1 Fire & Evacuation Procedure School Road Amended: Spring 2017 Adopted by Resources Committee on behalf of the Governing body: Spring 2017 Vision Phrase Aim high and smile We are committed to safeguarding and ensuring the health, safety and well-being of all pupils in accordance with safeguarding procedures and guidance for staff outlined in the school s Health and Safety, Child Protection, Security and Safeguarding policies.

2 General Issues Fire and Evacuation Each adult working at the School will familiarise themselves with:- a copy of the detailed fire and evacuation procedure for the school. a fire card giving a simple step-wise summary of this procedure. a card detailing any special duties (for example, the Office Manager to telephone the Fire Brigade immediately the alarm sounds.) Each area in the school will be provided with a card detailing simple step-by-step instructions for the evacuation of the area. Cards will also be located by the primary escape route exits. The location of the assembly point for evacuation is marked with green and white cards labelled Assembly Point (Please note that post traumatic shock is best avoided in the case of a major fire or incident by ensuring that children and staff are moved from the assembly point as soon as the head-count is complete, i.e. Stoneham Park In case of a bomb threat, the school personnel will escort the children to the assembly point where a head-count will be completed before taking the children to Stoneham Park. 2

3 West Hove Infants, School road site, Fire and Evacuation Procedures The Fire Drill will be practised once each term, one during the morning session, one during the afternoon session and one during lunchtime period. Occasionally, the drill will take place during Breakfast Club. The after school club will complete a fire drill once per half term. Their exit will depend on location of club. The club administrator (Mrs. Rhonda Smith) will discuss this with the club leader during their induction. Classrooms One, Two, Three, Four, Five, Six/Seven and Eight and Cookery Room The teachers in classrooms one, two, three, four, five, six, seven and eight take their children through their classroom doors that back onto the playground to turn left and assemble on the junior school front playground to await the class registers. Please ensure all doors are closed behind you. Classrooms Nine, Ten and Eleven (ICT Suite) The teachers in classrooms nine, ten and eleven will take their children through their classroom doors, turn left, pass the front office and exit through the doors leading to the junior school front playground and await the class registers. Please ensure all doors are closed behind you. Classroom Twelve and Thirteen The teachers in classrooms twelve and thirteen will take their children down the middle stairwell and leave through the main doors onto the back playground turning left, to assemble on the junior school front playground and await the class registers. The teachers will undertake a second visual check when leaving the classrooms and shared area because this section will not be checked again. Please ensure all doors are closed behind you. Classroom Fifteen The teacher in classroom fifteen will take her children down the northern stairwell and onto the back playground, turning left to assemble on the junior school front playground and await the class registers. The teacher will undertake a second visual check when leaving the classroom and shared area because this section will not be checked again. Please ensure all doors are closed behind you. Classroom Fourteen and Offices The teacher in classroom fourteen will take her children around the back playground to line up at the assembly point on the junior school front playground and await the class register. Office personnel will take the same route. 3

4 Rainbow/Diamond Room The teacher will take children down the middle stairwell and leave through the main doors onto the back playground turning left, to assemble on the junior school front playground with their classes. Staff Room All staff members to exit the staff room via the balcony stairwell, past the front office and out through the doors onto the junior front playground to assemble with their class and take the register. Please ensure all doors are closed behind you. Swimming Pool If there is a fire in the main building and swimming lessons are taking place, the Office Manager, Clerical Assistant or Children s Centre Administrator is to notify the teacher in charge of swimming. Swimmers can get changed quickly and join others at the assembly point. If the fire is in the swimming pool building, vacate the premises and assemble on the junior school front playground. Thermal blankets for swimmers are kept in the boys changing room. Headteacher/Deputy Headteacher The Headteacher ensures that the Fire Brigade has been called, unlocks any gates that need unlocking for staff, children and the Fire Brigade and will go to the assembly point and co-ordinate all events. After ensuring that all children, staff and visitors are accounted for, she will then walk around the perimeter of the building to determine the seat of the fire. Schools Business Manager/Headteacher s PA The Schools Business Manager to notify Turtles class and checks the cloakrooms then exits the building onto the junior front playground. Office Manager/Clerical Assistant The Office Manager or Clerical Assistant will phone the Fire Brigade and check the hall. She will then collect the class registers, staff signing in and out book and exit through the main doors leading to the junior school front playground to the assembly point. The class registers are then distributed to the teachers for them to check that all pupils are assembled. If the registers are still with the teachers (during registration, at the beginning of a session) when the fire alarm sounds, the teachers must take their register with them. At lunchtime, The Office Manager or Clerical Assistant will collect the registers and at the assembly point distribute to all MSAs. If the fire is in the main building and swimming lessons are taking place, the Office Manager or Clerical Assistant will inform the teacher in charge of swimming. 4

5 PE If children are in the hall during P.E lessons, they will exit past the front office and out through the doors leading to the junior school front playground to the assembly point. Lunchtime (Hall) If the children are having lunch, the Lead MDSA will direct the MSAs in turn to lead a few tables of children out past the cloakrooms and onto the infant school back playground. From here they will follow the building round to the assembly point on the junior school front playground. The MSAs will be given their class register and will line up with the children at the appropriate place on the junior playground i.e. next to their class picture. The Lead MDSA will leave the hall last. The MSAs will be check registers to ensure that everyone is accounted for. Lunchtime (Canteen) The MSAs in turn will lead a few tables of children out through the fire exit doors at the bottom of the stairs onto the junior school front playground and others through the fire exit door at the south end of the canteen. The MSAs will ask the children to line up next to their class picture and should await their class register. The MSAs will check registers to ensure that everyone is accounted for. MDSAs should hold up their arm to indicate that everyone is present. If anyone is believed to be missing, then the MSA must go to a member of staff from the office who will check the late attendance/early leaving book. NO ONE must re-enter the building until directed to do so by the Headteacher or Deputy Headteacher. Lunchtime (Junior Buddies) The MDSA in charge of Buddies will give fire and evacuation training to each new group of Buddies. The MDSA will check all buddies are present on the junior playground before ensuring they return to the their junior class line. Teaching Assistants When present, the teaching assistants will stand at the end of the line of children when leaving the classrooms and visually check that no child is left behind and ensuring the door is closed behind them. Duties of Learning Support Assistants working with children who have mobility difficulties and children with particular special needs. When present, the learning support assistants will accompany the child to the assembly point on the junior school front playground using the nearest exit door. The class teacher is ultimately responsible for the children in his/her care. 5

6 All Members of Staff All members of staff and visitors must sign in and out before entering or exiting the school building, including lunch times. In the event of fire this book will give an up to date record of who is in the building and school environs at any given time. Please ensure that any visitors in school know how to evacuate the building in the event of the fire alarm being activated. Visitors need to read the evacuation arrangements nearest to where they are working. This will be written into the Visitors Book. Abnormal Circumstances In the absence of the Schools Business Manager, the Headteacher s PA will undertake these duties. In the absence of the Office Manager, the Clerical Assistant will undertake these duties. In the absence of the Headteacher, the Deputy Headteacher will undertake these duties. In the absence of both the Headteacher and the Schools Business Manager/Office Manager and Clerical Assistant registers will be kept in the classrooms. The person deputising for the Headteacher will keep the mobile phone in his/her classroom and dial the Fire Brigade when necessary, i.e. when it is not a drill and after taking the children to the assembly point. They will then walk around the perimeter of the building to determine the seat of the fire. NO ONE MUST PUT THEMSELVES IN PERSONAL DANGER AND IF SAFE TO DO SO, PLEASE CLOSE ALL DOORS AS YOU PASS THEM. If the Fire Alarm sounds:- 1. Commence the evacuation procedure for your area. 2. Make sure the usual fire exit route from your area is safe before using it. 3. Do not collect possessions 4. Do not allow children to collect possessions from trays or other storage. Remember that people carrying items move more slowly than people who are unencumbered. 5. Make sure you have seen, read and understood the check-list for evacuation, take the roll-call as soon as possible when you reach the assembly point and inform the person in charge, usually the Headteacher as soon as the roll-call is complete, giving details of anyone missing. Please hold your arm up to indicate that everyone is present. 6

7 6. Follow any additional instructions on evacuation if the incident is serious. 7. Until the emergency is over and the Fire Brigade has told the person in charge (usually the Headteacher) it is safe to do so, do not re-enter the school. Do You Know What to do in Case of Fire? Be sure that you know:- how to operate the fire alarm call points; the kind of sound made by the fire alarm; the escape routes for your area; the location of the assembly point; the emergency and evacuation procedure for your area. Staff members working with children in the Children s Centre When working with small groups of children in the group room or one-to-one room within the Children s Centre, the staff member must take a key to the green gate that enters onto the junior school front playground. Every teacher using the green gate must carry a key at all times for the gate and this key is readily available from the front office. Upon hearing the alarm, the children must be escorted out of the building, following the exit signs. The children must then be led through the green gate once unlocked and onto the junior school front playground to line up with their class. 7

8 West Hove Infant School In Case of Fire Duties of the Headteacher/Deputy Headteacher 1. Ensure that the Fire Brigade has been called. 2. Unlock any gates that need to be unlocked for staff, children and the Fire Brigade. 3. Undertake a visual check of the hall to ensure it is cleared. 4. Move to the assembly point and co-ordinate all events. 5. After ensuring that all children, staff and visitors are accounted for, walk around the perimeter of the building to determine the seat of the fire. 8

9 Duties of Headteacher s PA If safe to do so: West Hove Infant School In Case of Fire 1. On hearing the Fire Alarm or when a fire is reported, collect the grab and go bag from the Headteacher s room (if Headteacher is off site). 2. Check the cloakrooms to ensure all children have vacated the area. 3. Exit through the main doors to the Assembly Point on the junior school front playground. 4. On no account must anyone re-enter the School building until the Fire Brigade has told the Headteacher it is safe to do so. 9

On hearing the Fire Alarm or when a fire is reported, collect the grab and go bag from the Headteacher s room (if Headteacher is off site). 2. Check the cloakrooms to ensure all children have vacated the area. 3. Exit through the main doors to the Assembly Point on the junior school front playground. 4. On no account must anyone re-enter the School building until the Fire Brigade has told the Headteacher it is safe to do so. 10

11 Duties of Office Manager If safe to do so: West Hove Infant School In Case of Fire 1. On hearing the Fire Alarm or when a fire is reported, telephone the Fire Brigade immediately. Dial 999, give the operator the School telephone number and ask for fire. When the Fire Brigade answer state clearly Fire at West Hove Infant School, Portland Road, Hove. Give any other details requested. Do not replace the receiver until all the details have been correctly repeated to you by the Fire Brigade. 2. Check the hall. (If swimming lessons are taking place notify the teacher in charge of swimming) 3. Exit through the main doors to the exit Assembly Point on the junior school front playground. 4. On no account must anyone re-enter the School building until the Fire Brigade has told the Headteacher it is safe to do so. 11

12 Duties of Clerical Assistant If safe to do so: West Hove Infant School In Case of Fire 1. On hearing the Fire Alarm or when a fire is reported collect the class registers and staff/visitors signing in and out book. 1. Exit through the main doors to the exit Assembly Point on the junior school front playground. Distribute the registers. 2. On no account must anyone re-enter the School building until the Fire Brigade has told the Headteacher it is safe to do so. 12

Accompany children out of the room and escort them out of the building following the fire exit signs. Unlock the green gate which opens onto the assembly point on the junior school front playground and lead your children to assemble with their class. 3. On no account must anyone re-enter the school building until the Fire Brigade has told the Headteacher it is safe to do so. 14

15 West Hove Infant School In Case of Fire Duties of West Hove Infant Staff with a group of children in the SNUG playground 1. Re-assure all children in your group. 2. Accompany children out of the SNUG and escort them out of the playground following the fire exit signs into the back playground and round to the junior school front playground. Lead your children to assemble with their class 3. If the usual exit is blocked. Unlock the nearest available green gate (safe exit) and proceed to the assembly point on the junior school front playground, leading your children to assemble with their class. 4. On no account must anyone re-enter the school building until the Fire Brigade has told the Headteacher it is safe to do so. 15

Please ensure that you are familiar with their locations The AFD control panel is situated in the reception lobby Sounders have been installed throughout the school to give a high pitch electronic sound. This is not to be confused with the 9am bell sound Evacuation procedures (description of procedures to be followed) Evacuation must be started as soon as the fire alarm is heard. All belongings should be left unless essential. The nearest and safest escape route should be used. All staff should adhere to the fire and evacuation policy Ensure all doors are closed as you leave Once at the assembly point, staff must collect registers and carry out a roll call. When this is done, each teacher should raise one arm to indicate to the head or deputy that all children in their class are accounted for- or inform them in person if someone is missing Arrangements for the safe evacuation of persons identified as being especially at risk, such as disabled people, lone workers, young persons, members of the public e.g. use of Evac-chairs, buddy systems, additional fire wardens for public areas etc. All staff are to ensure that visitors in their room or area are escorted from the building During school functions e.g. concerts, the most senior member of sfaff, or the PTA, present will give instructions to the parents/visitors Contractors employers must liaise with the school regarding the arrangements for their staff If a member of staff or child is using a wheelchair, a member of staff will be designated to look after them in the event of a fire and during all fire drills Location of Assembly Point(s) In the Junior playground How the Fire Service (and any other emergency services) are to be called and who is responsible for doing this The receptionist is responsible for calling the emergency services during normal school hours Out of hours, the person discovering the fire will call the emergency services The receptionist will be asked by the operator which service they require. The fire service must be clearly stated. 24 Provision for out of hours when fire wardens, evacuation controllers may be unavailable, including provision for staff who work late, cleaners, contractors and visitors who may be on the premises. The school hires out the hall to a number of providers. The schools fire and evacuation procedures will be given to them which highlights the evacuation routes Fire risk assessments will also be given to them All cleaners and mid-day staff will attend fire awareness training each year Procedures for liaison with the Fire Service on arrival and during the evacuation (who, where, what etc) The Executive Headteacher, deputy headteacher will meet the emergency services and give them details of any missing persons. Plans of the school have been sent to the emergency services which illustrates where intake shut off points are located Procedures for keeping access areas for the fire and rescue service clear The fire engine will need to come through the far drive in gates or junior double gates. A key is located in reception Arrangements for fighting fire e.g. whether staff are trained to use fire extinguishers or not The school has adopted a strict policy on fighting fires. NO untrained staff member should tackle a fire Fire extinguisher training is not given as per LA guidance Specific arrangements for high fire risk areas and how this is conveyed to the Fire Service upon arrival e.g. location of highly flammable substances such as oxygen, acetylene The school has identified these high risks areas: Boiler room, ICT suite and kitchen areas. Details of where staff training records are kept and arrangements for providing such training All fire safety training is recorded and kept on file Training is given annually Identification of key escape routes e.g. Attach plans of escape routes If the fire alarm system is inoperable whilst the school is in use then the head or deputy will implement the following measures: A hand bell will be used in the event of a fire A full inspection of the premises will be conducted every hour In extreme circumstances the school will be closed. This decision will be taken by the head or deputy in liaison with the LA If the school cannot be re-entered due to fire damage, the school has an arrangement with the junior school and pupils will be taken there (particularly in adverse weather conditions), whilst arrangements are made to call parents and send pupils home. If the junior school has to be evacuated also, a coach company will be called during adverse weather for the children to remain warm. During warm weather, the children will be escorted to Stoneham Park. 24
