2 RISK ASSESSMENTS Numerous pieces of legislation require risk assessments to be carried out and, in particular, the Management of Health and Safety (Workplace) Regulations All work activities need to be assessed by a competent person in order to identify the hazards and quantify the risks of these hazards causing harm to people. Hazards and risks that are not eliminated must be controlled and the control measures, be they physical or procedural, must be communicated to those who will work, or otherwise come into contact with the hazards. This event risk assessment for event has been based on the activities that will be taking place during the event. The assessment also incorporates the experience of undertaking similar events and the experiences drawn from the 2013, 2014 and 2015 events. Assessments and method statements together with details of relevant insurances will be sought from the various Exhibitors, Competitors and Sponsors and have been taken into consideration when drafting this document. In undertaking risk assessments, the following approach has been adopted: Gather information/identify risks Implement control measures appropriate to the identified risks Evaluate residual risk The risk assessments listed in this section give the residual risks. The residual risk is the level of the remaining risk produced when proposed control measures have been applied. The figures given may be interpreted using the matrix at the end of the assessments. The Big Bang Education CIC will ensure that the risk control measures are fully implemented to achieve these levels. The columns following the residual risk data indicate where additional controls are required or where special attention should be given. For the avoidance of confusion - the columns of the risk rating sections are headed S x L = R. S is for severity and is given in the first column. L is for likelihood and is indicated in the second column. R is the residual Rating

3 The control measures, indicated within the assessment, are considered to be reasonably practicable measures, to control the risks identified based on experience of similar events. A review of the assessment will be made, should further information be received which suggests that the control measures suggested are no longer sufficient to control risks or are inappropriate or if additional hazards are identified. During the event period a process of continuous assessment and reassessment will be undertaken by the Event Safety Advisor to ensure appropriate risk controls are put in place should situations develop which are not covered within this assessment?

RISK ASSESSMENT Residual Visitor Participation: participating activities were a significant risk has been identified M The Big Bang Education CIC staff will ensure that the risks associated with any of the show activities are fully explained to all persons involved in the activity. The physical suitability of the participant will be assessed by event staff. Only who knowingly volunteer will be allowed to participate in any activity. 2 1 L

RISK ASSESSMENT Residual Visitor Movement and Crowd Management: Over crowding can cause trauma and crush injuries H The Big Bang Education CIC prior to the event has established the audience profile and expected behaviour. The Big Bang Education CIC will ensure that a safe venue/room capacity has been identified and are not exceeded. The Big Bang Education CIC will employ sufficient numbers of trained staff to manage the event attendees. Emergency evacuation routes must be identified and maintained at all times. If any Stand or Exhibit attracts overly large crowds of visitors then the stand/exhibit will be closed until such time as the crowd dissipates. The Big Bang Education CIC Event Team to monitor. 3 1 M Show times are to be staggered to reduce the amount of people in any one part of the venue at any one time. NEC Stewarding staff to employ Clickers

RISK ASSESSMENT Residual Lost Children: Trauma and stress. 1.3 Children 2 3 H Any children who are identified as being lost of parted from their group will be taken to the central information desk, their details will be obtained and the Guardian/Party Leaders responsible for their party will be contacted by mobile phone. The mobile phone numbers of all Guardians/Party Leaders will be obtained prior to them being permitted to enter the venue by event staff. At no times will children be left unaccompanied, always by more than one member of the event team, with at least one being DBS Checked. Any lost children will be notified to NEC security and the Big Bang management. 1 1 L The NEC has its own Lost Children Policy.

RISK ASSESSMENT Residual Unruly : behaving in an antisocial manner than could impact on the safety of other visitors. 1.4 and event staff. 2 3 H Event staff observing unruly will advise The Big Bang team who in turn will contact the Guardian/Team Leader and request that the visitor be reprimanded and brought under control. 1 1 L In extreme cases of anti-social behaviour will be removed from the venue under these circumstances there would be no re-admission. Project Manager to monitor Exhibitors: Unsafe exhibits or demonstrations. 1.5 and event staff. 2 3 H All Exhibitors are required to submit detailed Assessments and Method Statements to The Big Bang Education CIC. All of these documents are audited in advance of the event to ensure no unsafe exhibits or demonstrations are permitted in the event. 1 1 L All Exhibitors are provided an Organiser Handbook which explains what activities and substances are prohibited within the event. All Exhibitors and their stand are visually inspected by the Event Safety Advisor prior to the event opening.

RISK ASSESSMENT Residual Food Sampling: Allergies 1.6 and event staff. 2 3 H All Exhibitors are required to submit detailed description of any food sampling they wish to undertake. 1 2 L Samples only to be given with the consent of Parent or Guardian Clear warning signage to be displayed detailing the contents of any sampling food stuffs. All Exhibitors and their stand are visually inspected by the Event Safety Advisor prior to the event opening. Medical Provisions: Insufficient medical provisions M The NEC has its own dedicated First Aid Room; this will be staffed throughout the open periods. The Event Safety Advisor will make an assessment of the staffing levels required based on the expected attendance number. 1 1 L

11 1. RISK ASSESSMENT Residual Slips, trips & falls: Trailing cables and redundant equipment M All cables will be either flown or taped securely down. Cables will not be permitted to cross the gangways. All redundant equipment will be removed from the exhibition floor prior to the event opening to the visitors. The Event Safety advisor and production manager will conduct a thorough inspection of the show floor prior to the event opening. 1 1 L

RISK ASSESSMENT Shows & Demonstrations Residual Theatre Shows: Show related risks, loud bangs, explosions etc. Inappropriate Exhibits & Demonstrations: Activities that could present a risk to others M The management/presenters of the Theatre shows are very experienced in the delivery of scientific demonstrations and have produced a comprehensive risk assessment of all of the on stage activities. The risk assessments produced have been supplied to the NEC. The Event Safety Advisor will be in attendance during the first stage performance H In advance of the event all competitors and exhibitors are given clear instructions on which items are not permitted on the stand. These items include; Biological samples that could cause infection or illness Live forms of viruses or bacteria Animal/human samples Poisonous or radioactive items Sharp items 1 1 L 1 1 L On-going inspections will be undertaken throughout the opening periods.

13 2. RISK ASSESSMENT Shows & Demonstrations Residual Projectiles Unsecured fragile items Anything that is dangerous to touch All activities to be inspected by the Event Safety Advisor prior to the show opening.

RISK ASSESSMENT Shows & Demonstrations Residual Substances Hazardous to Health (CoSHH): Sickness, ill health etc M All hazardous substances that are either stored or used on the event have been identified, listed and CoSHH data sheets obtained The use of each substance to be established as essential to the task or function for which it is used All necessary safety precautions to be established for each hazardous substance including the provision of any necessary water or ventilation systems All necessary hazard warning signs to be in place local to the substances in use or being stored All vessels, bags, wrappings etc. that All of the necessary antidotes or neutralising agents must be available in close proximity to the hazardous substance Event Safety Advisor to monitor 1 1 L

RISK ASSESSMENT Coach/Visitor Management Residual Coach management: Vehicle /pedestrian conflicts H The Big Bang Education CIC will be using the NEC s approved traffic management strategies to manage this process. The NEC has managed traffic around the venue successfully on many previous occasions. Event staff will produce a detailed plan as to how this process will work. Event Safety Advisor to monitor. 1 1 L Traffic Congestion: Large numbers of coaches arriving on site. 3.2, Traffic Marshals and members of the public. 2 2 M The NEC has large Coach Parks capable of accommodating a significant number of coaches. Data is obtained via the registration process to gauge approx. coach arrival time to ensure the NEC is properly staffed and space is available to manage the volume of traffic at the necessary times. 1 1 L A separate holding area has been identified for coaches arriving without the correct accreditation. A pass system will be operated by event staff. Project Manager and Event Safety Advisor

RISK ASSESSMENT Coach/Visitor Management Residual to monitor. accessing Coach Park: Vehicle /pedestrian conflicts. 3.3, Traffic Marshals and members of the public. 3 2 H will be directed off coaches and towards the event halls by NEC stewards. On entering the halls, visitors will be marshalled into queuing pens created from pedestrian barrier to be registered. 1 1 L Once the group has been checked in they will be issued with passes and then be releases to access the show floor. egressing Coach Park: Vehicle /pedestrian conflicts. 3.4, Traffic Marshals and members of the public. 3 2 H will not be permitted to access the coach park until they have confirmed with their coach driver that the coach is on the premises. will be queued outside the coach parks using queuing points. They will be kept there until they are ready to board their coach, they will then be marshalled into their coach. 1 1 L Any visitors whose coaches have not used the required procedures and dropped off elsewhere in the area will be directed to the place that they were dropped off for pick ups.

18 4. FIRE RISK ASSESSMENT Residual Fire Hazard Theatres: Death, major injury and damage to property 4.1 Event staff, 3 2 H All structures in the Theatres to be of flame retardant substances. Control positions to be equipped with CO2, powder and water extinguishers. 2 1 L Stewards to evacuate area to allow tenders through if necessary and appropriate. The NEC has an evacuation strategy in place Theatres to be inspected by Event Safety Advisor and Production Manager.

FIRE RISK ASSESSMENT Residual Fire Hazard- Workshops/Side Meetings: Death, major injury and damage to property 4.2 Event staff, 3 2 H Event staff to be positioned and continually checking for ignition sources Daily inspection carried out by the Event Safety Advisor and Production Manager. 2 1 L Event site exit values to be calculated using the Regulatory Reform (Fire Safety) Order 2005 Fire points placed in secure locations all event staff made aware of there positions prior to the event opening. Selected venue stewards trained in fire fighting procedures. The NEC has an evacuation strategy in place

FIRE RISK ASSESSMENT Residual Fire Hazard Exhibition area: Death, major injury and damage to property 4.3 Event staff, 3 2 H The Exhibition area will be inspected prior to opening each day by the Event Safety Officer, the NEC s Fire Officer and the Production Manager. 2 1 L The following areas will be inspected: Fire Exits Suitable and enough properly signed and not obstructed. Occupancy capacities Fire Fighting Equipment Flame retardance Certificates Event staff numbers Emergency Procedures Combustible materials Storage of Waste The name and contact details of the production team will be obtained and passed to the venue management.

FIRE RISK ASSESSMENT Residual Fire Hazard Exhibition Stands & Demonstrations: Death, major injury, burns and damage to property 4.4 Event staff, 3 2 H All Exhibitors are required to submit detailed Assessments and Method Statements to The Big Bang Education CIC. All of these documents are audited in advance of the event to ensure no flammable exhibits or demonstrations that could case burns or injuries are permitted in the event. 1 1 L The NEC Fire Safety Officers to patrol show floor continually checking for ignition sources. All Exhibitors and their stand are visually inspected by the Event Safety Advisor prior to the event opening.

22 4. FIRE RISK ASSESSMENT Residual Emergency Vehicle Routes: Becoming blocked or obstructed. 4.5 Event staff, 3 2 H Emergency Vehicle Routes (EVRs) clearly detailed on venue plan. EVRs stewarded at all times event site is open to visitors. 2 1 L Stewards policing EVRs to have operational radios. Event Safety Advisor to monitor. The NEC will deal with any requests for emergency services, and will ensure that if required that they get the relevant areas. All emergency routes will be kept clear at all times.

23 4. FIRE RISK ASSESSMENT Residual LPG: Fire and explosion 4.6 Event staff, 3 2 H LPG is not permitted within the main hall space. Event Safety Officer/NEC Fire Safety Officer to inspect. 3 1 M The Minimum Separation distance for LPG storage as detailed in the LPGA Code of Practice Section 2, page 13 will be followed. The NEC can create a designated LPG Store

24 4. FIRE RISK ASSESSMENT Residual Generators: Fire and electric shock 4.7 Event staff, 3 1 M Generators are not allowed within the event hall space. Where possible, consideration should be given to connecting equipment to venue s main supplies. Where this is not possible, a minimum number of shared generators to be used. 2 1 L It is not expected that generators will be required on this event No petrol generators are to be used. Generators to be located in secure areas away from public. All generators to have suitable and sufficient fire extinguishers close at hand. Generators only to be provided by event approved Electrical Distribution contractor. Event Safety Advisor to monitor.

FIRE RISK ASSESSMENT Residual Waste Storage: Ignition source 4.8 Event staff, 3 2 H Waste storage close to event infrastructure to be provided in metal skips in secure locations away from main public areas. 2 1 L Suitable and sufficient fire fighting equipment to be in place Event Safety Advisor and Production Manager to inspect.

26 4. FIRE RISK ASSESSMENT Residual Arson: Damage by fire or smoke to persons and/or property as a result of a wilful act. 4.9 Event staff, 3 2 H Keep combustibles to minimum. No storage of combustible or explosive material permitted in the NEC. Provide suitable and sufficient fire extinguishers and at exit doors. Event staff to be aware of location of extinguishers. 2 1 L Petrol generators not to be used. Fabric of drapes, linings and any floor covering to be flame retardant to BS5348 Test 2, BS7157 Annex A, BS7837, BS5287 Table 1 or BS5867 Part2 Type B as appropriate. Certificates to be available for inspection. Materials that have been chemically treated to achieve their fire retardancy may require recertification at intervals Event Safety Advisor to check for certification. Access to combustibles to be restricted to working personnel by event staff.

27 4. FIRE RISK ASSESSMENT Residual Emergencies: Hazards from the need to evacuate. Local or area. - Consider what may cause and how can be controlled. - Fire restriction of protected route Bomb Evaluate / disorder localised. Evacuation collapse of structure 4.10 Event staff, 3 2 H The NEC has an Evacuation Plan that has been agreed with the local emergency services. Emergency announcements made over the NEC PA system (back-up power necessary) to give instructions to the. All access routes to be stewarded by the venue. Event staff and Event Safety Advisor to be familiar with any event specific evacuation strategy and alarm system. 3 1 M Portable Electrical Equipment: Sources of ignition and heat 4.11 Event staff, 3 2 H Reputable suppliers used Evidence of PAT available upon request. Visual inspection as installed on site. 2 1 L All equipment brought into the venue by competitors must be new or PAT tested. All equipment o be powered down at the end of the work activity. Event Safety Advisor to check.

FIRE RISK ASSESSMENT Residual Blocked vents on Portable equipment with internal fans: Sources of ignition and heat 4.12 Event staff, 2 2 M Event layout designed to allow adequate space for equipment storage. Production Manager to check before each session that vents have not become blocked. 2 1 L All equipment to be powered down at the end of the work activity. Event Safety Advisor to monitor. House supply socket No MCB or RCD in outlet room: Sources of ignition and heat 4.13 Event staff, 2 2 M Production Manager to undertake basic checks on site. RCD / MCB provided by The Big Bang Education CIC s Contractors to be located as near as possible to mains cupboard to reduce length of unprotected cable 2 1 L Cee Form approved type connector to be used only

Fire Escape Routes: Becoming blocked or obstructed Event staff, 3 2 H All cables laid flat, matted with heavy rubber matting and taped in place. White tape used to mark trip hazard. Consider alternative route with less traffic over the duration of the conference. 2 1 L Escalate to venue if there is no sensible provision for cabling across the doorways, a requirement of the majority of events Check at regular intervals throughout each day and before each session. Production Manager/Event Safety Advisor to monitor.

30 4. FIRE RISK ASSESSMENT Residual Generic s: Personal injury and property damage 4.16 Event staff, 3 2 H Limit sources of ignition. Limit sources of fuel all construction materials in set / staging / dressing to be treated with a fire retardant. Separate RA to be undertaken when oxidising agents and or oxygen gas cylinders brought onsite. The Big Bang Education CIC staff will not interfere with any fire detection equipment installed by the venue. 2 1 L Any flammable substances to be identified and storage agreed with The NEC prior to arrival on site. All construction materials to be treated with flame / fire retardant and relevant certificates to be included. Fire briefings for event staff to be scheduled. Event Safety Advisor to conduct a separate RA where egress routes, signage or fire fighting equipment is obstructed. All event staff to be briefed on proper procedures to be undertaken when discovering a fire. All personnel to be briefed on evacuation procedure including escape routes.
