(3) TC 2-70: Standards for Measurement of Reflectance and Transmittance Properties of Materials Chair: Danny Rich (US) AD: Zwinkels TR: To draft three new CIE standards that describe the minimum requirements for any instrument intended to measure the optical properties of planar, uniform, homogeneous (or nearly so) materials, The standards will define the geometric and spectral requirements, the processes for calibration or standardization of the scales and the required level of uncertainty for the measurement of spectral diffuse reflectance and reflectance factor, spectral regular transmittance and spectral diffuse transmittance, and spectral regular reflectance. (4) TC 2-71: CIE Standard on Test Methods for LED Lamps, Luminaires and Modules Chair: Yoshi Ohno (US) AD: Sauter TR: To prepare a CIE standard on test methods for photometric and colorimetric performance of LED lamps, LED luminaires, and LED modules in cooperation with CEN TC169 WG7 and IEC TC34. (5) R2-48: The measurement of AC-driven LEDs Reporter: : Pei Ting Chou (ITRI, Taiwan), AD: Sauter TR: To investigate the needs for a technical report for optical measurements of ACdriven LEDs including thermal stability condition, usage of the power sources, and testing methodology. The measurement of AC-driven LED flicker will also be taken into consideration in this investigation. [5]

6 Changes of functions The chair of TC2-51 has been changed to Richard Young (GB). The chair of TC2-57 has been changed to Balázs Kranicz (HU). The reporter of R2-39 has been changed to Tonsheng Mou (CN) Division 2 Website The URL of the Division2 website is: o The functionality of the Division website changed during the last years. Unlike the old webpage, there is no possibility to forward protected information (e.g. latest drafts or literature) using the Divison 2 website. All chairs are solicited to use the CIE Collaboration Tool for cooperation and collaboration within the Technical Committees: o Login URL: o Username: cie-<family name> (Example: cie-smith) o Password = Username (Example: cie-smith) Therefore, new TC documents are posted to the collaboration tool website only. To get access to the collaboration tool and to participate in the work of a Technical Committee, it is necessary to become an active member of the respective TC by sending the completed TC Membership Application Form ( to the TCchair, Division Director and Division Secretary. Publications CIE x036:2010: Proceedings of CIE Expert Symposium on Spectral and Imaging Methods for Photometry and Radiometry Meetings CIE 2010 Tutorial and Expert Symposium on Spectral and Imaging Methods for Photometry and Radiometry This symposium was held on 30 th 31 st August 2010 at METAS, Bern, Switzerland, where 2010 Division 2 meetings were also held. There were 113 participants (a record for D2 symposia) in the symposium. The first day was dedicated to a tutorial with seven lectures given by Division 2 experts. The second day was for contributed papers organized in four sessions goniophotometry and spatial methods, imaging and spectral methods, metrology for LEDs, and advances in radiometry. There were 16 oral papers and 19 poster papers presented. Selected papers were published separately (CIE publication x036:2010) and are [6]

7 available from CIE Central Bureau Division 2 Meeting The 2010 Division 2 Meeting was held on 3 rd September 2010 at METAS, Bern, Switzerland with 59 attendees from 23 countries, including 19 country members. The summary of the meeting (with some recent notes) is attached to this Activity Report. Technical Committee Meetings The following 14 TC meetings took place from Sept. 1 to Sept. 2, 2010 in Bern. Brief reports on these TC meetings are included in the 2010 Division 2 Meeting Minutes (posted to the website of Div 2). Also present were CIE VP-Technical J. Schanda, and VP-Publication T. Goodman. 23 regrets received. Opening of the Meeting DD, Y. Ohno, opened the meeting at 9:00 AM. He expressed his thanks to METAS for hosting the Division 2 meetings and Symposium in Bern. He also conveyed regrets from AD G. Sauter and N. Johnson who could not attend the meeting. Director s Report (Y Ohno) Reports from CIE Board: CIE Scientific services, supportive member fees, new webshop, electronic, CIE news, Fast track CIE standards, 4 types of CIE meetings New CIE policy: TC chairs are appointed for a four year term and expected to finish the work in four years. If it takes longer, the TC chair will need to be re-approved. CIE Quadrennial Session in Sun City, South Africa, July (Abstract deadline has been extended to October 22, 2010). Division 2 issues: New Division Director candidates nominated. Preference votes done, reported to BA. BA will make final decision. Belated TCs will be asked to complete the draft (start TC ballot) by next meeting. Develop a system of closely monitoring the progress of all the TCs. DD proposes to develop a series of CIE standards (not technical reports) for test methods for LED lighting products to meet the industry needs in solid state lighting. Secretary s Report (A Sperling) Membership: D2 has now 40 supporting countries. Some country members are still not nominated by National Committees. Minutes of Budapest Meeting and Activity Report 2010 were issued before the meeting in Bern. 233 persons on D2 Mailing List and eleven reflectors (for TC2-29, 40, 46, 47, 48, 49, 50, 59, 60, 62, 64) are installed at the moment. 9 The password protected download of files from the D2 website for the work within the Technical Committees will no longer be maintained. Instead, the Collaboration Tool will be used in future to organise the work within the Technical Committees. DS A. Sperling explained how this tool can be used. Editor s Report (J Gardner, read by Secretary) Draft report from TC2-48 (G. Eppeldauer) was edited before the TC ballot. Draft report of TC2-32 (N. Johnson) was edited extensively to be ready for TC ballot. Progress reports from TCs, Reporterships, and Liaisons The following 14 TCs met in Bern on September 2 to 3. TC2-29 (Eppeldauer), 2-40 (Blattner), 2-47 (Sperling), 2-48 (Eppeldauer), 2-50 (Distl), 2-53 (Rösler), 2-58 (Kohmoto), 2-59 (Krüger), 2-60 (Woolliams), 2-62 (Steudtner), 2-63 (Zong), 2-64 (Heidel), 2-65 (Goodman), 2-66 (Schanda). The minutes of each TC meeting should be distributed by TC chairs. For the general reports of all TCs, reporterships, and liaisons, see the 2010 D2 meeting minutes forthcoming. Dissolution of TCs and Reporterships D2 voted to close the following TCs and reporterships with no objections. TC2-23 (Vandermeersch); possibly a proposal of a new TC with Div 4. TC2-44 (Gardner); work to be included in Editor s responsibility. TC2-46 (Scarangello); no recent progress and decrease of needs. R2-41 (Miller); it was determined premature. TC2-51 Chair changed from Richard Austin to Richard Young (UK) due to little progress of the TC. TC2-57 Chair (Alan Robertson) resigned. Balázs Kránicz (HU) is proposed for new chair, pending his acceptance. R2-39 Reporter changed from Ken Vassie to Tongsheng Mou (CN); Ken Vassie no longer available. New TCs proposals The following proposals were made, and D2 agreed to establish three new TCs and one [9]

10 reportership.. (1) Proposal by Danny Rich based on the work of R2-23, read by DD. Title: Standards for Measurement of Reflectance and Transmittance Properties of Materials Proposed chair: Danny Rich (US) TR: To draft three new CIE standards that describe the minimum requirements for any instrument intended to measure the optical properties of planar, uniform, homogeneous (or nearly so) materials, The standards will define the geometric and spectral requirements, the processes for calibration or standardization of the scales and the required level of uncertainty for the measurement of spectral diffuse reflectance and reflectance factor, spectral regular transmittance and spectral diffuse transmittance, and spectral regular reflectance ML: Dave Wyble (US); Andreas Kraushaar (DE) Decision: approved with no objections and one abstention, pending collection of initial members from five different countries. (2) Proposal by Armin Sperling based on the work of R2-44. Title: Optical measurement methods for OLEDs used for lighting Proposed chair: Thorsten Gerloff (DE) TR: To produce a Technical Report on the measurement methods of the optical properties and the terminology of OLEDs used for lighting. Decision: approved with no objections. (3) Proposal by Jiangen Pan based on the work of R2-42 Title: Measurement of LED Luminaires Proposed chair: J. Pan (CN) TR: To prepare a technical report that provide CIE recommendations on conditions, procedures and precautions for reproducible measurement of photometric and colorimetric quantities of LED luminaires. Decision: General consensus was that there is a need for such a TC, but there were many comments, and the decision was postponed until D2 establishes the strategies on LED related TCs and publications. (4) Proposal by Tongsheng Mou on the work of R2-46 Title: Photobiological Safety Measurement of Lighting Products Proposed chair: T. Mou (CN) TR: To prepare a technical report for the measurement of optical radiation related to photobiological safety of lighting products, more focusing LED products. Decision: As this TC would cover LED products broadly and also relationship with TC2-58 to be clarified, the decision was postponed until D2 establishes the strategies on LED related TCs and publications. (5) Proposal by Peter Blattner from the discussion in TC2-40 Title: CIE Classification Systems of Illuminance and Luminance Meters TR: To prepare a technical report on existing material and regional classification systems of Photometers and to recommend a CIE classification system. Proposed chair: Peter Blattner Decision: Approved with no objections. [10]

11 New Reportership proposals (1) Proposal by Peiting Chou Title: The measurement of AC-driven LEDs Proposed Reporter: Pei Ting Chou (Taiwan) TR: To investigate the needs for a technical report for optical measurements of AC-driven LEDs including thermal stability condition, usage of the power sources, and testing methodology. The measurement of AC-driven LED flicker will also be taken into consideration in this investigation. Decision: approved with no objections Future D2 Meetings and Symposia 2011 Sun City, South Africa (27th Quadrennial Session), 6 18 July, OpenWe have an invitation from INMETRO, Brazil, possibly with a D2 symposium. (to be decided in 2011) Open. Possibility: CIE Midterm in France. Adjournment The meeting adjourned at 6:10 PM. [11]
