Project Summary The Village of Montpelier has applied to the Ohio EPA, Division of Environmental and Financial Assistance (DEFA) for a Water Pollution Control Loan Fund (WPCLF) loan to separate combined sewers southwest of the village center. Montpelier is operating under a 2005 Long Term Control Plan (LTCP) to eliminate combined sewer overflows. Phase V involves sewer separation with the installation of 5,658 linear feet of 8-inch sanitary sewer and includes 4,397 linear feet of 6-inch service laterals and additional manholes. Figure 1 C. History and Existing Conditions The Village of Montpelier is a rural community located in central Williams County (Figure 1) with a population of 4,049. The population has experienced a modest decline in the last fifteen years. Montpelier owns and operates an extended aeration wastewater treatment plan (WWTP) and a secondary sewer collection system that is partly dedicated sanitary sewers and partly combined sewers. The collection system includes pump stations, three combined sewer overflow (CSO) points, and older clay, brick or concrete sewers, and newer PVC sewers. Combined sewers in dry weather carry sanitary sewage only, and during wet weather carry sanitary flows combined with storm water. When flows rise dramatically during and after rainfall, CSO structures divert untreated sanitary sewage mixed with storm water to area streams to avoid backups into basements or manhole overflows to streets. The WWTP and CSOs discharge to the St. Joseph River. Montpelier CSO Phase V Page 1

3 Since the late 1980s, Montpelier has undertaken CSO remedial projects. In 2004, the Village developed the LTCP to assess the problems in the remaining sewers and at the WWTP, evaluate remedial alternatives and recommend corrective action. The LTCP recommended sewer separation throughout the village by the installation of new sanitary sewers and the conversion of the combined sewers to convey only storm water. The Village has already completed four separation projects. Phase VI, the final separation project required in the LTCP, is scheduled for D. Project Description The proposed Phase V improvements include the installation of 5,658 linear feet of 8-inch sanitary sewer in South Harrison, South Pleasant, South Platt, East Wayne, East Lawrence, East Court, and Primrose streets. The project includes 4,397 linear feet of 6- inch service laterals in the public right-of-way, for connection to private sanitary laterals, and additional manholes. The existing combined sewer will be converted to storm sewer with all sanitary lateral stubs sealed. Where there isn t an existing combined sewer, 1,293 linear feet of 8-inch storm sewers will be installed. Seventy-five houses will be separated internally with sanitary effluent connected to the new 6-inch laterals and the storm effluent will continue to flow through existing laterals to the converted storm sewer. 4 E. Estimated Project Costs The total project cost is $1,664,237. The Village of Montpelier qualifies for WPCLF Principal Forgiveness; in this case, the loan principal is not repaid. The Principal Forgiveness financing will save the Village $2,335,328, compared to borrowing the entire amount at the market rate of 3.53%. The portions of the project that occur on private property will be paid for by village funds. F. Project Schedule Assuming WPCLF loan award in May 2017, construction will begin in August 2017 and will be completed by April G. Public Notification The Village sent letters regarding the intended sewer separation project to all affected landowners in Additionally, there will be a public meeting before construction begins. Ohio EPA will also post the Limited Environmental Review (LER) Finding of No Significant Impact (FONSI) at under the What s New tab in the WPCLF Documents Available for Review and Comment list. Documentation supporting the LER is available from the project contact at the end of this LER. H. Planning Information Multidisciplinary comprehensive reviews for environmental and cultural resources were not required because the project will occur in existing streets and cause no change to the sewer service area. I. Conclusion The proposed project involves upgrading that qualifies for an LER and meets the following additional criteria for an LER: It has no significant environmental effect; it does not require extensive specific impact mitigation; and it has no effect on high value environmental resources All the proposed work will be done in the paved road right-of-way and in the yards of private homes which lack important environmental resources. Standard construction best management practices will minimize noise, dust, traffic disruption, and storm water runoff. Montpelier CSO Phase V Page 3

5 It is cost effective and not controversial - Generally, combined sewer separation is cost effective. Debt for all phases of sewer separations will be repaid by storm sewer levies that began in the 1990s. The current general fund income tax is 1.6%, with 0.3% for the storm sewer fund. Phase V is a principal forgiveness loan and will not add to village debts. Ohio EPA is unaware of controversy about or opposition to this project. It does not create a new, or relocate an existing, discharge to surface or ground waters; it will not result in substantial increases in the volume of discharge or the loading of pollutants from an existing source or from new facilities to receiving waters; it will not provide capacity to serve a population substantially greater than the existing population This project will separate combined sewers and will have no other effect on the outfall location, sanitary sewer system or sewage treatment capacity. It will not provide additional treatment capacity or the permitted discharge volume or pollutant loading. The proposed project meets all applicable criteria for a Limited Environmental Review. The planning activities for the project have identified no potentially significant adverse impacts. The project is expected to have no significant short-term or long-term adverse impacts on the quality of the human environment or on sensitive resources (surface waters, coastal zones, floodplains, wetlands, state-designated scenic or recreational rivers, prime or unique agricultural lands, aquifer recharge zones, archaeologically or historically significant sites, threatened or endangered species, or state and federal wildlife areas).
