CHAPTER 2: THE DEVELOPENT STRATEGY Page Para Policy s Proposed AFC Insert at the beginning of Chapter 2 the following text "This section delivers a response to the spatial vision for Snowdonia, in the light of the Local Development Plan objectives set out in Chapter 1. AFC After "cultural heritage" in 2.1 insert: "and opportunities for the understanding and enjoyment of the area's special qualities" AFC Substitute the word "in" for "of" in the last line of 2.2 AFC Delete reference to "balance" and amend text in paragraph 2.3 to read "this will require a careful consideration of factors relating to change and restraints. AFC The last sentence in 2.3 should be amended... at the edges of Snowdonia and more suitable for employment on a relatively large scale as well as housing growth which reflects their role and area of influence and is within their individual environmental and cultural capacity. AFC Amend text accordingly and insert "opportunities for understanding and enjoying the special qualities" in the 5 th sentence of paragraph 2.4 AFC Delete text and in Bala's instance relative lack of development constraints" in the last line of paragraph Cl DE + Cl Effect of s on SEA/SA Reinforcement of this issue which is covered throughout the SEA/SA. change to effects reported. Reinforcement of this issue which is covered throughout the SEA/SA. This does not affect the assessment of proposals at Bala or in the overall development strategy. 5

AFC Insert the following text at the end of Para 2.13 Although Dolgellau has been designated as a primary settlement in the Wales Spatial Plan the plan does not imply that significant physical growth is expected to take place. Insert additional sentences in 2.13 Dolgellau has an important role as a hub for bus services including Government supported Traws Cambria Services. The town centre does have difficult problems with traffic related issues which need to be resolved. Dolgellau is important as a centre for agriculture and forestry industries and for the Welsh language and culture. Delete 4 th sentence Employment land has been allocated... AFC Add reference to the potential for expansion of water-based tourism in the area centred around Bala, its importance as the centre of a predominantly Welshspeaking area of the National Park and the risks of flooding in Delete and development will be phased from 3 rd sentence. Delete 5 th sentence. AFC Insert the words opportunities for understanding and enjoyment after cultural heritage in the 2 nd sentence of 2.23 C m inor modification in the text in relation to role of Dolgellau will not change the previous assessment results. This minor amendment to the explanatory text would not warrant a change in the assessment results. As above, this issue is covered sufficiently in the SEA/SA throughout and no further changes are required. 6

CHAPTER 3: PROTECTING, ENHANCING AND ANAGING THE NATURAL ENVIRONENT Page Para Policy s Proposed AFC Amend last line of Para 3.4 and replace "particular species" with "protected species" AFC Amend first sentence of paragraph 3.7 to read areas of Snowdonia s coastline and estuaries which can be described as having a largely unspoilt character are identified on the Proposals ap as the Undeveloped Coast AFC D Delete final sentence of Strategic Policy D as it repeats criterion (i) of Strategic Policy A. AFC Amend second sentence in Para 3.9 to read:- These areas often coincide with area of open country (as defined and mapped under Crow Act 2000) and within areas of nature conservation. Final sentence will also be amended to read, The Authority expects prospective developers to recognise their sensitivity and value, and to prove that any development will not adversely affect their character or amenity. AFC Para 3.12 will be amended and partially deleted by substituting 'that efficient use of the Parks natural resources' with ' careful management of natural resources in a sustainable manner'. Delete the last sentence in para 3.12 Cl Effect of s on SEA/SA Covered in assessment of Strategic Policy A. change required here. inor wording changes in supporting text only. change to assessment required. These issues are addressed elsewhere in the assessment and require no change here. 7

AFC Add to Para 3.18, Consideration will also be given in the impacts on individual and cumulative impact of wind turbine proposals close to the National Park boundary, especially with regard to landscape and visual effects. AFC Delete where appropriate and replace with wherever possible in second paragraph of Development Policy 3: Energy AFC Amend first sentence of Policy to read applications for Planning permission for new waste... Cl Cl This further strengthens the policy through this supporting text and responds to comments in the original SA/SEA regarding risks outside the Park. change required. This further strengthens the policy but not insofar as to make a difference to the assessment outcome. change required. AFC Delete Castell Dolbadarn from 4.2 inor change which would not affect assessment results for policy as a whole. AFC Add "There are indications of established ancient routeways through the landscape from at least the Bronze Age onwards, becoming more extensive with the Roman road network and drovers tracks" at the end of 4.2 Further background detail to supporting text. change to assessment results.

AFC Insert following text to paragraph 4.7. "The rich heritage of Harlech World Heritage Site will become much more important in future with the growth of sustainable tourism and is seen as an economic asset for the National Park as well as a cultural asset." AFC G Include reference to Register of landscapes of outstanding historic interest in Wales as a footnote. AFC Amend final sentence of 4.14 to read as follows: - "Any building works to a listed building whether internally or externally or within its curtilage,.." AFC Insert footnote into Development Policy 7: Listed and Traditional Buildings stating details of where species surveys will be required will be provided in Supplementary Planning Guidance. AFC Alter number of SA s to 372 and insert footnote stating when the number was last updated. AFC In the first sentence after criterion vii include a before European site. DE DE Again, further background detail to supporting text. change to assessment results. Footnote strengthens policy provisions but is not significant enough to affect assessment results. Further detail strengthens supporting text but no change to overall assessment required. Provides clarification but doesn t change assessment of policy. te the SPG could only give advice on the types of species survey that may be applicable and under what types of circumstances - clearly in reality this would be different in different cases. 10

CHAPTER 5: PROOTING HEALTHY AND SUSTAINABLE COUNITIES Page Para Policy s Proposed AFC Amend second sentence of paragraph 5.17 (of focussed change number 43) to these sources taken with the community level enabler surveys indicate a possible higher level of affordable housing need of 1200 units over the whole plan period which would compromise the environmental capacity of the National Park and would be unacceptable AFC Insert after second sentence in para 5.31 Land has been allocated for affordable local need in Trefriw within the National Park area due to capacity and flood risk issues in Trefriw within Conwy Local Planning Authority area Effect of s on SEA/SA Provides further clarity to previously amended paragraph of supporting text. It is not considered that this would affect the assessment results. change required. relates to supporting text. It is assumed that this change would occur within the settlement boundary and hence would be covered within the assessment of Policy Ng. change required. AFC Delete footnote 65. AFC Add the following text but normally new dwellings will only be allowed for agricultural and forestry workers to Para 5.32 relates to supporting text. Provides further clarity but does not affect overall assessment results. change required. AFC Remove para s and place in Affordable Housing Supplementary Planning Guidance with minor edits Assessment focussed on policy and less on supporting text. Removal does not represent a significant change for the SA/SEA.

AFC In the second sentence in 5.43 delete to enable more than two houses to be built over the Plan period. ove the 6 th sentence and insert after the second sentence. Insert new sentence at the end of 5.43 as follows: Where settlements straddle the Park boundary considerations will be given to finding an appropriate exception site in consultation with the neighbouring authority AFC Amend the text to read "foster the social and economic wellbeing of local communities" in paragraph Relates to minor land allocation changes within the supporting text. significant change to assessment results anticipated. 12

CHAPTER 6: SUPPORTING A SUSTAINABLE RURAL ECONOY Page Para Policy s Proposed AFC Amend the 1st sentence of 6.4 to read: "In pursuing National Park purposes the Authority has a duty to foster the social and economic wellbeing of local communities, and to co-operate for that purpose with local authorities and relevant public bodies. It will therefore encourage and promote opportunities for new employment, training and enterprise in the Park as well as supporting the continued viability of the agriculture, tourism and creative and cultural sector AFC I Add "for a range of employment issues in paragraph 6.5. AFC Replace 6.7 by the following: Employment in Snowdonia cannot be considered in isolation from the surrounding areas, given the distances people are prepared to travel to work. id-to-long distance commuting, especially by private car, is environmentally undesirable because of the carbon dioxide emissions caused and the finite nature of oil supplies, and becomes increasingly unattractive to people as fuel prices rise. However, there are a number of significant employment Effect of s on SEA/SA inor clarification to supporting text. change required. inor clarification to supporting text. change required. Supporting text clarified and strengthened. This would not affect the assessment of the policy.

centres in close proximity to the National Park, (footnote 66) and that has been taken into account in deciding the amounts of land which are needed for future employment purposes in Snowdonia. AFC Include Bangor, Llanrwst and the proposed employment site in Dolgarrog in the list of Employment centres that lie outside the National Park boundaries in footnote 66 AFC Amend Para 6.16 to include reference to the economic value of biodiversity as an attraction for local people and tourists to the National Park. AFC Amend the last but one sentence in paragraph 6.16 to read Significant numbers also visit to participate in canoeing, white water rafting, sailing, golf and angling. AFC After the second sentence in paragraph 6.17 insert the following definition Sustainable tourism is any form of development, management or tourist activity which ensures the long-term protection and preservation of natural, cultural and social resources and contributes in a positive and equitable manner to the economic development and well-being of individuals living, working or Cl These references do not affect the assessment of the policy. This addition does not result in a significant change which would warrant an amendment to the assessment. Clarification is useful but would not affect the assessment results. change required. 14

staying in protected area. Insert footnote stating where definition is from (European Charter for Sustainable Tourism). Start new paragraph following definition. AFC At the end of paragraph 6.17 delete text any European or international designated sites and replace with any statutory designated nature conservation sites. AFC Add sub heading before para 6.18 tourist accommodation and before para 6.20 tourist facilities. AFC Replace paragraph 6.20 with the following - New developments will only be supported where it can be demonstrated that there will be no adverse effects on the character of Snowdonia s Special Qualities, developments must also be located near a main road and therefore place no extra pressures on minor rural roads which may be unsuitable and should not cause a significant increase in car borne traffic. AFC Insert text at the end of 6.20 The public right of way network, recreational routes, leisure networks and open country are regarded as important tourism facilities as well as serving the needs of local communities. The original text may have been included with the Habitats Regulations Assessment in mind. The modification does not affect this although the additional clarity of international sites within this would be helpful. Clarification is positive with regard to emissions but this amendment to the supporting text is not sufficient enough to warrant a change in the assessment. Clarity welcomed but no change to assessment required. 15

CHAPTER 7: PROOTING ACCESSIBILITY AND INCLUSION Page Para Policy s Proposed AFC Amend paragraph and relate specifically to Dolgellau as the trunk road does not run through the centre of the town. Effect of s on SEA/SA The amendment is not clear on reading the LDP text in para 7.5. However, it is not considered that a change of this nature to the supporting text would result in a significant change. AFC Delete third sentence in Para 7.5. Removal of speed limit review sentence is considered to be a minor modification of this supporting text and does not warrant a change in assessment. AFC Paragraph will be amended to include horse riding.
