6 General Information The Bucks County Public Safety Training Center is managed by the Bucks County Community College Division of Continuing Education by the Department of Public Safety Training and Certification. Through this unique partnership, the Emergency Services has the benefit of support from an established educational institution. Mission Statement To provide our customers with an opportunity to receive a quality education in the fields of public safety operation and management, public safety professional certification, emergency management and industrial safety that will enhance their ability to deliver life saving services, in a manner consistent with specific work practices and while maintaining their safety, as well as the safety of their co-workers and the public they serve. Professional Certification Fees The Bucks County Community College Department of Public Safety Training and Certification provides professional testing and administrative processing at no cost for members of the Bucks County Emergency Services and Departments participating in the Training Membership Program as a Silver or Gold member. All other PA county emergency services and out of state providers are charged based on the professional certification level cost and any other fees that may apply for the listed classes in this catalog. Each professional certification fee is listed with the testing and specific to the category you fall under. 7 Accreditation The Bucks County Community College is accredited by the National Board on Fire Service Professional Qualifications (ProBoard). This means that the levels of accredited professional certification offered by the Bucks County Community College meet or exceed Occupational Safety and Health Administration (OSHA) and National Fire Protection Association (NFPA) Standards, along with all requirements set forth by ProBoard. The process to become accredited is voluntary and only the most capable agencies apply for consideration. When an emergency services training agency applies for the accreditation their policies are studied, procedures and processes are tested to ensure their certification testing process is evaluated and held to the standards of the accrediting body and compliance with the current NFPA standards. The Bucks County Community College is also an accredited through the Middle States Commission on Higher Education, which brings additional value knowing your training and certification needs are coming from an accredited higher educational institution. Training Philosophy Courses contain an appropriate amount of theoretical and practical content. Many of the courses build on the knowledge of previous courses and create tracks that students can follow to achieve their potential. Advisory Committees In addition to National Fire Protection Association comments and standards revisions, the Bucks County Community College Department of Public Safety Training and Certification relies on FEEDBACK from students, emergency service professionals, Bucks County Emergency Services and the Bucks County Fire Chief s and Firefighters Association to ensure courses meet the training needs of these groups. Partnerships A unique partnership between the County of Bucks and the Bucks County Community College has created the Public Safety Training Center. In addition to this very valuable partnership, the Public Safety Training Center works closely with the Pennsylvania State Fire Academy to ensure consistency in course content and delivery. The Bucks County Fire Chief s and Firefighters Association offers a Scholarships program for members of the fire service. Staff From the instructors on the frontlines to our administrative and support personnel, every staff member at the Bucks County Community College, Department of Public Safety Training and Certification is dedicated to one goal: working together to deliver top quality training that meets the needs of our customers. 8 Instructional staff members are carefully selected for a combination of technical skills, practical backgrounds, and teaching abilities. All are certified to the NFPA 1041 standard of Fire Service Instructor, level 2, with most holding additional professional certifications. Acceptance into Courses Acceptance into courses is based on availability of space and successful satisfaction of course pre-requisites. Every effort will be made to schedule additional sessions for those courses that are at maximum registration. A student registration form must be completed for each course. The form must be complete, including signature of student, Chief or Supervisor and sponsoring agency. Course Cancellation Most courses require a minimum number of students to conduct the course. In the event the minimum number of students is not reached within ten days of the scheduled start date, the course will be cancelled, and students will be notified. Participation of Minors Participation of minors is subject to the Child Labor Laws of the Commonwealth of Pennsylvania. Generally, those students under the age of eighteen may not enter a hazardous atmosphere, operate hydraulic or power tools, or take part in other high-risk evolutions. We have obtained permission from the Commonwealth of Pennsylvania, Bureau of Labor and Industry to allow sixteen and seventeen year old junior members to take part in evolutions conducted in the propane simulator. Facial Hair Policy In accordance with the mandate from the Office of the Pennsylvania State Fire Commissioner and United States Law, 29 CFR , persons who use or may use a self contained breathing apparatus in any actual or simulated irrespirable environment, must be clean shaven. Dress Code The Bucks County Community College Department of Public Safety Training and Certification prides itself on professionalism. Students should wear clothing that is appropriate for the course work. Appropriate clothing for Burn Sessions includes all Turn-Out-Gear, long pants, and longsleeved shirts. 6 Phone: Fax: Web:

9 No Show / No Cancellation Policy It is the policy of the Bucks County Community College to provide availability for attendance in courses based on minimum and maximum enrollment requirements. Students who register and do not attend or cancel their application prohibit other students from attending the course, resulting in administrative costs. It shall be the policy of the Bucks County Community College to charge an administrative fee for any student who fails to attend a course that they have registered, unless they provide notification 72 hours prior to the start of the course. Procedure: 1. The student or authorizing chief is required to fill out the cancellation form and send it into the training center 72 hours prior to the start date of the course. Once received, the student will be dropped from the course. It is the student s responsibility to contact the office to receive their cancellation number (Be sure to keep this number in case your organization/company is billed for this course). The cancellation form can be found on our website. 2. If the student or authorizing chief does not cancel the student from the course 72 hours prior to the start of the course an invoice for the following rate, per student, will be issued: a. Courses up to 6 hours in length- $20.00 b. Courses over 6 hours in length- $ The invoice will be generated to the student s fire department indicating the student s name, date of course, course title and the administrative fee. 4. Special circumstances will be reviewed on a case to case basis. Certificates Upon successful completion of the course, certificates will be mailed to the student s home. If the hosting agency requires a copy for records or payment it is the student s responsibility to provide the records. After successful completion of most classes, the student will receive a certificate from the Bucks County Community College. Students who successfully complete professional certification programs, will receive a certificate that is numbered by the National Board on Fire Service Professional Qualifications (ProBoard). 10 Attendance Students must meet the attendance requirements of the course. These will be discussed by the Instructor at the first session. Weekend courses start at 8:00 am, weeknight courses start at 7 pm, unless otherwise noted. Most courses have a 100% attendance requirement based on material to be covered and objectives the student must meet to successfully complete the course. Students may register in more than one class, however if the courses meet on the same day and time the student will not be permitted to dual enroll. The student will only be able to complete one of the two courses and will need to take the second class at a later time. Inclement Weather In the event of a snow or weather emergency prompting the Bucks County Community College to cancel classes, the Bucks County Public Safety Training Center will also cancel classes. Class cancellation can be found on the website, or School Closing Number 760 for day classes and 2760 for evening. 16 Registering for a Class Students can register for a course listed in this catalog by filling out a registration form and mailing, faxing ( ) or bringing it to the Bucks County Public Safety Training Center located in Doylestown. Students are responsible for complying with any departmental training approval requirements. For all courses that carry a fee, the student will be billed and if sponsoring agency is paying the invoice will be changed upon payment. For specific billing questions see the Contact Information page for whom to contact. Students can copy the course forms on the following page to use for registrations. To register for a certification exam, you must include copies of any necessary prerequisite certifications. You must pre-register for a certification exam. Walk-ins on the day of the exam will not be accepted. When you arrive to take a certification exam, you must present picture ID and copies of all prerequisites for the exam you are taking. All courses have limited space so please pre-register to guarantee your place. If you cannot make the class, please be courteous to others and cancel your pre-registration as soon as you can. To schedule a course to be taught at your station, a chief or training officer must complete a course application (see page 77) and submit it to the Department of Public Safety Training and Certification. 77 Training Requests The Local Level Emergency Services Catalog (found on our website) can provide you with a list of courses available by completing the "Local Level Course Application" in the back of this catalog. The application should be submitted to the Bucks County Community College Department of Public Safety Training and Certification, 1760 South Easton Road, Doylestown, Pa The application should be submitted at least eight weeks prior to the course starting date. This will allow sufficient time to contract instructors and forward course materials to the training site. We recommend that you contact the instructor(s) to establish dates and times acceptable for both parties, before submitting the course application to the Public Safety Training Center. This will speed up the application process and insure instructor availability. If you cannot locate an instructor, or need assistance with processing the "Local Level Course Application" contact the Training Center and we will assist you. Course Enrollment and Cancellation Policy The recommended class size is 15 students for most programs. The local contact person should notify the instructors ten days before the start of the course, if the recommended number of students has not been met. Approval to run the class, regardless of the number of registered students and without tuition fees, may be obtained by contacting the Public Safety Training Center or a Bucks County Community College Field Representative. Contact numbers are available on page 10 of this catalog. Training courses can be cancelled, with no cost to the sponsoring organization, ten days prior to the start date. If approval to run a program under the recommended class size cannot be obtained, the sponsoring organization may elect to conduct the course by paying a fee for each student under the class minimum. The fee schedule is as follows: up to 6 hours, $20 fee per student under the class minimum; over 6 hours $50 fee per student under the class minimum. To proceed with the "buy out" option, the instructor will provide the sponsoring organization with a service agreement before the start of the program. This agreement must be signed by a representative of the sponsoring agency and returned to the instructor. The sponsoring agency will be charged for the number of students under the class minimum at the rate specified in the agreement. The organization should then forward a check to Bucks County Community College (The class section number should be listed on the check.) If approval has been granted by a Bucks Representative to run the course under the recommended class size, there will be "no charge" for the program. If the sponsoring organization does not cancel the course 10 days in advance, the sponsoring organization will be charged for the instructor's incurred costs and lost wages for the course. 78 being suspended from "tuition free" local level training. Please remember that if you have the recommended number of students, the course is free. All courses have a maximum and minimum student enrollment levels established. Please review these requirements with the instructor while making arrangements for the course. Course Locations Sessions are traditionally held at local emergency service stations where the necessary apparatus, tools, and equipment are available to the instructor and the class. Course locations and section numbers may be found on our website. Contact the Training Center for additional detailed information. Tuition Most training courses are delivered at no cost to Pennsylvania's Emergency Service Organizations; however, Bucks County Community College may charge for materials and a registration fee if the recommended enrollment guidelines have not been met. The College may collect lunch and facility use fees for specific county training weekends. The sponsoring county training committees establish these fees. Instructor Credentials Instructors are selected from the list of certified state instructors approved by the Pennsylvania State Fire Academy. Each instructor must meet the Pennsylvania State Fire Academy instructor requirements for each course taught. Bucks County Community College must contract all instructors, including assistants, prior to their teaching of a course. Travel expenses may be the responsibility of the sponsoring agency if the instructors assigned to teach the course did NOT receive approval for travel expenses by Bucks County Community College. Student Responsibilities Students are responsible for the material presented in each class. It is each student's responsibility to make up assignments and attendance in a course as required. Individual student requirements and conduct shall be in accordance with established Pennsylvania State Fire Academy and Bucks County Community College policies as stated by the instructor at the beginning of class. Students will be removed from class if they are in violation of these established policies. 79 Local Level Course Application If your emergency service organization would like to sponsor a state certified or custom training program, follow these steps: 1. The Training Officer or Chief must complete a "Local Level Course Application". A sample is included on page 79 of this booklet. If assistance is needed in completing the application or selecting an instructor, please contact the Public Safety Training Center at the number listed on page 10 of this catalog. The completed application should be mailed to: Bucks County Community College Dept of Public Safety Training & Certification 1760 South Easton Road Doylestown, Pa Course applications may also be faxed to LOCAL LEVEL COURSE APPLICATIONS SHOULD BE SUBMITTED EIGHT WEEKS BEFORE THE PROPOSED START DATE 2.
