Standard barrier for using R290 in RAC sector China has developed a lot of works to use R290 in RAC sector However, Safety concern Cover a series of cooling capacity, at least wall mounted split products. Energy efficiency Heating performance Higher cost Mainly caused by China Standard GB Unreasonable requirements of safety standard IEC
5 IEC : Household and similar electrical appliances - Safety -Part 2-40: Particular requirements for electrical heat pumps, air-conditioners and dehumidifiers 1. In 2005, the edition 4.0 of this IEC standard allowed to use flammable refrigerants; 2. In year 2013, the edition 5.0 of this IEC standard was released; 3. In year 2016, the edition 5.1 of this IEC standard was released. For Safety???

13 It seems that R290 becomes as the mouse in street in the safety standards There are three major measures in the standards to kill R290: 1. Limit charge amount as lower as it can not be used Impossible to meet in units with large cooling capacity Reduce the performance of R290 in the appliances 2. Increase cost - difference between A3 and A2L Reduce competitive of R290 appliances in market 3. Make image - difference between A3 and A2L Affect on selection of the consumer
14 WG9 focuses on A2L will circulate CDV soon in IEC SC61D member countries WG16 is in the conceptual level and 4 meetings organized since September 2015
15 4. Relation between R290 development and HFCs phase-down Two main refrigerants in RAC sector, R22 and R410A, will be controlled in the near future. It will be a big challenge for the development of the industry.
16 4. Relation between R290 development and HFCs phase-down Theory analysis, using R410A consumption in China RAC sector. Change all R410A to other refrigerants. Consider the charge amount reduction. 35% 15% In reality, R410A can be replaced gradually. According to our scenarios analysis, 20% or 15% target can be met only by using gases with GWP lower than 150. Only the natural gas can meet the schedule of HFC phase-down.

Summary 1 Related safety standards will be revised more and more strictly for hydrocarbon 2 Related safety standards will be more and more unfair between A2L and A2/A3 refrigerants 3 The safety standard will construct the technical barrier for using hydrocarbon and/or increase the cost for using hydrocarbon 4 In China RAC sector, HFC phase-down will be very difficult to be met without development of hydrocarbon
