NOBO is a nonprofit corporation that represents the building officials from every jurisdiction in Nevada. The organization s goal is to encourage statewide consistency with the adoption of construction codes by each governing body within the state. Howe was slated to speak for 20 minutes and answer questions for 10 minutes. During her brief speech, she was able to educate more than 25 members and guests from Northern and Southern Nevada who attended the meeting in person or via video conference, hosted by the Nevada Contractors Board in Reno and Las Vegas. Howe offered a short explanation of the health risk of radon and the process of mitigation, but the majority of time was used to explain the procedures and necessity of the International Residential Code s (IRC) Appendix F for radon control methods. Several NREP provides Ferrari-Lund Realtors insight on Radon ealtors at the Ferrari-Lund RReal Estate office in Reno learned about radon from Nevada Radon Education Program (NREP) staff on Apr. 10. More than 35 real estate professionals attended the presentation where they acquired knowledge about radon s health risk, testing for the gas and the process of mitigation. Attendees each received a packet of information on radon and NREP resources. Some of the Realtors requested that NREP provide them with informational brochures that they could give to their clients. Many questions were asked about radon, specifically in regards to how testing is done during real estate transactions and the process for resolving radon issues. Many were surprised there were no laws pertaining to radon, yet several thought Nadia Noel, education coordinator, presents the radon health risk message to Realtors at Ferrari-Lund during their Lunch & Learn. there should be laws to protect home buyers. NREP staff gave out 29 test kits to the group. Even the few that seemed skeptical about radon were willing to take a kit to test their home. The Synergy Home Mortgage staff that scheduled the presentation were so pleased with how it went, that they plan on having the Nevada Radon Education Program speak to other realty offices in Washoe County in the fall. Some attendees asked for radon resources as well as test kits to test their own homes for the gas. Virtually everyone who attended the presentation in northern Nevada received a free short-term radon test kit, and some people who participated remotely from southern Nevada were able to obtain a free kit from the Clark County Cooperative Extension office. The presentation was well-received, and future» continued, See NOBO, Page 2 Downtown Reno Library s high radon levels stir interest Washoe County is testing many of its public buildings for radon to protect their community and employees work environment. Some buildings have above the EPA Action Level and those levels are being addressed by administrators. As a proud supporter of Radon Awareness Month, Washoe County staff decided to voluntarily begin testing our facilities for radon to illustrate our commitment to safe, secure and healthy communities, beginning with our employees, said Eric Crump, operations division director, community services department. 2 Page 2 NREP educates BANN executive about radon N evada Radon Education Program (NREP) Director Howe and Education Coordinator Nadia Noel gave a personal presentation on the radon health risk and the importance of radon-reducing new construction (RRNC) to Don Tatro, executive director of the Builders Association of Northern Nevada (BANN) on Apr. 12. The presentation took place at University of Nevada Cooperative Extension s Washoe County office. Noel spoke of the health risk concerning the naturally occurring radioactive gas that enters homes from the ground and can cause lung cancer to inhabitants. Howe described radon potential in Nevada and the mitigation process to reduce radon concentration in a home, thereby reducing the risk of lung cancer. She also described the installation of radon systems in new homes to prevent radon gas entry, which is much less expensive than fixing an existing home. Installing radon systems in new homes would protect future unsuspecting homeowners from the risk of lung cancer, especially in high and moderate radon potential areas. NREP estimates the cost of installing radon control methods in new homes at less than $1,000. Many builders already use some of the radon control techniques, such as a gravel layer under the slab, sealing cracks and soil gas NOBO Continued from Page 1 educational opportunities for builders, city and county policymakers, the general public, as well as the Code Adoption Steering Committee were discussed. Since last November, Howe has been a member of the IRC Amendment Committee for Northern Nevada where she served as the committee s secretary. Through the process, she learned how building codes are amended and adopted in Nevada. Howe is optimistic that the presentation educated and reinforced building officials knowledge of radon control methods. Whether Appendix F is adopted during the 2018 code adoption process is not totally up to their group as the building industry would have to be informed, educated and agreeable to the inclusion. If the appendix were adopted, new one- and twofamily dwellings and townhouses would have radon systems installed, reducing the risk of lung cancer for many families. Radon, the primary cause of lung cancer for nonsmokers, is present in one of four homes statewide. But in some areas of the state, namely, in Pershing, Douglas, Mineral, Carson City, Elko, Lincoln, Eureka and White Pine counties, more than one-third of homes have a radon problem. Humboldt, Lyon, Storey and Washoe counties, along with some areas in Reno and Sparks jurisdictions are also considered as high radon potential areas. entry points. At the end of the two-hour meeting, Howe and Tatro discussed actions they could take to further the discussion among the building industry. He noted that he would contact other states who already had RRNC instituted in their new home construction laws. Howe provided a list of states that had laws pertaining to radon, including three states that already require new homes be built radon resistant, Illinois, Maine and Minnesota. Other states that have provisional laws pertaining to specific structures are Oregon and Virginia. At least 22 other state jurisdictions, cities or counties within the state have adopted Appendix F of the International Residential Code (IRC). Those include Alabama, Colorado, California, Idaho, Iowa, Kansas, Maryland, Massachusetts, Michigan, Missouri, Montana, Nebraska, New Jersey, New Mexico, New York, Ohio, Oklahoma, Pennsylvania, Tennessee, West Virginia, Washington and Wisconsin. Howe provided Tatro with literature for further research on radon-related building codes as well as information about the IRC Appendix F. They also discussed a possible future radon education presentation to the builders association. 3 Volume 11 - Number 4 - FY 2018 Page 3 NREP participates in the Fire Up for Firefighters Multi-hour Trail Run Nevada Radon Education Program (NREP) staff members were invited to man a radon exhibit booth at the Fire Up for Firefighters Multi-hour Trail Run on May 6, at the Bartley Ranch Regional Park. The event was hosted by University of Nevada Cooperative Extension s Living With Fire (LWF) program in partnership with the Battle Born Trail Series, Desert Sky Adventures, BLM-Nevada State Office and local firefighters. The Living With Fire Program teaches Nevadans how to live more safely in highwildfire-hazard environments. Library Continued from Page 1 picocuries per liter of air (pci/l) were discovered in several areas of the Downtown Reno Library. Employees became concerned and in April, the media was notified. Reporters from KOLO TV Channel 8 and KRNV News 4 requested on-camera interviews, and Anjeanette Damon from the Reno Gazette-Journal called with questions. Ben Margiott from KRNV visited the Nevada Radon Education Program (NREP) at the Washoe County Cooperative Extension office on Apr. 20 and interviewed Nadia Noel, education coordinator. On Apr. 23, KOLO reporter Gurajpal Sangha visited the office and interviewed Susan Howe, program director. Downtown Reno Library employees expressed concern and wanted more information about the health risk of Dikoda and Zayden Diamond picked up radon program giveaways and literature for their mom, Jennifer, a fire prevention technician with the U.S. Forest Service. More than 325 people attended the event, including runners, volunteers and vendors. The event raised $5, for the Nevada Local Assistance State Team Program. More than 59 individuals visited the NREP table and 18 test kits were handed out. The Erlach family stopped by the radon program table. They already know about radon, as they have a mitigation system in their home. Library administrators invited NREP to present a program to employees on Apr. 24 to address their unease. Howe and Noel provided a 60-minute presentation and answered questions from the 27 employees that attended. Library administrators were thankful that NREP could help them address the issue in a timely manner. Educational publications and radon test kits were also offered and at least 39 test kits were taken as a result of this educational opportunity. Radon in the news... 4 Page 4 Short-term test kit data by point of distribution The data in the charts below display the number of short-term test devices disseminated at a variety of events and locations through faceto-face, or by indirect methods from phone calls, s, Eventbrite or mailed coupons during the January through March quarter. The charts show the number of kits distributed and utilized by June 30. The percentage columns represent the percent of devices that were deployed at the named distribution point. Overall, 393 short-term test kits were dispersed from Apr. 1 through June 30 and the usage rate was 37.4 percent. This is a 125 increase in the number of test devices given out the same period last year. Special Projects, Partners and Cooperative Extension At least 183 short-term test kits were distributed through partners, Cooperative Extension offices and special projects. The devices that were picked up by individuals or groups at Cooperative Extension and partner offices made up 46.5 percent of the total number of kits distributed in the quarter. Of those test devices, about 111 or 60.7 percent were used. The Washoe County Cooperative Extension office led distribution numbers with 63 short-term kits sold this quarter. Program Director Susan Howe and Radon Education Coordinator Nadia Noel gave a 45-minute presentation to more than 20 seniors on Apr. 26. Several of the attendees had thoughtful questions about radon; they were concerned about how radon could enter their homes as well as the process of testing. Howe was able to use her expertise to answer those and a variety of other questions about the gas. Ten test kits were taken by attendees as a result of this educational opportunity. Nadia Noel and Susan Howe presented radon health risk, testing and mitigation information to the seniors at the Dayton Senior Center on Apr. 26. Cooperative Extension followed with 36 devices distributed. Statewide program presentations and events NREP gave 169 free test kits during four programs, and five tabling events and at least 25 were utilized by June 30, which is a 15 percent usage rate. Mail order requests NREP received 41 mail order requests for test kits by mail: 11 were through Eventbrite and 30 were by mail using the website coupon. The usage rate is 27 percent, since 11 of the devices were used by June 30. Nadia Noel, radon education coordinator, set up a table of radon information and promotional items during the fair where free medical services, emergency preparedness training and food was given out to residents. Noel spoke to at least 52 fair attendees and handed out 21 test kits. This was the first year that NREP participated in the event, and many vendors and participants appreciated the free test kits. The Gerlach Rural Health Fair is an annual endeavor hosted by Northern Nevada HOPES and Washoe County Senior Services to serve rural Nevadans. Nadia Noel explained testing procedures to an attendee at the Gerlach Rural Health Fair on June 8.

5 Volume 11 - Number 4 - FY 2018 Page 5 Numbers compared to last year, last quarter Comparing numbers from period to period can show the degree of impact that programs, events and other educational efforts can have in changing behaviors with education. The Nevada Radon Education Program s efforts involve presentations, social media, news releases and tabling events. Behavior changes are reflected in the number of test kits the public receives (through program distribution), the number of test kits that are used, the number of homes mitigated, during real estate transactions, and built radon resistant. Distribution Numbers The number of long- and short-term radon test kits distributed this quarter was 423 kits, a slight increase compared to the 346 kits distributed during last year s April through County # Valid ST tests* < 4 pci/l > 4 pci/l % Radon Average ST radon level pci/l June quarter. The total number of kits distributed over the years now totals 57,214, which is 4,489 more than a year ago. Of the kits distributed over the program s lifetime, 30,819 are used, a 53.9 percent overall usage rate. Number of Homes Tested The total number of homes self- and reported from professionals since 1989 is 28,012, an increase of 1,748 homes since last June, and an increase of 241 over last quarter. According to 2017 Census Bureau data, there are an estimated 1,249,648 Nevada housing units, and 2.24 percent were for radon. The total number of homes mitigated increased this year by 182, and increased by 41 for the quarter. Number of Homes Tested before purchase The total number of reported homes for radon in a real estate transaction now totals 2,396, an increase of 504 over last year, and an increase of 95 over last quarter. Number of RRNC Homes The total number of reported homes built with Radon-Resistant New Construction (RRNC) techniques is 486, an increase of 38 over the year and an increase of five over the previous quarter. NREP attends Chronic Disease Coalition s annual meeting The 2018 Washoe County Chronic Disease Coalition s annual meeting on June 7 was an opportunity for the members of the group to learn about the experiences and successes of coalition partners to improving public health in Washoe County. The lunch meeting also provided time for networking and brainstorming for future endeavors. A national speaker who works with cities on smoke-free efforts, Nicole Chacon, M.Ed. and CHES, was the main presenter for the meeting. Nevada Radon Education Program (NREP) Director Susan Howe was able to gain some crucial insight from Chacon on educating a community to empower them to rectify legislation to improve their health. Howe hopes to continue to network with Nicole Chacon and other individuals she met at the event to continue to enhance the work of NREP. In addition to being attendees of the event, NREP also set up a radon display where several radon test kits were given out during this event, as well as a number of other promotional items. Susan Howe and Nadia Noel provided free radon test kits and educational information to Chronic Disease Coalition attendees.

8 Page 8 Play for P.I.N.K. supporters learn about radon Howe and Noel offered radon information, test kits and promotional items at Montrêux Cares, Play for P.I.N.K Event on May 21, at the Montrêux Golf Course and Community Club. The event included a fun-run/walk, auto alley, education, golf shotgun, tennis and a silent auction. The funds raised from the plethora of activities benefited the Breast Cancer Research Foundation. NREP staff spoke to around 40 individuals about the importance of testing their homes for radon, especially since any home can have an issue with the gas and the radon potential for their area is greater than 30 percent. Play for P.I.N.K. attendees took a total of 40 test kits. NREP attends NACo training on how a bill becomes a law Nevada Association of Counties (NACo) offered training on how to take a proposed bill through the process of becoming a law, and the Nevada Radon Education Program (NREP) staff attended the event at the NACo office in Carson City on Apr. 6. NACo s mission is to encourage county governments to cooperate with other local, regional and national governing bodies to create a positive influence on public policy and augment the administration of county capital. Michael Stewart, director of the Research Division at the Legislative Counsel Bureau, Assemblywoman Teresa Benitez-Thompson and Lisa Foster of Foster Consulting were the speakers. They talked about the time frame to follow for success with lawmaking, who to contact for help with developing a bill and the do s and don ts of communicating and interacting with government officials. The training could be useful to NREP should a bill pertaining to radon be introduced in the future.
