8 FIRE PROTETCTION PROGRAM IN INDONESIA (Base on BCR no 1 year 2012) Fire protection systems in NPP should be designed to: Prevent fires from starting. Detect and estinguish quickly those fires. Mitigate effect of the fire. 8

9 1.Prevent fires from starting 1. Approach to design for buildings a. Plant layout and construction; b. Subdivision of building into fire compartments; c. Using of fire cells; d. Minimization secondary effect of fire; 2. Design Measures for fire Prevention a. Control of combustible material by design; b. Control of explosion hazards; c. Additional considerations for the control of combustible materials; d. Lightning protection; e. Control of ignition sources; 9

10 1.Prevent fires from starting Plant layout and construction Building structure of NPP should be fire resistant. All part of installation especially in reactor containment and control room use non combustible and heat resistant materials. The plant layout should be such that combustible materials are not in proximity to items important to safety. The plant layout should provide for adequate access and rescue routes. 10

11 1.Prevent fires from starting Subdivision of building into fire compartments Fire compartments should be design: unaffected by temperature and pressure resulting from the fire on common building elements penetrations shoulds be minimized Have redundant structures, systems, and components important to safety were placed in different fire compartments. Providing emergency lighting; Have a unflamable surface and do not emit flammable gas. Have minimum resistance rating at least one hours 11

12 1.Prevent fires from starting Use Of Fire Cells Spreading of fire between cells should be prevented by : limitation of combustible materials, separation of equipment by distance, without intervening combustible materials, provision of local passive protection such as fire shield or cable wraps, provision of fire extinguish systems. 12

13 1.Prevent fires from starting (Design Measures for Fire Prevention) Control of combustible materilas by design The use of non-combustible construction material (e.g structural material, insulation, cladding, coating and floor materials) and plant fixtures as far as practicable; The use of air filter and filter frames of non combustible or low combustable construction; The use of protected pipe or double pipe design for lubricating oil lines; The use of hydraulic control fluid of low flammability for the control system of steam turbine and equipment; The selection of dry type transformer for interior applications; The use of non combustible matrials in electrical equipment; The separation of switchgear boards from each other; The use of fire retard cabling 13

15 2. Detect And Estinguish Quickly Those Fires Design Requirement Have capability to detect and control fire effectively for protect the structures, systems and components important to safety. Operation does not interfere with safety functions Easily accessible during inspection, maintenance, and testing Minimize spurious alarm and extinguisher leakage. 15

Mitigate effect of the fire Main objective To confine the flame, heat and smoke in a limited space within the plant to minimize spread of the fire and consequential effects on the surrounding plant; To provide safe escape and access routes for personnel; To provide access to permit manual fire fighting, manual actuation of fixed extinguishing systems and operation by plant personnel of systems necessary to reach and maintain safe shutdown; To provide the means for venting of smoke and heat either during or following a fire; To control the spread of the extinguishing agents to prevent damage to 17 items important to safety.
