Balance between utilisation and conservation is sustained to reduce the conflict against the development, to relieve the environmental impact, and to reduce the natural disasters. 4. Effective management on natural resources and environment is created and implemented though public participation to reduce inequality, according to the national policies, laws and international obligations.
