1 Facilities and Safety 322 West Street State University of New York Oneonta, New York (607) Fax: (607) State University of New York College at Oneonta Contingency Plan for Incidents Involving Hazardous Materials and Waste In order to reduce hazards to employees and property in the event there is an incident involving hazardous waste materials on campus, the College at Oneonta has developed the following contingency plan. Scope of the Plan This plan will be implemented if a fire, explosion, or release of hazardous waste which threatens public health or the environment occurs at the College at Oneonta. Emergency Response Actions When a hazardous chemical spill, leak or fire is noticed by anyone, first call University Police. If it is in a classroom the professor in charge of the classroom should be notified. If this is not possible, the chairman of the chemistry department will be notified. If the spill is not in a classroom University Police will notify Facilities. If the spill or leak is deemed serious, the appropriate floor or the building itself will be evacuated. This will be accomplished by activating the fire alarm system, or picking up any of the red phones in the hallway near the labs or storage area. A professor can evacuate a classroom or the entire building as deemed necessary. The Red Phone phones are a direct connection to University Police and are tested annually by University Police while doing the Blue Phone checks. 1. If possible, shut off any sources of ignition and/or the source of the spill without endangering yourself. 2. Evacuate the immediate area, closing the doors behind you (unless there is a natural gas leak). 3. Proceed to the nearest available exit by following exit signs. 4. Call the University Police at 3550 they are staffed 24/7. Be prepared to provide the following information: Your name, the specific location of the spill, the name of the substance spilled, and the quantity spilled. 5. Do not return for any reason once you are clear of the building

2 6. Wait outdoors for University Police and/or the Facilities and Safety Department or Radiation Safety Officer to arrive, and identify yourself to them. The University Police representative in charge will notify the Oneonta Fire Department and/or Police Department if necessary. University Police will call Tom Rathbone and Norman Payne at Upon arrival, the University Police representative must determine whether or not the imminent or actual incident could threaten human health or the environment. Next, it will be determined whether the incident will be contained within the building, with the perimeter of the college campus or will have any affect outside the perimeter of the college. Oneonta Fire Department If the incident has the potential to go outside the College s boundaries, then the following notifications might be made as determined by the Director of Facilities Otsego County Emergency Services Fox Hospital New York State Spill Hotline (Alternate) National Response Center The following information should be provided: name and telephone number of reporter; name and address of facility; time and type of incident (e.g., release, fire); name and quantity of materials(s) involved, to the extent known; the extent of injuries, if any; and the possible hazards to human health, or the environment, outside the facility. Direction and Control University Police offices in Alumni Hall will serve as a command post for all emergencies on the site. 2

3 Containment During an emergency, the coordinator must take all reasonable measures necessary to ensure that fires, explosions, and releases do not occur, recur, or spread to other hazardous waste at the facility. These measures must include, where applicable, stopping processes and operations, collecting and containing released waste, and removing or isolating containers After the notification of a release shall be to control or stop the release of the hazardous material from the premises. Spill equipment is located in the Heating Plant above the tool room. Spedi Dri ( a clay based absorbent) is located in the Biology Outside Hazardous waste storage area, the Garage and the Grounds building. This can be used to stop the spread of most hazardous spills. Safety Data Sheets for the chemicals are available on-line using a link from the facilities web page (on campus only). Specific procedures regarding first aid, spill/leak procedures, fires, explosions, toxicity, personal protection, environmental effects, and transportation are outlined for each chemical in the manufacturer s Safety Data Sheet. The Facilities director may elect to contract removal services from a licensed chemical disposal company. Contact any one of the following companies: Clean Harbors Environmental Products & Svc Safety Kleen Suppression Appropriate fire extinguishers are provided proximate to hazardous material handling locations. In addition, the following suppression systems exist. The extinguishers are checked monthly by a representative from University Police. The following are locations/ size and type of fire suppression equipment: Science II: Off line Human Ecology: Outside Connex box- just inside the door 5 lb CO2 MOC: Paint shop- on wall by 55 gallon drum 5 lb CO2 On wall outside paint shop 10 lb ABC Biology Outside Volatile Storage area: 5lb CO2 inside the door in cabinet. Also inside loading dock door Fine Arts: Oil Painting Studio 320 on right wall as you walk in/ 10 lb/ ABC Campus Evacuation In the event that you are notified by text, or voic to evacuate the campus due to an emergency, the primary evacuation route for emergencies on campus will be down Ravine Parkway to West Street. The secondary evacuation route for emergencies is down Bugbee road to East street, the alternate route is to travel up Bugbee road, past the maintenance operations center to West Street. The siren on top of the Milne Library means to shelter in place- do not evacuate when you hear this. 3

4 Emergency Spill Equipment Absorbent pads and booms are located in the Heating Plant above the tool room. The Heat Plant is staffed 24 hours a day allowing access to them. This specialized vacuum is to be used for clean up when a thermometer is broken that contained mercury. There are still some labs that require the use of mercury thermometers due to temperatures. The use of these thermometers are limited. A small chemical spill kit is located in HUEC 228 under the fume hood. This kit is to be used to contain small lab spills after consulting with the professor in direct supervision of the lab to determine the product spilled and the amount, Use the Safety Data Sheet to determine the proper protective equipment. The contents of this 5 gallon pail are: StarDust all purpose absorbent, Acid neutralizer, Base neutralizer, Mercury absorbent, Gloves, Plastic bag, MSDS for Stardust. After the Incident Immediately after an emergency, the emergency coordinator must provide for treating, storing, or disposing of recovered waste, contaminated soil or surface water, or any other material that results from a release, fire, or explosion at the facility. The emergency coordinator must ensure that, in the affected area(s) of the facility; that no waste that may be incompatible with the released material is treated, stored, or disposed of until cleanup procedures are completed; and that all emergency equipment listed in the contingency plan is cleaned and fit for its intended use before operations are resumed. The emergency coordinator must notify the commissioner, and appropriate State and local authorities, that the facility is in compliance with paragraph (8) of this subdivision before operations are resumed in the affected area(s) of the facility. Whenever this plan is used, a record must be kept of the time, date, and details of any incident that requires implementing the contingency plan. Within 15 days after the incident, a written report on the incident must be submitted to the commissioner. The report must include: name, address, and telephone number of the owner or operator; name, address, and telephone number of the facility; date, time, and type of incident (e.g., fire, explosion); 4

5 name and quantity of material(s) involved; the extent of injuries, if any; an assessment of actual or potential hazards to human health or the environment, where this is applicable; and an estimated quantity and disposition of recovered material that resulted from the incident. Reviewed: March 2012 January 2014 February 2015 January 2016 Additional information for the Hazardous Waste book: Job title for each position at the facility related to hazardous waste management and name of employee filling each job: Job title: Assistant Director of Facilities and Safety Employee: Norman Payne The Assistant Director of Facilities and Safety oversees the collection and removal of hazardous waste from the campus; contracts with vendors authorized to accept hazardous waste; submits annual reports to DEC as required on or before March 1 of each year; trains campus personnel in the proper procedures for handling hazardous waste, universal waste and aerosols, as well as the procedures for cleaning or reporting a hazardous waste spill.
