At present, other dorm residents do not. Evacuation drills are conducted twice annually in all dorms (including G.C.), but not in alternate housing or high rise artments (Hibben-Magie, Lawrence). comprehensive set of fire safety policies procedures developed made widely available 2 Residential:All graduate undergraduate students receive a copy of the Residence Guide containing fire safety policies, building evacuation procedures. This information is also available on the Housing web page. Academic/Administrative:Departmental Emergency Action Plans (EAPs) are developed distributed through departmental coordinators. EAPs are updated annually Evacuation routes are not specified in the EAP. Current fire safety policy is in EHS documents on web page is mentioned in safety training conducted by EHS in Science Engineering depts. Dissemination of information on emergency action plan information is variable among departments. Evacuation routes are not posted in most buildings G *Matory fire safety orientation for all undergraduate students 1st year graduate students living in the G.C. *Post emergency evacuation information on the inside of each dormitory room. *Exp periodic drills to all undergraduate students in University owned dormitory style residences over two stories or in excess of 12 units. *Annual distribution of a fire safety brochure to all other Housing unit occupants G Evacuation routes should be posted in public or highly visible areas in all buildings over two stories. 4 Policy written policy on fire safety evacuation 1 Current policy is outdated G Revise existing fire safety policy disseminate
5 Practice Periodic evacuation drills of nonresidential 1 Not current practice for New South Fine high-rises, patient Tower Fire drills are conducted at McCosh treatment areas nursery Health Center. Fire drills are conducted at 171 schools Broadmead per agreement with Township Fire Official 6 Stards complete smoke/fire detection systems in all campus residential facilities Full fire sprinkler systems in new construction with retrofit during significant residential structure rehabilitation projects /G G Develop "in situ" drills for nonresidential high-rises 2 not current practice G Apply fire protection system stards developed by Fire Safety Advisory Group (attachments 2a &2b) estimated s provided in Fall Information 8 Information fire safety training provided to staff 2 Fire safety portable fire extinguisher based on tasks responsibilities training provided to Public Safety, Art Museum, in a fire situation Library officers. Elements of fire safety included in training provided to staff students in science engineering departments during other safety training. Fire extinguisher training available to departments on request to Public Safety Untrained individuals are advised to evacuate not try to fight fires periodic meetings with local authorities including tours s. Locations of hazardous materials should be identified. 1 Annual invitations to meet tour facilities Fire department communications program document revised reissued to F.D. annually, in part to satisfy requirements of Right to Know regulations. Emergency information posters with lab contact information "special hazards" posted at most lab entrances. Consider annual distribution of a notice on fire safety the availability of extinguisher training 9 Information 10 Information make hs-on portable fire extinguisher training readily available to employees science engineering students Locations of fire walls/separations designated on building drawings 1 campus security officers are trained annually Training for other staff is available on request. Training is provided to certain students in Chemistry Chemical Engineering G Train Dining Services employees on hood systems use of portable as propriate. Make extinguisher training more readily available free of charge 3 not current practice G Note locations on a set of drawings to allow later identification ensure compliance with requirements during subsequent space renovations. Provide copies to the local fire department to improve emergency response efforts
11 Inspections annual s for fire hazards 1, by local authorities with adequate 2 follow-up a system to ensure the timely correction of violations documentation of repairs made /G Annual s are conducted jointly by the Fire Marshall local fire officials at the intervals listed below: Eating drinking establishments - 3 months Theatres (Alexer, McCarter, Murray, 185 Nassau) - 3 months Dorms most administrative academic buildings (occupancy dependent) - 12 months Status of violations corrective actions are tracked to completion Internally manage findings tracking using EXCEL. Explore uses of technology with local Fire Officials. 12 Inspections internal life safety code s should be conducted regularly with emphasis on residential facilities, laboratories, patient treatment areas, theatres other places of assembly, etc. 1 Inspection intervals: Four times per year in all dormitory occupancies Others are conducted jointly with local officials as noted in Item 10 Re-establish joint s of theatre spaces with the Vice President for Campus Life 13 Inspections encourage local code enforcement officials to inspect off-campus housing including fraternities Sororities at least once a year 2 Eating clubs other student occupied "offcampus" housing are inspected annually by the local fire officials 14 Portable fire 15 Portable fire 16 system 17 system a system for inspecting, testing, maintaining fire determine fire extinguisher frequency by hazard rather than treating all buildings occupancies the same (this will require proval by the local fire official) regular testing of fire pumps initiated by a functional (reduce system pressure to see if pump comes on automatically) document all findings regular testing of pressure regulating valves in stpipes 1 Portable fire are inspected monthly by janitorial Housing staff. Annual servicing hydrostatic testing is performed by a vendor. Units are sometimes missed during s - especially in locked mechanical rooms 1 All portable fire are inspected monthly per the New Jersey Fire Code requirement 1 Fire pumps are all tested, however current staffing precludes performing s at the frequency required by the National Fire Protection Association (NFPA) 25 stard. 1 No longer being installed. Remaining existing units are being removed G consider the use bar coding scanners to facilitate fire extinguisher s hydrostatic testing Assign responsibility for of mechanical rooms to individuals with access G explore the possibility of altering the frequency of through agreements with the local fire officials Conduct a comprehensive review of existing placement eliminate where not justified G estimated 1 man year required to comply fully with NFPA requirements ensure all remaining units are removed
18 Inspections dry stpipes - annual visual 1 Inspections currently done according to NFPA Hydrostatic flow 25 requirements testing at 5 year intervals 19 system repair of all fire safety related 1 Current practice equipment as a top priority 20 Fire protection system 21 system procedures to assure that water supply is fully restored whenever valves are closed for, testing, (including calibration) of detection, alarm suppression systems as prescribed in NFPA 72 Records maintained for a minimum of five years 1 will be detectable as trouble signal through CGRMS once fully implemented. /G G 1 smoke detectors are currently done per an agreement with the local fire officials as follows: cleaning - 3 years testing - 1 year calibration - 3 years (some self calibrate) We are now obligated to conform with NFPA 25 for suppression systems this will require additional manpower. G estimate four additional man years to complete all requirements Additional dem will be created by the dorm sprinklering program 22 Maintenance Inspect replace batteries at least annuallly in all single station (unsupervised) smoke detectors 3 Current practice is to inspect replace at least annually or if unit vacates 23 Maintenance Periodic, testing of emergency lighting exit signs 24 Policy identify individuals permitted to reset fire alarms following evacuation exercises 25 Policy charge floor occupants for damage to fire equipment to discourage valism 26 Portable fire do not charge for extinguisher installations requested by a department unless Fire Marshall disagrees with the need 3 Exit signs emergency lighting are inspected at least annually. 1 Only Public Safety or Alarm Shop personnel are permitted to reset fire alarms 1 Housing policy clearly defines charges for violations of policy 1 Extinguishers are installed on request - usually through Fire Marshall, but not always. Cost of extinguisher mount are not charged. Building account billed for installation. Put it in writing distribute as needed consider expansion of policy to all University buildings
27 Policy all holiday decorating materials 1 Current practice per established policy on should be intrinsically fire retardant holiday decorations. Annual reminders are identify spaces where decorations circulated to students staff Corrective are prohibited establish limits actions are taken by Housing inspectors as where they are allowed violations are discovered. /G 28 Policy electrical equipment must be in good condition bear labels of recognized testing laboratories 29 Policy open flame devices, cles, torches, oil gas fueled lanterns should be strictly prohibited in dormitory occupancies 30 Policy a memorum of understing should be developed by the various departments with fire safety responsibilities signed by the department heads to increase accountability, cooperation, communication among the parties 31 Policy building plans for new renovated campus construction projects should be reviewed for compliance with life safety codes adopted fire safety stards 1 Housing maintains listings of "proved" pliances Housing s include checking for conformance. The external cords on pliances provided by the student agencies are visually inspected before delivery. 1 open flames are allowed only by fire code permits issued by the local fire official Cles, fuels, etc. are confiscated by Housing inspectors when found during quarterly room s 1 program responsibilities are not all clearly defined agreed upon by all parties consider expansion to all University buildings G conduct a review of how we are organized to manage fire safety clearly designate responsibilities Use fire safety committee as a vehicle to communicate coordinate efforts among the parties 1 done, but not uniformly G require sign-off by Code Analyst,Fire Marshal Alarm Shop 32 Practice a fire incident report should be completed each time a fire detection or suppression device is activated or an actual fire occurs Each incident should be reported investigated to determine the cause prevent reoccurences 33 Practice emergency numbers posted at each telephone 1 all fire alarm system activations are investigated by the responding officer logged into CGRMS Alarms of un origin are referred to the Alarm Shop. There is no formal followup or reporting. 1 posted on most department office telephones Students provide their own telephones in dormitories G Reports actively reviewerd by the FM summaries prepared to help identify resolve problems quickly minimze the number of false alarms. Summary reports should be reviewed by the Fire Safety Committee provided to the ESRM G distibute stickers to dorm residents each fall or post emergency evacuation information on the inside of each dormitory room door
34 Practice process to ensure conference or meeting participants (e.g. summer events) or others unfamiliar with campus buildings are given special attention when considering building evacuation 35 Practice develop an "Emergency Evacuation" brochure provide it to all Housing occupants that do not receive the Residence Guide 1 Fire safety emergency evacuation training will be provided to all sports camp counselors attendees, beginning in the summer season, This information is also provided to other conference attendees via CVCS as part of their contract package. /G Post emergency evacuation information on the inside of each dormitory room door 1 Brochure developed for Dunwalke G Use Dunwalke brochure as a model 36 Practice campus security should be made aware of all persons with severe mobility, hearing or sight impairments living in student residence facilities ( all employees working in University buildings) 37 Practice The need for special safety devices to help hearing or visually impaired residents evacuate should be assessed 338 Practice procedures for managing individuals with severe mobility impairment during an evacuation 39 Practice service or replace problem fire within one day of discovery 40 Practice a system for maintaining storing elevator keys in each building First responders should have access to elevator keys as soon as possible 41 Procedure procedures for alarm system shutdowns during construction or other activities likely to trigger false alarms 42 Procedure procedure to ensure Alarm Shop notifies Public Safety of all shutdowns or other systems work that could trigger alarms 1 list is provided to Public Safety by Housing. Information for staff is not presently compiled. 1 these students are placed in designated rooms that are specially equipped or room is modified as needed G Information should be provided to Public Safety on mobility impaired staff. Information should be added to CGRMS specific plans developed on a case by case basis. 1 Not current practice G During annual Emergency Action Plan updates, identify mobility impaired occupants develop specific plans for each case in conjunction with the Fire Marshall 1 Current practice 1 Not current practice G establish stardized system communicate procedures to local fire department 3 procedure exists, but is not always adhered to by contractors 3 notification is inconsistent G G consider ways to strengthen policy including instituting fines for nonconformance improve dissemination
43 Stards adopt an upholstered furniture 2 Housing uses California Technical Bulletin 117 flammibility stard (e.g. (insert title or description) as a guide. Student California Technical Bulletin 133) furniture is not currently subject to any stards, however, beginning in the fall, students will not be allowed to remove furniture from their rooms. It is believed this will discourage students from bringing in additional furniture. 44 Stards ensure that violations of statutes 2 current practice (e.g.initiating false alarms fire setting) are aggressively investigated prosecuted 45 Stards review penalties for violating fire 2 Housing Office safety policies procedures (e.g. tampering) consistently ply procedures sanctions 46 Stards consistently enforced policy strict disciplinary action for failure to evacuate a residence facility 1 Failure (or refusal) to evacuate is a $50 fine. Not consistently plied - difficult especially in buildings with false alarm issues /G G consider ways to prevent use of studentowned upholstered furniture not meeting flammability stards G Clarify plication of fines, consistently ply, refer violators to the Dean's Office 47 system 48 Portable fire Acceptance tests for new or replacement fire pump installations use ABC in student sleeping areas to discourage abuses (messy cleanup) 1 current practice 1 Currently putting in water G 49 Portable fire 50 system 51 Information use Carbon dioxide water in research areas where propriate to minimize potential damage to sensitive research equipment annual system integrity testing to ensure buildings are reporting to Stanhope Annual training (mock drill) in coordination with local authorities 1 Current practice in many, but not all Science Engineering Departments 3 Not done as part of current system testing due to problems with CGRMS implementation Not currently done G G G References 1 Fire Safety on Campus 2 Report of the New York State Governor's Task Force on Campus Fire Safety
