2 Background 2012 marking the 20 th Anniversary of Agenda 21, a global blueprint of sustainable development concluded at the Rio Earth Summit, 1992 It has been 13 years ( ) for Local Agenda 21 implementation in Malaysia Where are we now? What are the new challenges for cities? What other cities Worldwide have been doing?

4 Where are we now after 21 years? 32 of 154 (21%) LA with the 2013 Sustainable Cities Award for implementing MURNINET Attendees from LA to Rio+20 & pre / post Rio+20 forum in Malaysia? LA 21: Sustainable Development & Participation NO formal institutionalization of LA 21 No amendment of legislations to facilitate LA 21 implementation at local level No specific 4M (Manpower; Money; Methods; Machinery) Chief Minister of Selangor in his opening remark for a TOD Conference in PJ on quoted that even HOD did not know about LA 21 Manual Implementing LA 21 in Malaysia published in 2003 is not taken as reference?

13 Design Futures : Green buildings and infrastructure potential to reduce energy use, water use and storm water runoff, and produce other benefits, such as improving Indoor Air Quality and supporting locally-sourced materials. Buildings typically account for: 72% of electricity consumption, 39% of energy use, 38% of all carbon dioxide (CO2) emissions, 40% of raw materials use, 30% of waste output (136 million tons annually), and 14% of potable water consumption. 14 Property Tax Rebate Scheme for Environmental Friendly Houses in Petaling Jaya Actions Application is opened to 100,000 house owners in Petaling Jaya Rebate is evaluated by independent assessors based on 6 major criteria, namely energy, water, transportation, biodiversity, waste management and other initiatives Household Waste Composting Rain Water harvesting System Achievements Incepted in Year 2011, 49 applications were received in which a total of RM 18,184 was given. The First Local Authority in Asia and Second in the World having similar scheme Economic incentive rewarding green residents and to spur more local action 71 application received in Year 2012 with Behavourior Change criteria. A total of RM20,159 was given 105 application for Year 2013 (RM32,602)
