4 EVACUATION PROCEDURES (Incident Management Team) CHIEF WARDEN (Brendan and or Merrilyn) Upon notification of an emergency, the Chief Warden will: Ensure that the applicable alarm has been activated Arrange notification of the Deputy Chief Warden Go to the Emergency Control Point Coordinate evacuation activities by directing Emergency Control Organisation members to assist as required Transmit clear and concise evacuation instructions via the PA found in the Public Address System cupboard near the Bookings & Event s Coordinators desk Take steps to ensure no person enters the building until Emergency Services give the all clear Pass on all available information to Emergency Services. DEPUTY CHIEF WARDEN (BNASC Managers) Upon notification of an emergency, the Deputy Chief Warden will: Go to Emergency Control Point Assist with evacuation activities Coordinate evacuation activities if Chief Warden is not in attendance. FLOOR OR AREA WARDENS (BNASC staff) On hearing the alert signal (beeping tone) the floor wardens will: Respond according to your local emergency evacuation plans Assemble the occupants at the fire exit stairs/ doors ready to evacuate. YOU ARE NOT REQUIRED TO EVACUATE UNLESS INSTRUCTED TO DO SO BY THE WARNING TONES OR AN ANNOUNCEMENT OVER THE PA. On hearing the evacuation signal (whooping tone) the floor wardens will: Instruct all occupants to evacuate the area via the fire exit stairs/ doors and proceed to the designated assembly area Report to the Chief Warden that the area has been cleared Page 4
5 Ensure all persons are accounted for at the Assembly Area Wait at the Assembly Area for instructions from the Chief Warden or Emergency Services. FLOOR AREA WARDENS WILL NOT: Try to contact anyone to find out what is going on as this only congests the telephone system and hampers control of the emergency Do not use the lifts or escalators Do not allow persons to obstruct or hang around the building. All staff, program attendees, contractors on site, students and visitors are expected to respond to directions given by the Chief Warden, Deputy Warden or Floor Area Warden. They should be instructed to cease all activities presently involved in and adhere to emergency evacuation instructions directed by the Chief Warden, Deputy Warden or Floor Area Warden. Please make sure the contractors or tradesman on site, turn off their equipment including electrical tools and appliances, close gas valves and make the area safe to leave from. Page 5
6 ARMED INTRUDER HOLD UP AT BNASC If any staff member is suspicious of behaviour of any person please notify the sports centre manager immediately. In the absence of senior management, contact the Duty manager and or security. In a worse case call the police on If you are confronted: Try to remain calm and appear to remain calm Don t make any sudden movement or take any action to excite the intruder Be courteous, converse with and answer questions asked by the intruder Hand over valuables on request (cash, food, drinks etc). TAKE MENTAL NOTE OF: Gender Age Height Weight Build Colour of Hair Scars Complexion Speech Weapons Dress Carry Bags There is a duress alarm which staff are encouraged to activate, if they can do so without making it known to the intruder. The duress alarm buttons are located: At reception desk under counter desk. There are two duress alarm buttons, one located at the west side (near the sports ball basket) of the desk and the other on the north side of the desk (near the TPOS computer). When Intruders have departed: Ring Police on Alert Security on (03) (Bundoora) or #6112 which goes directly to Bundoora Security mobile phone Complete Offenders Details Checklist Remain on site until support staff arrive. 8 BOMB THREAT What to do when a bomb threat is called in? 1. Bomb threat received 2. Let the caller finish the message and record all information on a piece of paper 3. Try to attract the attention of those near your to ring the police on QUESTIONS TO ASK: When is the bomb going to explode? Where is it now? What does it look like? What kind is it? What will cause it to explode? When the caller hangs up, DO NOT HANG UP THE PHONE.LEAVE THE RECEIVER OFF THE HOOK! 4. Complete Bomb Threat Checklist 5. On a different phone call the police Alert Security on (03) (Bundoora) or #6112 which goes directly to Bundoora Security mobile phone and follow directions given by security 7. Hand all documentation over to authorities. WHAT TO DO WHEN A BOMB OR SUSPICIOUS ITEM IS FOUND: 1. Take note of time and location 2. Don t touch it, don t cover it, don t move it and don t disturb it in any way 3. Follow the Evacuation Procedures and evacuate the sports centre 4. Contact the police on Where possible, DO NOT USE MOBILE PHONES OR RADIOS CALL ON A LANDLINE 5. Alert Security on (03) (Bundoora) or #6112 which goes directly to Bundoora Security mobile phone and adhere to instructions given to you by the police and complete Bomb Threat Checklist and hand to police. 9 BOMB THREAT CHECKLIST Remember to stay calm and don t hang up the call. Speak slowly and sympathetically. Listen carefully and keep the caller talking as long as seems sensible. Try to get as much information from them as possible. What was the exact wording of the threat? When is it going to explode? Time: Where is the bomb placed? Building AM or PM Room What does the bomb look like or what is it in? Bag Parcel Box Suitcase Other: What sort of bomb is it? Dynamite Plastic Gelignite TNT Other: How is it going to be set off? 11 BOMB THREAT RESPONSE Emergency Control Organisation CM or DM Follow instructions of Police when asked to assist with bomb threat procedures If evacuation is ordered by Police, pass instructions onto wardens (Staff on duty) Control the evacuation Pass all clear instructions to Wardens as advised by Police. Floor Wardens/ Duty Managers Advise staff and re-assure all persons in the area Initiate search for a suspect item, which should not be in the area Shut down/ switch off all equipment. Leave lights on. If an evacuation is ordered: Instruct all persons to inspect their own areas prior to evacuation Instruct all persons to take personal bags and parcels with them when evacuating Evacuate all persons to designated Assembly area Chiropractic Carpark. At assembly area: Conduct a check to ensure all areas are cleared Contact Emergency Control Point and inform emergency control personnel of actions taken and advise of details of any areas that were not accounted for Ensure no person re-enters evacuated areas Await further instructions from Police or Chief Warden/ Duty manager. Wardens Assist floor warden in searching for suspect item Assist floor warden to account for all persons Await further instructions from chief warden or police. Page 11
12 CHEMICAL SPILL It is important to know what you are handling in the first place. Only those people trained in the storage and handling of dangerous goods should have access to them. PROCESS FOR SPILL OR LEAK: Assist persons in immediate danger ONLY IF IT IS SAFE TO DO SO Restrict the danger area by shutting door/s on the spill area ONLY IF IT IS SAFE TO DO SO If flammable shut off all ignition sources ONLY IF IT IS SAFE TO DO SO Raise the alarm Notify the Fire Brigade on and give details of the emergency Alert Security on (03) (Bundoora) or #6112 which goes directly to Bundoora Security mobile phone Attend to the emergency Evacuate to the designated Assembly Area Chiropractic Carpark and stay there until accounted for and instructed that you may leave If the designated Assembly Area is unsafe due to the weather from transporting vapours, move the evacuees to a safe place away from danger. Remember to listen for instructions and take note of unusual smells and conditions. Page 12
13 FIRE AND SMOKE PROCEDURES PERSONS DETECTING FIRE OR SMOKE: Move anyone at immediate risk from danger to safety Do not use lifts or escalators Close the door to isolate the fire Press the nearest Red Break Glass Alarm which is located near the Fire Hose cupboard at BNASC s main reception area Ring fire brigade on Summons a member of the public or another staff member to assist with the evacuation if required Attack any fire with the appropriate extinguisher if only small (Must use correct extinguisher) Evacuate to Assembly Area until emergency is over. GAS LEAK It is important to know what you are handling in the first place. Only those people trained in the storage and handling of dangerous goods should have access to them. Assist persons in immediate danger immediately and only if it is safe to do so If flammable, shut off all ignition sources and only if it is safe to do so Raise the alarm and notify the fire brigade on and provide details of emergency Alert Security on (03) (Bundoora) or #6112 which goes directly to Bundoora Security mobile phone and evacuate to the designated Assembly Area and stay there until accounted and wait for further instructions. 14 MEDICAL EMERGENCY RESPONSE Remember to adhere to guiding principles taught through your Level 2 First Aid training. MEDICAL PRIORITIES AT THE ACCIDENT SCENE: 1. Survey the scene and check and remove any danger to the victim and yourself, IF IT IS SAFE TO DO SO 2. Contact the Ambulance Service on Check vital signs of victim: Response Airway Breathing IF THE PATIENT IS CONSCIOUS: Check and treat any serious bleeding and manage any life threatening condition Stay with the patient until professional help arrives. IF THE PATIENT IS UNCONSCIOUS: Clear the victim s airways (only if needed) If the victim is not breathing give 2 initial breaths Then commence CPR 30 chest compressions followed by 2 breaths Continue CPR until qualified personnel arrive or signs of life return DO NOT LEAVE THE VICTIM Page 14

When talking with Emergency Services remember to pass on the following details: Provide information on the location of the patient including building number, level and room number (below) Our phone number we are calling from Provide information of medical condition of the patient / what has happened / how many involve etc Answer any questions from the operator on the other line. BNASC is Building 203 near the Epic Centre and Chiropractic Clinic, enter via McKimmies Road car park 2. The stadium is located on the northern western side of the RMIT University Bundoora West campus. If available, send a staff member or a volunteer out to the entrance on McKimmies Road to direct the ambulance to the accident scene if it is onsite at the stadium. Page 15
16 PUBLIC DISORDER ALL PERSONNEL Secure the area but only if it is safe and possible to do so Alert Security on (03) (Bundoora) or #6112 which goes directly to Bundoora Security mobile phone and call police on if needed and your warden Remain in the area in which you are located but only if it is safe and possible to do so Do not confront demonstrators Act under instructions from police or your wardens Stand by for instructions. THREAT BY MAIL Place letter down and do not touch it again. This is to preserve evidence Ring Police on Ensure your supervisor is notified Alert Security on (03) (Bundoora) or #6112 which goes directly to Bundoora Security mobile phone Follow all directions given by Police. 17 THREAT BY PERSON EVALUATE THE PERSON MAKING THE THREAT: Has the person got a complaint against you, RMIT University or Bundoora Netball & Sports Centre? Is the person under the influence of alcohol or drugs? Was the threat made in a sarcastic or joking manner? TAKE NOTICE OF THE APPEARANCE AND OTHER CHARACTERISTICS OF THE PERSON MAKING THE THREAT. When the person leaves: 1. Contact the police on Ensure your supervisor is notified immediately 3. Alert Security on (03) (Bundoora) or #6112 which goes directly to Bundoora Security mobile phone 4. Follow directions given by the Police 5. Complete the Offenders Detail Check List 6. Hand Offenders Details Check List to Police. If the person(s) do not leave, hit the security switch discreetly and await assistance. Try to avoid close contact with the person(s). Page 17
