4 PROCEDURE NO. #23 Emergency Evacuation Procedures PAGE 4 OF 20 1 INTRODUCTION 1.1 Purpose This Bushfire Evacuation Plan (the plan) is for Cape Byron Rudolf Steiner School (the School), Ewingsdale, Byron Bay and has been designed to assist the management of the School to protect life and property in the event of a bushfire threat. 1.2 Aims The aim of the plan is to have pre-planning for an evacuation of the School where there is a need to relocate students and staff from within the School to another place in the School or from the School to another place to enhance the protection of those people. 1.3 Relationship to other operational plans This plan is a sub-plan of the Cape Byron Rudolf Steiner School Work Health and Safety Procedures Manual. Balraith Lane A formed bitumen sealed rural residential road 6m wide. A turning circle with an approximate 14 15m diameter turning head is located at the end of Balraith Lane at the entrance to the school site. Access road from Balraith Lane The entrance to the internal access road to the site from Balraith Lane is 6m wide. The sealed road is 5.4m wide on a 7m road formation Parking and turning areas The school vehicle movement and parking areas from the internal access road is a circular 1 way road system with 10m wide entrance (5m wide exit), angled car parking for approximately 23 cars and a bus set pick up area. Parallel car and bus parking is provided on the internal access road between the entrance and exit. Informal parking, on road base, for 80 cars is provide on land adjacent to building 13A. Internal access The internal access from the entrance into the angled car parking and bus set pick up area. The road is 3m wide to Building No. 11. A grassed gravel track from Building No. 11 to Building No. 7 is located below the school buildings between the playing field and eastern boundary.

7 PROCEDURE NO. #23 Emergency Evacuation Procedures PAGE 7 OF Water supply Supply size and pressure Water is drawn from the pipeline that services the St Helena reservoir. The service to the school site is 100mm. The service becomes a dual system at the boundary. A 100mm service is for the fire protection system comprising 3 dual hydrant valves located at the school vehicle movement and parking area, between buildings 10c & 13 and below the school campus near Building No. 9. A 50mm service extends to the centre of the site. A minimum 25mm service extends to all buildings in the campus. The site plan (Map No. 2) shows the location of the 100mm fire service and hydrants and 50mm, 32mm & 25mm water services to fire hose reels Fire hose reels & extinguishers Fire hose reels (36m hose) are located on Buildings No. 1, 4, 5, 8, 9, 10, 11, 12, 13A, 14. Two fire hose reels are located on Building No. 10. The reels on Buildings No. 10, 12 & 14 service Building No. 13 The reels on Buildings No. 12 & 13A service Building No. 18 & 20. Trial emergency evacuations will be conducted to assess the effectiveness of procedures. A trial will be held every six months at the beginning of Terms 1 and 3. At the conclusion of each trial, Area Wardens, the Deputy Warden and the Chief Warden will evaluate the effectiveness of the plan and are to consider the following factors: Response times. Effectiveness of communication. Co-operation and response of evacuees. Suitability of exit points/evacuation assembly areas.

12 PROCEDURE NO. #23 Emergency Evacuation Procedures PAGE 12 OF 20 4 EVACUATION TRIGGER Evacuation procedures will commence as a consequence of any or one of the following actions: 1. The Chief Warden and/or Deputy Warden are told that the School population must leave by a responsible person from either the NSW Police, NSW Fire Brigade or NSW Rural Fire Service. 2. When there is a possibility that a bushfire may impact the School within 1 hour. 3. There is so much smoke about that it is causing medical problems for the School population and they should be taken somewhere less affected by smoke. 5 DESIGNATED ASSEMBLY POINTS The location of the Designated Assembly Points is shown on the site plan (Map No. 2) and plan showing escape routes (Map No. 3). Teachers and staff in buildings in each of the evacuation areas must go to the Designated Assembly Point for that area immediately after an emergency evacuation procedure is initiated. 6 TRANSPORT DETAILS The following identifies the transport needs in the event of evacuation in a bushfire emergency. Table No. 12 Student contact details Student name Parent / guardian name Parent / guardian address Parent / guardian telephone Parent / guardian mobile Parent / guardian transport 9 SECURITY DETAILS Chief Warden and/or Deputy Warden, if required, are to consult with NSW Police, NSW Fire Brigade or NSW Rural Fire Service in regards of the availability of resources that may be utilised for security at the School. Chief Warden and/or Deputy Warden, if required, consult with Cape Byron Security Service ( ) and prepare any arrangements to ensure that in the event of an evacuation a security officer is made available at short notice. The Chief Warden and/or Deputy Warden are to consult in regards to the use of a teacher/s or staff members who are willing to remain to monitor the School, only if safe to do so. 10 EVACUATION PROCEDURES 10.1 Step 1 - Warning notification The emergency evacuation procedure is only initiated by the Chief Warden or Deputy Warden sounding the electronic siren or teachers ringing the primary bell. The electronic siren is located in Building No. 1 - Administration Office and is activated by the pushing the red switch on the wall Step 2 - Moving to Designated Assembly Points Area Wardens are responsible for the teachers, staff and students at the Designated Assembly Points. Classroom teachers are to close classroom windows and doors, if this can be done without danger. Classroom teachers are to walk their students to the nominated Designated Assembly Point. All staff are to walk to the nominated Designated Assembly Point. Reception Staff are to print off Attendance Roles & deliver to Evacuation Points. In absence of Reception Staff, Personal Assistant will print & deliver roles. In absence of Reception Staff & Personal Assistant the Enrolments Officer is to print & deliver roles to evacuation points. If the evacuation siren is sounded during a parent or specialist led activity then the teacher / parent / leader is to move students to the Designated Assembly Point and wait with their group under supervision of Senior Teacher.

15 PROCEDURE NO. #23 Emergency Evacuation Procedures PAGE 15 OF 20 If the evacuation siren is sounded when students are: playing in the playground (recess, lunch) or in the toilets they are to be directed to move to the Designated Assembly Point and be under supervision of Senior Teacher. The Administration Office Staff are to bring the following to the nominated Designated Assembly Point: the visitor sign-in book HS Role books, which are to be delivered to Assembly Point 3 by Enrolments Staff member student data disks folder containing contact numbers for all parents (i.e. folder of class lists) First Aid Kit and the clipboard with contact numbers for emergency and other key local support personnel Step 3 - Assembly at Designated Assembly Points Class Teachers are to check their class roll, report missing students and their last known location to the Area Warden and maintain supervision of their students at the Designated Assembly Point. Staff trained in first aid will administer treatment where applicable and practical to do so. The Chief Warden, provided it can be done without danger, is to: Conduct a search of the evacuation areas to ensure that all students, staff and visitors have moved to Designated Assembly Points Shut down gas and electricity supplies and initiate any bushfire protection measures After the search provide a situation report to the Deputy Warden and Area Wardens Meet emergency services on their arrival to advise them of the location of the fire and the names of missing students and their possible location and Assist emergency authorities where requested by a person in charge of that service. The Deputy Warden is to ensure that: The situation is properly communicated to parents and First Aid is administered to those who have sustained minor injuries. Teachers, staff and students are only to return to buildings when authorised by the Chief Warden Step 4 - Evacuation from Designated Assembly Points In the event of escalating danger the Chief Warden is to review the location of the bushfire and decide which is the safest Designated Escape Route & Assembly Point where the School teachers, staff and students to be used. The Chief Warden is to advise NSW Rural Fire Service, NSW Police and NSW Fire Brigade whether or not the School is remaining at the Designated Assembly Point/s or will be leaving the School to Safety Refuge/s via the Designated Escape Routes Step 5 - Use of Designated Escape Routes and Safety Refuge/s The following procedure is to be followed if the decision is made to leave the School: Area Wardens are to ensure teachers, staff and students are dressed in protective clothing if possible with shoes and hats and wet cloths to cover mouths. The Deputy Warden is to arrange that an sms message is sent to parents informing them that children are safe and will be able to be picked up from a Safety Refuge.

16 PROCEDURE NO. #23 Emergency Evacuation Procedures PAGE 16 OF 20 The preferred Designated Escape Route is Route A. The second preferred Route is Route B. The third preferred route is Route C which is to proceed along the private road on land to the west to St Helena Road. Area Wardens are to direct teachers, staff and students to walk slowly to the nominated Safety Refuge. Teachers, staff and students are to remain at nominated Safety Refuge until they are met by either parents/guardians and/or emergency vehicles. As parents/emergency vehicles pick up students, the child is to be marked off the role, by Class teacher or Guardian. The Chief Warden and/or Deputy Warden is to inform bus companies, radio stations and emergency services of status of the evacuation. If there is no alternative to sending students home, those students for whom no transport is available and those students whose parents are known (or believed) not to be at home, should be retained at a suitable location until normal school closing time.

17 PROCEDURE NO. #23 Emergency Evacuation Procedures PAGE 17 OF ACTION STATEMENT The following bushfire emergency action statement is to be provided on laminated A4 paper in every building beside the location, site and escape route plans (Maps No. 1, 2 & 3) showing the location of the Designated Assembly Point/s, Designated Escape Routes and Safety Refuge/s Pre-emptive actions Staff induction and student enrolment Ensure that all teachers and staff are provided with a copy of the Fire Evacuation Plan. Ensure that families of students are provided with a summary copy of the evacuation procedure at the time of enrolment Bushfire in the surrounding area Advise the local emergency services that the School is operating, and that it will need to be advised early in the event of an evacuation being necessary. The Chief Warden and Deputy Warden are supplied with a mobile phone and be contactable. The Chief Warden and/or Deputy Warden contact and advise Area Wardens of the bushfire situation. Area Wardens contact and advise classroom teachers and staff of the bushfire situation. Area Wardens check Designated Assembly Point/s and Designated Escape Routes. Classroom teachers keep students inside, doors and windows closed. Classroom teachers explain to the students what is happening At the time of evacuation In the event of a bush fire threatening and it has been decided an evacuation will take place, the occupants of the premises shall follow the procedure outlined below. Close all windows and doors, if safe to do so. Move to the Designated Assembly Area and await further instructions. Area Wardens and classroom teachers ensure all persons are accounted for. Area Wardens ensure that all teachers, staff and students are informed of the evacuation process. The Chief Warden is to advise the NSW Rural Fire Service, NSW Police and NSW Fire Brigade that the School is being evacuated, advise the number of people and Designated Escape Routes and Safety Refuge/s to be used. All contact details are to be collected before leaving. After all the occupants have been evacuated, nominated staff will commence contacting relevant families affected Returning No person should re-enter the School until advised by the Officer in Charge of the emergency service.

18 PROCEDURE NO. #23 Emergency Evacuation Procedures PAGE 18 OF 20 GENERAL HAZARD PROCEDURES Steps and Escape Routes All steps and escape routes from buildings must be kept free from obstruction. Fire Extinguishers All staff are to know the location, type, purpose and operation of all fire fighting equipment. Registered company will service fire extinguishers at six monthly intervals. De-briefing Should any person become aware of individuals who may be in need of critical incident debriefing, an Incident Report must be completed and the Procedure 11, Incident Reporting followed. In such a situation the Student Services Co-ordinator would be advised as per Procedure 11. Schedule Drill evacuation procedures should occur twice per annum (preferably start of Terms 1 and 3).
