2 Forward The Ontario Fire Code requires that an Official approved fire safety plan be prepared for all schools. It is the Principal's/Building Manager's responsibility to see that this fire safety plan is maintained and implemented. The intent of the fire safety plan is: 1 To provide simple, basic emergency procedures for the safe evacuation of school/building occupants; 2 To ensure effective utilization of building fire protection systems during an emergency; 3 To provide instructions and guidance on other matters of fire safety; and 4 To ensure proper scheduled maintenance of fire protection systems as required by the Ontario Fire Code. (separate Fire Protection Log Book section of binder is used by the Facilities Department staff for recording purposes). At the beginning of each school year, or more often as necessary, the principal will update the Fire Safety Plan (and the Firefighters Copy if the information changes). The entire updated plan(s) must be submitted to Ottawa Fire Services at firesafetyplans@ottawa.ca. The must clearly indicate that the plan is being submitted for information only. If there are major revisions to the plans (usually the result of major renovations or changes to the building or its systems), the principal must resubmit the plans to Ottawa Fire Services at firesafetyplans@ottawa.ca requesting re-approval of the plan. An approved copy of the plan must be sent to the Occupational Health and Safety Division. The approved plan should be kept in a conspicuous location in the administrative office. The duties and instructions contained in this plan are not exhaustive. In addition, these guidelines are not to be taken imperatively where circumstances might jeopardize the life of any person or group within the school/building. It is not necessary that supervisory staff be in the building on a continuous basis, but they must be available on notification of a fire emergency to fulfill their obligation/s in the Fire Safety Plan. 7 1.0 GENERAL STAFF DUTIES 1.1 General Duties OCDSB FIRE SAFETY PLAN The Principal or Building Manager shall make copies of the Fire Safety Plan available to all supervisory staff of the building and ensure that the Plan is widely distributed among all other staff of school/building At the beginning of each school year, or more often as necessary, the principal will update the fire safety plan (and the Firefighters copy if the information changes). The entire updated plan(s) must be submitted to Ottawa Fire Services at The must clearly indicate that the plan is being submitted for information only If there are major revisions to the plan(s) (usually the result of major renovations or changes to the building or its systems), the principal must re-submit the entire plan(s) to Ottawa Fire Services at requesting re-approval of the plan(s). The Occupational Health and Safety Division may be called upon for assistance for these sessions The supervisory staff of a school/building shall comprise the Principal, Building Manager, the Vice Principal or Deputy Building Manager, and Area Wardens selected from the various staff groups of a school/building. 2.0 GENERAL FIRE PROCEDURES 2.1 General Instructions to Occupants (Staff and Students) Upon hearing the fire signal, students form a line and start outside towards their designated outdoor gathering place. The first two students out of the classroom hold the hallway door open and the next two hold the outside door open. The last ones out close the classroom door The classroom teacher or assistant leads the way, taking a current attendance record If the alarm bell sounds while the students are outside, they go to their designated outdoor gathering place and wait the arrival of their classroom teacher One supervisor from each group must report attendance as soon as possible to the Principal/Building Manager or designate supervising the evacuation Relevant lists of students/groups, who are away from the class, must be taken outside by the classroom teacher so they can confirm that all students in their care are accounted for. 2.2 Fire Prevention In most cases, good housekeeping practices are sufficient to reduce the occurrence of fires. Nonetheless, each Principal and Building Manager shall develop a fire prevention strategy to assist in maintaining a fire safe location (also see appendix "A") Attachment 1-7- FORM: PR.575.HS.032: Fire Safety Plan

8 2.3 Emergency Evacuation OCDSB FIRE SAFETY PLAN Under the supervision of the assigned area supervisor, the emergency evacuation shall proceed calmly along designated school/building routes and exits as posted to a safe evacuation location Movement between floor levels shall only be by stairways. ELEVATORS ARE NOT TO BE USED It is important that one or more wardens be assigned to check areas such as washrooms, cloakrooms, locker rooms, etc No one shall re-enter the building until the fire service staff has assessed the situation and have given permission for the "ALL CLEAR" announcement/signal to be made Area Supervisors shall maintain control of all persons gathered in their outside assembly area and carry out roll-call checks Wardens shall notify the fire safety coordinator immediately if a student is not accounted for. 2.4 Alternate Evacuation Location The Principal or Building Manager shall establish an alternate location to which all regular occupants of his or her school/building may be evacuated Alternate locations may be categorized as interim or semi-permanent assembly. An interim assembly location must be accessible during normal operating hours and may be used for a short period to shelter evacuees while transportation is being organized to carry evacuees to a more suitable or semi-permanent location. A telephone is to be available at an interim assembly location A semi-permanent assembly area may be chosen on the basis of its capacity to accommodate evacuees until normal transportation arrangements can be carried our or until such time as the former building can be re-occupied. Semi-permanent assemblies should be equipped with a fire alarm, internal voice communication system, telephone, washrooms, and other normal hygiene facilities To ensure that minor medical emergencies can be met, a first aid kit shall accompany the evacuees. 2.5 Access to School/Building for Fire-Fighting Equipment and Fire Routes Streets, yards, private roadways and fire routes that provide for fire service access, shall be marked accordingly and shall be maintained for unobstructed access at all times. 2.6 Fire Extinguishment A staff member can try to extinguish a small fire "ONLY" if he or she has been trained in the use of portable fire extinguishers and feels competent in doing the task, and their back is to a safe exit and it is safe to do so If the attempt is unsuccessful, he/she must vacate immediately the area closing the door behind them to contain the smoke and fire. 2.7 Control of Fire Hazards Combustible material shall not be permitted to accumulate in a part of a stairwell, fire escape or other means of egress. 9 2.7.2 Combustible waste material shall not be permitted to accumulate in quantities in any location, which may constitute a fire hazard Corridors and exits, including outside areas shall be maintained free of obstructions. Attachment 1-9- FORM: PR.575.HS.032: Fire Safety Plan

10 2.8 Confinement of Smoke and Fire Damage created by fire can be reduced significantly during the initial response by confining the fire to as small an area as possible Confinement may include, shutting doors, especially hallway fire doors and windows where possible, closing main gas valves, shutting off laboratory and shop fuel supplies, shutting off ventilation, and shutting off fume hoods Every confinement measure can help to contain the fire and make it difficult for smoke to spread throughout the building. DO NOT SHUT OFF LIGHTING CIRCUITS 2.9 Fire Control Area Each school/building shall establish a specific location known as a fire control area. In the event of a fire emergency, this area will be manned at all times In all cases this area will be located outside the school/building to enable the Fire Coordinator to maintain overall emergency control and contact as necessary Fire and Fire Alarms All fires, regardless of size, are to be reported to the local fire department by a designated person in the school/building Fires, which are extinguished by school/building staff, shall be reported to the fire department in sufficient detail so that emergency vehicles and apparatus may be altered accordingly A false alarm should be handled as a real fire until proven otherwise. If a fire department has already been notified and the incident turns out to be false, the dispatching agency should be called so that responding apparatuses may be redirected. Normally a representative of the fire department will arrive to tour school/building, to ensure its safety for the re-occupation and authorize the resetting of the fire alarm Also reference OCDSB Procedure PR.575.HR, Emergency Fire Planning - Fire Drills Alarm Silencing Once the fire alarm has been CONFIRMED to be a "FALSE ALARM", it may be silenced by Supervisory Staff designated in the school/building Fire Safety Plan, however, the fire alarm system may only be reset when authorized by the Senior Fire Official Until the fire alarm system has been reset, the Principal/Building manager shall devise a method of warning occupants of an impending evacuation (methodical or regular walkabouts) Access to the Fire Safety Plan and Important Keys The Fire Safety Plan is to be kept readily available in the main office at all times for use by the Fire Service Staff in the event of an emergency The key to the lock box, which contains all the important keys, should they be required by the Fire Services Staff, must be obtainable from the School Principal, the Vice-Principal, the Chief Custodian and the Office Administrator. 11 3.0 STAFF DUTIES AND RESPONSIBILITIES 3.1 Duties of Principal/Building Manager/Administrator Designate a person to notify the Fire Department when a fire alarm has sounded Appoint a designate to act in his/her absence and assist whenever a fire occurs Cause the selection of Area Wardens to assist in the evacuation of occupants. The number of Area Wardens may be modified according to the size and complexity of the school/building Designate a Fire coordinator to meet the Fire Service Department upon arrival Ensure that all supervisory staff are familiar with their respective duties Establish an assembly area for evacuees clear of anticipated congestion and at least 100m from the school/building, where possible Arrange for an alternate evacuation location to which students and staff may be evacuated during inclement weather Ensure circulation of the Fire Safety Plan to all staff Conduct six (6) fire drills per year at a frequency of no less than one a month. Drills shall be recorded using the OCDSB Fire Drill Reporting Form (Appendix "B") Ensure that alternates are appointed for designated supervisory staff Design primary and secondary exit routes and assembly areas for each classroom and office. This information shall be recorded on the "room evacuation poster" and a copy posted inside the main entrance to each room or office. Posters can be obtained from the Occupational Health and Safety Division. 3.2 Duties of the Vice-Principal/Deputy Building Manager Shall be prepared to stand in for and otherwise assist the principal whenever a fire occurs When an alarm sounds, proceed to the Fire Control Location provided that he or she is not in charge of a group Ensure provisions are made for the evacuation of persons requiring assistance shall be shall be recorded in this Fire Safety Plan and in the Fire Fighters copy of the Fire Safety Plan. 3.3 Additional Duties - Vice-Principal Ensure that all plans, equipment and other materials are available at the Fire Control Area as noted in paragraph Ensure the lock box key is available to fire service staff, should they require it Maintain liaison with the person in-charge of the alternate emergency evacuation location. 3.4 Teachers On hearing the fire alarm or on being notified of a fire, shall: Evacuate their students according to the pre-selected routes, Attachment FORM: PR.575.HS.032: Fire Safety Plan

12 Check assigned washrooms en route for occupants Ensure that students are kept at a safe distance from the school/building in the pre-arranged assembly area. NOTE: Should students get separated from their class during evacuation, they shall remain with a group during evacuation and rejoin their class once in the assembly area. 3.5 Office Staff On hearing a fire alarm, shall: Secure filing cabinets, vaults etc Turn off all office equipment, and Evacuate the building. NOTE: If advised of a possible fire, follow the steps above; however, one person should remain at the telephone to maintain communication with the fire service staff and/or other authorities, unless such action could endanger that person. This task should be based on the location of the office in relation to the exits. 3.6 Custodial Staff On hearing the alarm, if possible to do so, shall: Bring all elevators to main floor and lock them out of service Shut down equipment, particularly the ventilation system Proceed to assigned areas and determine the actuality of the fire Report the location of the fire and/or open manual stations to the Principal Attempt to extinguish the fire "ONLY" if he or she has been trained in the use of portable fire extinguishers and feels competent in doing the task Proceed to pre-arranged entrance and prevent unauthorized persons from entering the school/building. 3.7 Area/Floor Wardens Where possible, at least four Area/Floor Wardens and their Alternates should be selected from a cross-section of staff from the school/building. The names shall be recorded in this Fire Safety Plan On hearing the alarm or on being notified of a fire shall: Ensure that the floor or area has been completely evacuated, including assigned washrooms, change rooms, storage rooms Denoting information that may assist in determining the cause and/or the events, which may have the result of the emergency Closing doors where possible, particularly fire doors Provide assistance where possible Reporting to the fire control area upon completion of the evacuation. 13 4.0 FIRE PROTECTION SYSTEMS AND EQUIPMENT 4.1 Portable Fire Extinguishers Portable fire extinguishers shall be installed in various locations throughout the building, and inspected as per the schedule in the Fire Protection Log Book Portable fire extinguishers should be 5 lbs or greater, as required by Part 6 of the OFC, and selected based on the type and quantity of hazard(s) present and the travel distance Portable fire extinguishers that have been expended in whole or in part, shall be reported to the Facilities Area Supervisor by the Chief Custodian. 4.2 Standpipe and Siamese Systems, and Fire Hydrants Standpipe and hose systems installed throughout the school/building are designed in accordance with the codes set out by the National Fire Protection Association Siamese fire service connections, installed in schools/buildings to supply fire service hose cabinet connections must meet ULC requirements and contain 30m long 40mm diameter hose designed with a working pressure of 2 mpa Fire hydrants owned by the Board shall meet the requirements of the Ontario Fire Code. The barrels of the hydrants shall be painted red with the caps and bonnet painted in accordance with NFPA 291, based on the water flow of that hydrant. 4.3 Check, Test, Inspect A Fire Protection Log Book has been prepared to assist in fulfilling obligations, as per the Ontario Fire Code that require that checks, inspections and tests be made of equipment and facilities from time to time. The Principal/Building Manager should read over this Log Book and ensure that the necessary checks, inspections and/or tests for the items that may apply to your School/Building have been performed Fire Prevention Officers may check to ensure that the necessary checks, inspections and/or tests are being done, when conducting their inspections. Definitions of Key words: CHECK: TEST: Means visual observation to ensure the device or system is in place and is not obviously damaged or obstructed. Means operation of device or system to ensure that it will perform in accordance with its intended operation or function. INSPECT: Means physical examination to determine that the device or system will apparently perform in accordance with its intended function Records of all tests and corrective measures are required to be retained for a period of two years after they are made. For legal purposes, the Fire Log must be retained for a period of at least seven (7) years The location of the Fire Protection Log Book/Records must be noted on the front page of the Fire Fighters copy of the Fire Safety Plan. 14 5.0 SIGNAGE AND SIGN POSTING 5.1 Signs and Decals OCDSB FIRE SAFETY PLAN Only signs and decals prescribed in appendices C & D are authorized for posting. Any changes to the information given on each of the signs or its posted location must be approved by the Principal All signs should be protected to ensure their clear visibility at all times. 5.2 Posting of the School/Building Plan At least one plan of the school/building layout showing emergency evacuation routes and exits will be prominently displayed in a suitable area, such as the main entrance foyer. 6.0 FLOOR NUMBERING AND STAIRWELL SHAFT DESIGNATION 6.1 Sign Purpose In order to help orient people in the event of an emergency, it is recommended that the numbering of each floor and a designation assigned to each exit stair shaft be posted. However, during retrofit and/or new construction, floor numbering and stairwell shaft designation are required by the Building Code to be mounted permanently on each side of the door to an exit stair shaft. 6.2 Sign Content and Colour The assigned floor number must be shown in Arabic numeral that is contrasting in colour with the surface to which it is applied The designation assigned to each exit stair shaft must be shown in UPPER CASE LETTERS that is contrasting in colour with the surface to which it is applied. 6.3 Sign Installation Criteria The assigned floor number and the designation assigned to each exit shaft shall be permanently mounted on each side of the door to an exit stair shaft and be: Not less than 60 mm (2-3/4 in) high; Raised approximately 0.7 mm (0.028 in) above the surface; and Be located 1500 mm (4 ft 11 in) from the finished floor and not more than 300 mm (11-3/4 in) from the door and contrasting in colour with the surface on which they are applied. NOTE: The Fire Code requires floor numbering to be provided in existing buildings regulated by section 9.6. The requirements specified by the Fire Code are similar in nature to the requirements specified above. Under the provision of Article , the Fire Services Staff have the authority to accept either floor-numbering signs. Exit lights, voice communication systems, fire alarms, and other emergency equipment shall remain on at all times, regardless of whether the building is occupied or unoccupied. 15 7.0 BUILDING MECHANICAL SYSTEMS 7.1 Shut Down of Fire Protection Equipment All schools/buildings within the OCDSB have fire detection and alarm systems Buildings shall not be occupied when the fire protection equipment is inoperative or incapable of performing its intended function unless alternate protective measures have been installed or implemented (i.e.: fire watch) The local fire department shall be notified when a fire alarm system or portion thereof, is inoperative for an extended period When a fire alarm or emergency system is shutdown or inoperative, a method of warning occupants of an impending evacuation is to be devised by the Principal or Building Manager. Methodical or regular walkabouts of the building or through the area where the detection equipment is not functioning may be employed. 7.2 Fire Doors The integrity of interior and exterior doors leading to evacuation shall be maintained at all times Door stops and wedges, holdbacks, barrel bolts, lockable door closures, bars, chains, or any withholding device requiring physical removal before a fire door can be operated are not to be used at any time. 7.3 Storage of Machinery, Equipment and Combustible Fuels Machinery and/or equipment powered by internal combustible engines may only be stored where they do not constitute a hazard to the occupants of a school/building. They are not to be stored in a public corridor, stairwell, doorway, or in any other means of egress Gasoline, propane and other flammables shall only be stored in approved containers and/or cabinets as required by code. 16 BUILDING INTERIOR OCDSB FIRE SAFETY PLAN Fire Prevention Checklist 1. Keep the building Fire Safety Plan up to date at all times. 2. Combustible materials: In hallways, artwork and other combustible materials must not exceed 20% of each wall. Combustible materials must not be posted on fire rated doors, including stairwell doors. Care must be taken to ensure that combustible materials, such as student work or art work, are not posted in such a way as to present a fire hazard. Recommended guidelines (U.S. National Fire Protection Association <NFPA>) include: o o Combustible materials must not be hung from ceilings, or on windows, doors or doorways or in any place where they may obstruct a heating source Consideration should be given to treating combustible materials with a flame retardant spray, particularly where the coverage exceeds 20% of each classroom wall in any building that is not equipped with a sprinkler system and 50% of each classroom wall in a building that is equipped with a sprinkler system. 3. Refrigerators, food preparation and food reheating appliances, including microwave ovens, kettles, toaster ovens and coffee makers are not permitted in a classroom where children are being taught and the appliances are not part of the curriculum. 4. Power bars and extension cords are not permitted to be daisy chained to each other, i.e. power bar to power bar, extension cord to power bar, etc. 5. Extension cords are to be used as temporary wiring only. Extension cords connected and operational for longer than the day are not considered temporary wiring. CSA/ULC approved power bars with built-in fuses are acceptable for computers and peripherals. 6. Buy CSA/UL Canada (ULC) or Ontario Electrical Safety Authority approved electrical equipment only. 7. Worn or faulty electrical wiring, appliances, tools or machinery should be repaired or removed immediately. 8. Electrical equipment, appliances or machinery shall never be turned on and left unattended. 9. Replace fuses only with those of appropriate amperage. 10. Science Fair projects that entail the use of electrical connections or equipment should be inspected by the Electrical Safety Authority. 11. Do not roll heavy furniture or equipment over extension or appliance cords. 12. Dispose of rubbish and litter daily. 13. Keep doorways and corridors clean and unobstructed at all times. 14. Stairwells shall not be used for storage at any time. 15. Rags soaked or laden with oil, wax, paint, polish or other solvents and flammables shall be stored in approved closed metal containers pending safe disposal, to avoid the possibility of spontaneous ignition. 16. All flammable liquids must be kept in appropriate containers and stored in a flammable liquid storage cabinet. Attachment FORM: PR.575.HS.032: Fire Safety Plan

17 17. Prohibit any ignition sources such as naked lights or flame within fifteen (15) feet of pressurized or liquefied gas storage tanks. 18. Do not use flammable liquids in a kitchen or room where cooking appliances or equipment are used. 19. Gasoline driven machinery shall be stored in suitable locations designed for that purpose. 20. Flammable liquids must be kept away from heat or other energy sources. 21. Ensure drapes and/or curtains are treated with flame retardant after each washing. 22. Keep fire safety equipment, including extinguishers and pull stations, accessible and in good condition. 23. Discharged or suspect fire extinguishers should be reported to the Area Supervisor. 24. A hot work permit and the implementation of the hot work permit system is required wherever work is taking place that requires the use of an open flame. Examples of approved areas intended for the use of an open flame are school science labs and technology shops. 25. The use of open flames for decorative purposes, such as candles, must not pose a fire hazard and must be done with adult supervision. 26. Combustible materials (which may include replacement air filters) must not be stored in any building service room or service space. 27. No storage of any kind is permitted in an electrical vault. BUILDING EXTERIOR 1. Exit doors must be clear and unobstructed. 2. Fire lanes must be clear and unobstructed. 3. Fire hydrants must be readily accessible and operable. 4.
