3 Brief background of Agenda 21 United Nations Conference on Environment and Development (UNCED) - Rio 92: 179 countries signed the Global Agenda 21 (21th Century) to promote a new standard sustainable development. Agenda 21 can be defined as a planning tool for building sustainable societies in different geographic bases, which combines methods of environmental protection, social justice and economic efficiency. Global Agenda 21 (1992): put on the agenda and objectives for discussion address sustainability issues facing communities / society (p. eg. use of natural resources) recognized importance of mining and listed actions to increase their contribution to sustainable development (management the impacts and transparency, participation of stakeholders throughout the cycle of life and promoting sustainable practices that add value) Brazilian Agenda 21 : Federal Government incorporates Program and highlights the Local Agenda 21 as a priority action 2004 Mineral Agenda 21, a MME / MMA initiative for the implementation of Agenda 21 in municipalities with mineral exploitation. Some initiatives in various municipalities (Minas Gerais, Goiás, ES...)

4 Agenda 21 Mineral Agenda 21 Mineral was conceived as an important tool for participation and contribution of mining activities to local sustainable development. The share of mining entrepreneurs in local sustainable development is an important step in building what is called "social license" to mining. Agenda 21 Mineral was proposed for eight miners municipalities, namely: Vila Pavao (ES), Nova Era (MG), Campos Verdes (GO), Pimenta Bueno (RO), Coromandel (MG), Tenente Ananias (RN), Vale do Ribeira (SP), Congonhas (MG) and was the base for others SGM projects.

5 Case 1 Public Consortium for the development of Alto Paraopeba - CODAP (2009) CODAP is constituted by 7 municipalities and it started with Agenda 21, represented by Sustainable Development Forum of Congonhas The Forum had representatives of local government, mining chain (including steel companies) and civil society The Sustainable Development Forum of Congonhas stimulated the participation of other municipalities and over few years became the CODAP

6 CASE 2 Consortium of Mining Municipalities of Espirito Santo State Northwest region of Espírito Santo State Municipalities of Northwest region of Espírito Santo State COMMINES The Consortium is constituted by 12 Municipalities of the Northwest Region of Espírito Santo State The biggest mining pole of Dimension Stones (mainly granites) of Brazil

7 CASE 2 COMMINES SGM/MME has acted to improve the sector with the project called Planning and Sustainable Development of DS Mining in the Northwest of Espírito Santo State, which provided an overview of positive and negative impacts of the Dimension Stones industry (Brasil, 2013). On November 29, 2012, in Vitória (ES), the workshop "Strategies for Regional Development of Mining in the Northwest of the Espírito Santo State" was held as part of the project "Planning and Sustainable Development of Natural Stone Mining in the Northwest the Espírito Santo State developed by the Department of Sustainable Development in Mining (DDSM), Secretary of Geology, Mining and Mineral Transformation (SGM) of the Ministry of Mines and Energy (MME). The approach adopted for the Workshop considered that the establishment of guidelines for the planning of activity in the northwest of the Espírito Santo State should go through a participatory process, involving the mining industry, representatives of the communities and government (local, state and Union). In the workshop, a total of 40 people took part in three workshops.

8 CASE 2 COMMINES In the workshop "Strategies for Regional Development of Mining in the Northwest of the Espírito Santo State" were used the basis of the methodology of the Regional Foresight, valuing the participatory approach. The workshop aimed to obtain a preliminary diagnosis, through its participants and an indication of the broad lines for the future of mining development in the northwest of the Espírito Santo State. The results of the workshop aimed to provoke reflection and discussion on planning and management of mining and quarrying of dimension stones.

Stakeholders engagement is an important ally of companies in search of: shared knowledge, innovation in products, processes and strategies, strengthening of ties More information for the community on its role and importance, as an interested party in the discussion of public policies (e.g. to implement the CFEM resources)

10 Final Remarks Positive ways to build a common agenda between the mining and the community Positive ways to promote multistakeholder participation in the process of discussion Establishment of Forums with participatory methodologies (eg. Agenda 21 and Foresight) Government (Union, state and local) plays a fundamental role in sustainability governance initiatives
