4 SESSION OBJECTIVES Identify KEY safety functions for Special Events. Identify KEY regulatory concerns that must be considered during Special Event planning and implementation. Review & discuss proactive risk management measures to address exposures for potential liabilities. Provide tools and resources to strengthen your safety program related to Special Events.

5 SPECIAL EVENTS What is a Special Event? A special event is defined as a non-routine activity within a community that brings together a large number of people. Examples of special events include but are not limited to: parades, circuses, fairs, exhibitions, concerts, carnivals, haunted houses, marathons and sporting events. What makes them unique?

7 Special Event Planning Begin with the basics (and far in advance if possible): What kind of event/program? Who is the audience? Number of attendees expected? Who is the sponsor? Be selective: Avoid high risk events or transfer the risk What facility is being used? Develop documented procedures Include all operational areas, set goals and time lines

16 Special Event Crowd Control In 2012 the North Carolina State Fire Prevention Code added a new section requiring trained crowd managers (1 TCM for every 250 persons in attendance) at any event greater than 1,000 people. At least one supervisor must have the Supervisor s TCM Certification

19 SPECIAL EVENT COMPONENTS Planning for the event vs. Components of the actual event (What actually goes on at a special event? )

20 GENERAL ELECTRICAL SAFETY NEC Article 525.6: Electrical equipment and wiring on portable equipment will be provided with mechanical protection. NEC Article (A): Type. Cords and cables shall be listed x- hard and for wet locations when used outside. NEC Article (E): Cord Connections. Cord connections can not be laid on the ground and will not be placed in audience traffic paths or areas accessible to the public without guards. All extension cords will be GFCI protected and tested under a ground fault assurance program. NC Fire Code does not permit cords to be run through doors or window openings.

21 ELECTRICAL SAFETY - GENERATORS NEC : Equipment Grounding. All generators must be grounded, but never on the load side. Generators must be protected from public accessibility. Generators shall never be refueled while operating, and will be shut down 5 minutes prior to refueling. Light towers and general purpose generators must be grounded per manufacturer s instructions/specifications.

22 FOOD AND BEVERAGE CONCESSIONS NC Fire Code : No open flames within 20 feet of a tent, canopies or membrane structures. NC Fire Code : Portable LP-gas containers will be protected and located in an approved location. NC Fire Code : Outdoor cooking that produces sparks or grease laden vapors will not be performed. This includes popcorn machines. NC Mobile Food Truck Book Current Health Inspection Certification: Posted Food and beverage storage Dept. of Agriculture Baked goods

25 AMUSEMENT RIDES AND CARNIVALS Inflatable rides NEC Article GFCI Protection: Maintain protection at all times. NEC Article (B)(1): Portable structures shall not be located within 15 feet in any direction of conductors that operate at 600 volts or less with the exception of the supply power source. G.S All ride operators must be trained, authorized and 18 years of age. Ride attendants may be 16 years of age if working with a qualified ride operator. Manufactures Specifications: Review all manufacturer s data concerning correct set up and specific data concerning weather, temperature and tie down procedures.

27 AMUSEMENT RIDES AND CARNIVALS Mechanical rides NC Fire Code : A mandatory operational permit is required to conduct a fair or carnival. Mechanical rides: NCDOL requires an inspection prior to operation. NC Fire Code : Fire safety plan NEC Article (A): Each Portable Structure (rides, tents and concessions) shall have a disconnect switch within sight and no more than 6 feet from the operator s station. The switch or circuit breaker must be of a lockable type where accessible by unqualified personnel or patrons. Mechanical amusement rides must be grounded either to a rod at 48 inches deep or side plate at 24 inches deep.

28 ANIMALS Exhibits Rides G.S A "Animal contact exhibit" means any exhibit at an agricultural fair where there are animals displayed for the purpose of petting, holding, feeding, or other physical contact by humans, including but not limited to, petting zoos, pony rides and poultry handling exhibits. Warning Signage (3/8 inch lettering) Fencing (29 inches tall) Waste Disposal (run-off must be protected) Hand Washing Station (within 10 feet of the animal attraction exit) Health Certificate and Vaccinations (shall be maintained on site) Verification Records (must be kept for one year)

37 FIREWORKS NC Fire Code : Fireworks Display. The permit holder must furnish bond or certificate in the amount deemed adequate by a fire code official. NC Fire Ready Box: Weather resistant container with a selfclosing or automatic-closing cover that protects firework shells. NC Fire Code : Theft or loss of fireworks shall be reported to the fire code official, local law enforcement and US Department of Treasury Bureau of Alcohol, Tobacco and Firearms within 24 hours. NC Fire Code : Misfires. Records must be maintained for all misfires. NC Fire Code : Accidents. All fireworks accidents must be reported to the fire code official immediately. Fire watch: A fire watch must be maintained for 30 minutes after last pyrotechnic device was discharged.

39 TEMPORARY STRUCTURES Ladders, towers and stages 29 CFR (d)(2)(i): Ladders shall be inspected and maintained in good condition. Defective ladders shall be withdrawn from service. 29 CFR (e)(3)(i): Ladders. All extension ladders shall be erected at 4:1 pitch, extend at least 3 rungs beyond the landing area and tied off. Towers should be erected by a competent person and designed by a professional engineer. Stages shall be erected by a competent person. North Carolina Fire Code: Stages with covers 400 square feet or larger require a permit.

41 TEMPORARY STRUCTURES Tents NC Fire Code : Tents, canopies and membrane structures. Tents 700 square feet and larger and canopies of 1800 square feet or larger shall not be erected, operated or maintained without first obtaining a permit and approval from a fire code official. NC Fire Code : Smoking. No smoking signs shall be conspicuously posted. NC Fire Code : Fire Extinguishers. Portable fire extinguisher shall be provided as required by section 906 of the NC Fire Code.
