A written report will be distributed to Council and the public prior to the meeting. 4 Definition of Reliability Performance Indices On the following page, ComEd provided 5 charts containing reliability indices for your municipality. CHART 1 - SAIFI (Average Number of Interruptions Per Customer) Chart shows the average number of interruptions per customer on an annual basis for your municipality for the past 5 years. For comparison purposes, this chart also shows the average number of interruptions per customer for the CornEd system. CHART 2- SAIFI Non-Storm (Average Number of Interruptions Per Customer) Same as CHART 1, however, reportable storms* have been excluded from the indices. CHART 3 - CAIDI (Average length of Customer Interruptions in minutes) Chart shows the average length of customer interruptions in minutes on an annual basis for your municipality for the past 5 years. For comparison purposes, this chart also shows the average length of interruptions for the CornEd system. CHART 4 - CAIDI Non-Storm (Average length of Customer Interruptions in minutes) Same as CHART 3, however, reportable storms* have been excluded from the indices. CHART 5- SAIFI by Cause Chart shows the average number of interruptions per customer by Interruption causes for the' past 3 years. Causes reflect 'interruptions' or 'outages' as defined by the General Assembly's Illinois Administrative Code Title 83: Public Utilities, Chapter I: lflinois Commerce Commission Subchapter c: Electric Utilities Part 411 Electric Reliability Section Definitions. "We recognize that storms can have a significant impact on the reliability. Indices. As a result, we also have computed these Indices excluding Interruptions during certain storms. To make these computations, we have used the 83 fffinois Administrative Code Part (a) reporting threshold (10,000 customers experiencing interrupt;ons for three hours) for determining when a "stormw has occurred Annual Franchise Report
5 Glossary of Interruption Causes Animal Related -Interruptions due to any type of wild or domesticated animal causing damage to material or equipment or making contact with energized overhead wires resulting in a short-circuit It must be apparent upon a normal field inspection that an animal was the root cause of the interruption. CornEd/Contractor Personnel Errors - inteffuptions categorized by one of the following descriptions: Accident - interruptions resulting from accidental actions made by CornEd Personnel or CornEd Contractors; for example, overhead conductors making contact with replacement conductors during repairs. Dig-in - interruptions caused by CornEd Personnel or CornEd Contractors making contact with underground cable while digging. Error - Interruptions caused by CornEd or CornEd Contractors while performing switching, testing or other duties. Customer Related -interruptions typically caused by failure of customer-owned equipment, interruption by service/tariff contract, access to equipment denied, non-payment of bill, at the customer's request, or a customer who tampered with their electrical service. Intentional -lnteffuptions categorized by one of the following descriptions: Emergency Repairs -pre-determined inteffupfions which do not fall Into the timely notification limits of Intentional-Scheduled. For example, a circuit breaker is opened to remove a metallic balloon from the electrical lines, or an interruption caused by the request of a fire department. Protection of System Integrity - inteffuptions CornEd determines necessary to protect the system from overload and/or to maintain system stability. Scheduled Construction, Maintenance, or Repair- interruptions for which the time and duration of the outage can be pre-determined and permits timely notification of affected customers. For example, CornEd may get a request from a Municipal Authority or Fire Department to remove power to a building or CornEd may need to perfonn maintenance switching in order to complete a scheduled repair on the electric distribution system. Other- interruptions that either do not fit Into existing cause categories or occur infrequently enough that It requires them to be grouped together to be counted. Other Alternative Retail Electric SuppllertOther Utility -Interruptions caused by an Alternative Retail Electric Supplier or another utility. Overhead Equipment Related- interruptions categorized by one of the following descriptions: Broken Fuse Link - interruptions caused by a fuse link not related to an overcurrent situation. When this occurs, the fuse will break usually near the end of the fuse link where It exits the fuse tube and is bolted to the assembly. Since the fuse link has physically broken, rather than melted from an overcurrent situation, it can generally be found intact. Contamination- Interruptions due to build up of airborne particles and other impurities that affect the operational design specifications of material or equipment. Malfunction - interruptions from material or equipment failure Annual Franchise Report Refleds IDinois Commerce Commission cause categories 1 of2
6 Public- interruptions categorized by one of the following descriptions: Accident by Others -interruptions caused by accidents such as a crane making contact with the overhead wires, a plane hitting the overhead wires, etc. Dig-in by Others - interruptions caused by anyone other than CornEd personnel or Com Ed contractor making contact with underground cable when digging. Fire- interruptions caused by a public fire such as a house fire that damages CornEd equipment. Foreign ObJect -Interruptions caused by a foreign object, such as a kite or metallic balloon. Vandalism -Interruptions due to willful damage of CornEd equipment. Vehicles -Interruptions caused by a vehicle, such as a vehicle striking a pole. Transmission and Substation Equipment Related -Interruptions categorized by one of the following descriptions: Contamination - interruptions due to build up of particles and other impurities that affect the operational design specifications of material or equipment. Substation Equipment- interruptions occurring on equipment Inside CornEd's substation property, such as transformers and circuit breakers. Transmission System Outage -lnterroptions occurring on transmission system equipment, such as high voltage wires. Tree Related - intenuptions categorized by one of the following descriptions: Broken Limb- intenuptions where large limbs or branches have been broken, caused by wind, lightning, ice, snow, etc. and have come In direct contact with overhead wires. Tree Contact- interruptions that occur due to trees c6ntacting overhead wires. This is intended to mean locations where limbs, which are not broken, have come in direct contact with overhead wires. Uprooted Tree- interruptions where trees have been uprooted due to wind, lightning, ice, snow, etc. and have contacted overhead wire. Underground Equipment Related- interruptions categorized by one of the following descriptions: Contamination - interruptions due to build up of airborne particles and other impurities that affect the operational design specifications of material or equipment. Malfunction - interruptions from material or equipment failure. Underground Failure -Interruptions caused when an underground cable or associated equipment fails. Unknown - interruptions whose causes could not be determined. Weather Related -Interruptions categorized by one of the following descriptions: Extreme Cold - interruptions during an extended period of low temperature that impacts the normal operation of electrical equipment. Extreme Heat- interruptions during an extended period of high temperature and humidity that impacts the normal operation of electrical equipment. Flooding -interruptions caused by an overflowing of water onto an area that is normally dry. Ice/Snow- intenuptions where the ice or snow on overhead wires or poles is the main contributing - factor. Normally the outage would not have occurred If the Ice or snow were not present even though high wind may exist. lightning -Interruptions during a lightning storm may be given this code as the cause, even though there may be no physical evidence. A brief Inspection of damaged equipment will, In some cases, immediately reveal the cause to be lightning. For example, a fuse that blew during a lightning storm. 9 COUNCIL POLICY STATEMENT Policy No. General Subject: Specific Subject: Date Approved: Date Revised: 47 General Emergency Notifications to Residents February 7, 2011 PURPOSE The purpose of this policy is to provide a guideline of the use of the City's Everbridge Mass Notification system for the notification and alerting of the employees and the public to issues of health, safety, and welfare, critical information, and problems relating to major incidents and other significant events. POLICY STATEMENT It shall be the policy of the City ofpark Ridge to notify the employees, residents, and businesses within the City in a timely and efficient manner. Although residents have the option to not participate in this calling notification system, the City strongly encourages all community members to be a part of this initiative in order to receive prompt and valuable information. INTRA-DEPARTMENTAL NOTIFICATIONS: Call groups and administrators will be established on a department-by-department basis as determined by the Department Head: 1. It shall be up to the individual Department Head to establish his/her own internal policies regarding notification procedures. 2. Examples of Intra-Departmental Notifications would be hire-backs or call outs. 3. The system shall not be used for personal use. Examples would include but not be limited to items for sale, personal gatherings, etc. PUBLIC NOTIFICATIONS: 1. The City Manager shall authorize which personnel are given access to the resident notification system. 2. Examples of Public Notifications: The following, non-exclusive listing reflects the types of conditions for which either full or limited (directed only toward specific affected areas) notification may be warranted depending on the particular circumstances presented: CPS 47 -I of3
10 a. Extraordinary/unanticipated results of severe weather conditions b. Extraordinary flood warnings c. Extraordinary/unanticipated conditions following natural disasters such as an earthquake d. Conftrm.ed terrorist threats or activity e. CERT Notification for activation of the team f. Missing persons/ Amber Alerts affecting City residents g. Imminent danger from fire h. Hazardous material incidents affecting City businesses or residents i. Bomb treats, after the assessment of risk j. Hostage situations k. Criminal manhunts I. Water boil orders m. Crime alerts and watches n. Vicious, fierce or dangerous animals running at large in the City o. Non-routine special meetings notices p. Other life-threatening situations q. Waterm.ain breaks and collapsed sewers 3. Non-Emergency, non-life-threatening public notifications a. These are notifications that must be made in a timely manner, but not immediately. The department head of the respective department that is performing the notification must approve these notiflcations. b. Prior to the notification, appropriate personnel at City Hall must be notified so that they are prepared for any calls from residents. 4. Priority Public Notifications and time sensitive notifications a. Whenever a priority notification is deemed warranted, appropriate, and necessary in light of known information and circumstances presented, the Notification System will be activated in a reasonable timeframe, taking into account the need to: (i) ensure the accuracy and integrity of the informational content of the notification; (ii) avoid unduly alarming the public; and (iii) balance the urgency of the situation when the time of day that such conditions are encountered b. In an emergency situation, any one of the following people can authorize a priority notification: i. City Manager ii. Deputy City Manager iii. Fire Chief 1v. Police Chief v. Director ofpublic Works CPS47-2 of3
11 c. Prior to the notification, appropriate personnel at City Hall must be notified so they are prepared for any calls from residents. d. Upon activation of the system, all department heads and elected officials shall be notified as soon as possible of the message and the reason for it. 5. Use ofnotification system by outside agencies a. In extraordinary, emergency or exigent circumstances, the City Manager or the Chief Executive Officer or Board President from other governmental units, including but not limited to Cook County, City of Chicago, State of Illinois, and Park Ridge Park District, may request that the City Manager activate the City's Notification System for a Priority Notification. Whenever such use of the Notification System is proposed, the City Manager or designee shall make a determination whether the circumstances presented warrant activation in conformance with these policies and procedures. b. The system shall not be authorized for any non-governmental agency or for political purposes. 6. Notification Cancellations a. A notification can be canceled at any time. However, since the system notifies all residents within 20 minutes, a cancellation must be activated within a small timeframe after initiation., CPS 47-3 of3
