3 PROJECT NARRATIVE Please attach material, which responds to the follow five items in the order that they are presented. 1. In a brief paragraph, describe the project and its purpose, how and when it will be accomplished, and why it is important. Tonawandas Gateway Harbor, Inc. is requesting $90,000 in funding to support Tonawanda s Gateway Harbor and the venues popular events held throughout the summer that attract several hundred thousand visitors each year who seek outdoor entertainment as well as leisure and active recreational opportunities. Located directly on the Erie Canal, both Cities of Tonawanda and North Tonawanda share this western gateway to the Erie Canal and Niagara River. Boaters can dock along either side of Gateway Harbor and at Gateway Harbor Park, where water and electrical hook-ups are available as well as picnic tables, grills, and restroom facilities. Just ten minutes from the City of Buffalo, Gateway Harbor Park hosts a summer concert series free to the public and this summer will unveil its new portable stage that will significantly enhance the ability of its performers to provide top of the line entertainment for its audiences. As a not-for-profit organization, Tonawanda s Gateway Harbor, Inc. works wholeheartedly to attract top performers and vendors for these activities to promote economic growth, tourism, recreation, and cultural and historic heritage through the utilization of the Tonawandas Gateway Harbor Park. Every summer since 1983, Canal Fest provides eight days of entertainment for local citizens and visitors from throughout Western New York and farther for which Gateway Harbor provides the support for these activities and entertainment. Attendance is estimated anywhere from 200, ,000 for the eight-day run. The reason we can only estimate is that there is no turnstile charge to just walk into the Fest, to see the attractions, to watch the events, to meet old friends. Shared by the Twin Cities of the Tonawandas, it encompasses a two-square-mile area making it the largest event held anywhere along the New York State canal system and considered in the top percentile of events in the State. Tonawandas Gateway Harbor, Inc. will continue to use its own funding and resources to support the promoters who attract the top performing artists and food, beverage, and activity vendors popular, at the Summer Concerts and who plan the Special Programs that attract visitors to experience the history of the Erie Canal and grandeur of the Niagara Greenway in a park setting and to provide a platform for the performing and visual arts that serves and supports the local economy. However, due to recent cuts in state funding, additional financial assistance is needed to support the promoters for the areas other activities other than just the Summer Concert Series. The requested funding would be used to support these other activities that Gateway Harbor Park hosts throughout the summer and fall months, including: Taste of Tonawanda;

4 Blessing of the Boats; Hooked on the Tonawandas Tag Fishing Derby; Chocolate Festival; and Haunted Harbor (see attached for full list). These events and activities are a major factor in the economic vitality of the community, as they attract several hundred thousand visitors annually (increasing each year) to the Tonawandas and are thus a key theme for local businesses with an influx of dollars to small businesses, restaurants, retail stores, hotels, as well as real estate. At Gateway Harbor Park in the Tonawandas, there is no more beautiful sight than the setting sun over the Niagara River at its junction with the Erie Canal. The National Weather Service's web page states that this area has the sunniest and driest summers of any major city in the Northeast, with enough rain to keep vegetation green and lush. The stabilizing effect of Lake Erie continues to inhibit thunderstorms and enhance sunshine in the immediate area through most of July, while boaters, tourists, and recreational users make use of the area well into the fall each year. 2. Referring to the Niagara River Greenway Plan, clearly document and describe how the proposed project will advance the Niagara River Greenway vision including the goals, principles, and criteria that define that vision. Niagara Greenway Vision Statement: The Niagara River Greenway is a world-class corridor of places, parks and landscapes that celebrates and interprets our unique natural, cultural, recreational, scenic, and heritage resources and provides access to and connections between these important resources while giving rise to economic opportunities for the region. Gateway Harbor Park is becoming the hub of activity in the City of Tonawanda's downtown area, particularly during the summer months. Concerts and activities are scheduled from mid-june through the end of October (see attached, and Events and Activities on the City of Tonawanda s home page for schedules and information). Tonawanda's Gateway Harbor, Inc. supports these activities and aids in attracting food, beverage and activity vendors for these activities, who are welcome to apply by contacting the Tonawandas Gateway Harbor Corporation at the Tonawanda Chamber of Commerce. The organization and Park serve residents of both Cities of Tonawanda and North Tonawanda, which are both separated and joined by the Erie Canal. Further, the Tonawandas and Gateway Harbor offer close proximity to several populated areas of Western New York, including the cities of Buffalo, Niagara Falls, and Lockport, as well as the Town s of Grand Island, Pendleton, Wheatfield, and Amherst. The mission of Tonawandas Gateway Harbor Corporation is to promote economic growth, tourism, recreation, and cultural and historic heritage through the utilization of the Tonawandas Gateway Harbor Park.

5 Tonawanda s Gateway Harbor Programming Project will promote the planned series of events for the summer and fall of 2011, and will bring the Niagara River Greenway to the forefront of the media, locals and tourists as it celebrates this world-class corridor of places, parks and landscapes. Due to the diversity of the programming, the events will celebrate and interpret the areas unique natural, cultural, recreational, and scenic and heritage resources while providing access to connections between these important resources. The events themselves will provide vital economic opportunities to the region and the City of Tonawanda with the increased involvement by locals as well as encouraging more visitors to the region and media attention. The Park's location on the Erie Canal will draw visitors to the area's surrounding parks and landscapes located directly on the Niagara River, providing additional opportunities for recreation, both passive and active, and cultural interpretation. Tonawanda s Gateway Harbor Programming Project incorporates several goals, principles, and criteria of the Niagara River Greenway Commission and the project will support an accessible, unified, environmentally friendly, and revitalized corridor to improve the experience of many visitors and that highlights the natural beauty, cultural diversity, and historic significance of the Niagara River Greenway. This project, therefore, reflects the Niagara River Greenway Vision of celebrating our natural, cultural, recreational, scenic, and heritage resources. By supporting these resources, the area will benefit from the economic opportunities derived thereafter. GUIDING PRINCIPALS To facilitate the implementation of the Niagara River Greenway s Vision, Tonawanda s Gateway Harbor Programming Project focuses on several of the guiding principles for the development of the Niagara River Greenway as follows: Excellence With its location directly on the Erie Canal with access to the Niagara River within sight, at Gateway Harbor there is no more beautiful sight than the setting sun over the Niagara River at its junction with the Erie Canal. Gateway Harbor Parks Summer Concerts and Programs, by their very nature and location, fully support and implement the vision of the Niagara River Greenway and its principles, goals, and criteria. The longstanding traditions of Tonawanda s events highlight the principle of excellence. It will show to the local community and the many tourists that they attract that the existing Greenway resources are globally significant and that Greenway projects meet world class standards. With the dedicated support from Cities of Tonawanda and North Tonawanda and the Gateway Harbor Corporation, these events and activities attract some of the top performers to the area to celebrate cultural and environmental features that merit both

6 protection and greater appreciation. The City of Tonawanda is dedicated to supporting the excellence of Gateway Harbor in its efforts to combine the natural beauty of the Erie Canal and Niagara River front to its recreational, environmental, and cultural programs. This project by its very nature fully supports and implements the Niagara River Greenway Plan s operative principles, goals, and criteria by highlighting the goal of excellence. Sustainability This Greenway project will be designed to promote ecological, economic and physical sustainability for long-term viability and effectiveness. By supporting Tonawanda Gateway Harbor s Summer Concerts, Events, and Activities, the City of Tonawanda promotes itself economically and thereby supports the Greenway s goal of Sustainability for long-term viability and effectiveness. Accessibility By continuing the support of these popular events and activities, this project will facilitate physical and visual access to Tonawanda s Gateway Harbor, the western gateway to the Erie Canal and Niagara River. Located directly on the waterfront of the Erie Canal, Gateway Harbor and its facilities offer the communities youths and their families, as well as tourists, access to top of the line entertainment, programs, and events otherwise unavailable during the summer and fall months. Tonawanda s Gateway Harbor prides itself in providing the world-class entertainment that it has offered for nearly 30 years. With the proposed funding assistance, Gateway Harbor, Inc. will be able to continue to support these events and attract the promoters and vendors that encourage visitors to the region and to access the several parks in the area along the Erie Canal and Niagara River, many of which are directly connected to Gateway Harbor via trails, bike paths, pedestrian walkways, and the waterways themselves. The programs available to the public at Gateway Harbor are as varied as the people of the area. In addition to the performances, there are cultural activities, environmental activities such as fishing, etc. The majority of the variety of activities and concerts are free to all people regardless of age. Connectivity This project will enable Tonawandas Gateway Harbor, Inc. to continue providing the world-class entertainment and cultural programs that visitors have come to expect. Many of the scheduled Summer Concerts and Special Events will draw its visitors into the surrounding community, including our international neighbors in Canada. As a result from this project, the Niagara River Greenway will see an increase in connectivity and access to trails, pathways, parks, and water access, as well as further promote the continuity of open space and habitats as several of these events are held in an open park setting on the City s waterfront. These events and activities will provide for connections to related corridors and resources across the region.

7 Authenticity This project has authenticity inherent in its very character. By upholding these popular events and activities the Niagara River Greenway clearly establishes a clear sense of place and identity that reflects the traditional spirit and heritage of the area. Shared by the Twin Cities of the Tonawandas since 1983, the eight-day Canal Fest encompasses a two-square-mile area making it the largest event held anywhere along the New York State canal system and considered in the top percentile of events in the State. The project undoubtedly connects to the character, culture, and history of our region and highlights the successes thus far. Celebration The very nature of this project encompasses many points of Celebration. This project is for a donation to Tonawandas Gateway Harbor, which is a cultural Mecca of both local and statewide history, diversity, cultural resources, and the natural and built environments. The events and activities hosted by Tonawanda s Gateway Harbor are diverse in type and genre and are sought out by hundreds of thousands of visitors, both locally and from attracted tourists. The location connects a man-made park environment in the Erie Canal to the naturally majestic Niagara River. The very essence of this top location is to attract, educate, and entertain visitors and local residents thus building social interactions and shared experiences. Partnerships As stated in the Niagara River Greenways plan, the focus of the Greenway will revolve around cooperation and reciprocal compromise. This project focuses on an area shared by two communities that are both linked and separated by the Erie Canal at Gateway Harbor. Both Cities of Tonawanda and North Tonawanda are actively involved in supporting, coordinating, and participating in these popular events and activities that are integrated into both communities. These events have attracted these local communities and visitors outside the area for nearly 30 years since the inception of Canal Fest in the early 1980s. The popularity and success of these summer and fall programs provide many tangible and intangible benefits to these communities and the businesses that rely upon them. Public Well-Being & Community Based Tonawandas Gateway Harbor and Gateway Harbor Park, in general, are community resources that have been in popular demand (and drastically increasing) for summertime cultural events, access to the scenic views of the Niagara River, as well as access to active and passive recreational and fishing opportunities of the Niagara River and Erie Canal that benefit the overall well-being of the public. The City of Tonawanda has recently undertaken the effort to improve its Summer Concert Series by purchasing a new, state-of-the-art portable stage that will provides its performers with improved amenities, thus resulting in an improved performance and experience for its audience members. The outdoor entertainment and events throughout the summer and fall are prime resources for economic development into the area by promoting local

8 businesses and restaurants that generates a large portion of their income annually from the hundreds of thousands of visitors to this area. This project s request for funding will ensure that Tonawandas Gateway Harbor, Inc. continues providing the world-class entertainment and cultural programs that are based on the interests of the community and which support Gateway Harbor Corporation s tradition and mission to promote economic growth, tourism, recreation, and cultural and historic heritage through the utilization of the Tonawandas Gateway Harbor Park. As a community-based Project, these events and activities supported by Tonawandas Gateway Harbor, Inc. and the Cities of Tonawanda and North Tonawanda strongly reflects the preferences and plans of the local communities and businesses while respecting other stated goals and the communal vision of the Niagara River Greenway. We believe that our proposal to the Niagara River Greenway Commission is in total configuration and is consistent with the Niagara River Greenway Plan s vision, operating principles, goals, and criteria. In addition to the cultural and heritage aspects of Tonawandas Gateway Harbor, Public Well-being is available by providing direct access to walking/biking/jogging trails, docking for boaters with electric and water, on shore fishing, sightseeing, bird watching, and picnicking to enjoy the open environment. The Niagara River Region offers some of the best freshwater fishing in the world. Sunsets are uncommonly beautiful in this area with the sun setting over the Niagara River at its junction with the Erie Canal. Hundreds of thousands of visitors each year attend Gateway Harbor s events from all over Western New York and the surrounding region that link Tonawanda and North Tonawanda together by the Erie Canal. This project exemplifies Gateway Harbor Corporation s tradition and mission to promote economic growth, tourism, recreation, and cultural and historic heritage through the utilization of the Tonawandas Gateway Harbor Park. It will be able to continue providing the world-class entertainment and cultural programs that visitors have come to expect. Gateway Harbor s scheduled summer and fall events draw its visitors into the

9 surrounding community to the multitude of parks and establishments to support recreation and local businesses. As a result from this project, the Niagara River Greenway will see an increase in connectivity and access (trails, pathways, parks, water access), as well as further promote the continuity of open space and habitats, and will provide for connections to related corridors and resources across the region. Of the many parks that visitors will be connected to, The City of Tonawanda s Niawanda offers trails that water-side access, scenic overlooks of the Niagara River, and interpretive centers to help promote access to the Greenway. Celebrate History and Heritage This project will give the Niagara Greenway the opportunity to celebrate the area s rich history through the celebration of its culture and heritage. Tonawandas Gateway Harbor is located in a unique, pristine setting at the base of the Erie Canal as it presents the western gateway to the Niagara River. The Tonawanda s and the Erie Canal possesses a rich history that is interconnected. Tonawanda was named by the Iroquois Indians, who named the area after the Swift Running Water of the Tonawanda Creek. As settlers began arriving in the early 1800s, various settlements and industries were formed. Because of the Erie Canal, the Tonawandas became the largest lumber port in the country by Although the area saw a significant decline in the economy due to the great Rust Belt in the 1970s, its central location to major cities in the U.S. and Canada has enabled the area to become the location of choice for many high tech industries. About 416,000 tons of cargo moves through the NYS Barge Canal System annually, along with approximately 150,000 recreational boats. The fact that the Erie Canal also joins the international waters of the Niagara River with Canada's shore visible on its other side has added to its strategic value. Focus is also being placed on the historical value of the community which has increased tourism. This project will celebrate the Greenway s local history, diversity, cultural resources, and the natural and built environments, and will share this diverse tradition by ensuring that Tonawandas Gateway Harbor may continue its long standing tradition of providing world-class entertainment and cultural activities for local residents and the hundreds of thousands of annual visitors to the region. Spark Revitalization and Renewal Tonawanda s Gateway Harbor generates a large portion of the revenue and expenses through its various programs, shows, and concerts for both its neighboring municipalities and the businesses that rely on them. By increasing the attractiveness of these events, Gateway Harbor, Inc. will increase visitors satisfaction with the cultural and recreational opportunities of the area which in turn will result in repeat visitation. Visitors to the area are also customers to the many local bars, shops, and restaurants in Lewiston. Ensuring the continued success of these traditions is also an effort to improve the economic revitalization of the Town and Village of Lewiston.

10 Promote Long Term Sustainability The assistance that this project will provide to Tonawandas Gateway Harbor, Inc. will ensure that the long standing tradition of providing world-class entertainment and cultural activities for all age groups will continue to serve the local community and visitors to the region. Assistance from the Niagara Greenway Commission will encourage additional local sponsors to participate in sustaining these programs for the long-term. Extend Olmsted s Legacy Frederick Law Olmsted s vision of a necklace of parks and open spaces along the length of the Niagara River is realized in Tonawanda s Gateway Harbor and Park. The municipalities of Tonawanda and North Tonawanda provide a wide variety of parks and open spaces available to the community, which are strongly supported and promoted through the events and activities at Tonawandas Gateway Harbor. On both sides of the Erie Canal, the Gateway Harbor and Park give visitors to the area access to the Niagara River while the natural landscaping preserves the integrity of the green open space albeit very close to developed and commercial areas. CRITERIA Through Tonawanda s Gateway Harbor Programming Project, Gateway Harbor, Inc. meets the following criteria of the Niagara River Greenway Plan: Consistency with the Greenway s Principles Tonawandas Gateway Harbor Corporation s proposed project is consistent with several of the Greenway s principles, namely excellence, sustainability, accessibility, connectivity, authenticity, celebration, partnerships, community based, and public well-being. The proposed project incorporates qualitative aspects that tie together a long standing shared-community celebration of tradition and culture while coherently celebrating the surrounding open spaces and ecological resources that made this location a prime attraction for the events and activities that would be supported by this request. Priority Status Tonawandas Gateway Harbor provides opportunities for passive and active recreation for users of all ages and needs, fishing, historical interpretation, appreciation of the arts and live entertainment, and community gatherings. This project will encourage access to waterfront resources including trail connections, boat launch sites, park lands, scenic overlooks and majestic sunsets. Located on the Erie Canal, Gateway Harbor in itself is a western gateway into the

11 Niagara River. Many of the events and activities focus on the area s cultural and historic resources that will help enrich people s experience of the Greenway. Focus Area With its location directly on the waterfront of the Erie Canal and its gateway to the Niagara River, the world-class entertainment and cultural events and activities that Tonawanda s Gateway Harbor has offered to the community for nearly 30 years clearly place this project within the focus area of the Niagara Greenway. Gateway Harbor s programs help to establish both the physical and interpretive connections between the River and the surrounding inland area throughout the events and activities that are scheduled throughout the summer and fall. Environmental Soundness The proposed project involves a higher density of use and is therefore located in the existing developed area of the cities of Tonawanda and North Tonawanda. As a celebration of culture and tradition, the events and activities that this project will seek to promote directly avoid the disturbance, modification, and preeminent destruction of Greenway resources that serve the needs of the public interest. Implementable As the proposed project is to support the longstanding cultural and traditional events that have been hosted by Tonawanda s Gateway Harbor for several years, Tonawandas Gateway Harbor Corporation has the experience and management that are capable of implementing the funding in a clearly thought-out process. Support for this project is shown through the attached resolution, and included with this proposal is a list of all events currently scheduled at Gateway Harbor for the 2011 season. Economic Viability and Local Sponsor Tonawandas Gateway Harbor and its events and activities bring hundreds of thousands of visitors annually to the region and has been steadily growing over the past 25+ years. It provides local businesses with an influx of dollars to restaurants, retail stores, hotels, and real estate. The economic impact also affects the region s parts suppliers, vendors and contractors. While a large portion of the pomotional costs associated with attracting top performers and vendors for its Summer Concerts are supported by the City of Tonawanda and additional advertising, the cuts in state funding have created a need for additional support in order to maintain Gateway Harbor s world-class standards in providing continued opportunities for entertainment and activities that have celebrated the culture and traditino of the region for nearly 30 years. Matching Funding/Leveraging The City of Tonawanda will support Gateway Harbor s Summer Concert Series by filling in the $60,000 gap in funding that is necessary to attract top performers and vendors that visitors have

12 come to expect. Located in the Tonawanda Chamber of Commerce and with its past success, Gateway Harbor Corporation will continue to solicit advertising opportunities for local sponsors for the events hosted throughout the summer and fall seasons. Clear Benefits This project has clear benefits to the Niagara River, the Niagara River Greenway and the stated vision of the Greenway as a world class corridor. Hundreds of thousands of patrons, boaters, fishermen, sightseers, and those seeking active and leisure recreation visit the Tonawanda s Gateway Harbor and its surrounding parks every year, and is an ever increasing trend. Anything that can be done to increase the enjoyment of their visit will support the quality of life for activities in the context of the Lower Niagara River and its Greenway. Gateway Harbor s worldclass entertainment, free concerts, and Special Programs and Events will draw even more visitors in and convince others to return for repeat visits, thus providing economic benefits to the community and lessening the tax burdens on the City s residents. Live entertainment and Gateway Harbor s summer concert series are a main attraction during summer months, along with its many cultural events and activities for people of all ages, and the funding that this project would provide will further aid Gateway Harbor and its facilities in attracting well-known artists and vendors to support these events throughout the summer and fall each year. 3. This project is to request funding for the special events and activities provided to Tonawanda s Gateway Harbor s visitors throughout the fall and summer months. Since the 1980s Gateway

13 Harbor Corporation, has supported these activities and aids in attracting food, beverage and activity vendors for these activities will respond to any new and additional comments which may be received during the Greenway consistency review process and will meet with interested parties on an as needed basis. Attached is a resolution of support from Gateway Harbor, Inc. The City of Tonawanda supports this project as it has in years past, and will provide funding for the Summer Concert Series as well as a new state-of-the-art portable stage for its performing artists. Describe and document the environmental setting and existing conditions at the proposed project site. If you are not the owner of the property include a letter(s) or resolution(s) evidencing support for the project by the owner. Provide photographs, conceptual plans and drawings that show the site as it presently exists and the how the site will change with the addition of the proposed project. Describe how your project will comply with the State Environmental Quality Review Act (SEQRA). The existence of wetlands, significant upland and aquatic habitats, and plant or animals species that are classified as rare, threatened, or endangered should be noted. Explain how such natural resources will be protected and / or enhanced. Cite any relevant project related studies.
