential buildings

10 Possible CASE Initiatives for 2011 T24 Residential MF and SF Solar pool heating Strengthen the prescriptive requirement for solar water heating when electric resistance water heating is used MF solar DHW water heating Strengthen the prescriptive requirement for solar water heating when electric resistance water heating is used Standby Losses, Water Heating, and Flue dampers Mandatory requirement for water heaters to be equipped with flue dampers or have force draft design Multi-family DHW Temperature Modulation Prescriptive requirement for temperature modulating or demand controls Hot Water Distribution Systems Improve water heating distribution system design Water heating and space heating distribution loss Improve Alternative Calculation Method (ACM) to reduce distribution heat loss by space heating and domestic hot water systems Single lever faucets Prevent crossover flow in recirculation systems in multifamily homes with central distribution system or in demand control with single lever water faucets for domestic residences with
