5 Welcome to Maltby - Past -Began as a train stop in the late 1800's -First settled in First called Earl and Yew, later Maltby -Lot originally owned by homesteader Joseph Mayer -First schoolhouse in district (included Paradise Valley and Maltby built on PLR, on Joseph Mayer's lot -House built in Pepperell family long time owners -William Pepperell was the first president of the Maltby Community Center (~1937) and was also the chairman of the #18 United Producers League, worked as a cargo inspector in Seattle

11 Maltby UGA Addition Ordinance Exhibit A Effective, 2/1/2006
12 Ordinance Effective Feb 1, 2006 An area of 17 acres located east of State Rte 522 and north of Paradise Lake Road bordering the existing Maltby industrial area is being added to the UGA for employment capacity. The area is appropriate for addition to the UGA and re-designation from Rural Residential (RR) to Urban Commercial (UC) because the impact to the drainage basin will be minimal with adequate storm water and sewer system, this is a logical expansion of boundaries to area already provided with good access, adequate water and sewer service, and provides economic development opportunities near existing industrial development.

Criteria used in establishing an area's suitability to be included in the UGA...Specific areas to be added to the Maltby UGA were evaluated using these criteria and are appropriate for urban land designation...for the following reasons: 1 First priority is given to areas that are characterized by urban growth and have existing public facility and service capacities to serve such development. 2 Second priority is given to areas adjacent to areas already characterized by urban growth and that will be served by existing and planned public facilities and services. 3 Consideration is given to the ease of extending utilities to the area. 4 Consideration is given to the adequacy of the transportation network to serve the area. 5 Consideration is given to areas that do not require conversion of farmland. 6 Consideration is given to expansion that are supported by the City.
14 Ordinance AA. continued 7 Consideration is given to expansions that do not create illogical boundaries. 8 Consideration is given to expansions that do not impact habitat for threatened or endangered species. 9 Consideration is given to expansions that are supported by the affected property owner. 10 Consideration is given to expansions that provide retail and commercial use in more locations to better serve the residential neighborhoods of the Maltby UGA and Snohomish County Considerations is given to expansions that provide a large industrial site to support employment expansion. 12 Consideration is given to expansions that do not impact environmentally sensitive areas including wetlands, areas with high water table or steep slopes.

The intent and function of the Planned Community Business zone is to provide for community business enterprises in areas desirable for business but having highly sensitive elements of vehicular circulation, or natural site and environmental conditions while minimizing impacts upon these elements through the establishment of performance criteria. Performance criteria for this zone are intended to control external as well as internal effects of commercial development. It is the goal of this zone to discourage "piecemeal" and strip development by encouraging development under unified control;
