Our members provide water and sewerage services to over 20 million customers in Australia and New Zealand and many of Australia's largest industrial and commercial enterprises. Based around our vision of 'customer driven, enriching life', WSAA facilitates collaboration, knowledge sharing, networking and cooperation within the urban water industry. We are proud of the collegiate attitude of our members which has led to industry-wide approaches to national water issues. WSAA can demonstrate success in the standardisation of industry performance monitoring and benchmarking, as well as many research outcomes of national significance. The WSAA Executive retains strong links with policy makers and legislative bodies and their influencers, to monitor emerging issues of importance to the urban water industry. WSAA was formed in 1995 as a non-profit organisation to foster the exchange of information between industry, government and the community, and to promote sustainable water resource management. 5 WSAA Product Appraisal PA 1127 Part EXECUTIVE SUMMARY This appraisal PA 1127 is in two parts and this report focuses on Part 2 only. Part 1 Part 2 Fusamatic electrofusion fitting range manufactured in in Chesterfield, Derbyshire, United Kingdom (UK) and Zhongshan, Guangdong, China in accordance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications. (This part) Fusamatic injection moulded fittings manufactured in Turkey by NTG Plastik in accordance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications PA 1127 Part 2 introduces the Fusamatic range of PE injection moulded spigot fittings for pressure applications including water supply and sewerage. The Plastik range of PE injection moulded spigot fittings is manufactured by NTG Plastik in Karapürçek-Sakarya, Turkey and distributed throughout Australia by Fusion Plast in Queensland, by FusionWeld in South Australia and by Acu-Tech Piping Systems in Western Australia. Australia Pty Ltd through their office in Brisbane. The Fusamatic PE injection moulded spigot fittings manufactured are included in the Fusion Group Ltd ApprovalMark International Certificate of Conformity No. AMI 20303, issued for compliance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications. The Fusamatic range of injection moulded spigot fittings includes 45 and 90 elbows, equal and reducing tees, end caps, stub flange adaptors, reducers and 45 tees are available in long spigot format. Stub flange adaptors and reducers are also available with short spigots. The Fusamatic range includes PN16 and PN10 (the latter is some styles only); A summary of the appraised product range is shown in Section 3 below The Fusamatic range of electrofusion fittings are manufactured at two locations: Fusamatic Division (a Division of Fusion Group Limited) located at Smeckley Wood Close, Chesterfield, Derbyshire, United Kingdom. GH Fusion Corporation Limited located at Zhongshan, Guangdong, China. The Fusamatic electrofusion fittings manufactured in the UK and China have ISO Type 5 product certification by ApprovalMark International Certificate of Conformity No. AMI and AMI issued for compliance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications. The Fusamatic range of electrofusion fittings were appraised in 2015 under PA 1127 Part 1. Fusion Group Limited is one of the three largest manufacturers of electrofusion fittings in the world and is a leading developer of polyethylene pipe jointing technology. Fusion Group is based in Chesterfield, UK and the comprehensive range of products is available globally through the Fusion Group network of wholly owned companies, joint ventures, licensees and distributors. Based on product certification to the nominated standard the listed Fusamatic fittings have been rated A Life expectancy in excess of 100 years before replacement. This rating is only a general guide to life expectancy and may increase or decrease as a result of the quality of installation, system operating conditions, operating environment and other geographical and site specific factors. The appraisal concludes that:

6 WSAA Product Appraisal PA 1127 Part 2 6 The nominated Fusamatic injection moulded spigot fittings are fit for purpose and suitable for use in water supply and non-pressure sewerage, pressure and vacuum systems. The Fusamatic injection moulded spigot fittings are suitable for use with PE pipe conforming to AS/NZS This appraisal recommends that Fusamatic fittings are installed using QBOX electrofusion control boxes. ISO Type 5 product certification of the appraised range of Fusamatic injection moulded spigot fittings has been adequately addressed to the satisfaction of WSAA Product Appraisal Technical Advisory Group. 1.1 Recommendations It is recommended that WSAA members and associates, subject to any specific requirements of the member or associate, accept or authorise the Fusamatic PE injection moulded spigot fittings manufactured by Fusion Group Limited/ NTG Plastik, as detailed in this report for use in water supply and non-pressure sewerage, pressure and vacuum system provided only appropriately trained and qualified operators are permitted to perform the welding and the design, installation, acceptance testing and operation are in accordance with the appropriate WSAA Codes, including WSAA member integrated Codes, nominated Standards and manufacturer s requirements. 2 THE APPLICANT Fusion Group Limited is headquartered in Chesterfield, England. It has a number of manufacturing sites including in England, China and Turkey. 2.1 The Supplier Fusion Group Limited 2.2 The Manufacturer The principle product designer is the Fusamatic Division located at Smeckley Wood Close, Chesterfield, Derbyshire, United Kingdom. The appraised Fusamatic PE injection moulded spigot fittings are manufactured by NTG PLASTIK in Karapürçek-Sakarya, Turkey. With continuous improvement systems in place and following lean manufacturing principles, the Fusamatic Division is one of the major electrofusion and PE spigot fitting manufacturers in the world, with a range covering sizes from 20mm to supplying utilities in the water and gas industries in over 50 countries around the world. Fusion Group LTD considers it is at the forefront of new technology with fittings, machinery and equipment with a worldwide reputation for quality products. Fusion Group LTD is a leading developer of polyethylene pipe jointing technology. The Fusamatic principle of electrofusion and its range of automatic butt fusion machines are at the core of their product portfolio. Fusamatic welding is a Fusion Group LTD innovation used by other major companies (Plasson etc.) who originally were required to pay Fusion royalties to use the technology. Fusion Group LTD design, manufacture and supply jointing systems for polyethylene pipelines used in water and gas distribution networks and other industrial applications. The comprehensive range of products is available globally through the Fusion network of wholly owned companies, joint ventures, licensees and distributors. Using new Fusion Group technology, operatives and engineers have the ability to not only electrofuse a fitting but by using mobile telephone technology attached to the QBOX (Electrofusion Control Box {not included in this appraisal}), field operatives will be able to take a photograph and GPS the position of the fitting as welded in the field. This

For more information see the Fusamatic Electrofusion Fittings Product Guide. 3 THE PRODUCT Fusamatic range of PE injection moulded spigot fittings have been introduced into PA 1127 Part 2. A range of 45 and 90 elbows, equal and reducing tees, end caps, stub flange adaptors, reducers and 45 tees are available in long spigot format. Stub flange adaptors and reducers are also available with short spigots. Refer to Table 1 for a full listing of product covered by this appraisal. Pressure Class The Fusamatic PE injected moulded spigot fittings are suitable for use with polyethylene (PE) pipes manufactured in accordance with AS/NZS Polyethylene (PE) pipes for pressure applications, for conveyance of drinking water, recycled water and sewage, in above ground and below ground applications. Fusamatic spigot fittings were appraised for compliance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications. The appraised fittings are Approvalmark product certified, by Approvalmark International. The Approvalmark Product Certificates are shown in Appendix B. 8 WSAA Product Appraisal PA 1127 Part 2 8 The Fusamatic PE injection spigot fittings are manufactured from black PE100 resin and available in different pressures classes i.e. SDR17.6 for PN10 and SDR11 for PN16 at 20⁰C (size dependent). The black PE100 resin used to manufacture these fittings are Eltex TUB121 and BorSafe HE3490-IM. The complete range of Fusamatic spigot fittings is available from their website at: n%203%201%20final%20march%202014%20low%20res.pdf. 4 SCOPE OF THE APPRAIS AL This product appraisal applies to Fusamatic injection moulded spigot fittings long and short manufactured by NTG Plastik in Turkey. The products are manufactured under ISO 9001 quality systems accreditation and are product certified for compliance with AS/NZS The products are produced using PE100 materials BorSafe HE3490-IM and Eltex TUB121. Refer to Section 3 Table 1 of this report for a full listing of fittingscovered by this appraisal. 5 APPRAISAL CRITERIA 5.1 Quality Assurance Requirements The WSAA Product Appraisal Technical Advisory Group accepts polyethylene spigot fittings for pressure applications manufactured in compliance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications and duly certified by means of an ISO Type 5 product certification scheme undertaken by a JAS-ANZ accredited Certification Assessment Body (CAB) or by an international accreditation system recognised by JAS-ANZ. The manufacturer is generally expected to have a production management and control system that has been duly accredited in accordance with AS/NZS ISO 9001 as a prerequisite to undergoing a product certification audit. 5.2 Performance Requirements Fusion Group LTD Fusamatic spigot fittings has been appraised for compliance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications. Appraisal criteria are also determined by the WSAA Product Appraisal Technical Advisory Group and is regularly reviewed to ensure that the criteria reflect the requirements of WSAA members. The following Product Specification is also relevant to this application: WSA PS-208 Polyethylene (PE) Moulded Pressure Fittings for Pressure Applications - Water Supply and Sewerage. Copies of the above Product Specification can be found in Appendix C or downloaded from the WSAA website. Note: 5 includes drinking and recycled water supply. 6 COMPLIANCE WITH APPRAISAL CRITERIA 6.1 Compliance with Quality Assurance Requirements Fusion Group LTD products produced at Chesterfield, UK, Zhongshan China and Karapürçek-Sakarya, Turkey are manufactured under Quality Management Systems certified as fulfilling the requirements of ISO Fusion Group LTD (Chesterfield UK) Quality Management System is Certified for compliance with ISO 9001:2008 with a BSI Certificate of Registration No. FM including the Design and manufacture of polyethylene electrofusion and spigotted fitt ings.

9 WSAA Product Appraisal PA 1127 Part 2 9 GH Fusion Corporation Limited (China) Quality Management System is Certified for compliance with ISO 9001:2008 with a Certificate issued by TÜV NORD, Registration No for Design, Development and Manufacture of Buried Polyethylene (PE) Pipes and Fittings for the Supply of Gaseous Fuels and Water. NTG Plastik (Karapürçek-Sakarya, Turkey) Quality Management System is Certified for compliance with ISO 9001:2008 with a Certificate issued by NAVIGA Certification, Registration No for Design, manufacturing and sales of plastic pipes, fittings, valves and other plastic parts made with injection moulding. NAVIGA Certification provides management system certification and is the Turkish national accreditation body and is accredited according to ISO IEC The Fusamatic electrofusion fittings manufactured in the Chesterfield UK have ISO Type 5 product certification by ApprovalMark International Certificate of Conformity No. WM issued for compliance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications. The Fusamatic electrofusion fittings manufactured in China have ISO Type 5 product certification by ApprovalMark International Certificate of Conformity No. AMI issued for compliance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications. The Fusamatic Spigot fittings manufactured in Turkey have been included are included in the schedule of ApprovalMark International Certificate of Conformity No. AMI issued for compliance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications. Fusion Group Limited has also provided a copy of Certificate of Conformity (No TGK 16 IS B 01) issued by TÜV SÜD Turkey, for the Fusion Group Ltd manufacturing site in Karapürçek-Sakarya, Turkey The certificate includes the following remark: Related material certificates, type acceptance, test on fittings, type approval, test procedures, qualification of test equipment with calibrated certificates, test reports and manufacturing line according to Quality Plan have been audited by TÜV SÜD Auditor. Additionally TÜV SÜD inspector witnessed spot type approval tests. During audit and witnessed of type tests TÜV SÜD observed Fusion Group Ltd comply all the requirement of manufacturing of polyethylene spigot and electro fusion fittings according to EN The TÜV SÜD Certificate of Conformity reaffirms the manufacturing capability of Fusion Group Ltd manufacturing site in Karapürçek-Sakarya, Turkey to produce PE spigot fittings to EN , including AS/NZS Certificate Registration details including certificate number, issuing authority, facility and dates of issue expiration are given in Appendix B. 6.2 Compliance with Performance Requirements Compliance has been confirmed by viewing the ISO Type 5 product certification certificates as listed below and sighting test reports confirming satisfactory performance to the relevant tests in the Standard. ApprovalMark International has issued Fusion Group LTD (UK) and (Turkey) with ISO Type 5 Certificate of Conformity Certificate No. AMI for compliance with AS/NZS 4129:2008. The 5 page Schedule includes Fusamatic electrofusion and PE spigot fittings. In addition NTG Plastik holds the following international approvals EN :2013 Plastics Piping Systems For The Supply Of Gaseous Fuels - Polyethylene (Pe) - Part 3: Fittings

10 WSAA Product Appraisal PA 1127 Part 2 10 EN :2011 Plastics Piping Systems for Water Supply, and for Drainage and Sewerage Under Pressure - Polyethylene (pe) Part 3: Fittings DVGW-work sheet GW 335-B2 and GW 335-B2-B1 (A) (February 2013) Fusion Group Ltd has submitted an ApprovalMark International (AMI) Factory Audit Report of the NTG Plastik factory at Karapürçek-Sakarya, Turkey dated 10 November 2016 relating to the design, manufacturing and sales of plastics pipes, fittings, valves and other plastic parts with injection moulding complying with AS/NZS 4129:2008. There were no non-conformities, corrective actions or recommendations recorded Effect on Water Ref: AS/NZS 4129:2008 Clause 1.12 Fusion Group Ltd has submitted several test reports including two from NATA accredited AMS Laboratories to demonstrate product compliance with AS/NZS 4020:2005 Products for use in contact with drinking water. Fusion Group Ltd has submitted an AMS Laboratories Ref. No dated 14 May 2014 for NTG PLASTIK moulded spigot fittings with a material designation of INEOS Eltex TU 121 PE 100 Black. The Report results state: Based on completion and evaluation of all tests on 14/05/14, the product, Fusamatic, Model No:SFHK20N, Plastic d20 Stub Flange:fully complied with the test requirements of AS/NZS 4020:2005 to cover a cold water application up to <40 C, at the recommended 0.01 (1/100) of in-the-product exposure at (20 ±2) C. Fusion Group Ltd has also submitted an AMS Laboratories Ref. No dated 15 May 2014 for NTG PLASTIK moulded spigot fittings with a material designation of Borelalis BoreSafe HE3490-LM PE 100 Black The Report results state: Based on completion and evaluation of all tests on 15/05/14, the product, Fusamatic, Model No:SFHK20N, Spigot Stub flange (BOREALIS); fully complied with the test requirements of AS/NZS 4020:2005 to cover a cold water application up to <40 C, at the recommended 0.01 (1/100) of in-the-product exposure at (20 ±2) C Polyethylene Material Composition Ref: AS/NZS 4129:2008 Sections , In accordance with Clause 3.2 and of AS/NZS 4129 PE compounds used in the manufacture of PE injection moulded spigot fittings are required to comply with AS/NZS Fusion Group Ltd nominates the following PE compounds for manufacture of the Fusamatic spigot fittings: INEOS Eltex TU 121 PE 100 Black or Borelalis BoreSafe HE3490-LM PE 100 Black. Both the INEOS Eltex TU 121 PE 100 Black and Borelalis BoreSafe HE3490-LM PE 100 Black PE compounds are listed in the PIPA Industry Guidelines POP004A Supplementary List - Materials Specific to Electrofusion and Moulded Fittings and have been assessed by the PIPA Polyolefins Review Panel to meet the requirements of AS/NZS 4131, and if nominated also the requirements of POP013 Temperature Rerating Of PE Pipes. Only the INEOS Eltex TU 121 PE 100 Black compound is listed as meeting the requirements of POP013.

11 WSAA Product Appraisal PA 1127 Part Type Testing Mechanical Characteristics Refer: AS/NZS 4129:2008 Clause 6.8 & Table 6.3. To demonstrate Type Testing compliance WSAA requires appraisal applicants submit Typical Type Test reports to demonstrate compliance with Clause 6.8 and Table 6.3 of AS/NZS 4129:2008. Fusion Group Ltd has submitted SKZ Test Report No /W0.1/ (Sample 1) dated 17/08/2016. The test material was BoreSafe HE3490-LM. Testing was performed as Type Test on fittings with spigots for butt welding according to DVGW-work sheet GW 335-B2 and GW 335-B2-B1 (A) (February 2013). SKZ Test Report No /0.1/ (Sample 2) dated 17/08/2016. The test material was INEOS Eltex TU 121. Testing was performed as Type Test on fittings with spigots for butt welding according to DVGW-work sheet GW 335-B2 and GW 335-B2-B1 (A) (February 2013). SKZ Test Report No /0.1/ (Sample 3) dated 17/08/2016. The test material was BoreSafe HE3490-LM. Testing was performed as Type Test on fittings with spigots for butt welding according to DVGW-work sheet GW 335-B2 and GW 335-B2-B1 (A) (February 2013). SKZ Test Report No /W0.1/ (Sample 4) dated 17/08/2016. The test material was BoreSafe HE3490-LM. Testing was performed as Type Test on fittings with spigots for butt welding according to DVGW-work sheet GW 335-B2 and GW 335-B2-B1 (A) (February 2013). Copies of the above reports provided, but not listed in this report. The testing appears similar to AS/NZS 4129 requirements. The testing included, inter alia; resistance to internal pressure, Tensile strength test. Samples tested included: 1. DN400 SDR11, PE100 NTG Elbow 90º. 2. DN50/50/50 SDR11, PE100 NTG Tee 3. DN25 SDR11, PE100 NTG Elbow 45º. 4. DN180, SDR PE100 NTG Elbow 90º. The Long term hydrostatic pressure test (Refer to SKZ Test Report Nos above) was carried out on test samples with results as shown in Table 2 below. SKZ Test Report No /W0.1/ (Sample 4) dated 17/08/ FITTING INSTRUCTIONS, TRAINING AND INSTALLATION The Fusamatic Electrofusion Product Guide is available on their web site at which includes specific installation instructions in accordance with their guide to electrofusion procedures. This information is also available as a video presentation or available from the Fusion Group LTD that also provides additional information regarding OH&S when jointing with EF products. Polyethylene pipe systems have been commonly used in the Australian urban water industry for many years. PE pipe manufactured in compliance with AS/NZS 4130 Polyethylene pipes for pressure applications is compatible with fittings manufactured in accordance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure applications. It is recommended that reference be made to the suppliers or manufacturers of the fittings for the installation instructions as the method may be specific to the fitting geometry. Electrofusion welding and butt fusion processes may be used for joining pipe-to-pipe or fitting-to-pipe. All welding shall be performed by welders who have successfully completed training by a Registered Training Organisation, endorsed by the Plastics Industry Pipe Association for the relevant welding method(s). The Plastics Industry Pipe Association provides technical guidelines for electrofusion welding in the following documents. (a) POP001 Electrofusion Jointing of Pipe and fittings for Pressure Applications (b) POP003 Butt Fusion Jointing of PE Pipes and Fittings Recommended Parameters. POP001 contains recommendations for equipment required, for jointing, maintenance, servicing and calibration procedures, records to be kept and the training program to be respected to produce good fusion joints in polyethylene pipes. POP003 is a guide to the butt fusion of polyethylene pipe using AS/NZS 4130 material as a basis, recommending the butt fusion procedures and parameters as specified in ISO Copies of these documents can be downloaded from the PIPA website Polyethylene pipe systems should be installed in accordance with AS/NZS 2033:2008 Installation of polyethylene pipe systems. PE pipe shall be stored in accordance with the storage requirements of POP005 Packaging, handling and storage of polyethylene pipe and fittings.

14 WSAA Product Appraisal PA 1127 Part PRODUCT MARKING All Fusion Group electrofusion and spigot fittings are marked in accordance with the requirements of the appropriate standard AS/NZS 4129, i.e. minimum marking includes the following: Manufacturers Name or registered trademark: Identification, including grade and type of material, of the plastics material used for the body of the fitting, abbreviated in accordance with ISO , ASTM D1600 or AS/NZS Nominal size (DN) of the pipe to which the fitting is suited. Classification in accordance with the pipe classification for which the fitting is to be used. Note for water applications the classification is PN. Date of manufacture or batch code The number of this standard: AS/NZS 4129 Product Certification Mark as appropriate e.g. (ApprovalMark ) Product Certification Licence Number: LN25243 Refer to Appendix E for example of product marking and packagings. 9 PACKAGING AND TRANSPORTATION All Fusamatic electrofusion fittings are supplied in individually sealed 300 gauge clear polyethylene bags, and in standardized cartons dependent of fitting type and size. It is recommended that all fittings are stored in a cool dry area, preferably on shelved units. The fittings should be kept and transported in their cardboard cartons and out of direct sunlight. Steps should be taken to prevent the following up to the point of use: Damage to the sealed bags which could result if contaminants entering the bags. Build up of moisture within the bags as a result of large temperature fluctuations.
