4 Chairman s Foreword I am very pleased to be presenting the report of the CCTV Scrutiny Working Group. I hope the recommendations in this report will be taken on board to enable a sustainable development of the CCTV Service in Redbridge. Community safety and fear of crime are very significant to residents quality of life and the Council s ambition is to make Redbridge a better place to live through a number of aims, including Redbridge: a safer place to live. I have been impressed by the breadth of community safety and public protection work, which is already taking place in Redbridge and I am glad that the Scrutiny Working Group has had the opportunity to hear of some of this. I would like to take this opportunity to thank my fellow Scrutiny Working Group Members for their hard work and to also thank the officers and other people who have been so generous with their time. I look forward to receiving an update in six months time on the progress made following our recommendations. 5 Executive Summary Introduction The Scrutiny Working Group was set up in order to look in more depth at the arrangements for the management and strategic development of CCTV in Redbridge so that any improvements adopted by Councillors can be fed into the annual service planning process supporting the Council s aim of making Redbridge a safer place to live in the most effective way. The report is evidence based, drawing on and reflecting the wide range of written and oral evidence received. The Scrutiny Working Group heard from local organisations like the Safer Communities Partnership, Redbridge Against Crime, Redbridge Homes, Victim Support, the Metropolitan Police Service Redbridge Borough, and Transport for London, young people and Council officers. All contributors are listed in Appendix 2. The Scrutiny Working Group has made a number of recommendations directed towards a sustainable development of the CCTV Service in Redbridge and encouraging greater partnership and awareness working around community safety and protection. The recommendations are listed in full at the end of this summary. Community safety and protection work in Redbridge The Scrutiny Working Group was pleased to find that Redbridge has a number of pro-active arrangements in place for community safety and protection. The Redbridge Safer Communities Partnership is the overarching multi- agency partnership for all crime, disorder and drug and alcohol misuse issues in Redbridge, and was established to make Redbridge a safer place to live, work and visit. Every three years it publishes a crime and disorder strategy for Redbridge and it has put in place many positive initiatives, including CCTV, that have contributed towards crime reduction in Redbridge. Partnership links and sharing good practice The organisations and individuals who spoke to Members of the Scrutiny Working Group discussed how CCTV impacts their organisation and customers and how the Council s CCTV Service does or could support their organisation. They gave examples of the scope of sharing and/or partnership working between Redbridge CCTV Service and their organisation. Recommendations have been made to encourage and/or develop partnership working across the Council and local relevant organisations to allow for flexible, effective and efficient use of the CCTV Service. Until recently there s been Metropolitan Police officer support based in the CCTV Control Room. The Council and the local Police consider this arrangement beneficial and a replacement is envisaged, subject to other Police Service pressures. Scrutiny Working Group Members were also pleased to hear that the Metropolitan Police is rolling out a scheme across London for each Borough Operational Command Unit to have a dedicated Video Information Direction Officer, to deal and liase with on all CCTV and video issues in relation of evidence gathering. A specific date for Redbridge was not available at the time of writing this report. The Scrutiny Working Group also visited the neighbouring London Boroughs of Barking and Dagenham and Newham to share ways of working and experiences. The Scrutiny Working 5

6 Group were pleased to confirm that whilst the systems used and resource levels varied across the Boroughs, Redbridge has a good level of CCTV coverage in the Borough with the associated support mechanisms, particularly the Control Room and the infrastructure which has a been developed to address the future needs of the service as possible. The Scrutiny Working Group has recommended that as with most things, there are extensive developments on the surveillance field, and the need to keep abreast of such developments with proven technology. Members of the Scrutiny Working Group also attended a Seminar, entitled CCTV Management in the Public Sector on 6 December 2007 in Birmingham. The papers presented supported the views, which were being formed as to the issues facing the service and the best way of dealing with these. Some areas of good practice were noted, including the use of text messaging by Cambridge City Council to enable the public to provide information directly to the control room. Incidence and monitoring The Scrutiny Working Group noted the successful arrangements in place for monitoring and recording CCTV coverage, which is from time to time called upon by relevant organisations, mainly the Police, for crime detection and investigation, subject to statutory obligations. The local Police has welcomed the current level of CCTV coverage in the Borough and the associated support mechanisms, particularly the control room and the infrastructure which has been developed to address the future needs of the service as possible The control room is available to the Police at all times for the viewing or collection of evidence. Communication and raising awareness The Scrutiny Working Group has made recommendations to raise awareness of CCTV and its public protection benefits and crime detection uses, particularly with young people. Recommendations have been made to look at the publicity given to CCTV and consider whether this is being managed in the best way to reduce crime and the fear of crime and for some proactive work via the Youth Council. 6

7 List of CCTV Scrutiny Working Group s recommendations 1. We recommend that a CCTV Strategy should be drawn up supporting the Council s ambition of making Redbridge a better place to live and specifically the aims of making Redbridge a safer place to live, a cleaner, greener place to live and a better place for business as follows: (i) The Strategy be used to: Plan the development of the CCTV Service Assist in the procurement of funding for the CCTV system from developers through the Section 106 process, the business community, the Redbridge Safer Communities Partnership, Central Government and from within the Council s own budgetary process Consult with and inform partners and the public (ii) (iii) (iv) The Strategy be based upon the sustainable development of the CCTV Service with that development being overseen by a CCTV Strategy Board constituted within the Redbridge Safer Communities Partnership and the Council s Community Safety Scrutiny Committee with representatives from the following key organisations which deal with crime and disorder in Redbridge: LB Redbridge Metropolitan Police Service Redbridge Primary Care Trust London Fire Brigade Metropolitan Police Authority London Probation Service Greater London Magistrates' Courts Authority Redbridge Victim Support Redbridge Council for Voluntary Services Redbridge Chamber of Commerce Redbridge Racial Equality Council. Developments be prioritised in accordance with a CCTV Development Policy based upon a number of criteria, including: Contribution to meeting the Council s aims Contribution towards meeting the themes and agreed outcomes of the Redbridge Safer Community Partnership Meeting an identified need Funding availability, both capital and revenue Technical feasibility The Community Safety Scrutiny Committee receive an annual report on the activity of the CCTV Service, including a proposed development programme covering the following three years. 7

8 2. We recommend that a more holistic, flexible and co-ordinated approach should be taken in terms of making Redbridge a safer place to live that is considering CCTV as part of the overall package of detecting and reducing crime, enforcement and gathering and using information which includes policing, lighting and the overall environment and regeneration of an area, subject to relevant legal considerations. 3. We recommend that Cabinet establish an appropriate budget, with an annual amount being paid into a Repairs and Renewals Fund to finance CCTV replacements and upgrades as required. 4. We recommend that the CCTV Service and Planning Service officers further explore the use of planning agreements with developers, mainly in the form of Section 106 Agreements, to extend the use of such contributions for CCTV in a flexible, effective and efficient manner. 5. We recommend that the feasibility and costing of the installation of a network of transmission nodes throughout the Borough be investigated as priority. These would provide a framework within which individual cameras could be installed either permanently or as redeployable cameras and so offer a flexible solution for transient problems or for policing temporary events or operations in areas which cannot now be readily served by the CCTV system. This framework could be rolled out across the Borough over a number of years as sites for the nodes are identified along with funding sources. 6. We recommend that as part of the CCTV Strategy, developments be prioritised in accordance with a CCTV Development Policy based upon a number of criteria, including: Contribution to meeting the Council s aims Contribution towards meeting the themes and agreed outcomes of the Redbridge Safer Community Partnership Meeting an identified need Funding availability, both capital and revenue Technical feasibility 7. We recommend that the CCTV Service continue to investigate partnership-working arrangements for all future CCTV developments in the Borough. 8. We recommend that the CCTV Service raise awareness of CCTV and communicate widely its public protection benefits and crime detection uses, particularly to young people. Effective publicity/awareness avenues be explored to ensure that this is being done in the best way to reduce crime and the fear of crime and proactive work be undertaken with young people via the Youth Council. 9. We recommend that, as with most things, there are extensive developments on the surveillance field, and, therefore, the CCTV Service needs to continue to keep abreast of such developments by utilising proven technology. 8

9 Report of the CCTV Scrutiny Working Group 1. Purpose 1.1 The Community Safety Scrutiny Committee at its meeting on 11 July 2007 received a proposed draft CCTV Strategy 2007 to At that meeting, the Scrutiny Committee agreed to set up the CCTV Scrutiny Working Group to examine the arrangements for the management and strategic development of CCTV for both the period covered by the draft CCTV Strategy i.e and beyond so that any improvements adopted by Members can be fed into the Annual Service Planning process supporting the Council's vision of making 'Redbridge a safer place to live in the most effective way. 1.2 The Scrutiny Working Group s terms of reference were: to examine the proposed Redbridge CCTV Strategy 2007 to 2012 and recommend any changes to the Cabinet to explore how effective present CCTV systems are and do they give value for money through undertaking an assessment of Redbridge s present CCTV to review the roles of the various organisations/partnerships involved, including the community, and highlight any changes, which might be desirable to review funding arrangements and recommend ways in which improvements can be made, with particular regard to capital costs, revenue costs ongoing maintenance and future development for schemes contained in the Redbridge CCTV Strategy 2007 to 2012 and beyond to look at ongoing technological innovations/developments, for example speaking cameras, facial recognition systems etc. to look at the publicity given to CCTV and consider whether this is being managed in the best way to reduce crime and the fear of crime 2. 10 2.2 We made considerable efforts to hear the views of local relevant organisations and individuals by inviting them to our meetings to discuss how CCTV impacts their organisation and customers and how the Council s CCTV Service does or could support their organisation. They gave examples of the scope of sharing and/or partnership working between Redbridge CCTV Service and their organisation. Details of organisations/individuals who spoke to the Scrutiny Working Group are listed in Appendix The Scrutiny Working Group received the results of the 2007 Public Protection Service Users Consultation, which focussed on CCTV, the impact it has on perception of safety, likelihood of crimes being committed, areas where CCTV might be extended to and whether there is too much camera coverage in Redbridge. Results of the consultation are detailed further in this report. 2.4 In terms of the recommendations of the Home Office National CCTV Strategy, we were pleased to note that the Council s CCTV Service has been developed in line with the 10 themes as follows and most of which the Scrutiny Working Group has also looked at within its remit: The need for standards in all aspects of CCTV The need for clear guidelines on registration, inspection and enforcement Training of all personnel The police use of CCTV footage and evidence Storage/Volume/Archiving/Retention issues The need for CCTV Networks Live and Stored Equipping, resourcing and standardisation within the Criminal Justice System Emerging Technologies/Changing Threats/New and Changing Priorities Partnership Working Financial and Resource management 3. What is CCTV? 3.1 Closed-Circuit Television (CCTV) can be defined as a television system that is not used for broadcasting but is connected by cables to designated monitors. The system must have three essential components; camera(s), method(s) of transmission and viewing screen(s), in addition most systems will have a method of recording the images for future viewing. Most systems have all of these components contained within one building or complex, but in Public Space systems as operated by Redbridge these are spread throughout the Borough and form a complex operating system. 3.2 With CCTV the video signal is transmitted down a sealed electrical or fibre optic cable or in the form of encrypted wireless or microwave signals, these can be considered essentially secure as the circuit is closed in that pictures can only be viewed by equipment, which is connected directly to the system. 3.3 CCTV is a popular and growing tool for promoting community safety and reducing the fear of crime. The use of CCTV as a tool to deter, detect and assist operations against crime has grown enormously. There are an estimated 4.2 million CCTV cameras in Britain with a growing realisation and acceptance of their likely contribution to reducing crime. 10

11 3.4 As well as detection uses, CCTV has also shown to have preventative/deterrent and reassurance effects. There is evidence that CCTV makes people feel safer and that they have considerable confidence in its deterrent value. 3.5 CCTV is most beneficial when used in conjunction with other crime reduction measures and adapted to local setting and needs. 3.6 Overall, CCTV can: Prevent crime from happening by early identification of risk, opportunity and potential crime hotspots Provide an increased rate of prosecution of offenders using CCTV pictures as evidence Contribute towards the package of measures detecting and reducing crime like policing, lighting and the overall environment and regeneration of an area Provide reassurance to the public and reduce the fear of crime Operation of the Redbridge CCTV Scheme 4. Background 4.1 The Redbridge CCTV system began operating in 1997 as a result of funding received from the Home Office to install 21 cameras covering part of the Ilford Town Centre area. The cameras were monitored from a control room at the top of Lynton House, with data being recorded on video cassette recorders (VCR) and a link was established through to the new Ilford Police Station to provide the Police with limited access to the system. 4.2 Over the next 6-7 years the coverage rapidly expanded as a result of funding from various sources, including Government grants, the Redbridge Safer Community Partnership, Section 106 Planning Agreements, Area Committees and Partnerships and Transport for London (TfL). The coverage of Ilford Town Centre has expanded and there are schemes in other areas, including some Council buildings and schools. At present over 230 cameras are controlled and monitored and there are six other sites, which operate on a monitoring only basis. 4.3 In 2003, a mobile CCTV van was purchased in order to take CCTV to those areas of the Borough without a fixed scheme. In 2007 this van was upgraded with an Automatic Number Plate Recognition (ANPR) system and is regularly used to support the Police in planned operations. 4.4 By 2004, the control room at Lynton House had reached its working capacity and a new control room facility in the Redbridge Control Centre at Ley Street Depot became operational on 1 May 2006 encompassing the Emergency Planning and Community Alarms functions. The control room presently has four operating consoles, one of which is designated as a Police console, and has the capacity to readily increase this to 8 consoles. The Lynton House control room continues to house the main processing and recording system and also serves as a back-up control room for business continuity purposes. 11

12 4.5 In addition to the Council s CCTV system, a number of other CCTV systems operate in Redbridge. For example by Network Rail, TfL, some schools and many private businesses, however, the Council does not have access to all the images collected by these systems. 4.6 The Council s CCTV system has proved very successful in detecting crime, deterring criminals, assisting in the arrest of criminals and also as reassurance to the public. The involvement of CCTV in criminal incidents for 2005, 2006 and 2007 is summarised in the table below: Year Total Incidents Reported/Detected Incidents Reported to/by Police Total Arrests More recently the 2007 Public Protection Service Users Consultation focussed on CCTV, the impact it has on perception of safety, likelihood of crimes being committed, areas where CCTV might be extended to and whether there is too much camera coverage in Redbridge. Results of the consultation showed that respondents: Strongly agree that the presence of CCTV in Redbridge makes them feel safer Neither agree nor disagree that the presence of CCTV in an area would make them more likely to shop or visit that area Agree that the presence of CCTV in an area reduces the likelihood of criminal activity in that area Disagree that there is too much CCTV coverage in Redbridge Chose areas subject to anti-social behaviour to be concentrated on if Redbridge were able to extend CCTV coverage Management Structure 4.8 Responsibility for the CCTV Service lies with the Chief Community Safety Officer who reports to the Director of Environment, Regeneration and Community Safety. 4.9 Until January 2005 camera monitoring was carried out on a contract basis, when the Council brought the function in-house and the existing staff were transferred to the Council s employment. At present staffing consists of: 1 Team Leader 3 Senior CCTV Operators 11 CCTV Operators, at present 3 of these posts are vacant and unfunded 12

13 4.10 Until recently there has been Metropolitan Police officer support based in the CCTV control room. The Council and the local Police consider this arrangement beneficial and a replacement for the long-term absence is envisaged, subject to other Police Service pressures The control room is staffed 24 hours, every day via a shift pattern with spare staff being used on the CCTV van All staff receive rigorous training, which covers all aspects of the work including camera handling and relevant legal and data control framework and are required to undergo Criminal Record Bureau checks and be registered with the Security Industries Authority. Data Control 4.13 Management of the information and data collected is of paramount importance in order to comply with the requirements of the Human Rights and Data Protection Acts. This is dealt with by a number of controls: - An information sharing protocol and Service Level Agreement have been agreed between the Council and the Police and information sharing protocols agreed other partners to deal with the transfer of information between the parties - All staff, including those provided by agencies, are required to undergo Criminal Record Bureau checks and be registered by the Security Industry Authority - Access to the Control Room is restricted and controlled - Secure transmission processes are used throughout the system to prevent the unauthorised access to the data - The provision of privacy screens on cameras where personal information might otherwise be obtained - Quality controlled systems are in place for the viewing and copying of images 4.14 Within these controls information can be provided to other Council services, the Police, Customs and Excise, the Immigration Service and other enforcement agencies as well as to solicitors and insurance companies. In these cases the images are checked and where necessary altered to ensure the personal privacy of members of the public The performance of staff is regularly reviewed to ensure that controls are being adhered to and all systems and processes are regularly audited. Monitoring and Recording System Overview 4.16 Other than in the car parks, the majority of the cameras on the system are full facility, Pan Tilt Zoom (PTZ) cameras that provide a very high quality image. Where necessary some cameras are fitted with an infrared facility for improved night vision. Vandal resistant fixed and dome cameras are provided in the car parks and subways. In total, at 1 December 2007 the system provided coverage from 68 PTZ cameras, 30 dome cameras, 136 fixed cameras and 29 help points, with another 11 PTZ cameras commissioned for installation before April

14 4.17 The images from the various CCTV schemes are relayed to Lynton House via fibre optic cables or microwave or wireless transmissions and then onto the control room by fibre optic cable. In the case of Council buildings the images are transmitted directly over the Council s IT system. Where possible cameras are connected onto the existing fibre optic cable system as this offers the best reliability, quality and security; where this is not feasible the preferred alternative is presently via wireless transmission All images are recorded digitally at Lynton House at a minimum rate of 8.3 images per second. Images viewed during operator s routine tours and surveillance operations are recorded at 25 images per second and are of excellent quality, differing little from the real time viewed images. All data is kept for a minimum of 30 working days, unrequired data is automatically deleted from the system after this time, but data identified for evidence can be retained indefinitely In terms of the Council s CCTV system, the local Police have welcomed the current level of CCTV coverage in the Borough and the associated support mechanisms, particularly the control room and the infrastructure that has been developed to address the future needs of the service as possible. The control room is available to the Police at all times for the viewing or collection of evidence Live images are viewed at the control room on a bank of 9 x 42 and 22 x 19 monitors on the screen wall and on spot monitors on each working console. The large monitors are all capable of showing up to four images at the same time, giving an overall viewing capacity of 58 cameras on the screen wall The selection of the cameras being viewed varies during the day with priority being given to retail areas during the day and to licensed premises, less busy areas and unoccupied Council buildings at night. Each camera is fully checked at least twice per shift and all faults are recorded and reported to the maintenance contractor; for vital systems there is a four-hour response, non-urgent faults are responded to within 24 hours Recorded images can be rapidly retrieved and reviewed at any workstation console and also at a restricted number of PC s, where required images can be saved to hard disc for future reference, with restricted deletion access. Copies of recordings, required for by enforcement agencies or for legal proceedings can be provided on CD, DVD or for large volumes on a removable computer hard drive. A charge is made for the provision of information to non-enforcement agencies. System Development Capacity and Planning 4.23 The demand for additional CCTV coverage continues to grow both in terms of fixed cameras and also for mobile and relocatable cameras. While the basic control room infrastructure is now in place to enable the development of the system there are a number of constraints on how the system can be further expanded: Scheme Capital Costs - cost of cameras, columns and the means of data transmission back to the control room. The CCTV Service has no annual budget for this and makes bids to various sources for the funding, including Central Government grants, Redbridge Safer Community Partnership, Area Committees, Section 106 Planning agreements with developers, local businesses, Transport for London and Redbridge Council capital budgets for CCTV. 14

15 Control Room Capital Costs - provision of recording and viewing equipment in the control room. The CCTV Service has no annual budget for this and, where possible these costs are apportioned to individual schemes, but this is not always possible, particularly, where systems need to be upgraded to accommodate new technology. The majority of these costs inevitably fall upon the Council, although some funding may be available from the Redbridge Safer Community Partnership. System Maintenance Costs - The CCTV Service has an annual maintenance budget covering the basic repair of cameras, transmitters and control equipment, but as the system grows the annual cost will increase. Where possible, annual maintenance payments are sought but many funding bodies, like Area Committees and the Redbridge Safer Community Partnership, who are unable to enter into ongoing funding commitments. In addition many of the original cameras are still in use and will need to be replaced in the near future, which will require funding. System Monitoring Capacity - At present there are normally two operators on duty at any time, this provides the minimum level of cover but does not make provision for peak periods. If the present high quality of service is to be maintained as the system coverage continues to grow, it will inevitably be necessary to increase the number of CCTV operators on shift. Both revised shift patterns and administrative support are being considered for the most effective use of operator time, which may provide a limited solution, but additional resources will be needed in the not too distant future. Development Capacity - The advance of technology in the field of CCTV is rapid and unremitting and high quality technical advice is, therefore, required to ensure that the equipment procured is of the correct specification to do the required job, whilst also providing good value for money. It is also imperative that new developments are properly timetabled and project managed to ensure that the required outcomes are achieved and that lessons learnt can be incorporated into the next development scheme. At present all new CCTV schemes are designed and project managed by staff from Engineering and Building Services on a fee basis, which should continue The present CCTV system has developed on an ad hoc basis, normally as a result of funding becoming available rather than as a planned response to any quantified need. This has resulted in severe peaks in demand, often driven by the need to spend money by the year-end. As a result some schemes have suffered from poor design particularly in their ability to be extended in the future As systems become more complicated good planning will become more and more essential in order to get the best out of the system and also to ensure that resources are well spent. Active marketing of the benefits of CCTV, particularly within schools and institutions will become a feature of the Service as the technology continues to develop and become more accessible Probably the main concern is the lack of an overview of the system, in the form of a CCTV Strategy that provides the framework in which new development schemes can be initially commissioned, scoped, evaluated and finally installed. The Strategy would ensure that the service continues to operate to high standard, minimise the risk of failed projects and make sure that available resources are used to the best effect. 15

16 4.27 In order to overcome these problems, we recommend that a CCTV Strategy be drawn up supporting the Council s ambition of making Redbridge a better place to live and specifically the aims of making Redbridge a safer place to live, a cleaner, greener place to live and a better place for business as follows: (i) The Strategy be used to: Plan the development of the CCTV Service Assist in the procurement of funding for the CCTV system from developers through the Section 106 process, the business community, the Redbridge Safer Communities Partnership, Central Government and from within the Council s own budgetary process Consult with and inform partners and the public (ii) (iii) (iv) The Strategy be based upon the sustainable development of the CCTV Service with that development being overseen by a CCTV Strategy Board constituted within the Redbridge Safer Communities Partnership and the Council s Community Safety Scrutiny Committee with representatives from the following key organisations which deal with crime and disorder in Redbridge: LB Redbridge Metropolitan Police Service Redbridge Primary Care Trust London Fire Brigade Metropolitan Police Authority London Probation Service Greater London Magistrates' Courts Authority Redbridge Victim Support Redbridge Council for Voluntary Services Redbridge Chamber of Commerce Redbridge Racial Equality Council. Developments be prioritised in accordance with a CCTV Development Policy based upon a number of criteria, including: Contribution to meeting the Council s aims Contribution towards meeting the themes and agreed outcomes of the Redbridge Safer Community Partnership Meeting an identified need Funding availability, both capital and revenue Technical feasibility The Community Safety Scrutiny Committee receive an annual report on the activity of the CCTV Service, including a proposed development programme covering the following three years CCTV can only be part of an overall package to deal with crime and disorder or anti-social behaviour, it is imperative that all partners are involved to ensure that issues such as building or site design, adequate lighting and human rights are properly considered in respect of each scheme. 16

17 4.29 We recommend that a more holistic, flexible and co-ordinated approach should be taken in terms of making Redbridge a safer place to live that is considering CCTV as part of the overall package of detecting and reducing crime, enforcement and gathering and using information which includes policing, lighting and the overall environment and regeneration of an area, subject to relevant legal considerations. System Improvements and Maintenance 4.30 The present CCTV system has developed over the last 10 years and is acknowledged as being one of the most advanced local authority operated systems. The system is complex and, therefore, needs a high level of expertise to maintain in good working order Contractual arrangements are in place for the maintenance of the system. A new CCTV maintenance contract has been let from 1 April 2008 covering all of the Council s systems, including schools, offices and other public buildings in order to obtain the most cost effective contract. The maintenance cost has arisen from 90,000 to 125,000 to reflect the substantial amount of equipment installed over the past 2 years, which is now out of warranty. This cost is 20,000 more than the Council s estimate of 105,000 so various means are being considered to address the shortfall Where possible maintenance costs are passed onto the organisation commissioning a scheme, but it is becoming increasingly more difficult to obtain agreements for such payments, especially in the long term All new CCTV equipment will have a warranty period of 1-2 years during which it will repaired or replaced without charge, this provides a small maintenance free period, but provision needs to be made for including this equipment in the maintenance contract when the warranty period has expired The CCTV Service holds the maintenance budget, but there is no budget for the replacement of cameras and equipment, which become redundant. As the system ages this will become a greater problem, such as the system at Ley Street Car Park which has become very unreliable and needs a major upgrade which is programmed for early We recommend that Cabinet establish an appropriate budget, with an annual amount being paid into a Repairs and Renewals Fund to finance CCTV replacements and upgrades as required We recommend that the CCTV Service and Planning Service officers further explore the use of planning agreements with developers, mainly in the form of Section 106 Agreements, to extend the use of such contributions for CCTV in a flexible, effective and efficient manner Mobile and Relocatable CCTV 4.37 In terms of mobile CCTV, a CCTV van was purchased with funding from the Redbridge Safer Community Partnership in 2003, who also funded a major upgrade in It has 5 cameras, including a telescopic camera in the roof and two cameras linked to an Automatic Number Plate Recognition (ANPR) System and allows allow direct access to the Police National Computer. 17

18 4.38 The van is used to patrol areas, which cannot be covered by fixed cameras or where there are transient problems. Presently, it is deployed 2-3 times per week with a driver and an operator, depending on staff availability, with priority being given to staffing the control room. Deployments are based upon intelligence and requests from the Police, Area Committees, in support of planned operations or events, for example Operation Brightspark during the firework season in October/November. Its main successes have been in support of vehicle crime through the ANPR system and it is expected that this area of work will continue to expand. In 2007, there was a successful training programme enabling over 30 police officers to operate the van system without Council staff and a new operating protocol to cover this arrangement was agreed In 2004, Area 5 Committee funded the purchase of a covert CCTV van, for use in identifying fly tippers and graffitti artists, this vehicle is operated by the Anti-Social Behaviour Team, and has had some successes. However the images obtained cannot be transmitted back to the control room In terms of relocatable CCTV, the CCTV Service has a small number of relocatable wireless cameras available, which have been used for transient problems. However, these have proved unreliable, providing poor quality images, time consuming and expensive to relocate and are little used. The Anti-Social Behaviour Team have been using one redeployable camera with images being transmitted over a mobile phone connection to a Personal Computer (PC), again this has been useful in dealing with some localised problems, and the Street Scene service are looking to use similar technology to identify fly tippers in known problem areas. These cameras all have limitations, particularly in respect of their operability and the quality of the images produced, which generally are not of evidential quality Most of the organisations/individuals who spoke to the Scrutiny Working Group suggested and would welcome an extension to the provision of redeployable cameras, together with a flexible, responsive and co-ordinated system to operate such cameras. Comments made by the local organisations were as follows: Safer Communities Partnership would welcome a strategy/plan to address the longterm planned provision of CCTV in the Borough based on crime reduction data and a more responsive/flexible service to address emerging need Metropolitan Police Service, Redbridge Borough - would welcome redeployable cameras as long as there was appropriate infrastructure and adequate camera provision for cameras to be deployed within 24 hours maximum and supported/monitored through the CCTV Control Room Victim Support would welcome exploring arrangements and opportunities with all relevant agencies to extend provision and co-ordination of redeployable cameras and enhancing current working arrangements to address vulnerability/emerging crimes mainly through redeployable cameras and monitoring Redbridge Homes - would be interested in contributing funding towards a remote system of cameras, which would allow flexibility within estates. The Community Protection Group - would welcome a more holistic, flexible and coordinated approach to the use of CCTV i.e. to address crime and enforcement as well as to gather and use information accordingly, subject to legal implications 18

19 4.42 We recommend that the feasibility and costing of the installation of a network of transmission nodes throughout the Borough be investigated as priority. These would provide a framework within which individual cameras could be installed either permanently or as redeployable cameras and so offer a flexible solution for transient problems or for policing temporary events or operations in areas which cannot now be readily served by the CCTV system. This framework could be rolled out across the Borough over a number of years as sites for the nodes are identified along with funding sources. Area Schemes 4.43 A number of additional funded schemes or extensions to existing schemes are currently in progress or are at a late stage of development. Further possible development schemes have been identified but for which funding has not been confirmed, these cover most of the other local shopping centres in the Borough, which are not presently covered by CCTV. Redbridge CCTV area schemes as at January 2008 and the draft development plan 2007/08 to 2011/12, funded, unfunded and propsed schemes are attached at Appendix The funding sources for the planned or possible schemes are to cover the capital costs of the scheme, including associated work in the control room. They will not normally cover the incremental control room costs associated with the scheme, e.g. additional recording memory or staffing In the past funding for new or enhanced schemes has normally come from one source, this is becoming more and more difficult to achieve and in the future funding for most schemes will come from a pot of money accrued from various sources, possibly over a number of years. This will require a more sophisticated approach to planning schemes in order to ensure the most efficient use of resources. It is hoped that the recommened CCTV Strategy will address effective and efficient planning and development of CCTV Schemes We recommend that as part of the CCTV Strategy, developments be prioritised in accordance with a CCTV Development Policy based upon a number of criteria, including: Contribution to meeting the Council s aims Contribution towards meeting the themes and agreed outcomes of the Redbridge Safer Community Partnership Meeting an identified need Funding availability, both capital and revenue Technical feasibility Traffic Enforcement 4.47 A number of Boroughs, including London Boroughs of Barking and Dagenham and Newham, which the Scrutiny Working Group visited, are now successfully using CCTV systems for enforcing parking restrictions and for identifying moving traffic offences e.g. driving in bus lanes, and illegal turns. There are clear advantages in using CCTV cameras for this work and the Council s Cabinet has agreed to proceed with the introduction of CCTV enforcement for parking and moving traffic contraventions and apply to the London Councils for the necessary traffic orders and approval for this type of enforcement. 19

20 4.48 In terms of camera usage, there are clear advantages in extending the use of the existing CCTV system to cover parking and traffic enforcement and this possibility was considered and built into the design of the control room. There is ample accommodation for the additional staff and equipment and the necessary IT equipment is fully compatible with the existing hardware and software. Two additional workstations with the associated software will be provided in order to provide the necessary level of resilience, with at least one workstation being monitored during the 18-hour surveillance period A number of existing CCTV cameras have been identified as being suitable for parking and traffic enforcement and when new CCTV schemes are designed the positioning of cameras to enable this dual-usage will be a major consideration. Further flexibility of coverage can be achieved through the use of a CCTV equipped vehicle or relocatable cameras both of which are compatible with the proposed system. Protocols will be established to ensure that the priority for camera use is given to crime and disorder, which will remain the paramount function. Members of the Scrutiny Working Group and the local Metropolitan Police Service echoed this view Four additional CCTV Operators will be trained and authorised to carry out the traffic enforcement work along with the existing operators and systems will be put in place in order not to detract from the present CCTV monitoring activity. These additional staff will be funded from the Parking Enforcement Budget. Communication and Partnership Links 4.51 The Scrutiny Working Group was pleased to find that Redbridge has a number of proactive partnership working arrangements in place for community safety and protection. For example the Community Safety Group Manager and/or the CCTV Team Leader attend a number of multi-agency meetings across the Borough in relation to community safety as well as a fortnightly tasking meeting with the police The CCTV control room is used for the Shopwatch schemes covering Ilford and Wanstead, the Borough Pubwatch Scheme and the Council s Airwave Radio system. It also has a local police radio and a direct telephone link to the Central Police Command Centre at Bow. The procurement and operational costs of the radios are borne by the users and no charge is made to them for operating the control room function Members of the Scrutiny Working Group were particularly interested in hearing organisations comments and experience of the following in relation to CCTV: 1. How does CCTV impact upon you or your members/customers/clients? 2. The scope of sharing and/or partnership working between the Redbridge CCTV service and your organisation. 3. Are there any other ways in which the Council s CCTV service could support your organisation? 4. Are there any other areas in the Borough that you would like to see covered by CCTV, or are you aware of any innovations in the service, which you think would benefit the Borough? 20

21 4.54 Some of the responses received were as follows: Redbridge Homes - would wish to work with relevant partners for appropriate camera systems/equipment, increase camera provision and monitoring Victim Support - comprehensive information as possible should be available for partnership agencies when addressing crime Young People - would favour safety/security measures at subways, more police presence, improved lighting, raising awareness and consulting young people. It is important to recognise that in terms of young people, CCTV doesn t always have the expected positive effect of safety/security and that potential negative effects include gathering/dispersing to more secluded areas and unhelpful school reputations. In relation to future developments and projects, consideration should be given to how best to integrate all sections of the community so that developments like Unity Square, become a community resource for all. Transport for London - welcomed exploring opportunities for partnership working, where possible We recommend that the CCTV Service continue to investigate partnership-working arrangements for all future CCTV developments in the Borough We recommend that the CCTV Service raise awareness of CCTV and communicate widely its public protection benefits and crime detection uses, particularly to young people. Effective publicity/awareness avenues be explored to ensure that this is being done in the best way to reduce crime and the fear of crime and proactive work be undertaken with young people via the Youth Council. Technical and operational developments and challenges 4.57 The Scrutiny Working Group dedicated a meeting to considering a number of technical and operational developments that could be added to the existing system. For example talking cameras, facial recognition and analytics Organisations and individuals were also asked are you aware of any innovations in the service, which you think would benefit the Borough? The two main areas of development that the Police would welcome are facial recognition and for the control room to interact with public in controlled spaces like hospitals, schools, and libraries, via movement-activated systems. Although this has financial implications, it may also attract revenue from other services and businesses through an invest to save arrangement The Scrutiny Working Group heard the professional view of the Group Manager Electrical Engineering in relation to the feasibility, benefits and effectiveness of accommodating the above technological developments within the Council s existing CCTV infrastructure. He confirmed that although the current CCTV infrastructure is capable of supporting these innovations, experience showed that many of them did not fully deliver what was expected of them and they could be costly and time consuming. He was of the opinion that funding would be better spent on upgrading the existing recording system which was showing signs of coming to the end of it s useful life. The Scrutiny Working Group also considered the CCTV User Group article All eyes on the future. 21

22 4.61 Two Councillors and the Community Safety Group Manager attended the CCTV in the public sector conference which, amongst other CCTV matters, considered the technical and operational challenges in deploying networks which can support the goals of CCTV use within the public sector In light of the above, the Scrutiny Working Group agreed that such technological developments are not recommended for the Council s CCTV system at this stage We recommend that, as with most things, there are extensive developments on the surveillance field, and, therefore, the CCTV Service needs to continue to keep abreast of such developments by utilising proven technology. 5. Concluding remarks 5.1 We were pleased to see that the Council s CCTV Service, which has developed over 10 years is acknowledged as being one of the most advanced local authority operated systems. 5.2 From looking at operations and sharing experience in other authorities, we recognise the Council s high standard of support mechanisms and infrastructure, which has been developed to address the future needs of the Service. However, as with most things, there are extensive developments on the surveillance field, and therefore the need to keep abreast of such developments with proven technology. 5.3 We have made a number of recommendations directed towards a sustainable development of the CCTV Service in Redbridge and encouraging greater partnership working around community safety and protection. 6. What happens next? 6.1 This Scrutiny Working Group was established by the Council s Community Safety Scrutiny Committee and so this report will be presented to its meeting on 11 February 2008 for the Scrutiny Committee s approval. 6.2 The Committee will then refer the report to the Council s Cabinet, which will be asked to report back to the Scrutiny Committee in due course to say whether or not the recommendations have been accepted. The Cabinet must provide clearly stated reasons for any recommendation, which is not accepted. 6.3 A further report will be sought from the Director of Environment, Regeneration and Community Safety in six months time, giving an update on progress with implementation of the recommendations. 22
