5 Brief History of UN Environmental Conferences The concept of sustainable development dates back a long way UN Conference on the Human Environment (Stockholm, 1972) the international community met for the first time to consider global environment and development needs together Stockholm Declaration The protection and improvement of the human environment is a major issue that affects: the well-being of peoples and economic development throughout the world the urgent desire of the peoples of the whole world the duty of all Governments
6 Brief History of UN Environmental Conferences In the 1980s, the world saw the advancement and consolidation of the notion of sustainable development World Conservation Strategy (WCS) by the International Union for the Conservation of Natural Resources (IUCN) 1983, establishment of the World Commission on Environment Development, also known as the Brundtland Commission (1984 Independent body of the GA) Outcome of the Commission: 'Our Common Future, otherwise known as the Brundtland Report Base for the 40 chapters of Agenda 21 and the 27 principles of the Rio Declaration on Environment and Development

UNCED, also known as the Earth Summit ; UNCED s main outcomes were: Rio Declaration on Environment and Development Agenda 21 Statement of Forest Principles. CCD (Convention to Combat Desertification) UNFCCC (United Nation Framework Convention on Climate Change) CBD (Convention on Biodiversity)

9 Brief History of UN Environmental Conferences Agenda 21 A comprehensive plan of action To be taken globally, nationally and locally By organizations of the United Nations System, Governments, and Major Groups In every area in which human impacts on the environment Most of the debates and work of individuals and organizations at the international and national levels are shaped by the content of Agenda 21

Evaluated progress since Inventory of the current situation of, actions taken for, and subsequent proposals about the following subjects: poverty, consumption/production, population, forests, fresh water, oceans, climate, energy, land, toxics, biodiversity, financing, technology transfer, international institutions and participation Significant gaps in technology transfer, production and consumption reduction, coordination among institutions and participation and development capacity
11 Brief History of UN Environmental Conferences World Summit on sustainable Development (WSSD) 26 Aug-4 Sept 2002, The 10 th anniversary of Agenda 21 was marked in Johannesburg with the adoption of two major documents: Johannesburg Plan of Implementation (JPOI) Johannesburg Declaration on Sustainable Development.

13 United Nations Conference on Sustainable Development The Decision to convene UNCSD (Rio+20) was decided in Dec 2009 by the United Nations General Assembly Resolution 64/236, in 2012 in Rio de Janeiro in Brazil. Objectives: To secure renewed political commitment for sustainable development; To assess progress and implementation gaps in summit outcomes on sustainable Development implementation; To address new and emerging challenges. Themes: I. Institutional framework for sustainable development; II. A green economy in the context of sustainable development and poverty eradication.
14 Institutions for Sustainable Development The need to strengthen the Institutional Framework for Sustainable Development (IFSD) is addressed in Chapter XI of the Johannesburg Plan of Implementation (JPoI), main outcome of Rio+20 Main International Actors: Commission on Sustainable Development (CSD) General Assembly ECOSOC International Environmental Governance
15 Institutions for Sustainable Development Reform of International Environmental Governance The proliferation of multilateral environmental agreements (MEAs) and fragmentation of environmental institutions has driven calls to strengthen the environmental pillar of sustainable development. International Environmental Governance identified the following options for broader reform: Enhancing UNEP Establishing a new umbrella organization for sustainable development Creating a specialized agency such as a world environment organization Enhanced institutional reforms and streamlining of present structures Introducing possible reforms to ECOSOC and the CSD

17 Partnerships for RIO+20 Regional Preparations In the context of its mandate to lead regional preparation for Rio+20, ESCWA has been closely cooperating with: The League of Arab States (LAS) and The United Nations Environment Programme/Regional Office for West Asia (UNEP/ROWA), that, together form the Joint Technical Secretariat of JCEDAR that advises the Council of Arab Ministers Responsible for Environment (CAMRE).
18 Joint Technical Secretariat LAS Secretariat (JCEDAR/CAMRE) Joint Technical Secretariat: ESCWA UNEP/ROWA CAMRE: Council of Arab Ministers Responsible for the Environment was established in It aims at enhancing Arab cooperation in all matters related to environment and sustainable development and coordinating Arab positions in environmental international fora. JCEDAR: Joint Committee on Environment and Development in the Arab Region established 1993 by CAMRE as an appropriate mechanism in light of the expanded scope of work of the Council. It aims at achieving program alignment among the member organizations.
