1 Fire/Emergency Evacuation Policy & Procedures Agreed: June 2014 Reviewed: January 2016 Review date: September 2016
2 Bickley Primary School Fire Evacuation Procedures & Policy The school will regularly carry out building evacuation procedures (at least termly) and log the escape time. The school will test the alarms weekly (Friday before 8:30am or after 5pm) to ensure they are working. Details of fire drills will be entered in the fire logbook include: o Date o Duration o Name of instructors/observers (e.g. Head Teacher and/or Site Supervisor) o Type of drill (e.g. full evacuation, simulation with blocked exit or route) o The results (see further details below) Staff should be aware that evacuation procedures, which are successful under practice conditions, may be less so in the event of a fire as they cannot adequately simulate the confusion, fear and uncertainty which can arise in an emergency. The school will regularly review the policy and procedures for evacuations (at least annually). The school will provide training to staff. Should the alarm be raised in the Widmore Centre, the alarm will sound in the school building signalling evacuation. The location of the fire is conveyed to the Lead Fire Officer either directly by the member of staff who has detected the fire or via the Head teacher The school alarms will be checked regularly as part of the Service Level Agreement (SLA). These checks will be logged. The school fire extinguishers will be checked regularly as part of the SLA. These checks will be logged. The school will appoint Fire Marshalls. These will be members of staff responsible for checking rooms and toilets as they are evacuated. Fire Marshalls will NOT be expected to return to the building. The school will ensure that all staff and visitors sign in at the office so that there is a record of the adults on site. The school will ensure that all adults (visitors and staff) who leave the site sign out and back in again. All parent helpers and volunteers will be made aware of the emergency evacuation procedures and their responsibility for ensuring they are followed. Any clubs that are run outside of school hours (before 9am and after 3:20pm) by adults other than those working for the school will be responsible for ensuring the safe evacuation of those under their care to the assembly point and report to a senior member of staff still left in the building or the site supervisor. All clubs will maintain an attendance register, which is then kept in the main office. Information regarding fire/emergency evacuation must be shared with those hiring the premises for clubs run between 8am-9am and 3:30pm-6pm. Information within the contract for hiring the premises will include the fire/emergency evacuation procedures. The Staff Handbook and the Supply Teacher s Pack will include the fire/emergency evacuation procedures.
3 Fire Evacuation Procedures The first priority of staff in the event of the alarm being raised is the safety of the pupils in their charge. They will lead their class to safety from the front, so that they are best placed to select the safest route. The classroom assistant (should one be working with the class) will act as Fire Marshall, ensuring no one is left in the room or toilets on the way out, bring up the rear of the class. The Head teacher or a member of the office staff, in her absence, will check the staff toilets and admin area downstairs. Each classroom and area will have the escape routes displayed. (See appendix1) In the event of a fire staff will 1. Operate the nearest fire alarm to signal the evacuation of the building should a fire be detected. 2. Ensure the location of the fire is conveyed to the Lead Fire Service Officer either directly by the member of staff who has detected the fire or via the Head teacher. 3. Lead children quietly and in an orderly manner to their assembly point in lower main playground on their class spot. 4. Follow the fire route exit guides displayed in all classrooms, administration and activity rooms in use. 5. Know that fire extinguishers are located in classrooms, staffroom and kitchen. 6. Teaching Assistants to act as Fire Marshalls by checking all children have left classroom and In the event of a fire the office staff will 1. Bring all registers, which will be in a green folder on the counter, along with the signing in/out folders (late book, parent helper & visitor) and keys to the AEC car park to the assembly point to enable a count of pupils to take place. 2. Take the key to emergency access gate from the Widmore Centre car park to enable fire engine access should it be required or if children/staff have evacuated onto the Adult Education Site to enable them to come and line up on their class spots. In the event of a fire at lunchtime Midday Supervisors will 1. Lead all children from the hall to the assembly points in the lower playground. Children will line up in their class line on their class spots. 2. Ensure all children in the playground go to their assembly point in the lower playground. 3. Take the registers once the office staff have brought them out 4. Teaching or non-teaching staff who are taking a club in another part of the school will lead the children in their charge to the assembly point in the lower playground. 5. Any teachers on site will assist with these procedures Fire Marshalls The role of the Fire Marshall will be to check the classroom is empty of all adults and children. They should check under tables and in play areas incase children are hiding because they are frightened and lead them to safety. They should also check the toilets on their route out of the building. Fire Marshall for the admin area: School Business Manager - Jo Hiscock Fire Marshall for the first floor: Year 3 & 4 TAs - Helen Page, Jo Parys, Jessica Lahaye, Leanne Suttle (Amy Nabdoo & Debbie Lowe) and Kaz Cockburn checking toilets and classrooms, and ICT suite and group/activity/spare classroom (Room G). Fire Marshalls for the first floor Year 5/6 block: Year 5 & 6 TAs - Jenny Waterman, Helen Cotes & (Jackie Philpot) checking toilets, group work room, store cupboard, library.
4 Fire Marshall on the ground floor: RecTAs - Becky Blundell and Angela Paffett (Amy Nabdoo) (Reception classrooms area), checking the Reception classrooms, playground, toilets and corridor, meeting room and music practice room. Named TAs are responsible for individual children with disabilities (Amy Power, Lisa Mills & Sarah Bristow) Fire Marshall first floor Year 1 area Year 1 TAs - Ann-Marie Peel & Sam Carter, Michaela Hazelden (Laura Power) checking the Year 1 classrooms, toilets and Reception play area. TAs with Named Child should be responsible for the children they are working with. Fire Marshall first floor Year 2/Cooking Room area Year 2 TAs - Grace Miller & Clare Watts & Vinitha Ellimootill checking the Year 2 classrooms, cooking room & staff School kitchen Head of Kitchen will arrange and designate a fire marshall A list of those who have agreed to be Fire Marshalls is displayed on the staffroom board. This will be reviewed at the start of each academic year or in the light of personnel changes. All Fire Marshalls will receive Fire Safety training at least bi-annually. Fire Marshalls at lunch and break: During lunch breaks, teachers who have groups of children for clubs etc are responsible for getting the children to safety. Midday supervisors in the hall are responsible for helping children evacuate safely from this area. The Midday supervisor on duty outside by the hall checks the toilets in the main corridor. Office/Admin staff / Head Teacher will check Rec toilets & corridor at lunch and break time. When Fire Marshall s are not available: If for any reason TAs are not available the teacher should focus on getting the class out, checking toilets that are passed on the way once the register is completed then the Head Teacher should be alerted immediately if a child is missing, who in turn will inform the lead fire officer. No member of staff should re-enter the building until given the all clear but the Fire Brigade. LIFTS MUST NOT BE USED IN THE EVENT OF A FIRE Fire Drills These will take place regularly (at least once a term). The school will ensure that the first drill of the academic year is done after pupils are briefed about the procedures. Teachers will consider how this is best done, taking into consideration age and SEN needs. The second drill will be done with only the staff knowing beforehand. Further drills will be done with no notice and also practicing exiting the building via other routes, simulating fire blocking the usual exit. A further drill will be carried out at lunchtime (as this is the most likely time for a fire to occur with cooking taking place in the kitchens). Midday Supervisors would assume the role of the class teacher in this instance. (see above) Fire Safety A regular check is made by the Head teacher and Site Supervisor of fire evacuation procedures and that escape routes are clearly visible in all areas of the school. All exits must be kept clear and fire extinguishers must be easily accessible. (Resources must not be stored in front of either exits or fire extinguishers).
5 Fire Prevention Corridors must be kept clear to enable easy and fast access. Paper or other combustible materials should not be stored by any heat source. A Fire Risk Assessment is carried out and reviewed annually. All corridors and classrooms have fire detection installed along with fire blankets fixed to the wall. Any member of staff choosing to use a fire extinguisher in the event of a small contained fire must do so with care, checking for the correct type of extinguisher; each are clearly labeled. The nozzle of the CO 2 extinguisher must not be touched as it will burn. It should be directed and then turned on. NO member of staff is expected to use an extinguisher but must know where they are situated. Training is provided. All staff (teaching and support staff) must know where the fire emergency points are should they ever need to set it off. All doors that exit the building have one by the door. This policy will be reviewed at the start of each academic year or where classrooms are relocated.
