1 REQUEST FOR INFORMATION(RFI) FOR DUAL TECHNOLOGY MINE DETECTORS 1 What is the operating principle of the equipment? Does it have dual technology of metal detection and ground penetrating radar wave technology to detect metallic and low metallic objects to include mines and other explosive ordnance? Does the equipment have the option to operate in dual mode(i.e. metal detector & GPR) or in stand alone mode? 2 Upto what depth the equipment detector can detect metallic and low metallic objects? 3 Does the equipment facilitate real time detection? What is the methodology of indication/alarm when passing over any object that the system believes is mine like? 4 Can the equipment discriminate between mine or desired object from clutter to prevent false alarm? If yes, how? 5 Does the system have facility to selectively mute unwanted signal (Audio / Radar signal of the equipment)? Is the radar system of stepped frequency type to minimize interference from nearby electronics?

2 2 6 Is the detector capable of performing with equal efficacy in all types of soil including wet, dry, frozen, laterite (Iron rich), clay and sand? If there is a variation, specify the type of soil and the extent of variation. 7 Is equipment water proof and capable to operate and detect mines buried under water? If yes, what is the depth the depth of detection? 8 Are the handles/probes and grips modular & telescopic in nature? Does the system incorporate a internal loud speaker and headphones which will receive and indicate the output from the detector and radar subsystems? Is it possible to disconnect the internal loudspeakers leaving the use of headphones only? 9 Does it have any interference from conductive soil such as soil with salt water? 10 Does the difficult terrain and extreme climatic conditions effect the efficiency of the equipment? 11 Is necessary illumination provided in the equipment for use during night? Can it be used with night vision equipment worn by the operator?

3 3 12 Is the detector operable in all positions i.e. lying down, kneeling and standing positions? 13 Does it have capability to detect but not initiate influence mines? 14 In addition to GPR and metal detection audio signals provided to the operator through earpiece and an external loudspeaker which will also be helpful during training should be provided. 15 Is system capable to use standard and commercially available batteries? For how many hours can batteries be alive without recharging. 16 Specify length of the equipment in its longest and shortest operable lengths. Also specify intermediate lengths at which the equipment can be operated. 17 Specify weight of the equipment as under:- (a) Operational mode (Mine detector with battery pack) (b) Man portability mode (Complete with rucksack) (c) Transportation mode(complete with transit case) 18 What is the extent of demarcation of the detected object? 19 Is system designed to easily operate even when wearing NBC or heavy cold weather clothing and operable with either hand i.e. left / right?

4 4 20 Does the system have appropriate built in test equipment that can carry out self check of all electronics and confirming operation of both metal detector and radar subsystem? 21 Is each detection equipment equipped with rugged carrying cases with inside lining of soft material and rucksacks for carriage/storage? 22 The proposed equipment and its components should confirm fully to metric standards. 23 Design, development and manufacturing agencies will ensure that assemblies, sub-assemblies, component parts and material used in the equipment conform to Joint Service Specifications (JSS) and where no JSS is issued they must conform to Indian Standards (IS). Use of departmental specifications will be made only in such cases where no JSS or IS (meeting defense requirement) has been issued. 24 Estimated delivery period for Quantity 1000 Nos. 25 Confirm that your firm manufactures such equipment and that you are willing to supply the equipment to Ministry of Defence, Government of India(GoI) as provisions in Defence Procurement Procedure 2011 issued by Ministry of Defence, GoI.
