1 CITY OF SPARKS TRAFFIC SIGNAL EQUIPMENT The City of Sparks traffic signal equipment shall be installed in accordance with national standards and codes including, but not limited to, the most current edition of The Manual on Uniform Traffic Control Devices (MUTCD), the National Fire Protection Association (NFPA), the National Electrical Code (NEC), etc. In addition, the following standards shall, to the best possible ability of the contractor, be met. Any conflicts between the national standards and codes and the City standards shall be resolved by contacting the City Transportation Manager for a ruling. Safety Lighting Shall be LED only and placed such that it provides a minimum of 2.0 FC of average illuminance at the sidewalk. All LED style lighting fixtures shall meet the following minimum criteria regardless of manufacturer: 1. The housing shall be all metal with the exception of the lens. 2. The housing shall be silver in color except where heat dissipation components are involved. 3. There shall be a minimum 10 year warranty. 4. The unit shall provide a Type IV Medium optical spread utilizing a minimum of 80 LED units. 5. Each complete and assembled fixture shall require no more than 190 System Watts. 6. The fixture shall be capable of utilizing Universal V Line Power. 7. The fixture shall have Corrected Color Temperature (CCT) of 4000K. 8. The fixture shall not exceed 700 ma Drive Current. 9. The fixture shall be Illuminating Engineering Society of North America (IESNA) LM compliant. 10. The unit shall be constructed in such a manner that it can be mounted to a standard 2 ID horizontal pipe with +/- 5 degree adjustment with no specially constructed mounts or wire splicing methods. 11. No optional shorting cap receptacle allowed. Photocell shall be mounted at the metered service. Signal Heads All traffic signal heads shall be flat black in color, outfitted with louvered back plate, tunnel visors with ¾ slot, open to the bottom. Plumbizer for mast arm mounts shall be located between the red and yellow signal indication unless noted differently on the plans. All mast arm mounted traffic signal heads shall be aligned to the center of the travel lane that the indicator is to control. Light Emitting Diodes (LED) All red, yellow, and green signal indications for all vehicular signal heads shall be a 12 LED modules and follow ITE VTCSH-LED guidelines. LED modules acceptable for signal installation shall be Dialight 433 series or approved equal. If the indicator requires a green lens, the indicator lens shall be clear and have no tint. Indicators for the Yellow and Red may have a tinted lens or a clear lens. All pedestrian Page 1 of 14

2 signal indications shall be 16 x 18 ITE compliant countdown indications. The hand symbol shall be Portland orange and the walking man symbol shall be lunar white. Video Detection & Cameras Video detection systems shall be evaluated on an individual basis by the Transportation Manager. The contractor shall provide all labor, equipment and cabling for a complete installation of the system to the satisfaction of the city transportation department. Pelco camera mountings Astro-Brac along with a 74 tube extension shall be used for all mast arm installations. Cameras shall be located in such a manner that all vehicles can be accounted for and detected until the vehicle enters the intersection. Field splicing of the video wiring between the camera and cabinet is not permitted. Prior to acceptance, all video equipment shall be field tested in accordance to the manufactures recommendations. Loop Detection Loop detector wire shall be I.M.S.A. Spec #14 AWG to #20 AWG with Polyethylene (XLPE/XHHW) encasing tube or approved equal. Loop Detector lead-in cable (LLC) shall be I.M.S.A. Spec # 16 AWG or approved equal. Splicing of the LLC is not permitted between the signal cabinet and loop detector wire. Loops shall be a minimum of 6 diameter circle with 3 turns per loop. Loops in adjacent lanes shall be wound in opposite directions. Preformed loops shall be encased in PVC and shall be placed between the structural and wearing course unless otherwise approved by the City Transportation Manager. All new roadways shall have the loops placed between the structural and wearing course. Loops shall be placed in accordance to the Nevada Department of Transportation, Standard Drawing called Loop Detectors. The saw cut depth for all home runs shall be a minimum of 2½ inches. There shall be no more than 2 twisted pairs per sawed loop slot. The maximum area of asphalt allowed to be displaced shall be no more than 6 x 6 when installing loops. The LLC shall have 4 to 6 turns per foot between the end of the saw slot and the detector to prevent separation of the wires. When making the final connections in the controller cabinet, crimp type connectors should be soldered for additional security and the screws on the terminal strip securely tightened. The shield must be floated (left unconnected and insulated) at the splice end and shall be grounded to earth ground at the cabinet end only. LLC shall be connected to no more than 4 loops and be clearly marked by permanent means (t ag and marker) in the pull box splice point and the traffic signal cabinet. Loop amplifiers shall be EDI-LMD622T Loop Amplifier or approved equal. One Loop Amplifier shall be EDI-ORACLE 2E or approved equal. Loop Sealant Loops may be sealed using one of the following options: Hot-melt rubberized asphalt sealant must: 1. Be in solid form at room temperature and fluid at an application temperature range from 190 to 205 degrees C 2. Not produce toxic fumes 3. Be suitable for use in both asphalt concrete and concrete pavement 4. Be packaged in containers clearly marked Detector Loop Sealant with the manufacturer's batch and lot number. Page 2 of 14

The backer rod shall be at least one (1) inch below the top of pavement. Backer-rods must comply with ASTM D5249, be expanded, closed-cell polyethylene foam with a diameter at least 25 percent greater than the saw cut joint width. Sealant backer-rod material shall be easily compressed and installed in the joint reservoir and shall be heat resistant. Elastomeric Loop Sealants - Sealant shall be a flexible polyurethane encapsulant intended for sealing and protecting vehicle detector loop wires installed in saw cuts. The sealant, upon application, must be of a sufficiently free-flowing consistency to fill the road cavity thoroughly. The sealant must be self-leveling, not shrink, swell, or crack during or after its curing process. Application equipment, techniques, and temperature range must be in accordance with the manufacturer s recommendations. Sealants must have a minimum shelf life of 12 months. Backer-rod needs to be placed a minimum of every two (2) feet to keep the wire from floating up during the application process. All Other Detection Types Shall be considered on a case by case basis by the Transportation Manager. The contractor shall provide all labor, equipment and cabling for a complete installation of the system to the satisfaction of the city transportation department. Detection Devices shall be located in such a manner that all vehicles can be accounted for and detected until the vehicle enters the intersection. Field splicing of wiring between the detection device and the cabinet is not permitted. Prior to acceptance, all equipment shall be field tested in accordance to the manufactures recommendations. Emergency Vehicle Detection All emergency preemption shall be Global Traffic Technologies Opticom Infrared System emergency vehicle detection, latest version (rack mounted). Phase selectors shall be model 764 Multimode Phase Selector. Use 721 or 722 detectors for IR applications. Use Opticom Model 3100 GPS Radio Unit containing GPS receiver with antenna and a 2.4 GHz spread spectrum transceiver with antenna for GPS applications. Include a Model 1070 GPS Installation Cable that is a maximum of 300 in Page 3 of 14

4 length for GPS applications. Prior to acceptance, all Opticom equipment shall be field tested in accordance to the manufactures recommendations. Signal Poles Utilize all State of Nevada standard poles including Type 1A, 1B, 7, 28, 30, 30A, 35 & 35A. All signal poles over 10 0 shall be equipped with three (3) hand holes, one (1) at the base of the pole and one (1) opposite the mast arm on back of pole, and a 27 hand hole terminal compartment on the back side of the pole, with the top of the hole six (6 ) feet from ground level, placed 180 degrees (180 ) from the mast arm. Pedestrian Push Buttons (PPB) shall be placed so not to conflict with terminal compartment. PPB shall not be placed on terminal compartment cover. Signal poles shall be installed in accordance to all State of Nevada specifications and standard plans. The signal pole base shall be no higher than 3 from the top of the pole foundation. The pole base shall not be below finished grade or located such that it will be in standing water. Controller Shall be Naztec 980 series TS1 ATC controller and shall include release notes that describe the version of software on the controller and the fixes that the current version addressed. Controllers shall be delivered to the City of Sparks Traffic Division for testing and burn-in by the supplier no later than two (2) weeks prior to turning on the signal. Pull Boxes Use State of Nevada number 3 ½, number 5, number 7, and number 9 pull boxes. Utilize a ground able traffic rated (steel cover) pull box unless indicated otherwise. Number 3½ pull boxes shall only be used for splice locations between loop home runs and the Loop Lead in Cables (LLC). The maximum number of LLC s in a Number 3½ pulls boxes shall be limited to two (2). Pedestrian Push Button Minimum requirements for all standard push buttons: Button housing shall be cast aluminum and powder coated in green. The collar shall be cast aluminum and powder coated in yellow. Button cap must be made of 316 stainless steel. Switch must be solid state electronic switch rated for 100 million cycles with no moving plunger or moving electrical contacts. Button must either have NO lit indications upon activation or, if it has a light when activated, it must remain lit until the walk has been displayed. Button must give a two-toned beep indication of button being pushed (one tone for push, one tone for release) Button must have built-in surge protection. Button must be able to hold the call for a minimum of 5 seconds. Button must operate immediately after being completely immersed in water for 5 minutes. Button must not be able to allow ice to form such that it would impede function of button or button cap. Minimum requirements for audible push buttons: Page 4 of 14

5 Push buttons must use existing push button wiring from the controller cabinet to the push button location with no additional wiring required. No splicing will be allowed between the controller cabinet and the push button location. Shall be capable of operating in the type of signal cabinet (TS 1/TS 2) existing or to be installed at the location. Push button system can be accessed via Ethernet port for programming and status. Audio files must be updateable via a USB storage device. Firmware must be updateable via a USB storage device. Shall have a LED that latches ON until the WALK is on per MUTCD guidelines. Shall be capable of announcing an activation message (wait, crossing x, etc). Must be able to configure the system to mute all sounds on all crossings except the one being utilized at the time the pedestrian is using it. All sounds shall be synchronized. All sounds shall automatically adjust to ambient background noise levels. Shall come preconfigured with crossing names and directions per MUTCD guidelines OR must be able to be configured in the field to meet MUTCD minimums. Shall allow for extended push programming to be utilized. Shall be password protected to prevent unauthorized programming. Switch must be solid state electronic switch rated for 100 million cycles with no moving plunger or moving electrical contacts. Shall have inputs and outputs optically isolated. Shall be programmable to allow for multiple EVP activation messages. Failed push buttons shall place a constant call to the controller. Signs shall be black-on-white international walking man symbol. The housing for the sign shall be the minimum sign size per MUTCD Table 2b-1 requirements based on sign designation/type. The horizontal distance from the push button cap to the accessible path way shall be a maximum distance of ten (10) inches. The vertical distance from the button cap and the accessible path way shall conform to the Nevada Department of Transportation, Standard Drawing T called Pedestrian Push Button Details. Metered Service Cabinet The service pedestal shall be a Tesco Tescoflex service pedestal model # Low Profile detailed for the City of Sparks and shall be a 100 amp service. All power pedestals shall meet the following criteria: The pedestal shall be a low profile NEMA Type 3R outdoor enclosure with a flush fit door and closed-cell Neoprene flange compressed gasket or some type of fixed, oil resistant gasket. The cabinet shall be manufactured of continuously welded 12 gauge hot dipped galvanized steel, 12 gauge 304 stainless steel, or 1/8 thick aluminum type 5052-H32 with an anti-graffiti powder coat white finish. There shall be a separate deadfront that is hinged to open for service. There shall be no exposed fasteners with the exception of a vandal resistant hasp for padlocking purposes. The cabinet shall be factory wired and tested to NEMA IIB standards with all control wiring Page 5 of 14

6 to be 19 strand #14 AWG THHN 600V rated copper. The cabinet shall be labeled UL 508a and be compliant with the Equipment Utility Service Requirements Committee (EUSERC) 308. All terminals are to be permanently labeled. All circuit breakers shall be clearly labeled with up being on per NEC Section There shall be As Built factory drawings enclosed in a clear plastic container held inside the outer door. Battery Backup The UPS battery back-up system (BBS) shall be a Tesco model #22 BBS UPS 1400 XL piggy back system that is enclosed in an all welded, powder coated aluminum UL 508a labeled NEMA 3R enclosure, or a City of Sparks approved equal. Batteries will not be accepted inside the traffic signal controller cabinet. The UPS (BBS) shall not interfere with the normal operations of any control equipment located in the traffic signal controller cabinet. The BBS shall be UL listed and be able to operate between the NEMA specifications of -30F to +165F (-34C to +74C). The BBS shall have a 2 year factory warranty that covers replacement parts on the BBS as well as the batteries. The BBS shall bypass utility power when input voltage is outside the range of 100 to 130 VAC. The BBS shall be a 24 volt system and have output voltage of 120VAC (+/- 6% VAC) at 60 Hz (+/- 7%). The BBS shall have surge protection in compliance with IEEE 587/ANSI C and shall prevent feedback per UL The BBS shall provide power output of 2000VA/1200 Watts of continuous capacity with utility service isolation. The BBS shall have a maximum transfer time of 2ms and shall not interfere with the normal automatic run-time operating mode of the traffic signal while switching from battery to utility or from utility to battery power. The BBS shall have a minimum 60 second hot swappable battery replacement capability. In the event of inverter/charger failure, battery failure, or complete battery discharge, the BBS shall automatically revert to a state where utility power is reconnected to the signal cabinet. The BBS shall have three indicators on the front panel and three dry relay, single-pole double-throw contacts rated at 120VAC at 1amp to indicate the following three conditions: (ON BATTERY closed contacts whenever the unit switches to battery power). (TIMER closed contacts after the unit has been on battery power for at least 2 hours). (LOW BATTERY closed contacts when the battery charge reaches 40% battery life). In addition, there shall be an Event Counter and a Total Run Time counter. The BBS shall have a manual bypass using two position transfer switches with no off/stop center position. Use of the bypass shall not interfere with the normal automatic run-time mode of the intersection. All terminals shall be accessible from the front and have a protective cover to prevent accidental contact. The BBS shall have the capability to charge from a full discharge to within 95% of capacity within 6 hours. The BBS shall provide a minimum of 2 hours of run time with the traffic signal in normal automatic run-time operation. A Users Manual, Installation Manual, Startup Manual, and Schematic Diagram shall be provided with each BBS. All necessary hardware for mounting, including all cabling, switches, batteries, shelving, etc. shall be provided with each BBS. The BBS shall not exceed 40 lbs. (18.2 kg) for safety and maintenance purposes. If a backup power supply is not installed, then the cabinet shall be equipped with an Innovative Technology surge protector model HS-P-SP A-RJ or City of Sparks approved equal. All Surge Protection Device (SPD) shall meet the following minimum requirements: The protection of service entrances shall use Type 1 or Type2 SPD, in compliance with applicable standards such as UL 1449, UL Standard for Surge Protective Page 6 of 14

7 Devices, Edition 3. In accordance with The National Electrical Manufacturers Association (NEMA), the SPD shall be able to operate between -40F (-40C) to +140F (60C). The SPD shall provide all mode protection; line-to-ground (L-G), neutral-to-ground (N-G), or where there is no neutral, line-to-ground (L-G) and line-to-line (L-L). At grounded service entrances, the SPD shall be wired in a line-to-ground (L-G) or line-to-neutral (L-N) configuration. The SPD shall have stud-lugs for wire clamping onto the terminals. The SPD shall protect against surges produced by a 1.2/50 µs and 8/20 µs combination waveform generator. The SPD shall have a nominal discharge current rating of at least 20kA 8/20 µs per phase. The short circuit current rating of the SPD shall be coordinated with the available fault current rating of the supply (panel) to which it is connected, in accordance with NFPA 70, NEC. The maximum continuous operating voltage (MCOV) of the SPD shall be selected to ensure that it is greater than the upper tolerance of the utility power system to which it is connected. Radio Interference Suppressors Each traffic controller unit, flasher, and other current interrupting device shall be equipped with a suitable radio interference suppresser installed at the input power point. Interference suppresser shall be of a design which will minimize interference in both broadcast and aircraft frequencies, and shall provide a minimum attenuation of 50 decibels over a frequency range of 200 khz to 75 MHz when used in connection with normal installations. The interference suppresser shall be hermetically sealed in a substantial metal case filled with a suitable insulating compound. Terminals shall be nickel-plated, brass studs of sufficient external length to provide space for connecting two No. 8 AWG conductors, and shall be so mounted that the terminals cannot be turned in the case. Ungrounded terminals shall be properly insulated from each other, and shall maintain a surface leakage distance of not less than 1/4 inch between any exposed current conductor and any other metallic part, with an insulation factor of 100 to 200 megohms dependent on external circuit conditions. Suppressors shall be designed for 125 percent of the total connected load and in no event less than 25 amperes, 120 volts, 60 Hz, single-phase circuits, and shall be UL compliant. The ground connection of the radio interference suppressor shall be connected only to AC neutral and shall not be connected to earth ground directly. Interconnect Cable All underground copper cable shall be exterior type suitable for direct burial conforming to REA specifications: PE-39. The cable size shall be 19 AWG. The number of pairs shall be called out on the plans. The termination of interconnect cable wires shall follow the City of Sparks color code table. Wires shall be labeled indicating direction out of cabinet or splice location and previous termination. When copper interconnect is specified, an Ethernet switch shall be provided at each signal cabinet. The switch shall be a RuggedCom RS930L-HI-P-VI-VI, 6-port industrially hardened, fully managed switch with two (2) 10/100 copper twisted pair ports. Cabling shall include a 7 Ethernet 10/100/1000 Mbps as well as a power cord. The cabinet will be wired with one (1) EDCO Surge Suppression system; PC642C-030LC module and PCB1B terminal connector, to connect to the city interconnect system. Placement of all equipment shall be approved by the city prior to installation. Page 7 of 14

8 Fiber Optic Communications Cabling, splicing, and conduit & pull boxes for fiber optic communications shall conform to the following references: City of Sparks Fiber Optic Cable, Fiber Optic Splice and Distribution Equipment, and Fiber Optic Conduit and Pull Box Requirements. The contractor shall supply all necessary cabling and equipment for a complete installation of all IP addressable equipment outlined on the plans within each cabinet. All equipment shall meet or exceed the requirements set forth by NEMA TS-2 Standards for Traffic Control Equipment. The Ethernet switch shall be a RuggedCom RS900-HI-D-T2T200, 6-port industrially hardened, fully managed switch or approved equal. The switch shall have six (6) 10/100 copper Ethernet ports and two (2) 100 base FX fiber ports with LC connectors, cabling shall include 7 Ethernet 10/100/1000 Mbps as well as a power cord. Wireless Communication Wireless communication equipment shall be Mountain Secure model MSS512xx Broadband or approved equal. The contractor shall supply all the necessary equipment and materials to install a complete system that will function on the City of Sparks Traffic network with no specialized equipment needed. Prior to acceptance, all communication equipment shall be field tested in accordance to the manufactures recommendations. The contractor shall supply a high quality outdoor Cat5e cable capable of Power over Ethernet (PoE). At a minimum the Cat5e cable shall meet the following characteristics: double outer jacket, UV protected outer Jacket, 4 twisted pairs of solid bare copper 24AWG wire with LDPE + Gel, and rip cord. The cable shall support 10/100/1000 Mbps. The Cat5e cable shall not be installed in the same conduit as high voltage lines providing power service to the signal cabinet or street luminaire s. Conduit All intersection signal conduits shall be a minimum of 3 ID. Utilize Schedule 80 (PVC) for all underground runs. Rigid metal conduit shall be used under driveway sections and riser sections. All spare conduits shall have a single 12 AWG (min) copper tracer wire coated with a 30-mil (min) polyethylene jacket designed specifically for buried use. Internally Illuminated Signs All internally illuminated signs shall be in compliance with MUTCD font and letter types and be case sensitive. The sign shall have a City of Sparks logo on the left side of the sign. Cardinal direction markers shall be 4 in height and be adjacent to the upper right corner of the City of Sparks logo. Roadway descriptors (Blvd, Ln, etc.) shall be 4 in height and be adjacent to the upper right corner of the street name. The block number shall be 3 in height with an arrow pointing toward the increase in block numbers and shall be adjacent to the lower right corner of the street name. Contact Teri Parkhurst (tparkhurst@cityofsparks.us) to obtain the correct block numbers. The signs shall be weather tight and consist of 6063 T-5 aluminum housing. The sign panels shall be extruded acrylic meeting the ANSI Z97.1 safety glazing code and rated at 110 MPH wind loading before failure. The power supply/led driver shall use VAC/1.2A via a UL 1310 rated class 2 power supply designed for outdoor use. The sign shall not weigh more than 10 pounds per linear foot with a maximum length of 8 feet by 2 feet and be double sided Page 8 of 14

9 unless otherwise specified. The signs shall be edge-lit, be bottom latched, and shall not require any special tools for maintenance. The sign sheeting shall be ASTM Type IX retroreflective sheeting, applied following the manufacturers recommended procedure Conductor/Cable Utilize IMSA rated color-coated cables and conductors. Each NDOT Type 28, 30, 30A, 35, & 35A signal poles shall be fed, at a minimum, by a single 25 conductor, No. 14 cable. NDOT Type 1A and 1B poles shall be fed, at a minimum, by a single 15 conductor, No. 14 cable. All wire runs shall be made with the least number of splices possible between the field equipment and the controller cabinet. Splices shall not be allowed in the hand hole located at the base of the signal pole. Low power cables (pedestrian push button or loop wires) shall be run in a separate conduit from the higher power (signal heads or lit sign) runs to alleviate induction from the higher power onto the lower power cables. Controller Cabinet Controllers and cabinets shall conform to the State of Nevada Department of Transportation Standard Specifications for Road and Bridge Construction (Current Edition), NEMA Standard Publication, TS2 Type 2 (Current Edition), and the Special Controller Provisions defined herein. If the signal cabinet does not meet these specifications and needs to be modified in any way, the modifications shall not occur at the City maintenance yard. The cabinet shall contain the following Equipment: 1. The controller cabinet shall be a State of Nevada type R-44 or as specified in the Special Provisions. 2. The controller cabinet shall be powder coated white inside and outside. 3. The cabinet shall be constructed from type 5052-H32 aluminum with a minimum thickness of inches. The cabinet shall be a NEMA Type 4 with external dimensions of 77 high, 44 wide, and 26 deep. All seams shall be continuously welded. 4. The cabinet shall be UL listed for improved water resistance. 5. The cabinet shall be designed and manufactured with materials that will allow rigid mounting. The cabinet must not flex on its mount. The cabinet is intended for base mounting only. 6. The cabinet shall include (2) lift ears, attached to the cabinet with a single 3/8 carriage bolt for each ear. 7. The cabinet shall include (4) L-shaped, continuously welded, reinforcing plates around the anchor bolt holes on the bottom of the cabinet. 8. A rain channel shall be incorporated into the design of the main door opening to prevent liquids from entering the enclosure. The cabinet door opening must be a minimum of 80 percent of the front surface of the cabinet. 9. Two (2) stiffener plates shall be welded across the inside of the main door to prevent flexing. 10. The top of the cabinet shall incorporate a 1-inch slope toward the rear to prevent rain accumulation. Page 9 of 14

10 11. Sufficient care shall be taken in handling to ensure that scratches are minimized. All surfaces shall be free from weld flash. Welds shall be smooth, neatly formed, free from cracks blowholes and other irregularities. All sharp edges shall be ground smooth. All external seams shall be continuously welded. 12. All cabinets shall be supplied with a minimum of three removable shelves manufactured from 5052-H32 aluminum. Shelves shall be a minimum of 10 inches deep. 13. The cabinet shall include a set of three vertical C channels mounted on each interior side wall of the cabinet for the purpose of mounting the cabinet components. The channels shall accommodate spring nuts that are a channel nut with short spring. All mounting rails shall extend inches from the bottom of the cabinet. The sidewalls shall be supplied three channels, with the rear channel located at 7.69 from the back of the cabinet. The middle channel shall be 8.5 (all spacing is center to center) from the rear channel, and the front channel shall be 6 from the middle channel. The rear walls shall be supplied with three saw tooth rails, with the left-most rail located at 7.88 from the left side of the cabinet. The middle rail shall be located 9 from the left-most rail, and the right-most rail shall be 19.5 from the middle rail. The saw tooth rails on back wall shall allow shelf adjustments in ½ increments. The sawtooth rails shall be placed such that they begin at 5.5 from the top of the cabinet to approximately 32 from the floor of the cabinet. 14. The C channels shall not be obstructed so that equipment may be easily mounted without having to clear a location. 15. The main door and police door shall close against a weatherproof and dustproof closed cell PVC gasket seal. The gasket shall include a polyester film to prevent the gasket sticking to the cabinet when the door is closed and eliminate the possibility of stretching foam. The gaskets shall be permanently bonded to the cabinet. 16. The lower section of the cabinet shall be equipped with a louvered air inlet. The air inlet shall be large enough to allow sufficient air flow per the rated fan capacity. Louvers shall satisfy the NEMA rod entry test for 3R ventilated enclosures. A removable pleated air filter that covers the inlet entirely shall be secured such that it is held against the interior of the cabinet door so that dust can t enter between the filter and the cabinet door. The filter shall be easily changed without having to replace any part of the securement system. 17. The roof of the cabinet shall incorporate an exhaust plenum with a vent screen. The perforations in the vent screen shall be inch x 0.50 inch rectangular slots. The vent screen shall fully cover the exhaust area with no other openings other than the rectangular slots and fans to insure that the fans can pull air in through the inlet at the bottom of the door and out through the exhaust plenum on top of the cabinet. 18. The main door on the cabinet shall be equipped with a lower three-point latching mechanism with nylon rollers. It shall include an automatic door stop mechanism capable of holding the door open at approximately 90, Page 10 of 14

11 120, and 150 (degrees) under windy conditions. Manual placement of the lower door stop mechanism shall not be required by field personnel. The cabinet shall include door stop bar constructed of 3/16 thick by 1 wide aluminum to improve technician safety with door open. The main door shall be equipped with an upper hold open mechanism that will assist in holding the door open at 150 degrees. The upper hold open mechanism shall be manually placed into the open or stored mode. The main door shall utilize stainless steel hardware. The handle on the main door shall have a shank of ¾ diameter. The handle shall include a vertically-mounted hasp for the attachment of an optional padlock. The cabinet door handle shall rotate counter- clockwise to open. The handle shall not extend beyond the perimeter of the main door at any time. The lock assembly shall be positioned so that the handle does not cause any interference with the key when opening the cabinet door. 19. The main door hinge shall be a one-piece, continuous piano hinge with stainless steel construction and with a stainless steel pin running the entire length of the door. The hinge shall be attached in such a manner that no rivets or bolts are exposed. All external fasteners shall be tamper-proof. Nuts used to secure the door onto the hinge bolts shall be of a nylon locking type. 20. The main door shall be equipped with a #2 CCL type lock or equivalent. The cabinet shall include a solid stainless-steel cam attached to the door handle and the connecting rods that secure the door as part of the latching mechanism. A minimum of two keys shall be supplied. 21. The Police panel assembly door shall be provided with a CCL police lock# R557SGS or equivalent and has a minimum of one key. The police door assembly shall be flush- mounted to the main door and be hinged on the right. 22. All base mounted cabinets require anchor bolts to properly secure the cabinet to its base. The cabinet flange for securing the anchor bolts shall not protrude outward from the bottom of the cabinet. Four (4) ¾ X 18 long right angle galvanized anchor bolts shall be provided with the cabinet. 23. The controller cabinet shall be equipped with two cooling fans with adjustable thermostatic control. 24. The cabinet shall be wired for full 8 phase operation to include 4 pedestrian movements and four overlaps associated with vehicle phases (16 positions). The first 8 positions shall be for vehicle phases 1 through 8. Positions 9 through 12 shall be for pedestrian phases. Positions 13 through 16 shall be for vehicle overlap phases. 25. Cabinet shall be wired for Thirty-two (32) vehicle detector channels using two racks with two channels per slot for rack-mounted vehicle detector amplifiers. 26. Pluggable detector panels with provisions for input surge suppression shall be installed on the lower left side of the cabinet wall. Surge suppressors shall not be included unless specifically called out in the procurement. Page 11 of 14

12 27. The detectors will be housed in two racks mounted in a side by side configuration. The rack mounts shall have a 1 strip on the top or bottom of the rack that allows for labeling the phase associated with the detector card slots. 28. The cabinet shall be wired for four channels of emergency vehicle pre-empt according to NDOT specification , using the most recent opticom card rack discriminator and be installed in the left rack. The emergency vehicle discriminator shall be provided as specified in Emergency Vehicle Detection section. The Opticom shall be installed in special slots in the lefthand rack. 29. A GTT Opticom 768 Auxiliary Input Panel shall be installed in the cabinet on the lower right side of the cabinet wall. The green inputs shall be hard wired to the back side of the appropriate load bay field terminals. 30. Each cabinet shall be equipped with an EDI MMU2-16LEip or equivalent that follows NEMA TS standard R2008, is compatible with NEMA TS devices and supports amendment of the NEMA TS 2 standard Flashing Yellow Arrow PPLT operation. 31. The cabinet shall be wired such that removal of safety monitor and/or controller will result in the signal entering all red flash mode. 32. The cabinet shall be supplied with two LED white lights which shall come on automatically when cabinet door is opened. One light shall be mounted above the main door opening. The second light shall be mounted such that it illuminates the load bay whether the lowest shelf/drawer is open or closed. 33. Ground bus and neutral bus shall allow for direct connection without spadetype lugs. 34. Terminal strips shall be equipped to land solid or stranded wire by way of landing lugs or spade lugs. Landing lugs shall be a mechanical one-hole copper single barrel straight fixed tongue lug that can accommodate #14 to #6 AWG wire sizes. 35. Field flash shall be programmable by use of hard wiring on terminal blocks. No dog bones, plugs, or other methods shall be allowed. 36. All phases shall be programmed to flash red. 37. The cabinet load bay shall be mounted in such a manner that it is no more than 3 from the back of the cabinet to the top of the load bay and no more than 9 from the back of the cabinet to the bottom of the load bay. 38. The top of the load bay shall be secured to the sawtooth rails on the back of the cabinet. 39. Carriage bolts can be used to secure the main door entry into the cabinet provided nylon locking nuts are used as part of the fastening system. 40. Each cabinet shall be equipped with a GFCI outlet mounted on the power panel. Two (2) power strips shall be included. Each strip shall include six (6) receptacles that are arranged vertically and spaced a minimum of 3.2" apart to allow transformers to be plugged in side by side without covering adjacent receptacles. Both power strips shall be mounted horizontally across Page 12 of 14

13 the sawtooth rails on the back wall. One shall be located above the top shelf, and the other shall be mounted above the bottom shelf. 41. There shall be a Video Detection Panel mounted on the upper left side of the cabinet. It shall be an aluminum panel approximately 10 x10 and include a duplex non GFCI receptacle and a 10 AMP breaker. 42. Any extra wiring or equipment installed in the cabinet will be done in a neat and workmanlike manner. Wiring hanging out into open space will not be permitted. Cables blocking access to other equipment will not be permitted. Items exceeding reasonable weight limits on shelves will not be permitted. Access to lighting, fans, and other equipment shall not be blocked. Stacking of equipment on top of controllers, safety monitors, etc, will not be permitted. Equipment shall be mounted as intended by manufacturer and according to their specifications. Conflicts will be resolved by the City Engineer or his designee. 43. Power Breakers CP1, CP2, CP3 will be non-snap in type breakers, Square D QOU series. CP1, CP2, and CP3 will have terminal space connections. CP1 will have a bottom lug for field AC+ connection. 44. The back panel shall include a hard-wired 55 pin A power cable in addition to the 10-pin A power cable required by NEMA TS2. No adapter cable will be allowed in order to eliminate points of failure. 45. The main contactor installed in the cabinet shall be normally open. The main contactor shall be a hybrid relay including both a solid-state relay and an electromechanical relay in parallel. The contactor shall include an LED indication to indicate when power is supplied to the input terminal. The main contactor shall be Struthers-Dunn model 418AXXL- 120VAC, Crydom SSR or equivalent. No mercury contactors will be allowed. 46. The cabinet will include signal off switch and signal flash switch mounted behind a police panel door on the front of the cabinet. An Interval Advance Push Button and a Manual Control Enabled switch shall be installed in the front door enclosure. The manual advance shall not operate in such a manner as to bypass minimum times such as minimum green, yellow clearance, red clearance, pedestrian walk, or pedestrian clearance intervals. 47. There shall be a panel mounted on the interior of the cabinet door that has a stop time switch, controller off switch, and signal flash switch installed on the inside of the cabinet door for service use. There shall be 3 position micro switches (momentary, off, and normal) tied to pedestrian phases 1 through 8 mounted on the same panel. There shall be a coord/free switch mounted on the same panel. There shall be a switch on the same panel that shall service the Entry Phase(s), clear to an All Red, then initiate flashing operation. All switches shall be protected by a hinged Lexan cover. 48. No other switches shall be allowed other than those called out in these specifications without prior approval from the Transportation Manager. 49. A pull-out drawer for plan storage and layout shall be provided. The drawer slides shall provide a lock-out feature to hold the drawer in place Page 13 of 14

14 when fully open or closed. The lock-out feature shall be automatic and not require a manual release to function. 50. Detector racks shall be labeled on the drawings with the Channel Number, Phase Number, Loop Number, Pre-empt Detector Number, and Pre-empt Channel Number for each slot in the rack. 51. Batteries installed in the signal cabinet for backup power supply will not be permitted. 52. With the exception of twisted-pair wires and SDLC cables, all wiring in the cabinet shall be discrete wire. No multi-conductor cable will be allowed. 53. All cabinet wiring shall conform to the following wire color code: A/C Line - black wire A/C Neutral - white wire Earth Ground green wire Logic Ground (DC ground) white wire with red stripe +24V DC blue wire Page 14 of 14
