SUMMARY: Staff have developed a number of in-house procedures to guide staff on routine delivery of Greater Vernon Water (GVW) services to ensure staff provide customers consistent service according to Regional District of North Okanagan (RDNO) bylaws and Board direction. The following procedures have been developed to guide staff in the administration of non-potable water, including the initial construction of separated areas, service connections, education of customers, backflow requirements, fees and other pertinent instructions: GVW PROCEDURE NO.: ENG-GVW-AG07 - Approving Domestic Non-Potable Rate GVW PROCEDURE NO.: ENG-GVW-CAP03 - Construction of Separation Projects DISCUSSION: In order to provide consistent customer service, staff have developed a number of in-house procedures to administer Greater Vernon Water (GVW) services. These procedures are reviewed periodically and updated as required to include new policy and developments as they occur. GVW also works closely with colleagues at the District of Coldstream, City of Vernon, and other departments within the RDNO to ensure roles and responsibilities are defined, which are documented in Protocols (if warranted). In 2013, after the construction of the Old Kam loops separation project, the GVW Procedure No.: ENG GVW-CAP03 - Construction of Separation Projects (Schedule "A" attached) was developed to ensure appropriate communication with customers and all impacted departments of the RDNO or the municipal partners including operations, finance, engineering and water quality. The procedure also outlined requirements to include in Request for Proposals (RFP) for consultants and contractors as to customer communication and documentation. This procedure was used and updated for the Springfield separation project in 2014 to include backflow prevention requirements. It is acknowledged that this procedure will require review and updating as new information is learned with each project.

Domestic nonpotable in separated areas on metered consumption ("Domestic non-potable rate"). The purpose of the new rate was to encourage domestic customers to use non-potable water for outdoor use where possible. Both the domestic customer who can access the non-potable water and the GVW potable water system I customers benefit. The Domestic non-potable customers benefit by remaining in the first domestic volumetric consumption tier with no escalation to higher rate tiers for their non-potable water used, as this rate reflects the lower operations and maintenance cost. The potable system benefits by reducing the volume of treated water used for irrigation thereby reducing treatment costs (and chemical use) for potable water and reducing peak flow on the domestic treatment and distribution system (nearing its capacity). When the Domestic Non-Potable Rate was approved by the RDNO Board, staff developed an in-house procedure to administer how the rate would be approved (attached GVW Procedure No. : ENG-GVW AG07 - Approving Domestic Non-Potable Rate). In order to receive the Domestic Non-Potable Rate, the customer will be required to fill out a water service application and pay the appropriate fee. Procedure No.: ENG-GVW- AGO? outlines the tasks/requirements that the customer and staff must complete in order to have the request approved. HISTORY: The delivery of non-potable water to GVW customers is a relatively new service with the commissioning of the following separated areas: Bella Vista (completed in 2005 and 2006), Old Kamloops Road/ West Swan Lake (2012 and 2013), King Edward (2010, 2012, 2013 and 2015) and Springfield (2013 and 2014). Through the introduction of this service, staff have prepared new procedures for protection of the potable water system (human health) while educating customers as to the benefits and risks of the non-potable supply delivered to the property. 3 Schedule "A" REGIONAL DISTRICT OF NORTH OKANAGAN GVW PROCEDURE NO.: ENG-GVW-CAP03 PROCEDURE FOR: CONSTRUCTION OF SEPARATION PROJECTS PURPOSE DATE; VERSION June 20, 2016; Version 2.0 GENERAL INFORMATION: To establish a consistent procedure when completing separation projects and provide guidance to staff regarding communicating with customers and municipal partners. Greater Vernon Water (GVW) has completed the following separation projects: Duteau source - Springfield separated area King Edward source Highway 6/Grey Road separated area Goose Lake source West Swan Lake and Bella Vista separated areas In completing the projects above, and in consultation with GVW municipal partners, a communication strategy was developed to ensure customers and municipal partners are informed and the GVW obtains sufficient information. This procedure should be reviewed before each separation project to guide the project and should be reviewed and updated after project to incorporate any lessons learned during each project. PROCEDURE: Prior to Construction 1. Prior to Construction, the following must be completed by staff or by the engineering consultant retained for construction services for this project (and as identified in work scope in their contract): a. Within an office review of GVW information, identify: i. Potable, non-potable or combined ii. iii. Existing curb stop locations (identifying if unmetered or metered) Existing meters on property 1. Location of meter 2. What it is measuring 3. Size 4. Model and Serial number

Location and orientation (horizontal or vertical) 2. Type 3. Size 4. Model number v. Identify any existing pits related to water servicing and identify what is in the pit (i.e. PRV and pressure set at, meter, backflow prevention device, other) vi. Hydrants on potable, non-potable or combined system b. A neighbourhood meeting is to be scheduled before the project is tendered to review maps and inform customers of construction timeline, scope of work, value of project to provide non-potable water, identify Statutory Right of Ways required and any other information that can be provided. c. Statutory Right of Ways are to be negotiated and registered before the project is tendered. d. Ground-truth items in 1 a) by meeting with each property owner and completing the following: i. Confirm location of the services, provide information on design related to that property and discuss with owner what will happen on their property. Samples of the type of materials to be provided to the customer are attached as Appendix A. Other information to provide is as follows: 1. GVW will strive to put all meters in pits at the property line (to be budgeted for in the project). Will discuss options with customers in that GVW will be willing to pay for pit but it will be owned by the customer. Also, upsizing to include backflow devices, which are owned by the customer may be at the customer s expense. 2. Inform non-agricultural (domestic/commercial/industrial) customers of option to have a non-potable service that would allow a customer paying an Infrastructure Base Fee for the property access to the Domestic Non-Potable water rate (Domestic non-potable in separated areas rate as per Greater Vernon Water (GVW) Rates Imposition Bylaw No. 2707, 2016, as amended). 3. If customer already has an irrigation service connection, GVW will connect their irrigation service to the non-potable main as part of the project. 4. If the customer does not have an irrigation service connection, then GVW will provide information on the application procedure to obtain the Domestic Non-Potable rate and the estimated costs associated. Include as part of the construction tender a price for installing a nonpotable service to property line. The property owner will be charged the construction cost plus 20% instead of the bylaw rate. Only

5 - 3 - GVW PROCEDURE NO.: ENG-GVW-CAP03 properties that pay an Infrastructure Base Fee are eligible to receive this rate. 5. All customers who want access to the Domestic Non-Potable rate must complete a Water Service Application as per the procedure outlined in the GVW Procedure No. ENG-GVW-AG07 Approving Domestic Non- Potable Rate. ii. Sketches and notes of each meeting must be documented (meeting time, place, who was talked to, summary of discussion and other comments as required), iii. Preconstruction pictures must be taken prior to any construction to document all areas that will be disturbed both on the private property and public property, e. Before the final design is completed, the GVW engineers and technologists and the Operations staff of the impacted jurisdiction must be provided the opportunity to review the drawings. 2. The following items shall be included in the tender package as the responsibility of the contractor: a. Tagging with a durable label to identify the potable and non-potable services, b. Cost of installing winterized meter pits at property line (to eliminate bypasses and reduce operation and maintenance costs) During Construction 3. It is the responsibility of the RDNO Project Manager or designate to ensure the other GVW and Operations staff are kept informed of the project progress and any issues that arise during construction by: a. Attending an Operations meeting in the impacted jurisdiction(s) to provide project information and scheduling and identify a communication list for updates, b. Notify the communication list of any issues that arise and calling a meeting for serious issues that required planning with other GVW staff and municipal Operations, and c. Periodically attending the Operations meeting to provide updates. 4. Communication during construction is as follows: a. Provide notice to managers of GVW (Utility Operations, Water Quality) and impacted jurisdiction of any service disruptions or road closures as soon as information is available. Any party may request a planning meeting prior to the event to discuss operational issues, emergency planning, public/customer notification strategy or other issues of concern. Action items from the meeting should be documented and circulated. b. Notify any impacted customers regarding any service disruptions or road closures at least 42 hours prior and earlier if possible. Notification will depend on impact, number

6 - 4 - GVW PROCEDURE NO.: ENG-GVW-CAP03 of customers impacted, length of lead time before work and outcome of planning meeting if held. Notification tools include: i. Mailed or hand-delivered noticed (depends on lead time and number of customers involved). ii. Road signs, iii. Weekly RDNO ad or specific newspaper ads, and iv. Radio ads v. Social media via respective jurisdictions, if available Post Construction 5. The following information should be provided by the consultant after construction is completed via spreadsheet (and/or other database) and drawing: a. New and existing curb stop locations (identifying if unmetered or metered) b. All meters and ERTs on property (existing and new) i. Location of meter ii. What it is measuring iii. Size iv. Model and Serial number v. ERT number and location vi. Meter read and date vii. Install date of new meters (tag info preferred) viii. Final Read on any meters that are removed c. All backflow on property (existing and new) i. Location and orientation (horizontal or vertical) ii. Type iii. Size iv. Model number d. Any existing pits related to water servicing and identify what is in the pit (i.e. PRV and pressure set at, meter, backflow prevention device, other) e. Hydrants on potable, non-potable or combined system f. Service Cards to summarize above and provide update to applicable municipal jurisdiction g. Record drawings h. Location of the service labels (Irrigation/Non-Potable or Domestic/Potable)

Immediately post-construction, send a letter to customers with a reminder that it is their responsibility to ensure that all access points/taps to non-potable water should be labeled as not drinkable. Provide one (1) free Do Not Drink decal and indicate that additional decals are available at RDNO for a nominal cost or for free download online: Also include staff contacts for any service issues (daytime and after hours phone numbers). b. Annual letter to customer reminding them of non-potable service and offer to provide Do Not Drink label (hardcopy at cost or free download). c. Remind customers, in recently separated area without a separated domestic service, the option to install a non-potable service. Include estimate of costs related to service installation and GVW rates.

11 Schedule "B" REGIONAL DISTRICT OF NORTH OKANAGAN GVW PROCEDURE NO.: ENG-GVW-AG07 PROCEDURE FOR: APPROVING DOMESTIC NON-POTABLE RATE PURPOSE To provide guidance to staff in approving the Domestic Non- Potable in Separated Area Rate DATE; VERSION June 20, 2016; Version 1.0 GENERAL INFORMATION: Greater Vernon Water (GVW) Rates and Fees Bylaw No. 2707, 2016, (as amended) Section 1 g. entitled Domestic non-potable in separated areas provides a discounted domestic non-potable consumption rate for domestic and non-domestic (commercial/industrial) customers who have access to a non-potable source. This rate applies to properties that can access a non-potable pipe from the following areas (see attached maps): Duteau source Von Keyserlingk and Springfield separated area King Edward source Highway 6/Grey Road separated area Goose Lake source West Swan Lake and Bella Vista separated areas The following procedure provides the steps that customers must complete to access this rate and guidelines for the approval process and implementation of the user rate. CUSTOMER ELIBIBILITY AND NOTIFICATION: 1. A letter was sent to GVW customers who may be eligible to apply for the Domestic nonpotable in separated areas (Domestic Non-Potable) rate to advise them of the application process and servicing / metering requirements to be approved for to receive the Domestic Non-Potable rate in June of This letter was sent to all customers within the nonpotable water servicing areas and fronting a non-potable main. 2. Eligible customers include any customer paying an Infrastructure Base Fee for the eligible property and that are or can be connected to a non-potable main in the areas listed above that do not have Farm Status with BC Assessment or RDNO Farm Classification. 3. Customers who are not already connected to a non-potable main are responsible for all fees to install the connection. If a customer already has a non-potable connection to a separated main then they just need to make an application as per the procedure below. 4. The application process is a one-time occurrence and fee which will be applied to the customers as long as the rate is within the bylaw and when the property does not have farm status. 5. GVW will send a letter annually to all customers (Domestic/Non-Domestic and Agricultural) with an active non-potable connection to remind/inform customers that they are connected

12 - 2 - Standard No ENG-GVW-AG07 to a non-potable water source and any connections (taps) should be identified as not safe for human consumption. This message may be incorporated into other letters that are sent if appropriate. 6. Agricultural customers who lose their Farm Status / Classification and who are serviced by a non-potable service will be notified by letter as to their eligibility to receive the Domestic Non-Potable rate and the application process. These customers will be required to submit a one-time application to receive this rate in order for staff to complete their due diligence by completing the office and field review to ensure the on-site facilities meet GVW bylaws. APPLICATION AND APPROVAL PROCEDURE: 1. Customers need to submit a Water Service Application and associated fee to GVW and need to be approved as per this procedure prior to receiving the Domestic Non-potable rate. 2. Staff will complete an office review of GVW information and a field visit to confirm the following: a. Whether a non-potable service connection is already installed to property line. If there is no service connection, the customer will be required to pay the bylaw fee to install the connection and a meter. b. That the non-potable service connection has a meter installed that meets the GVW Metering Bylaw No. 2678, 2015, as amended. If the existing meter does not comply, customers will be required to install a pit (with frost protection) and meter at the property line and conform to standards at their own cost. Staff will inspect for any possible bypasses or other bylaw infractions during the site visit. c. Review the Cross Connection Control Database for a record of a site assessment and confirm the appropriate backflow device is installed on the potable connection. If there is no record, then a risk review should be completed during the site assessment and a record of the installation and testing of the appropriate backflow device needs to be submitted to GVW, as per Bylaw No. 2651, 2014, as amended, before the rate is applied. 3. A letter will be sent to advise customers as to any requirements in order to be approved for the Domestic Non-potable rate. The letter will include: a. Conditions for approval (as per 2 a, b and c above), b. Instructions on how to fulfil the requirements, c. Fees involved, and d. Contact(s) for assistance. 4. The following are fees that may be attached to the Domestic Non-Potable service: a. Construction fees to connect to the non-potable line (if they do not have a service already) plus any cost to connect the service on private land, b. Meter / ERT and pit (if they do not have a meter and/or do not meet GVW bylaws), c. Manual meter reading fee if they opt out of having an ERT installed, d. Backflow Preventer purchase and installation,

13 - 3 - Standard No ENG-GVW-AG07 e. A quarterly Water Meter Renewal Fee, as per Bylaw No. 2707, 2016 (as amended) which is required for all meters, f. Turn on and turn off fees if the meter is not winterized, g. Meter storage fee if they request public works to store the meter, h. Consumption fee for volume of water used. 5. When a customer provides proof that the conditions have been met or if a customer meets all the conditions above, the Manager, Utilities Operations or the General Manager Engineering may approve the customer receiving the Domestic Non-Potable rate. 6. To notify the customer and Finance that they have been approved, GVW will send a letter signed by the Manager, Utilities Operations or the General Manager, Engineering to the customer and copy Finance in the appropriate jurisdiction to notify them of the rate approval. 7. The letter will be saved in the applicable folder by the property PID in the Water Service Applications and Referrals Folder at: (\\rdno-filer\rdno\ ENGINEERING and PUBLIC WORKS\5700 GVWU\5770 Wtr Service\02 Appl and Refrrls). The letter will also be attached to the property PID in Tempest. The approval letter will contain a Do Not Drink decal and indicate that the customer is responsible to appropriately identify any water taps/valves for the protection of residents/staff on the property. 8. Public works will attach a non-potable decal or a non-potable tag to the service connection to identify the supply water source of the connections to a property. 9. Agricultural customers who lose their Farm Status / Classification and who are serviced by a non-potable service will be notified by letter as to their eligibility to receive the Domestic Non-Potable rate and the application process. These customers will be required to submit a one-time application fee to receive this rate in order for staff to complete their due diligence by completing the office and field review to ensure the on-site facilities meet GVW bylaws. 10. Once approved, these customers will always be able to access Domestic Non-Potable rate if they lose Farm Status / Classification in the future, contingent on this rate being a rate identified by bylaw or other bylaw changes. 11. Staff will maintain a record of the Domestic Non-Potable customers approved in the GIS database and in Tempest. 12. GVW will send a letter annually to all customers (Domestic/Non-Domestic and Agricultural) with an active non-potable connection to remind/inform customers that they are connected to a non-potable water sources and any connections (taps) should be identified as not safe for human consumption. This message may be incorporated into other letters that are sent if appropriate. 13. GVW will provide each property one Do Not Drink decal and notify customers that these are available for purchase from the RDNO office for a minimal cost, or the decal image can be downloaded free of charge from: Approved Domestic Non-potable services will be added to the Garden Service list and will be turned on and off annually as per the agricultural turn off schedule if the service has the meter installed. Customers who do not want to have their service automatically turned on at the scheduled turn on can either call RDNO or municipal Operations to be removed

Customers who want to be turned on before the scheduled agricultural turn on or be turned off after the scheduled agricultural turn off must submit an Agricultural Early Turn-On / Late Turn-Off Application Form Attachment: - GVW Completed Non-Potable Projects

Meter and ERT purchase (if there is no meter already), 3. Meter Pit installation (if the meter installation does not meet GVW standards), and 4. Backflow Preventer and annual inspection, required on the potable service as per the RDNO Cross Connection Control Regulation Bylaw No The annual fees for this service will include the Water Meter Renewal Fee (minimum fee is $7.00/quarter for meters <26mm), the consumption fee of $0.79/m 3 based on volume used and turn on/off fees (if applicable). Customers should also consider any additional costs to connect their irrigation on their property. If you chose to access this service, it is important to identify all the non-potable access points (i.e. taps) on the property and label as Non Potable Water Do Not Drink. Decals are available from the RDNO at a nominal cost or the image can be downloaded for free from Any future irrigation used on your property should be identified as Non Potable Water by using white pipe for easy identification. Consumption fee of $0.79/m 3 based on volume used. Based on a rough estimate, the minimum costs are about $6,800 (not including work required on private property). We understand for those who use small volumes of outdoor water, there is no economic incentive however many properties use significantly more and could see an advantage. To assist you in evaluating whether this is a reasonable cost for your property, using about 3,000 m 3 of water charged at the highest tier ($2.37/ m 3 ) would recoup these costs. For the average residence using about m 3 of outdoor water, this is not economical.
