4 Project Narrative 1. Purpose: The purpose of the Broderick Park Master Plan is to facilitate the completion of projects to improve immediate usability and community confidence in the site and to prepare a stakeholdersupported, detailed site plan, which will include construction drawings, a feasibility analysis, and a Niagara River Greenway Consistency Review. Broderick Park is a City of Buffalo public park located on Squaw Island, which is situated between the Niagara River and the Black Rock Canal, on the West Side of Buffalo. The Broderick Park Master Plan envisions the revitalization and redevelopment of Broderick Park as an internationally significant commemoration to the Underground Railroad, specifically emphasizing how this early Buffalo community sheltered those seeking asylum in safe quarters until they could be shepherded across the Niagara River in pursuit of their freedom. Prior to the construction of the Peace Bridge it was the Black Rock Ferry that connected the United States to Canada. Since Revolutionary times, a ferry has operated at this narrowest point of the Niagara River and, as this was the point of both emigration and immigration, upon this slip of land was also located the US Customs House. The Black Rock Ferry at Broderick Park has now been formally recognized by the National Park Service as a site on National Underground Railroad Network to Freedom and the purpose of the Master Plan is to redevelop the park so that, in its entirety, it will serve as a memorial to the Underground Railroad and the pursuit of freedom. The Broderick Park Master Plan is the culmination of previous planning efforts and the pioneering work of both the Buffalo Quarters Historical Society and the grassroots Friends of Broderick Park group. The Buffalo Quarters Historical Society is responsible for developing the original plan for an Underground Railroad memorial on the site. They are also the organization that instituted the reenactments of escaped slaves crossing the Niagara River in pursuit of freedom. The reenactments that traversed the River had to be suspended after the 09/11/01 terrorist attacks on the United States due to Homeland Security concerns, however, implementation of the Master Plan provides an amphitheater and stage plaza along with a large, open lawn space, to allow storytelling and interpretation to continue. In addition, the Master Plan addresses long-needed improvements to infrastructure and safety while emphasizing beauty in design and materials as befits a site located in such a prominent location and dedicated to such a significant cause. Anticipating much higher use of an already popular park, the Master Plan also facilitates increased public access by modifying circulation patterns within the Park, recognizing that this site provides access to the popular Bird Island Pier, and also, that this site must function both inclusively, and independently, of the Riverwalk (Shoreline Trail) that traverses the Park. As well, the Master Plan recognizes the important role this park plays in providing the local community with access to the water. Already a destination for kayakers on the Regional Blueway Trail, the Park is also highly populated by fishermen, and the Master Plan design further improves fishing access, provides amenities such as a fish cleaning Broderick Park Improvements

5 station, and identifies opportunities to enhance fish passage along the seawalls and improve fish habitat. In partnership with the City of Buffalo (COB), and using funding provided by the New York State Department of State (NYSDOS), Buffalo Niagara Riverkeeper (BNR) recently administered the design of the Broderick Park Master Plan. As part of Phase One, Master Plan development included the preparation of construction documents sufficient for the implementation of both Phase One and Phase Two improvements. BNR s efforts, in conjunction with the COB, began late in 2011, with development of a Master Plan and construction documents commencing in The initial phase of Broderick Park implementation began in Spring 2013 and Phase One construction will be substantially complete by December of 2013 with full completion of Phase One scheduled for Spring of The COB intends to advertise the second phase of Master Plan implementation in November These first two phases of Master Plan development will result in the implementation of most of the infrastructure or the bones of the project, and will include reconfigured and reconstructed parking, establishment of the South Great Lawn, replacement of the pavilion, rehabilitation of the existing concession building and restrooms, construction of an amphitheater and stage plaza, construction of a contemplative garden, rerouting of the Riverwalk (Shoreline Trail) trail, and establishment of sidewalks and pedestrian spaces that serve as the foundation of a Freedom Walk. Further design development of the Freedom Walk including the incorporation of public art and interpretive features (which are needed throughout the Park), habitat enhancements, and the procession into the Park from outside of the Park proper, is needed, and will be constructed as funding allows. The Broderick Park Master Plan is important for honoring the internationally renowned culture and history associated with the Underground Railroad. As well, this site celebrates additional City of Buffalo history, including, but not limited to, the original establishment of the Village of Black Rock, the Boundary establishment, the War of 1812, General Porter s headquarters and residence, the City s oldest surviving church, the former US Customs House (located in the vicinity of where the Park now exists), the Erie Canal and its tow path, the former location of the West Side Rowing Club, and the nearby proximity to where the black chert outcropping in the River (that gave Black Rock its name) once was located. Master Plan implementation is also extremely important as the Park provides public access to open green-space and the waterfront for the immediate West Side neighborhoods and the entire City. Broderick Park is known to all local anglers as the best publicly-accessible fishing location in all of the City of Buffalo. In addition to providing outstanding opportunities for fishing, Broderick Park serves as a key point of connectivity for the Riverwalk (Shoreline Trail) multi-use trail, and the Bird Island Pier, and is an ideal location for viewing the natural surroundings, including the River, sunsets and birds. Broderick Park is located immediately adjacent to the narrowest, shallowest point of the Niagara River, and therefore, any habitat enhancements that can be made in conjunction with the implementation of the Broderick Park Master Plan are extremely important, as it is believed that certain species of fish, notably those at the foundation of the food chain, struggle to traverse this portion of the River and reach their spawning locations in Lake Erie. 6 2. Advancing Vision of the NRGC: The Broderick Park Master Plan makes an already unique park more inviting while increasing vibrancy, safety, and sense of place. While the primary, overarching goal is to create a park that, in its entirety, serves as a memorial to the Underground Railroad, the Park also has the opportunity to successfully convey interpretations of other historical events of the City. In addition, as defined below, the Broderick Park Master Plan contributes to, and strengthens, the Principles that support the Vision outlined in the Niagara River Greenway Plan. Excellence Broderick Park is a Greenway jewel nestled onto the southern tip of Squaw Island at the headwaters of the Niagara River. The Park is highly visible from Niagara Street (Seaway Trail,) Interstate 190, and the Peace Bridge, one of three bridges within the Niagara River Greenway that provides an international connection to Canada. As the Peace Bridge connects the second-most-populated city in New York State to Canada, Broderick Park is also highly visible from the Canadian shores of Fort Erie and serves on the United States-side as a welcoming beacon at the doorstep of the international border. Broderick Park is located in an area steeped in history and surrounded by natural resources and it is being developed under the highest standards of excellence in order to enhance physical and visual access to and from the water for a universal range of patrons. Sustainability The impetus behind the complete reconstruction of Broderick Park came directly from the community and the intent from the start has been to design it for long-term economic, social and ecological sustainability. The Friends of Broderick Park organization is strong and actively involved in ensuring Broderick Park s success into the future. The organization is working collaboratively with the City of Buffalo to include considerations for long term maintenance and programming. From a physical design standpoint materials have been selected for their durability and beauty and the design process for the infrastructure has emphasized energy efficiency, elimination of redundant roadways, reduction of impermeable parking surfaces and replacement with porous asphalt. Accessibility The Broderick Park Master Plan enhances public access to the water and waterfront public space. Lighting improvements, coupled with police surveillance cameras, provide a greater sense of safety for Park patrons. Commonly identified as the best publicly-accessible fishing location within the City of Buffalo, the increased lighting and police surveillance cameras provide a greater sense of security for a Park that is continually open, regardless of time of day, expressly because of the fishing opportunity it provides. A re-routed Riverwalk (Shoreline Trail) trail system is designed to now separate pedestrians and cyclists from the popular fishing area where anglers tend to congregate. 7 of access to the Riverwalk (Shoreline Trail) as well as to the Bird Island Pier. Accessibility into the Park, from Niagara Street via West Ferry Street (aka Robert Rich Way) will be enhanced in future design phases to expand awareness of the Park s location, to serve as a more inviting gateway, and to interpret and emphasize the procession of leaving the mainland for the crossing of the waters beyond. Ecological Integrity This highly urbanized Park has, to the extent possible, improved the health, vitality and integrity of the natural resources within and surrounding the Park. Invasive plant species (Ailanthus altissima - Tree of Heaven) were removed from the park and, in addition to the trees planted in the Park, trees will be planted throughout the West Side of Buffalo, as mitigation for those removed from the Park during construction. To address stormwater and enhance water quality, a septic leach field was removed and new restroom plumbing and a grinder pump and force main system was installed to better protect the environment. The installation of porous asphalt parking surfaces, rain gardens, and the reduction of redundancy of roadways and parking lots, all contribute to the reduction of the site s stormwater run-off. A Plan for Habitat Restoration has been developed by the United States Army Corps of Engineers (USACE) in conjunction with the Broderick Park Improvements. The USACE explored, and is continuing to explore, opportunities to enhance fish passage and aquatic habitat along the perimeter of the Park. Public Well-Being Implementation of the Park Master Plan enhances a place of outdoor, waterfront refuge amidst a highly urbanized and industrialized environment. It provides a setting for passive recreation and outdoor activities that promote an overall sense of wellness. The Park is an outstanding destination for fishing, sunset watching, bird and wildlife viewing, and coupled with the Bird Island Pier and Riverwalk (Shoreline Trail), provides outstanding opportunities for strolling, running, and/or cycling and related activities. An amphitheater has been installed as part of the Master Plan implementation in order to provide a locale for a variety of small musical performances, theatrical re-enactments, and storytelling events. Restrooms are being renovated and opportunities to incorporate additional interpretive information and public art are being explored. Connectivity While the Park is on its way toward becoming a world-class park in itself, it remains a key resource providing Greenway connectivity for the West Side neighborhoods that surround it, ensuring a publicly-accessible waterfront, as well as an important hub of connection with the Riverwalk (Shoreline Trail), Bird Island Pier, and Niagara Street. Due to its location and visibility from the Peace Bridge, the Park also serves as the welcome mat for those connecting to the United States from Canada. Broderick Park Improvements

8 Restoration While the physical expansion of the current-day park was not completely in existence during the time of the Underground Railroad, the redevelopment and revitalization of today s Broderick Park serves to commemorate the slip of land that housed the historic ferry dock and location of the customs house and provides opportunities for educating multiple generations about the Underground Railroad and the role that the City of Buffalo played in safeguarding slaves in their pursuit of freedom. The Broderick Park Master Plan is focused on creating a world-class park, enhancing what exists now, and not recreating what once was, but carefully giving consideration to the rich history of the Site. Authenticity Buffalo Niagara Riverkeeper and the City of Buffalo developed an extensive stakeholder committee that included multiple historians and historical societies, both local and nationallyrecognized. Buffalo Niagara Riverkeeper has collaborated with Ms. Lillion Batchelor of the Buffalo Quarters Historical Society, Mary Craig of the Underground Railroad Task Force, Kevin Cottrell of the Northstar Project, and Sheri Jackson of the National Park Service. A reconfigured and refurbished concessions building will provide an opportunity to house artifacts and other displays related to the Underground Railroad and other local history. Future interpretive elements and public art will further authenticate and tell the story associated with the history of the Underground Railroad. Celebration The Park will honor, and pay memorial to, the slaves who pursued their freedom and to the network of the Underground Railroad. Visitors currently travel from around the world to experience Broderick Park and to learn about Buffalo s role in the Underground Railroad. The Great Lawn and amphitheater will provide opportunities for storytelling, reenactments, performances and gatherings varying in scale, and the Park, in its entirety, will serve as a site for commemoration. The theatrical and musical performances and the Park itself, as a memorial, will allow for the education of past, present and future generations. Partnerships Buffalo Niagara Riverkeeper, using funding provided by New York State Department of State, has partnered with the City of Buffalo to lead the recent revitalization efforts at Broderick Park. In addition, Buffalo Niagara Riverkeeper, working in close partnership with Niagara District Council Member David Rivera s office, has convened the grassroots Friends of Broderick Park group, that, with others, including the Buffalo Quarters Historical Society, local, state and national politicians, academia, and neighborhood residents, comprises the Broderick Park Master Plan Stakeholder Committee. Initial contact has also been established with representatives from the National Park Service Underground Railroad Network to Freedom and with the CSX Railroad. Broderick Park Improvements

9 Community Based Buffalo Niagara Riverkeeper has collaborated closely with Niagara District Council Member David Rivera s office in convening the community-based Friends of Broderick Park group and facilitating their participation in both the design process and in efforts to advance the revitalization of the Park. The community-based Friends of Broderick Park group is comprised primarily of local residents with a strong interest in the vitality of the Park. The Broderick Park Master Plan meets the Goals of the Niagara River Greenway Plan by Improving Access; Making Connections; Protecting and Restoring Environmental Systems, Sparking Revitalization and Renewal, Promoting Long Term Sustainability, and Celebrating History and Heritage. The Broderick Park Master Plan also contributes to the Goal of Extending the Legacy of Frederick Law Olmsted, as the Park, while not an original Olmsted-designed park, complements Olmsted s vision of providing the region with a series of connected parks along the Niagara River, linking Lake Ontario to Lake Erie. Broderick Park, along with LaSalle Park, provides much needed waterfront access between the existing Olmsted-designed Front Park and Riverside Park. In addition to the aforementioned Principles and Goals, the Park meets the following criteria of the Niagara River Greenway: I. Consistency with Niagara River Greenway Plan Principles. II. III. IV. Priority Status: The Broderick Park Master plan provides an improved and increased sense of security while enhancing access to waterfront resources. In addition, implementation of the Master Plan will result in a park with its own identity and unique sense of place within the larger City of Buffalo and Olmsted Park System. The development of a dedicated Freedom Walk, consisting of a series of pathways, monuments, future interpretive features and public art, functions to provide access and connectivity while simultaneously educating visitors of key aspects of the City s and region s culture and history. Focus Area: Located on the City of Buffalo s Niagara River Shoreline, Broderick Park is prominently located within the Niagara River Greenway Commission s municipal boundary. Environmental Soundness: The Broderick Park Improvements enhance the environmental quality of the region, specifically the West Side of the City of Buffalo, Squaw Island and the Niagara River. Implementable: The City of Buffalo and Buffalo Niagara Riverkeeper, with funding in part provided by the New York State Department of State, have already begun to implement the major infrastructure components of the Master Plan. The City of Buffalo has committed additional funds to finalizing the implementation of the remaining major infrastructure, and foundational improvements to the Park. Subsequent phases can begin as additional funding becomes available. VI. VII. VIII. IX. Economic Viability: Over $1.9-million in initial phase funding has already been allocated to this Project, which does not include the additional funding the City of Buffalo is committing to implement the remainder of the foundation of the Master Plan. Maintenance of Broderick Park is the responsibility of the City of Buffalo Department of Public Works, but additional funding will be necessary to program and operate the Park as a regional asset and world-class destination. Local Sponsor or Partner: Broderick Park is owned by the City of Buffalo which has demonstrated its commitment to the revitalization of Broderick Park. Matching Funds/Leveraging: The New York State Department of State has provided $733,000 to planning and design and initial construction of Broderick Park Improvements, and the City of Buffalo has contributed over $1.1-million for same, and for the additional construction administration services. Consideration of other Planning Efforts: The establishment of this waterfront park takes into consideration the overarching vision of Buffalo s Draft Local Waterfront Redevelopment Plan, and is closely related, and integral, to the New York State Department of State Riverwalk Revitalization planning efforts currently being performed by Buffalo Niagara Riverkeeper in partnership with the City of Buffalo. X. Clear Benefits: The Broderick Park Master Plan provides clear benefits in terms of public safety and waterfront open space access, habitat restoration and enhancement, sustainability and place-making. The intent of this application is to receive a determination of Consistent from the Niagara River Greenway Commission for the Broderick Park Master Plan. Upon a determination of Consistent, Buffalo Niagara Riverkeeper will work closely with the City of Buffalo to identify specific projects that could enhance and further the Broderick Park Master Plan efforts, concurrent with exploring which appropriate Standing Committees to apply for funding from. 4. Community and Government Support: To gain support throughout the immediate community and City of Buffalo, Buffalo Niagara Riverkeeper has worked closely with Niagara District Council Member David Rivera s office to convene the citizen-based Friends of Broderick Park. In addition, Riverkeeper continues to facilitate the collaboration between the Friends of Broderick Park and the Buffalo Quarters Historical Society to capture the decades-long efforts that the Buffalo Quarters have put towards Broderick Park and the telling of the appropriate history related to Buffalo s involvement in the Underground Railroad. In addition to facilitating the Friends of Broderick Park and the Buffalo Quarters, Buffalo Niagara Riverkeeper has engaged representatives of various elected officials, including, United States Broderick Park Improvements

12 Congressman Brian Higgins, New York State Senator Mark Grisanti, New York State Assemblyman Sean Ryan, Erie County Legislators Betty Jean Grant and Lynn Marinelli, City of Buffalo Mayor Byron Brown, and Niagara District Council Member David Rivera. Multiple Stakeholder Committee meetings were held throughout the design process of the Broderick Park Master Plan, in addition to two public meetings in which the process and Master Plan was presented to the general public. The first public meeting was conducted on March 21, 2012 at the Father Belle Community Center and the City of Buffalo discussed their intentions for the revitalization of the Park and the Consultant Team developing the Master Plan presented a preliminary concept in an attempt to gather feedback from the public. The second public meeting occurred on July 12, 2012 and was hosted by Rich Products, nearly immediately adjacent Broderick Park. The Consultant Team presented a pre-final Master Plan, again looking for feedback from the community. The Broderick Park design process, most-notably the community involvement in the master planning efforts, could serve as a model for public outreach and community design for other parks and public spaces throughout the City of Buffalo, and beyond. Broderick Park is made reference to repeatedly in the City of Buffalo s Draft Local Waterfront Revitalization Program (LWRP). Attachment D shows the placement of the Park within the Draft LWRP boundary. The City of Buffalo prepared a Short Environmental Assessment Form for Broderick Park on November 05, 2010, and it was determined that the proposed action would not result in any significant adverse environmental impacts.. 5. Environmental Setting: Broderick Park is located on the southern portion of Squaw Island, which is situated on the western edge of the City of Buffalo, between the Black Rock Canal on the Park s east, and the Niagara River to the west. Broderick Park is primarily accessed via the West Ferry Street lift bridge that spans the Black Rock Canal. It can also be accessed via the Riverwalk (Shoreline Trail) from the north, on foot or bicycle, and by special permission only, through the City of Buffalo s Bird Island Wastewater Treatment Plant. The Bird Island Wastewater Treatment Plant serves as the northern boundary of the Park, and the Bird Island Pier connects to Broderick Park at the Park s southern terminus. The Park is located immediately along and amidst the headwaters of the Niagara River, which is an integral portion of the Atlantic Flyway bird migratory route. The City of Buffalo prepared a Short Environmental Assessment Form for Broderick Park on November 05, 2010, and it was determined that the proposed action would not result in any significant adverse environmental impacts. A copy of the Short Environmental Assessment Form is provided as Attachment E. The implementation of rain gardens and permeable pavement is beneficial to the sustainability of the Park as well as to the greater region and environment, as they promote stormwater infiltration and reduction of stormwater needing to be treated at the adjacent wastewater treatment plant. 13 The United States Army Corps of Engineers (USACE) Plan for Habitat Restoration, provided by a Buffalo Niagara Riverkeeper task associated with the NYSDOS funding, provides a foundation and framework for implementing in-water fish passage enhancements along the Niagara River seawall of the Park. While the initial implementation of the Master Plan has resulted in the removal of trees, many of those were the invasive Ailanthus altissima (Tree of Heaven). Many other healthy, viable, noninvasive species were retained in the Master Plan and protected during the initial construction efforts. The City of Buffalo will be mitigating for the trees that had to be removed by planting trees in greater quantities than removed throughout the west side of the City. Broderick Park Improvements
