2 The Active Shooter A Rising and Unpredictable Threat An Active Shooter is an individual actively engaged in killing or attempting to kill people in a confined and populated area. Active shooter situations are unpredictable and evolve quickly. Incidents in the U.S. are rising dramatically each year and happen in everyday environments.
