1 Wincham Community Primary School Fire Action Plan Policy Our School Mission Statement Learning together for the future in a safe, happy and supportive community. Approved and adopted by Governors Spring 2018

2 WINCHAM COMMUNITY PRIMARY SCHOOL FIRE ACTION PLAN The purpose of this Fire Action Plan is to promote and implement Fire Safety procedures in conjunction with Safe Working Practices, and to ensure that members of staff are aware of their responsibilities and of their actions to be taken in the event of fire occurring within the school premises. The Fire Action Plan must run in conjunction with the school security systems. It is not intended to be definitive, and should therefore be used in conjunction with all regulations referred to on induction / and or contracts. All members of staff including temporary teachers and supervisors should receive a copy of this Fire Action Plan on induction to the school, this should be read and understood and as refresher instructions as part of their ongoing training criteria, or upon any changes to the Plan. A Register / Fire Log must be maintained within the school premises to record all aspects of: - 1. Fire related training, 2. Fire related equipment checking /inspections, 3. evacuation exercises, 4. Fire alarm / smoke detector testing. Section 1. PREVENTION OF FIRE 1.1. To negate the possibility of fires arising, a risk assessment has been carried out throughout the school. The risk assessment highlighted certain areas, which were regarded as the most hazardous and likely sources of fire, together with areas which were determined as impediments to means of escape in case of fire: 1.2. To ensure that a safe working fire hazard free environment together with correct emergency evacuation procedures are in place in the school, the following measures are to be implemented All Waste Bins are to be emptied at the close of school every day by the Site Manager and cleaning staff. The contents must be discharged and disposed into the refuse containers in the external compound All Non - Essential electrical appliances must be switched off at the mains connection when not in use. (Non-Essential electrical appliances are Computers, Cookers, Kettles, Microwave ovens, Toasters, Water Heaters in kitchens and classrooms, Photo Copiers, Laminating Machines, Language Aid Machines, Music Centres, Overhead Projectors, Televisions, and Video Recorders). The Site Manager or another member of staff must ensure that before the school is vacated that these appliances are isolated from the electrical supply Flammable materials e.g. furniture / paper / fabrics must not be placed on or closer than 1 metre to any form of heating unit No flammable materials are to be stored in the cavities below Mobile classroom.

3 1.7. Undergrowth and long grass must be removed to a minimum distance of 1 metre from the rear and sides of the mobile classroom / escape routes at regular intervals Flammable materials must not be stored within the boiler room, or on escape routes Fire resistant / compartment doors must be shut at the close of school by the Site Manager or other member of staff. (These doors are indicated with blue and white notices 'FIRE DOOR-KEEP SHUT') Visiting contractors must be made aware of the CW&C Councils Safe Working Permit policy, with emphasis placed on protecting sources ignition e.g. the use of naked flames when repairing roofs and defective plumbing etc. (Hot works Permit maybe required) Members of staff must be vigilant at all times as to the risk from ignition sources in case of fire. 2. Section 2 FIRE FIGHTING EQUIPMENT 2.1. Plans of the location of Fire Extinguishers located within the school are in Appendix 'A Staff/Fire Marshalls must receive training in the use of the various type of fire extinguisher from a competent person if they are expected to fight a fire. They must be fully conversant as to the use and type of different fire extinguishers. Staff/Fire Marshalls must also be aware of the location of all the fire extinguishers throughout the school premises, not just in their normal teaching areas, 2.3. Staff / Fire Marshalls should only tackle a fire if they have been trained and it is safe to do so and they feel competent in their ability to do so 2.4. There are several different types of fire extinguishers strategically positioned throughout the school, as follows: Water Extinguishers are most suitable for extinguishing fires involving -Wood, Paper, and Cloth. They must not be used on Electrical Fires. They are not suitable for fires involving Liquids, Fats, and Oils Dry Powder Extinguishers are most suitable for extinguishing fires involving -Liquids, Fats, Oils and Electrical appliances etc 2.7. Carbon Dioxide Extinguishers are most suitable for fires involving Electrical appliances and Liquids, Fats and Oils 2.8. Fire Blankets. Only to be used on fires involving fats or oils in cooking pot and pans. A reputable company must service Fire Extinguishing Equipment. on annual basis Section 3 FIRE ALARM AND EVACUATION PROCEDURES Plans detailing designated Fire Exits are detailed in Appendix A. 3.1 All members of staff and pupils must be made aware of the different sounds of the electric fire alarms in the main school and the community centre, and the manual rotary fire gongs in the mobile. Visitors and temporary contractors must be advised by means of a brief note of the emergency evacuation procedures 3.2 A full emergency evacuation of the school must take place at least twice a year, ideally at the

4 beginning a term. This should be recorded 3.3 A competent person must test the fire alarm system on a weekly basis from different actuation points. These tests should be recorded In the event of a fire or suspected fire:- 3.4 If a fire is discovered or fire is suspected, immediately evacuate the pupils from the affected area, operate a break glass fire alarm / actuate Rotary Gong then go to the nearest telephone and dial 999. Do not assume that someone else has called the Fire Brigade. 3.5 Teaching staff and other responsible Staff will supervise the evacuation of children, leaving the school by the safest escape routes in an orderly fashion, to the designated Emergency Fire Assembly Points in the playground. Note: The assembly area for children, staff, contractors and visitors is on the far side of the playground nearest to the Linnards Lane gate. DISABLED PERSONS EVACUATION Specific members of staff will be delegated as being responsible for disabled persons as part of their job description. Part of this responsibility will require them to act as chaperones for disabled persons and to assist them to reach a point of safety in the event of fire or other emergency. 3.6 Teaching Assistants or other nominated members of staff are to check toilets etc for occupancy, only if it is safe to do so. 3.7 A nominated member of staff will delegate a Roll Call of all the classes, staff and visitors by way of Pupil and Staff Registers together with the Visitors Book. Visitors must hand their pass to roll call co-ordinator. 3.8 All members of staff will, at all times, carry keys for the un-locking of gates sited within the security fencing. 3.9 Under no circumstances will anyone re-enter or return to the building for personal belongings until the Fire Officer gives approval A member of staff will be nominated to receive and liaise with Fire Officers upon their arrival All visitors and contractors must enter an attendance and departure register / The Visitors Book as applicable Registers are completed electronically before 9.15 each day and in the event of a fire alarm admin will make a print out of these to take out to the assembly point for the roll call. Visitors Book. Late Book and Appointments Book will also be taken to the assembly points by a member of the Admin. Team The Action to take for Fires and Emergencies notices is outlined in Appendix 'B.' These notices are

5 to be strategically placed adjacent to all exit doors and in reception areas and Staff room. PHASED EVACUATION If the fire alarms are activated in the mobile classroom, a full evacuation of the whole school will take place. If the fire alarm is activated in the Community Centre, only that building need be evacuated. On these occasions the Admin. Team or Head will take all registers, Visitors, Late and Appointment Books to the normal evacuation point Section 4 MEANS OF ESCAPE IN CASE OF FIRE including mobile 4.1 Access routes to designated Fire Exit and other outer doors must be kept clear from any form of obstruction at all times. Desks and chairs must not be placed across escape routes or designated internal or external walkways. 4.2 Ultimate Fire Exit Doors must not be obscured or obstructed on their inner or outer faces. 4.3 Internal walkways must be unobstructed and maintained to a minimum of 1 metre width. 4.4 Emergency doors and associated door furniture e.g. Push Bars, must be periodically inspected by a competent person to ensure effective operation. 4.5 External timber steps, stairs and slopes from ultimate Fire Exit doors are covered with non-slip surface and periodically checked. 4.6 Undergrowth and grass must be regularly removed to a minimum distance of 1 metre from external steps / stairs from mobile classrooms and other escape routes. 4.7 Emergency action signs and notices will not be covered under any circumstances. Section 5 MEANS OF ESCAPE FROM THE COMMUNITY CENTRE HALL 5.1 If the alarm for the Community Centre is sounded staff should lead children through the nearest Fire Exit and make their way around to the assembly point on the school playground. 5.2 A key for the school gates is located on the back of the PE store door and if possible a responsible adult needs to collect this in case gates around the school are locked. 5.3 If the alarm is sounded in school, the HT, Senior Teacher or MDA will inform anyone in the hall. Again the key to the gates will need collecting and a responsible adult will lead the children and staff out of the hall via the normal school entrance and along the path around the Nursery and onto the playground.

6 Appendix B WINCHAM COMMUNITY PRIMARY SCHOOL FIRE AND EMERGENCY PROCEDURES IF YOU DISCOVER A FIRE:- OPERATE THE NEAREST FIRE ACTUATION POINT OR ROTARY GONG GO TO THE NEAREST TELEPHONE AND DIAL DO NOT ASSUME SOMEBODY ELSE HAS DONE IT CARRY OUT DUTIES DETAILED WITHIN THE FIRE ACTION PLAN GO TO THE DESIGNATED LINE UP POINTS IN THE PLAYGROUND ACTION ON HEARING THE ALARM Teachers and responsible adults will supervise children leaving the building by the appropriate exit, closing the doors behind them (if possible) when the last person is out Staff to carry gate key at all times in case of evacuation of site. Everybody should walk quickly but do not run Proceed to designated line up points in the playground Keep quiet Do not return for clothing, personal items or books until the Senior Fire Officer gives approval Registers, Visitors Book, Late Book and Appointments Book will be taken out for a roll call Access must be clear for the Fire Brigade Classroom Assistants to check all toilets The Headteacher (Or designated appointee in case of absence) will notify mobile classroom and the hall of the alarm in the main block Teachers in the mobile classroom and hall will notify the Head of alarm in those buildings Reviewed Spring 2018

7 Appendix D FIRE EVACUATION AT LUNCH-TIME If the Fire Alarm sounds between noon and 1.30 p.m., the school alarm is not linked to the Community Centre alarm so the following procedure needs to be followed if the alarm goes off in school. 1. The MDAs need to act quickly. Children on the playground need to be guided to the Assembly Point and line up quietly. 2. Personnel from Nursery or Caterpillars to inform those in the hall. At this, an MDA should blow their whistle (blow / pause, blow / pause, blow / pause etc.). 3. The children stop eating, leave all their lunch-boxes and dinners on the table and listen for the MDA s instructions. 4. The MDAs direct the children as they leave the hall, one table at a time until the hall is evacuated. An MDA leads the way and unlocks any gates on route from the hall to the playground. A gate key is located on the inside of the Pod door. The children walk around to the Assembly Point and line up in their usual positions. Teaching Staff are to check classrooms and toilets. 5. A member of the Admin. or SLT will bring out the registers. Class teachers, TAs and MDAs will work together to ensure that the register is called for each class. 6. All children, Staff and visitors need to be accounted for. The SLT or MDA Supervisor must decide what action to take if anyone is not accounted for. All risks must be considered. If the alarm goes off in the Community Centre hall then: 7. The MDAs evacuate the hall as points 3, 4 and 5 above. 8. MDAs walking around the path must blow their whistle as in point 2 to inform the rest of the school that they must line up in the Assembly Area. 9. MDA to inform SLT. School Alarm will be set off to ensure that everyone is out of the building. 10. If a false alarm, SLT or Admin. to ring the Call Centre to cancel the Fire Service (Custodian) quoting password r*****w. PIN 7164 Reviewed Spring 2018

If you believe the incident to be accidental and a false alarm, then: 3. Ring the Call Centre immediately to cancel the Fire Service on (Custodian) quoting , password - Rainbow. Pin Go to Alarm box by main entrance and identify the call point that has been activated ie. Zone 1 Yr. 3, Yr. 4 and Yr Take the black key off the top of the alarm box and go to the Zone Identified and the call point in question. 6. Push the black key (2 prongs) into the bottom of the call point box. Push it up then pull it back down and take the key out. The sides of the call point box will drop down and you then need to push the sides and base back up. 7. Now go back to the Alarm Box by main entrance and press Silence Alarm (do not reset alarm). 8. Now go to Access Control Panel in Caretaker s room, put in usual code - leave for a few moments then put in the usual code again. You will be asked to set the alarm - press Yes. The key pad then shows a count-down to check all parts of the system are O.K. When it gets to O put the code in again. 9. Now go back to the main entrance and press reset. 10. The System has now been reset and alarms silenced. Check the school is safe and get everyone back in. 11. Record the incident in the Blue Fire Emergency Log Book found in the Important Information file in the Admin. Office. Spring 2018
