4 Comprehensive Planning The American forests have generally one very interesting quality, that of being entirely free from under or brushwood. ~Thomas Ashe (18 th century) Elements: Organizational Excellence Economy Land Base Restoration Workforce Development Natural Resources Cultural Heritage Treaty Right Protection Housing Health and Human Services Community Facilities Transportation Public Safety Energy Humans are an Integral and Natural Part of the North American Landscape 1 More recent views of natural resource management tends to excluded human behavior. Land Development Code: Operates much like traditional zoning code. Zoning, Lot Splits, Conditional Uses, etc. Land Protection Planning Commission Regulatory body of LDC much like a Planning Commission Conducts Public Hearings Often interprets the code from the stance of a Land Protection Code rather than a Land Development Code. Native American Influences on the Development of Forest Ecosystems Comprehensive Planning 1976 Comp Plan All Lands within the boundary of the Umatilla Indian Reservation, and off reservation trust lands Comp Plan 2010 Comp Plan 4
5 This is complicated by the various land statuses within the reservation. Primarily it is successful because of mutual respect and years of relationship building Tribal Trust Lands owned by the CTUIR as a whole and in Trust Status. Allotments owned by individuals. Tribal Fee Fee Simple lands owned by the CTUIR as a whole Non-Indian Fee Lands Other Fee Lands on CTUIR Dawes Act of 1887 (also known as the General Allotment Act) primarily started at CTUIR. Long history of mistreatment and resentment. Not forgetting the past, but moving toward the future. CTUIR has been consciously developing local, state, and federal relationships for more than 40 years. The Future The MOU with Umatilla County. Fee lands are technically in the jurisdiction of the County. It is impossible to plan comprehensively on a checkerboard for both jurisdictions. The MOU with the county allows the tribe to administer zoning for all lands in a fair and open system. Benefits: Saves the county money, ensures tribes interest in natural resources are protected and the land is planned comprehensively How do you build lasting relationships and mutual respect? You solve their problems for them without compromising your own goals. Zoning under the MOU. Economic Development Natural Resource Protection and Restoration through information sharing.
