4 1.0 PURPOSE This plan provides for the management of incidents that may occur at Pascoes Pty Ltd at 240 Greens Road, Dandenong, Vic, with particular focus on those that could emanate from storage and handling of the dangerous goods on site. The objectives of this plan, in the event of an emergency, are: 1. To protect people, including staff, neighbours and emergency response crews. 2. To stabilise any emergency situations. 3. To minimise damage to property and the environment. 4. To provide a mechanism to notify key personnel, neighbours, and emergency services. 5. To deploy evacuation procedures. 6. To help prevent future emergencies. 7. To enable staff to deal safely with the identified emergencies. 2.0 DEFINITION SES PPE DoCEP Emergency Response State Emergency Services Personnel Protective Equipment Department of Consumer & Employment Protection 3.0 RESPONSIBILITIES It is the responsibility of all personnel on the premise to report incidents and take appropriate actions in accordance with this Plan. Facility Emergency Controller - Overall responsibility for management of on site emergency - Coordination and management of on-site emergency resources - Inducts employees and visitors on the requirements of this Plan - Ensures all incidents are logged. Communications Officer - Ensures all infrastructure and training is in place to adequately deal with any emergencies and to prevent future emergencies. - Ascertains the nature and location of the emergency. - Liaison with external parties, including the Media. - In consultation with Facility Emergency Controller, provide up-to-date information to SES. - Maintains a log of events. 5 Fire Warden - Assists the Facility Emergency Controller to ensure sufficient personnel, equipment, time and funds are available for control of emergencies and mobilisation of additional resources, where required. - Assists persons with disabilities. - Liaises with Refuge Area Marshall to ascertain all personnel are accounted for. - Advises external emergency personnel of missing person/s. Refuge Area Marshall - Ensures all personnel remain at refuge area until instructed otherwise. - Conducts head count in assigned area. - Advises Fire Warden of head count results. Page 5 of 14

6 4.0 EMERGENCY RESPONSE Various classes of dangerous goods are stored on site. Different hazards are associated with storage handling of the various classes of dangerous goods. Appendix 1 is a listing of the licensed dangerous goods which also identifies the broad hazard associated with the class of dangerous goods. For specific hazards, refer to the MSDS, copies which are on the company website, WHEN IN DOUBT, ALWAYS ASK 4.1 INTERNAL EMERGENCY CONTACT NUMBER Steve Wylie ( Warehouse Manager) Mobile : Tri Ly ( Supervisor) Mobile Ian Schwartz (MD) Mobile Marc Schwatz (Director) Mobile Barry Fasser (General Manager ) Mobile Head Office (PERTH) Direct EXTERNAL EMERGENCY CONTACT NUMBER Fire Brigade 000 Ambulance 000 Police 000 Work Safe SITA (Waste Management) NEIGHBOUR CONTACT NUMBERS South Park Cafe Silvan FACILITY OPERATIONS CENTRE (FOC) The warehouse office open area is designated as FOC for use by key personnel for co-ordinating the company's emergency response activities. A copy of the Emergency Plan is kept in this area. Telephones are available. Page 6 of 14

7 4.5 ALTERNATIVE FOC If the Warehouse office is unavailable, set up a mobile phone from the Warehouse Managers Vehicle vehicle. Located in a safe area, upwind and metres from the main gate. A copy of the Emergency Plan is to be kept in the Warehouse Managers vehicle at all times. 4.6 ALARM INITIATION The alarm air horn is initiated by any employee, and is located in the warehouse office. After having activated the alarm, the person who initiates the alarm shall notify the Warehouse Manager, at the emergency response area, stating: 1. What is the nature of the emergency 2. Where is the incident occurring 3. What immediate assistance is required, e.g. first aid, ambulance, etc Warehouse manger, will after ensuring all actions, taken care off, contact the Operations Manager Emergency response for specific incident scenarios is listed below. Refer MSDS for specific PPE requirements. 4.7 CAUSTIC/ALKALI SPILL Caustic/alkali dangerous goods are marked in grey in Appendix 1. Caustic/alkali dangerous goods are corrosive and a spillage could pose danger to people and property. Unless contained, it could also contaminate the environment. There are two types of caustic/alkali dangerous goods, solids and liquids. The following PPE should be used when attending to caustic/alkali spills: - Safety glasses, goggles or face shield - Rubber gloves Minor spill Minor spills of either solid or liquid dangerous goods should be cleaned up by the person(s) responsible for the spill, using the Spill-Kit provided. Cleaned up material is to be disposed of at the designated bin/ container for removal by contract external waste manager. Record spillage in logbook. Page 7 of 14

8 4.7.2 Major Spill Solids spill 1. Barricade off spill area to restrict access. Supervisors/leading hand to restrict access, instruct responsible staff to take control and wear protective clothing before attending to contain the spill. 2. If any staff is burnt, shower immediately or wash affected area thoroughly. Send to doctor or call ambulance if necessary. 3. Recover the spill. 4. Report incident, to the DEC Liquid Spill 1. Supervisor/leading hand to make sure all people in the vicinity are safe. 2. Inform Warehouse Manager who would close the gates and keep all people away and upwind. 3. Production Supervisor to take control and make sure that all staff involved in the emergency wears the designated PPE. 4. Bund area to contain the spill and recover the product. 5. If spill cannot be contained and recovered by the staff, notify the SES (telephone 000). 6. After the emergency the Warehouse Manager to arrange for waste to be treated or for the waste disposal contractor (liquid salvage) to collect and dispose of the waste Record in spill book and report incident 4.8 FIRE Classes 2.1, 3 and 4.1 and are dangerous goods that could result in a fire if an incident were to occur. - Classes 2.1 is flammable gas - Class 3 is flammable liquid. - Class 4.1 is flammable solid Small fire If safe to do so, put out the fire using portable Drychem or CO 2 fire extinguisher or hose reel. Foam + foam spout is available near the hose reel inside the main warehouse.- Record incident in logbook Major Fire If small fire cannot be contained or a major fire occurs, the emergency should be handled as follows: 1. Notify the Warehouse Manager who, upon confirming the situation, will immediately institute the evacuation procedure. This is especially so when the fire is out of control or the fire involves dangerous goods which requires assessment for evacuation as highlighted in the Dangerous Good Register in Appendix 2. The Warehouse Manager to make sure all people in the vicinity are safe, close the gates and keep all people away and upwind. 3. The Warehouse Co-ordinator to take control and make sure all staff involved in the emergency wear protective clothing. Note some of the flammable dangerous goods have toxic fumes 4. Notify the SES (telephone 000). 5. Contact Police for traffic and crowd control. Page 8 of 14

9 6. Notify immediate neighbours of the fire and keep them advised of the incident. Assess the situation for potential off-site impact. If confirmed, notify neighbours to commence their evacuation procedure. The decision to evacuate may be necessary and should be the decision of the neighbours. 7. After the emergency, the Facility Operations Manager to arrange for treatment and disposal of the waste with the contracted external party. 4.9 MALICIOUS THREAT Malicious threat includes bomb or chemical/biological threat. If located in dangerous goods storage area, it could cause the incident to escalate to a more serious situation. Malicious threat is likely to be received over the phone. If you received a threat (e.g. bomb or other malicious type): DO NOT HANG UP, even after the call is terminated, as this will allow the call to be traced. 1. Stay calm and talk normally with the caller. 2. Take down as much information as you can - What is it? - Where is it? - When will it go off? - What does it look like? - Voice (man/woman, accent, slurring, etc) - Background noise (music, traffic, etc) - Date and time of call 3. Report call to Facility Manager immediately. The Facility Manager will assess the situation and: 1. order a site evacuation as necessary 2. Notify the Police GAS LEAK For LPG leak, from the gas canister- Shut down forktruck, and attempt to shut off the valve. Move canister outside- if not possible evacuate staff from warehouse and advise SES. Ensure no sparks/ flames in the vicinity 4.11 EARTHQUAKE/TREMOR In the unlikely event of an earthquake/tremor, care must be taken to ensure the stored dangerous goods have not been affected. Spillage and fire associated with the dangerous are to be treated in accordance with the above. Page 9 of 14

10 4.12 EVACUATION PROCEDURE Several of the dangerous goods stored on site would require site evacuation if a major incident were to occur. These dangerous goods are marked red in Appendix 1 Dangerous Goods Register. Other situation that may require evacuation are bomb threat, earthquake or as requested by external parties. The Warehouse Manager shall assess the emergency and if necessary order an evacuation, particularly if staff or public safety is at risk. Examples include a major fire, or toxic fume generation. This shall be done by sounding the Air Horn. Fire Brigade or other responsible agency may also order an evacuation. Upon being advised to evacuate, site personnel shall move to the assembly area (see Appendix 2: Site Plan) via the safest route. This will entail walking across wind, particularly if there is a toxic gas release. Ensure visitors are escorted safely to the Assembly Area. Conduct head count. The Warehouse Coordinator accounting for all staff, including visitors. as the Area Refuge Marshall, has the role of NOTIFICATION OF AUTHORITIES The Warehouse Manager to contact Emergency Services and advises following details. - Nature of emergency - spill, fire, etc. - Specific chemicals involved in the spill, fire, etc. State location and have Site Plan and Emergency Plan available. - Seek advice on evacuation, blocking drains, closing roads, etc. 5.0 TERMINATION OF EMERGENCY & DEBRIEF To be conducted by the Operations Manager when the incident is considered under control. The Fire warden shall turn off the fire alarm to indicate the all clear. Debrief with involved emergency response parties is to include: 1. Investigating the lead up to the incident 2. Discussion on effectiveness of emergency actions 3. Discussion on any possible contamination 4. Recommendation to be put in place Inform the SES of the situation and submit an incident report, if requested. Page 10 of 14

11 6.0 INCIDENT REPORTING & INVESTIGATION All incidents must be reported to the Operations Manager or his delegate who shall conduct an incident investigation. Outcome of the investigation shall be communicated to the workforce. For major incidents, the Operations Manager or his delegate shall inform the duty officer of Resources Safety Division of DoCEP who may request a written report. 7.0 EXERCISES, TRAINING AND REVIEW 7.1 TRAINING PROGRAM Pascoe s will ensure that operations personnel are trained in use of the first aid kit, spill kit, personnel protective equipment and responding to the identified emergencies. For staff likely to be involved with or affected by this Emergency Plan, they are: 1. Issued with a copy of Emergency Plan and subsequent updates. 2. Taught to identify hazardous areas, adopt safe procedures, location of telephones, fire hose and portable extinguishers. 3. To participate in random Fire Alarm drills initiated by actuating any of the siren triggers. 4. Assigned the roles of Facility Emergency Controller, Communications Officer, Fire Warden, and Refuge Area Marshall. 5. To participate in Evacuation Drills. 7.2 EXERCISES Documented training exercises to be carried out on a suitable day in September and again in March each year or as decided by the Warehouse Manager. 7.3 REVIEW OF EMERGENCY PLAN Once a year, following the exercise in March, plus when requested due to change in circumstances.
