3 FIRE EMERGENCIES FIRE SAFETY Because of the risk of fire, Judson University does not permit: Candles Live Christmas trees Hot plates Similar devices in dorms Outdoor bonfires require a permit. Do not hang items from: Fire sprinkler heads Cover smoke detectors Block doors Sprinkler heads require at least 18 inches of clearance to be effective. USING A FIRE EXTINGUISHER Fire extinguishers can be used to control small fires in their initial stages. Remember the PASS method: pull the pin, aim at base of fire, squeeze the handle, sweep the flame. Notify Campus Safety immediately at 9999 of any fire incidents. If an electrical device is on fire, unplug it if possible. Do not use water to extinguish a burning electrical device. For a skillet fire, do not use water. Covering a burning pan with a lid or damp towel is an effective way to smother this type of fire. P A S S Pull the pin Aim at the base of the fire Squeeze the handle Sweep at the base of the fire 3

4 FIRE EMERGENCIES IF A FIRE ALARM GOES OFF IN YOUR BUILDING Exit the building quickly and calmly. Ensure that doors are closed behind you to contain any smoke and fire. Proceed at least 100 feet outside of the building to the designated evacuation zone. Stay clear of firefighting activities. IF YOU OBSERVE FIRE IN A BUILDING If the fire you observe is small, you may consider using a fire extinguisher if one is immediately accessible. If the fire is large or growing, close the door to the involved room. This will help contain fire and smoke. Exit the building quickly and calmly. Crawl to avoid breathing smoke. Check door handles for heat with the back of your hand before opening them. If you are on fire, cover your face with your hands and roll on the ground. Ensure that doors are closed to contain any smoke and fire. If heat or smoke prevents you from safely exiting the building, shelter in place in a secure room preferably with a window. Seal the bottom of the door with a wet towel to keep smoke out. Call 911 to report your location and wait for rescue. 4

5 BOMB THREATS Phoned-in bomb threats pose a significant risk of disruption to universities nationwide. Many are hoaxes, but they must be taken seriously. To help deter this type of threat, keep your work area neat and organized to make it easier to notice anything out of place. Ensure offices and storage areas are kept locked. Contact Campus Safety if you witness suspicious behavior, which could be someone: Taking pictures or notes of safety and security equipment Tampering with safety and security equipment Attempting to access an area that they do not belong in Asking unusual questions about safety procedures If you receive a bomb threat, do not hang up on the caller. Keep the caller on the phone and attempt to complete a Bomb Threat Checklist (page 6) if you have one available. Have someone notify Campus Safety while you are on the phone ( ). Try to get as much information from the caller as you can. Questions to ask include: What type of bomb is it? Where is it placed? When will it go off? Why did you place it? Who are you? Also note any other information such as background sounds and a description of the caller s voice (accent, speech defect, unusual traits) which could help investigators. Be prepared to provide this information to Campus Safety and the Elgin Police Department. Depending on the circumstances, a phone-threat may result in a building evacuation, or a search by building staff who know the area. This determination will be made in consultation with the University President by on-scene Campus Safety along with Elgin Police. Be aware of the possibility of secondary devices when evacuating a building or area. SUSPECTED EXPLOSIVE DEVICES Suspicious devices include improvised explosive devices that are designed to kill or maim. An item that looks out of place, or which has unusual characteristics including smell, wires or timing devices, or leaking fluids should be considered suspicious. If you find a suspicious device, do not touch it. Exit the area and notify the nearest Campus Safety Officer or police officer immediately. 5

Keep the caller talking if possible. (pretend difficulty with hearing) 2. Ask questions: When will it go off? Hour: Time Remaining: What does it look like? Where is it Located? Building: Area: What kind of bomb is it? Where are you now? How do you know so much about this bomb? What is your name and address? 3. Was the caller familiar with the bomb location? Write out the message in its entirety along with any other comments. 6

7 ACTIVE SHOOTER HOSTILE EVENTS Judson University s approach to handling a possible active shooter hostile event scenario embraces the nationally-accepted RUN-HIDE-FIGHT model along with medical training for students, staff and faculty in managing severe bleeding in the event of injury. Most classrooms and common areas on campus are equipped with wall-mounted kits marked with a red cross containing gauze and a tourniquet to control life-threatening bleeding. Campus Safety instructors provide free certification in techniques for managing severe bleeding and trauma victims. Most classrooms can be locked using either a push-button lock on the handle, or a Nightlock device which secures the door to a floorplate. To receive notification from Campus Safety in the event of an emergency, please register with the instant text notification service Nixle by texting JUSTUDENT to

8 ACTIVE SHOOTER HOSTILE EVENTS RUN-HIDE-FIGHT RUN When there is an active shooter in your area. If there is an escape path, attempt to evacuate whether others agree to or not. Attempt to help others if you can, but leave belongings behind Call 911 when it is safe. HIDE If evacuation if not possible, find a safe place to hide. Lock or barricade the door if you can. Hide behind a large object. Silence your cell phone, wait for an all clear from law enforcement. FIGHT As a last resort if your life is in danger act with physical aggression. Use whatever means to incapacitate the shooter. 8

9 UTILITY EMERGENCIES POWER FAILURE When power outages occur on campus, they seldom last longer than an hour, and they almost never affect the entire campus. The campus power grid consists of four separate geographic areas. Loss of power to one area will usually not affect power supply to others. Section 1 Harm A. Power failure does not affect water supply to buildings. Landline phones should continue to work in affected buildings for several hours on backup battery power. For safety reasons please do not burn candles indoors during a power outage. 9

10 UTILITY EMERGENCIES DOWNED POWER LINE A downed power line poses an extreme hazard of death by electric shock to bystanders. Not all energized power lines produce visible sparks or flame; treat all power lines as if they are energized. The only people who should approach or handle a downed power line are utility workers. If you see a downed power line call Campus Safety at and get away from the area. Be aware that electricity can travel through the ground as well as be conducted through objects such as metal fences and ladders. If you are in a vehicle that is touching a power line, remain in the vehicle and wait for rescue. One sign that the ground is energized is tingling or unusual sensations in your feet and legs. If you notice this that is a sign that you are too close to electricity and you need to move away from that area. GAS LEAK Methane, also known as natural gas, is piped in to many campus buildings as a fuel for heating systems. Methane has a chemical additive, mercaptan, which gives it a distinct rotten egg odor. Methane is lighter than air and will rise toward the ceiling or open upper spaces. If you believe you smell methane in your building, or outside, call Campus Safety at Campus Safety will respond and evaluate the situation. If a gas leak is confirmed, Campus Safety or the Elgin Fire Department will initiate a general building evacuation until the area can be made safe. 10

11 SEVERE WEATHER TORNADO The Kane County Office of Emergency Management monitors the area for tornado development and issues tornado watches and warnings. A tornado watch is declared when conditions are right for a tornado to develop. During a tornado watch pay attention to weather conditions and be prepared to seek shelter. A tornado warning is declared when an actual tornado has been sighted in the area. An outdoor siren at Elgin Fire station 2 (Big Timber Road) will activate. Because this siren is not audible from inside all buildings, Campus Safety will also send out a Nixle emergency warning in the event of a tornado warning. During a tornado warning seek shelter in an interior brick or concrete room, preferably in a basement. Avoid areas prone to collapse such as large rooms with wide-span ceilings, and areas near windows or glass which could pose a flying debris hazard. Tornados and high winds can also create hazards outdoors including from downed power lines. Note that the Creekside South building and Eastview building do not have any area inside rated as a severe weather shelter. Occupants of these buildings should seek shelter in other buildings nearby during a tornado warning. EXTREME HEAT Excessive exposure to or exercise in hot temperatures can cause heat stroke. This is exacerbated by not drinking enough water. Signs and symptoms of heat stroke include nausea, excessive fatigue, cramps, and skin that is hot and dry to the touch. 11

12 SEVERE WEATHER FLOOD The risk of flooding on campus has been reduced through stabilization of the Tyler Creek bank, but still poses a risk during times of prolonged rain, especially in the area near Volkman Hall and lower Judson Drive including the vehicle bridge over Tyler Creek. Flood waters are more dangerous than they may appear. They are fast-moving, and may contain unseen debris as well as health hazards such as raw sewage. Do not enter or attempt to wade through flood waters. WINTER WEATHER Prolonged exposure to cold temperatures may cause front nip or frost bite, which can lead to permanent tissue damage or in some cases loss of tissue or appendage(s). Early signs of these conditions include tissue turning pale and loss of sensation. Dress warmly in winter weather. Layers are better. Try to cover exposed skin. Avoid prolonged exposure to severely cold temperatures. Beware of ice in parking lots and on sidewalks, and thawing ice which may fall from roofs. If your car is stuck on campus due to snow or ice call Campus Safety for assistance. 12

13 EVACUATION AND SHELTERING There are a number of potential hazards that could result in students, staff, faculty and visitors being asked to evacuate or seek shelter on the Judson University campus for a period of time. Some hazards, such as a tornado or hazardous materials release, may require community members to shelter-in-place temporarily until the danger has passed. Plans to protect the University community from these hazards have been developed and are explained in greater detail in the Emergency Operations Plan. Different types of protective actions are specified below. The University President, or his designee, may authorize a limited or full evacuation of the campus, a shelter-in-place or a secure-in-place (lockdown). Routes and meeting points will be provided along with other necessary instructions including transportation assistance off-campus and housing/feeding arrangements as necessary. Notification to evacuate could be provided by different means, including activated fire alarms (specific to a single building), or via Nixle emergency notification, campus , or in person by Campus Safety or floor captains. Please cooperate with orders to evacuate. If an area is evacuated, access will be restricted to emergency workers and designated personnel; the general public and community members will not be permitted to return until the area is safe. Depending on the degree of hazard and the need to maintain operations, essential personnel may be asked to remain to carry out essential functions such as damage assessment/repair activities. 13

14 EVACUATION AND SHELTERING Limited evacuation (affecting a single building or confined area) may be ordered for: Activated fire alarm (automatic evacuation trigger) Gas leak Bomb threat Full evacuation of the general campus may be ordered for: Hazardous materials release near campus Flooding along Tyler Creek or the Fox River affecting campus facilities Mass destruction of campus buildings Fire, water or similar damage making residence halls unusable Anticipated civil unrest or other human-caused activity Shelter-in-place events include: Tornado warning Hazardous materials release on campus Secure-in-place events include: Active threat such as reports of shots fired Anticipated threat, such as an active manhunt 14

15 BEHAVIOR EMERGENCIES Judson University maintains a Behavior Assessment Team for responding to behavioral concerns. This team is chaired by the Director of Campus Safety and includes representation from staff and faculty. This team is authorized to investigate any reports received and will take precautions to ensure that concerns received are treated with sensitivity and information is kept private to only those who need to know. 16 MEDICAL EMERGENCIES CAMPUS SAFETY Campus Safety is a licensed EMS agency. Staff are trained to the EMT-b level and equipped to respond to campus medical emergencies. Campus Safety staff do not provide emergency transport to the hospital, and would notify the Elgin Fire Department for this service. Campus Safety will provide first aid training upon request. JUCS@JudsonU.edu AED LOCATIONS Automated External Defibrillators (AED) are located in three places on campus: Campus Safety (in patrol SUV) Fitness Center (with trainer) Fitness Center (at top of stairs) MANAGING SEVERE BLEEDING Severe bleeding from an artery is bright red and pumps or spurts from the wound. Untreated, this type of bleeding can cause death in minutes. Stop severe bleeding with direct pressure for at least 10 minutes, or by using a tourniquet or packing the wound if a limb or groin/shoulder/armpit area. There are white boxes with red crosses in most classrooms containing gauze, pressure wraps, and tourniquets for this purpose. 17 MEDICAL EMERGENCIES GENERAL RESPONSE GUIDELINES Ensure the scene is safe before offering help (if victim is in traffic, or near a hazard such as live electrical equipment). Protect yourself from blood borne pathogens by wearing disposable nitrile or latex gloves before touching an injured person. Notify Campus Safety of injuries ( ). Campus Safety will respond and coordinate notification of other agencies as needed. If possible, do not move an injured person. Attempt to keep them calm. Some victims, especially those with breathing difficulty, may be more comfortable sitting up or standing so they can breathe more easily. Do not remove any impaled objects, unless they are blocking the airway. If the victim is wearing a helmet, do not attempt to remove a helmet unless it is blocking the airway (such as a chin strap that is squeezing the throat). For an unconscious person with difficulty breathing (snoring sounds), attempt to gently open the airway using either the head-tilt-chin lift method or jaw-thrust method (for patients with suspected neck or spine injury). For an unconscious person with no breathing or pulse, perform CPR if you are trained. 17
