2 Residential Emergency Preparedness Plan I. Introduction A. Basic Information 1. The plan shall be reviewed and updated within three months of the initial Board meeting of the Condominium Association. C. 1. This plan shall be reviewed and updated if necessary at the annual board meeting of the Condominium Association. The Residential Emergency Preparedness Plan shall be incorporated into the Tavira at Bonita Bay Condominium Rules & Regulations which will be distributed to all condominium unit owners. 2. The building manager will also provide each unit with an Update Reminder Memorandum which will be distributed at the beginning of the Winter Season, November 15 th, and at the beginning of the hurricane season, June 1 st. II. Hazard Analysis A. The following hazards may be encountered during these events: 1. Hurricanes and Tornadoes a. Direct wind damage b. Wind borne projectile damage c. Flooding water damage d. Number of residential units = Estimated population year round: Estimated maximum population: Storm surge flooding risk: Since the building is in close proximity of Estero Bay, it can be expected that, during a major hurricane event, the garage level may flood. FEMA flood elevation is Elevation 13 NGVD*. The garage elevation is Elevation 8 NGVD* and the first living floor is at Elevation NGVD*. The fire pumps and emergency generators are well above flood elevation at NGVD. 5. The finished floor elevation of the 1 st floor common room and office is NGVD. 6. The flood zone of the site is A16 with a flood elevation of 13 NGVD as shown on rate map II D.

4 7. The site is 3 miles to the closest major transportation artery (U.S. 41). *National Geodetic Vertical Drum III. Concept of Operations A. Management Structure 1. Mr. Hugh Henkel will be the Emergency Acting Director for the Tavira. The on site manager will take over if the director is not available. 2. The following procedures are to be followed to activate and proceed with the Residential Emergency Preparedness Plan. (See attached) IV. Information, Training & Exercise A. For Community Residents 1. The Residential Emergency Preparedness Plan will be sent to all unit s owners and posted on the resident website. B. For Building Employees 1. The Emergency Director will instruct the Building Manager and all maintenance employees on performing emergency activities. 2. The Residential Emergency Preparedness Plan will be reviewed and exercised two weeks prior to the dates set forth in II.A. 1-2 above.

Building manager must have a schedule for homeowners to have access to the building for 2.9 hours/day for 5 days. This is based on not getting any refueling for the emergency generator. 2. Building Manager to have a guaranteed contract for fuel service within a 24-hour period after a request for fuel has been made. Fuel port is on emergency circuit; generator must be running to refill fuel in a power outage. Contract to be posted in elevator machine rooms or other place conspicuous to the elevator inspector. 3. In case of power loss, building manager has 2 hours to decide if 5-day disaster operation will be implemented. In case of 5-day event, turn emergency generator switch in Fire Command room from Normal to 5-Day Event. 4. With the emergency generator running (and assuming that utility systems in the street are functional), the building will have active fire alarm system, active fire sprinkler system, power to phone system (pending CenturyLink s signal), potable water, egress lighting, active security system (tele-entry system and door access), two elevators, 4 garage exhaust fans, and air conditioning in the Fire Command

7 room. See below for electrical convenience outlets. Note that air conditioning will not be running in the common areas or in the residences. Also note that power will not be provided to the residences by the emergency generator. 5. If Fire Sprinkler system is non-operative evacuate building. 6. If Fire Alarm system is non-operative establish Fire Watch. Fire Watch procedures must be worked out with Bonita Springs Fire Department ahead of time. 7. Propane Gas system T.B.D 8. CenturyLink phone system has battery back up for approx. 9 hours for phone system in residences and main building number. The battery back-up system is connected to the emergency surge protector. 9. Every residential floor has one emergency power outlet in the back of house hallway for the 01/02 stack and for the 03/04 stacks. Outlets on emergency power for amenity level located in fire command room. Outlets on emergency power are also located in elevator machine rooms on roof but these should only be used if absolutely necessary. 10. Garage gates are not on emergency power but they have chains to manually open gates in case of power loss. Planning 1. Building Manager to have County Emergency Pass for priority access back to building. 2. Building Manager shall maintain a written emergency operations plan that details the sequence of operations before, during, and after a natural or manmade disaster or other emergency situation. The plan must include, at a minimum, a life safety plan for evacuation, maintenance of the electrical and lighting supply, and provisions for the health, safety, and welfare of the residents. (FL Statue (2) (d)). Also consider any residents that need assistance to evacuate. 3. Discuss building shut down procedures with insurance company. Do they recommend fire sprinkler system should be shut off if building is evacuated? If the phones do not work the monitoring of the building fire alarm system will not work. HURRICANE CHECKLIST

8 Pre Hurricane Checklist Set computers, AV equipment up off the floor Gutters including gutter around hardscape deck to be free of debris. Have insurance (building and flood) contact information handy. Ask insurance companies what their procedures is if there is a claim that needs to be filed. Also ask them what you can do to speed process up (like taking pictures and properly documenting) Set up account with a remediation company To All Tavira Staff: In my absence to help ensure the safety and protection of Tavira Building and owners, please follow the checklist below: (MAINTENANCE DEPARTMENT) In charge of generator, fire pump, diesel fuel and the entire mechanical plant. Remove all pool and cabana furniture and place on second floor garage Backflow valve for the sewer line for the pool bar (for toilet, vanity and bar sink) has to be turned off if flooding is expected. There should be a shut off valve (maybe in a valve box in the pavers by the pool bar cabinets. The pools bar bathroom and bar sink are below the 100-year flood line. If the water line rose to 4ft above the ground and since water find its own level, you would have sewer potentially coming out through the lines. Floodwater can infiltrate the sanitary system, or lift stations can break down etc. Remove TV and decorations from pool cabana Cabinet doors and draws under barbecue must be tied strap ties Turn off fountains Turn off all automatic doors Remove furniture from Tower Lobby Remove all outside trash cans and place in garage storage Split equipment (mops/buckets/wet-vacuum) Check dirt and paver parking lot for flying debris. Check roof, hardscape, and pool deck drains Verify all roof doors are secure Check all units to make sure all windows are locked, shutters down and furniture in (FRONT OFFICE DEPARTMENT)

9 In charge of all office equipment, informing residents that are currently in the building of all the precautions being taken as well as the rest of the Tavira staff to ensure protection of occupied and non-occupied units. Offer assistance to owners currently living in the building. Inform Maintenance Staff of the units that have shutters Contact owners that have cars on the first floor and give instructions on where to park on the 2 nd floor. Computers are backed up off-site Remove all building files, computers, and other equipment and place on upper level Keep updated information on the Hurricane or storm to keep owners and staff up to date. Post elevator schedule in case of power failure and contact owners currently living in the building with the information. (HOUSEKEEPING STAFF) In charge of securing all housekeeping equipment Will help Maintenance and Office Department as directed After hurricane or storm situation, check and clean Tower Lobby. Office Asst. and Maintenance will be in charge of Tavira Building and their perspective staff as well as assign and distribute tasks before and after hurricane situation. Post Hurricane Checklist All items in Pre checklist apply Check windows for leaks, torn screens or blown out windows. If there has been power failure (pretty safe to assume that it will happen), check all equipment, pumps, etc. Know how to reset equipment. Also check HO mechanical rooms. ALL rooms must be checked and all issues must be documented. Take pictures and Notify Insurance Company

11 Tavira Emergency Planning General Information - Hurricane season runs from June 1 to November Please remember to prepare before the storm. The staff of the building will have many responsibilities for the common areas and will not be able to work on individual residences. During this time, the office phone will be on an answering machine. Please leave a message with all pertinent information. Messages will be constantly monitored. 2. When you are not in residence during the summer make sure all balconies are cleared of furniture if you do not have shutters. If you do have shutters, please make sure they are in the down position. All drapes should be closed. 3. Building management will move all cars to the upper garages that are left in the building. 4. Pay attention to news broadcasts. Keep a watchful eye on developing storms and their projected paths. Please adhere to the information being given by authorities and think wisely for your own safety. 5. In the event of a hurricane evacuation, any resident wishing to return must have some form of identification (drivers license, or bills with the correct Florida address and residents name) to identify the resident with the address. 6. From time to time there may be limited telephone lines available in or out of Florida. We will maintain a list of s of residents and will go to the South Community Patrol Gate at Bonita Bay and residents of the status of your unit and the building. They have a satellite web link that will enable us to communicate with you when phones are not operational. Please ensure we have your up-to-date addresses. The staff will do its best to communicate as much information as possible to you. 12 HURRICANE WATCH (72 Hours) (A Hurricane Watch issued for your part of the coast indicates the possibility that you could experience hurricane conditions within 36 hours.) 1. Find out if you are in an evacuation zone. If you are, decide where you will go if you need to evacuate a relative s house, a friend s house or perhaps a hotel. Make a list of articles you will need to take along if you have to evacuate (this includes your disaster supplies kit). If you plan to stay in your home, make a list of what supplies you need for your disaster supply kit. 2. Make certain that you have an ample supply of potable water and nonperishable food items for several days. You should have emergency lights and batteries, battery powered radios, first aid kits and an ample supply of prescribed medication (at least a two-week supply), personal hygiene supplies, available cash, and any other items that may be considered necessary if you will be staying in SWFL, as all of the area would be affected. 3. Make sure to get cash Banks and ATM s won t be in operation without power and few stores will be able to accept credit cards or personal checks. Think small bills, finding change for a $20-bill may be difficult. 4. Be sure the gas tank in your car is filled. Top the gas tank in your car off every couple of days. Lines get long; the gas supply becomes scarce and even non-existent the closer a storm approaches. Also, gas pumps do not operate without electricity and may not be available for days after a storm. Have a plan as to where you would go during the storm in the event the building is evacuated. If an evacuation is announced by Lee County, EVERYONE MUST LEAVE THE BUILDING. 5. If you have a pet, do not forget your pet s needs, i.e. water, food, medications, collar, carrier, etc. 6. Due to high winds at this time, all items from the balconies must be brought in. 7. Keep your portable radio turned to a local station. The satellite dish will be disconnected. Comcast cable will be provided for as long as the carrier can transmit. 8. If you plan to leave the building, please leave a forwarding address, address and/or phone number in the manager s office. Also let your family/friends know of your evacuation plan. 9. Prepare your disaster supply kit. Your disaster supply kit should include:

13 Flashlights and several sets of batteries. Portable radio and batteries. Drinking water a supply of one gallon per person, per day for a minimum of three days. Non-perishable food A two-week supply is best. Special dietary foods. Non-electric can opener. Prescription medications Always keep a two-week supply on hand. Mosquito repellent. First aid kit including a first aid book, bandages, antiseptic, tape, compresses, aspirin and non-aspirin pain reliever, anti-diarrheal medication and antacid. Distress flag and/or whistle. Toilet paper, paper towels and pre-moistened towelettes. Camera. Coolers one to keep food and one to transport ice. Garbage Bags. If you have to evacuate take the supplies above and also take: Personal hygiene items such as toothbrush, toothpaste, deodorant, etc. Extra clothing, shoes, eyeglasses, etc. Pillows, blankets, sleeping bags, air mattresses, folding chairs or lawn chairs. HURRICANE WARNING (24 hours) 1. Securely close and lock all windows and sliding glass doors. 2. Close and secure all hurricane shutters. 3. Close all draperies and shades. 4. All furnishings and clothing etc. that can be easily moved should be placed as far as possible from outside openings. 5. Place important items / documents in a waterproof bag - this includes birth certificates, marriage certificates, social security cards, car and homeowners insurance documents. 6. Move all items necessary for survival/comfort to a convenient area in the residence as far away from windows as possible.

14 7. Keep the building management aware of your evacuation plans / where you can be reached Be prepared to evacuate immediately if ordered. (See next page) NOTE: IF THERE IS AN EVACUATION ORDERED THE ELEVATORS WILL BE TURNED OFF AND LEFT ON THE SEVENTH FLOOR. PLEASE DO NOT USE THEM!! Remove all perishable items from refrigerator / freezer as there will be no electrical power. These items can be thrown down the trash chutes. 2. Collect all items that you will require to take with you. 3. Make a fast and final check to determine that the residence is secured. 4. Turn water off to your residence. 5. Turn all circuit breakers in your residence to the off position. 6. Close and lock door and evacuate area as quickly as possible. 7. In the event of this evacuation all residents wishing to return must have some form of identification (drivers license, or bills with the correct Florida address and residents name) to identify the resident with the address. INFORMATION FOR RESIDENTS WHO HAVE PETS 1. Be sure you have a carrier, a collar and a leash for your pet and all their vaccination paperwork (make sure your pet s vaccinations are up to date).

15 2. Keep a current photo of your pet with you. 3. Do not leave your pet unattended during the hurricane. A secure room, a few days supply of food and water does not mean your pet will be safe. 4. 17 Tornado Policy Tornado Watch This means that conditions in the area are right for a tornado. You should watch/listen to the weather channel for information. Tornado Warning This means that a tornado has been sighted or is visible on radar screen. What you should do before any watch or warning: Locate the innermost hallway of the lowest floor (lobby floor). This would either be the bathrooms or the fire staircase. This should be the place you will go to should there be a tornado warning. Tornado Watch: The emergency management recommends you purchase a weather radio (7 channel). This will automatically come on if there are weather advisories for your area. Secure any loose objects outdoors or move them indoors. Be sure you have a safe place to go if there is a warning. Close all hurricane shutters. Keep watching the sky to the south-southwest. If you see any funnel shaped clouds, report them to the law enforcement and take cover. Tornado Warning: Take cover; do not open windows to equalize pressure. Stay away from windows. Be certain the threat is over listen to weather radio.

18 Fire Alarm Response Unless otherwise instructed, please follow these instructions during a fire alarm: 1. Immediately leave your apartment. 2. Use fire staircase to get to lobby area and then go out the front door of the building. 3. Congregate on the far side of the circle, and wait for instructions from the fire department. 4. On no condition re-enter the building without notice from the authorities. What happens during a fire alarm situation? Alarm sounds from the fire control room. Monitoring service checkpoint receives the signal. They call: 1. Emergency Services who dispatch fire and police. 2. Page manager and maintenance Manager and or maintenance come to the building. Manager or maintenance ensure that security know of the situation. ONLY THE FIRE DEPARTMENT MAY DISARM THE FIRE ALARM. Fire Department has a common area key and a key to the fire control room.
