1 STANDARD OPERATING PROCEDURES 1.0 INTRODUCTION Emergency is a sudden, unexpected, or impending situation that may cause injury, loss of life, damage to the property and environment which requires immediate attention and remedial action. The main aim of this emergency response and evacuation plan is to outline the Emergency Evacuation Procedure (EEP) to staff members, students and public to evacuate from buildings during emergency. 2.0 OBJECTIVE The main objective of this SOP is to prepare building occupants for an organized evacuation in case of fire or other emergencies. The enabling objectives are: To provide an orderly emergency response plan for all occupants. To ensure all exit routes, emergency doors and staircases are not obstructed and can be used in an orderly fashion during emergencies. To ensure fast, organized and smooth evacuation from buildings during emergencies. To provide instructions to Emergency Response Team (ERT) members to perform their duties efficiently. 3.0 AUTHORITY Emergency response to evacuate people from a building operates under the authority of the Registrar on behalf of the President. OSHC chair act as Emergency Commander (EMC) who is responsible for the overall management of Campus emergency evacuation during emergencies. The Dean of Faculty and Head of Department who are appointed as Evacuation Controller (EC) by OSHC chair is responsible to take charge of their respective building emergency evacuation. 4.0 EMERGENCY RESPONSE TEAM / SET UP The size and configuration of the premises will determine the number of emergency response team (ERT) members required for particular premises. ERT comprises of various roles and responsibilities played by staff members as stated in paragraph 4.1 and

2 4.2 below. The ERT operates under the direction of emergency commanders (EMC) who hold the position as Chairman of UTAR Occupational Safety and Health Committee (OSHC). 4.1 Emergency Response Team members: Emergency Commander (EMC) Evacuation Controller (EC) Fire Fighting Team / Student committee Fire Floor Marshal (FFM) Search and Rescue Team Security Controller (SC) First Aid Team Observer, if any (Bomba) Emergency Commander Evacuation Controller Fire floor Marshal Firefighting Team Search & Rescue Team Security Controller First Aid Team Figure 1: The Fire Drill Working Committee

5 4.2.6 Security Controller (SC) In-charge of Building Security Control human movements Operate from foyer (if any) Ensure vehicle movement is stopped Deploy security personnel to road junction Ensure clear access for emergency services First Aid Team Keep team advised of any injury / serious injury or casualty Assists in treatment of casualties and render first aid as required Make arrangement for ambulance Report status to Emergency Commander 4.3 All staff must be briefed by the ERT on the following: The identity of the marshals; Alarm system and the preferred method of reporting emergencies; Actions they are to take in response to the alarm signals; Assembly areas for their section; What is required at the completion of the exercise. 4.4 Ensure the assembly areas are identified and to prepare evacuation routes before the fire drill (see attachments).

6 4.5 To prepare Chronological Plan of fire drill & evacuation exercise (Appendix A). 4.6 To prepare equipment(s) required for the fire drill & evacuation exercise. 4.7 To start fire drill & to prepare evacuation exercise report after the drill. A debriefing meeting conducted by the Emergency Commander after each practice evacuation is essential in order to identify any shortcomings in the organization or procedures, and then to amend the building response and evacuation plans where necessary. 5.0 PROCEDURES IN CASE OF FIRE 5.1 If you discover a fire: Help people in immediate danger Warn others by shouting Fire, Fire, Fire, raise the alarm if not done so contact DSS Hotline ( Sungai Long) ( Kampar) Decide if you can put the fire out, if you are not sure, do not attempt to Don t attempt to use a fire extinguisher if you have never been instructed on how to use one If you can put out the fire then do so, if not proceed to evacuate the building Inform the Department of Safety and Security of the fire location and details 5.2 If you hear the fire alarm ringing; you must prepare to evacuate the building: Switch off all computers, printers and electrical appliances Close all windows and doors.

7 5.2.3 Gather your personal belongings and immediately evacuate the building Organize/help other people in the room. 5.3 Evacuate the building and proceed to the assembly area: Move as fast as you can; DO NOT PANIC If you have to move through a closed door that you cannot see through: Feel the door to see if it is hot; Look for smoke coming under the door; Open the door slowly and look around it to see if there is a fire behind it; If there is no fire on the other side, proceed through and close the door behind you; DO NOT USE THE LIFTS Walk down the fire escape staircase to the ground floor If the smoke is too thick, get under the smoke by crawling. You should be able to see where you are going Move to the assembly areas quick as possible Report to your marshal that you/your group is there and if you know of anyone trapped in the building; Remain in the assembly area until you are informed that you may leave or move by either the marshal or a member of the ERT.

8 5.4 If you notice someone on the verge of panic: The person requires constant monitoring; Take hold of one of their hands and guide them out of the building to the assembly area; If they are not cooperating or start to grab hold of things, leave them where they are; Evacuate yourself and inform your marshal, the Evacuation Controller, one of the security personnel, or the police or Fire and Rescue Services immediately. 5.5 If you are trapped in a room: Exit through a window if you are on the ground floor; If you are not on the ground floor or cannot exit through a window: Close the door; Go to the window; If there is smoke in the room open the window a little so you can breathe fresh air. If not, do not open the window. This can assist in the spread of fire into your area from lower floors; Attract people's attention to your plight. This can be achieved by writing on a paper and sticking it to the window or calling out the window. If you open the window remember to close it again as this can be an entry point for fire. Do not open the window up fully; If the room is filling with smoke, stay close to the ground. The air is cooler and oxygen is more plentiful in this region; Wait for the Fire and Rescue Service to rescue you.

9 5.6 Do not procrastinate: REMEMBER Fire spreads rapidly; Fires produce thick black smoke that is difficult to see through and causes suffocation; The freshest air will always be near the floor; Move quickly; Be decisive; Think, make a decision and follow that decision. 5.7 Mobility impaired people If you encounter a person with some form of physical disability that restricts their mobility, you may be required to assist them from the building. If you are unable to remove them from the building many stairwells have respite areas for mobility impaired persons. They can be left here, where they are shielded from the fire, and retrieved by emergency personnel on arrival. It is important to inform the emergency personnel or Building Warden of their location so that they can be retrieved as soon as possible. Leave the person's mobility aids behind; they can always be claimed on insurance. 6.0 HANDLING THE NEWS MEDIA Staff members should not discuss emergency situations with the news media. All enquiries should be forwarded to the Chairman of OSHC. This is to ensure that the media is furnished with accurate information and additional copycat incidents or crank calls are not precipitated by irresponsible statements from uniformed sources.
