Industrial Gamma Radiation Exposure Device (IGRED) is most widely used to perform radiation operation in industries. Portability of the IGRED demands high security concern in addition to safety as per legal guidelines provided by Atomic Energy Regulatory Board (AERB).IGRED Security is an essential element for any institutes to prevent from malevolent purpose and radiation emergency. Lack of security management may lead to huge impact on institute and society. At L&T, Hazira, we successfully identified & implemented the security management system for preventing unauthorized access to the IGRED. The methodology includes functions of deter, detect, delay, response, and security management of IGRED through five levels of security measures involving the latest technologies available. This paper journey through the gradual development of implementation of above methodology and addressed the necessary precautions & awareness amongst all concerns. Introduction Radiography testing (RT) is a widely applied NDE method used in industries for detecting irregularities in casting, forging, piping and pressure vessel weld joints. Radiography Testing (RT) is considered most hazardous method amongst all Non Destructive Testing (NDT).Industrial Gamma Radiation Exposure Devices (IGREDs) are most widely used to perform ionized radiation operation in industries. Longer decay due to High activity, Light weight and Portability of the IGRED demands high security concern in addition to safety as per legal guidelines provided by Atomic Energy Regulatory Board (AERB) CATEGORY 2, SECURITY LEVEL B. IGRED Security is an essential element for all licensed institutes to implement various security measures to prevent from malevolent purpose and radiation emergency. Lack of security management system in institute may lead to big impact on institute and society; hence it is really essential to have structured security management system for every licensed institute. Hence security measures during the entire journey of IGRED, starting from its storage, handling, operations and transportation must be closely envisaged, monitored and controlled to avoid any uncertainty in terms of human or factory operation as per legal guidelines provided by Atomic Energy Regulatory Board (AERB). In this paper, legal guidelines provided by Atomic Energy Regulatory Board (AERB) is used as a guideline for extensive study related to security measure of IGRED were examined and discussed.
2 We will note different security aspects for IGRED through methodology of deter, detect, delay, and respond security management to any unauthorized access or security threats to IGRED. This could result safe and secure licensed institute. Also the objective of this paper is to create necessary awareness on the new IGRED security measures in the institute including employees, contractor radiography personnel and security. Security Management L&T Hazira is leading organization in fabrications of heavy pressure vessels, storage tanks and nuclear equipment, for which there is extensive uses of IGRED to performed radiography testing; refer Table-1 for the IGRED inventory of licensed institute. Capacity (Ci) Se-75 Delta D Ir-192 TECHOPS Ir-192 TECHOPS Co-60 AMERSHAM Co-60 AMERSHAM Co-60 Sentinel - 680B B Table-1: Available IGRED Sources at L&T, Hazira After identifying the envisaged situation and potential threats for the security of potable IGRED of licensed institute, a complete package of security measures for an institute was designed with detailed planning to suit the requirement using methodology of deter, detect, delay, respond and security management through concept of five levels of security measures (from perimeter to IGRED) involving the latest technologies available. A schematic sketch is shown in Figure-1 \ Figure-1: A schematic Sketch of 5 Level Security Plan It was also essential to bring awareness to all concerns including management. It was achieved through in-house designed security measurement standards, procedure, trainings and
3 implementation of the same. Meticulous monitoring of complete L&T security system is executed through 24x7 physical availability of dedicated trained personals. Security Measures at Institute Perimeter Institute perimeter is completely fenced with barb wire fencing, all internal roads shall be clear & well set with lights at periodic intervals with 24x7x365 physical security at regular intervals around the institute perimeter. CCTV cameras with advanced PTZ features (Point, Track & Zoom) are installed at all gates and strategic high mast locations with visually monitored round the clock by dedicated security personnel & other management representatives in various departments to record all incoming & outbound traffic (man & material),a Prominently placed warning sign YOU ARE UNDER CCTV SURVIELLANCE caution all outsiders. Vehicle and Visitor entry and exit is only allowed after multiple authorizations from management representative through predefined & designated gates. Security measures implemented at institute are demonstrated in Figure-2. Figure-2: Security Measures at Institute Perimeter SECURITY MEASURES AT IGRED STORAGE AREA: Following symbols / sign boards are displayed prominently in and around the IGRED storage area (enclosure) that act as a deterrence measure: RADIATION DANGER ENTRY RESTRICTED TO AUTHORISED PERSONNEL ONLY YOU ARE UNDER CCTV SURVEILLANCE KEEP AWAY RADIATION ON AERB approvals are in place for IGRED storage facility and is under 24x7x365 CCTV surveillance with daily direct supervision by certified & trained BARC approved RSO & Radiographers, High Tensile lock is provided to enclosure maze wall gate. Biometric Access Control is installed at storage area with electromagnetic lock that is only activated for authorized personnel. Storage area is additionally equipped with high tensile lock. At storage area IGREDs are locked with high tensile chains & locks to firmly fixed staple pins in the walls. The chains & locks are resistant to cutting by manually operated hand tools to prevent from malevolent purpose Physical inventory is conducted by certified & trained BARC approved RSO & Radiographers at every shift change and manual logs are also maintained by authorized personals. When IGRED moves out for radiography, the log book is duly updated to provide details of the area, duration & name of the operating contractor personnel to whom a particular IGRED has been assigned for operations during that period.
4 Security Measure during Open Field Radiography Security of IGRED is more of a concern, when radiography operations are to be executed in open field in the institute. Lack of security management may lead to huge impact on institute and society. Hence it is essential to ensure following measures IGREDs are all the time in locked condition with two separate locks with chains on either side with transport vehicle, always a security personnel escort the vehicle between the storage areas to open field radiography location in the institute. Additionally it is ensured that all such movements are completed within 15 minutes, to prevent any premeditated attempts. All such movement shall be controlled through 24 Hours online visual CCTV surveillance in the institute. Open field radiography is done only after multiple authorizations on standards radiography work permits by certified radiography in charge in full occupancy condition with well-planned radiography location, date & time etc. the methodology will support to track the actual location of IGRED during monitoring and tracking by shift personal During open field radiography, operating personnel shall establish & maintain constant direct visual surveillance of the IGRED, even when exposures spill over a shift, cordons will be strictly maintained and charge handed over to the next shift personnel, such handovers will be duly recorded in the log books by the personnel completing their shift and once the exposure is completed, the IGRED is duly returned to the storage area & the manual log book is updated suitably. Refer Table-2 for the designed IGRED issue register and open field RT location plan. Table-2: designed IGRED issue register and open field RT location plan Security Measure during External Movement of IGRED Incidental to their use, IGREDs require frequent replacement of the radioactive sources from the authorized source suppliers. Following measures are to be taken as a minimum requirement while transporting IGRED from the licensed institute Only company approved transport vehicle with GPS tracking devices with locked study box in the closed top vehicle are used for any external movements, These GPS devices shall have the facility of remotely disabling the vehicle (through voice/text messaging), backgrounds of the drivers are to be established with records, a certified Radiographer shall accompany the driver during the entire journey using. Verbal communication is also maintained by the escorts giving periodic updates on traffic conditions & the estimated time of arrival at destination.
5 Response System For the immediate and shortest response time, Response measure shall have a well-established & operational communication system between the management and Security Departments. It includes: In the event of any unauthorized access/theft/security threat, authorized personnel shall immediately intimate RSO/Head-NDE/Security on the dedicated number immediately, giving all available details at that moment. Security Department will seal all gates within 5 minutes of such notification. All outbound vehicles & personnel will be scrupulously scrutinized & materials duly checked with exit permits issued. A team will rush to the threat area / last known place of operations for that IGRED for further investigation with the RSO Team in and around at the last seen area, In case of failure to retrieve the lost IGRED, constant vigilance shall be maintained at all gates. The matter shall be reported to Head, RSD and AERB. Help from the local police shall be sought. In case if the vehicle is hijacked; immediate assistance from RSO, AERB & local police is sought to trace & catch the culprits, when loss of device (undetected theft \ unsecured device falling out of the vehicle) is detected; the exact route taken is retraced. A visual search for the radiographic device and an instrumental search for radiation from the IGRED are undertaken. Irrespective of the result, incident is reported to RSO along with the reasons for temporary/total loss of control. In case of failure to retrieve the IGRED, FIR is filed with local police and their help sought. In case of accidents, fires or explosions; appropriate responses as initiated by the escort in guidance of RSO, are carried out. In the event when if the escort is incapacitated, instructions as per the TREMCARD carried in the vehicles is initiated by fire fighters and local police. Management of The Security Systems AERB approvals are in place for IGRED storage facility with daily supervision by certified & trained BARC approved RSO & Radiographers. Contract awarding vendors are registered & licensed radiography institutions by AERB with deputed required number of certified personnel on board; their staff is assessed by contractors on the basis of educational & professional qualifications and past employment history. All contractor staff has been provided with bar coded photo identity cards; that are mandatorily used by them to enter in the institution premises. As a part of security management systems Strict control over the keys to all the locks is maintained with the help of, a key register, which is maintained to keep track of the keys issued & returned, on a shift basis. Strict accountability is maintained by RSO. Security training & awareness is given to all employees & contractor personnel, who have been provided access to the IGRED. Similar training is also given to the plant security personnel. Quarterly mock drills shall be conducted covering different threat scenarios. They shall be documented, reviewed and lessons learnt shall be incorporated and updated in the Security Plan, as required. Company IT policies with password management for the CCTV cameras & Biometric Access Control System shall be strictly followed.
6 Maintenance Of Installed Security Equipments/Devices At L&T, Hazira all the measuring equipment & systems installed for security of IGRED are in place. However, it is equally important to assure that they are maintained and their functioning is periodically tested. A monthly Quality Assessment (QA) Plan is in place. All equipment are monitored shift wise by dedicated personal, also periodically serviced and maintained as per the respective manufacturer s guidelines. Internal Communication Systems Internal communication is equally important for the information purpose, which may include walkie-talkies, mobile phones & dedicated emergency contact numbers for immediate communication & response. Accordingly the display of such emergency numbers shall be made available to all concer and location such as at all RT Enclosures, Shop Areas where radiography is conducted and at all the Gates. Path Forward Above designed security system will support to drastically minimize potentional risk associated with security of IGRED, however L&T Hazira is in process to eleminating the same through avaliable advanced supporting techology such as advanced electromegnetic locking system,global postioning tracking system and laser sensing device etc. Conclusion & Summary A complete safety managment is an essential requirement to ensure and requirement for security of IGRED in licesed institue. adhere to the legal ***
