1 Vision Statement Queen Creek s interconnected network of parks, trails, open spaces and recreation opportunities provide safe and diverse activities and programs that sustain its unique, small town, equestrian agricultural character centered around the natural beauty of the Queen Creek and Sonoqui washes and San Tan Mountains. The vision, goals and objectives are the framework around which recreation facilities and programs will be planned, designed, implemented and managed for the next 20 years. The vision, goals and objectives reflect how the residents of Queen Creek feel their parks, trails and open spaces should meet the recreation needs of current and future residents. Public input from citizens, staff and community leaders is essential for the development of a successful master plan. During the first meetings with the Parks, Trails and Open Space Steering Committee (Steering Committee), the public and the Youth Commission, participants were asked to identify the elements that define Queen Creek for them. From this input, draft vision statement alternatives were provided to the Steering Committee. Through a revision process, the vision was established. The above vision statement represents what the Town s philosophy is toward its recreation facilities and programs. Goals, Objectives and Policies The purpose of developing goals for the Master Plan was to reflect the community s values, intentions and aspirations for parks, trails and open space. They define the longterm end toward which programs or activities are ultimately directed. The goals form the fundamental building block for the objectives and policies. Objectives provide a way to measure the Town s progress toward the realization of the goals of the Master Plan. Objectives are specific and measurable. Policies enable the Town to monitor the extent to which it is succeeding in implementing the plan. By establishing parks, trails and open space goals, the Town: ensured agreement on the purpose of the Master Plan; provided a basis for the commitment to the Town s parks, trails, recreation and open space resources; and addressed the funding issues for a Town without a property tax by establishing a general tone with regard to parks, trails, recreation and open space. METHODOLOGY A draft of the Master Plan goals were developed, beginning with the Town s General Plan, 2002 and the goals in the Parks, Trails and Open Space Element. Public and staff 10

2 comments were incorporated into additional goals, objectives and policies. The goals are divided into the three themes that represent the Town of Queen Creek s vision: Interconnected, Opportunities and Character. The goals of the Master Plan establish a purpose for the following areas of importance: Establish an implementable comprehensive trail and park plan Protect native habitats Expand non-motorized transportation opportunities Promote recreation opportunities for residents of all ages and abilities Enhance cooperation of local and regional entities Foster recreational opportunities Prioritize improvements Preserve Queen Creek s rural character Capitalize on regional and local amenities GOALS GOAL 1 INTERCONNECTED Create a comprehensive trail system within the Queen Creek planning area. Objective 1.1 Develop a linked trail system that connects neighborhoods with recreation facilities throughout the community. Policy Develop equestrian, bicycle and pedestrian facilities that connect activity areas, parks and/or open spaces within the planning area. Policy Work with Pinal and Maricopa counties to develop direct trail access to the San Tan Mountain Regional Park. Policy Ensure that there are equestrian trail linkages throughout the planning area adjacent to compatible developments and neighborhoods. Policy Develop a safe standard equestrian crossing that can be easily integrated into intersection improvements, as needed. Policy Design all road crossings to accommodate trails and to minimize disturbance of the natural environment. Policy Expand bicycle access and facilities throughout Queen Creek and implement a bicycle plan that identifies routes and specific needs of the commuter and recreational riders. Policy Establish policies for the improvement and dedication of Queen Creek and Sonoqui washes for recreational purposes adjacent to these washes. Policy Protect, enhance and promote existing and proposed equestrian neighborhoods through proper buffering and land-use transitioning. 11

3 Policy Require new development to provide the necessary linkages to the open space and trail network for equestrian, pedestrian and bicycle users. Policy Establish trail linkages within residential developments. Policy Connect existing and planned subdivisions, the Town Center, community and neighborhood parks and the San Tan Mountain Regional Park with a bicycle and pedestrian trail network that can include sidewalks, paved and unpaved trails and paths. Policy Design and construct public-use equestrian trails to connect large lot, equestrian subdivisions to equestrian facilities, community parks, San Tan Mountain Regional Park and Queen Creek and Sonoqui washes. Objective 1.2 Link Queen Creek s trail system to systems in surrounding communities (i.e., the City of Mesa and Town of Gilbert) to encourage travel throughout the region. Policy Develop equestrian, pedestrian and bicycle connections between Queen Creek and Gilbert along the Queen Creek and Sonoqui washes. Policy Develop pedestrian and bicycle connections between Queen Creek, Gilbert and Mesa along some major arterial streets. GOAL 2 Encourage neighborhood designs that provide pedestrian, nonvehicular and vehicular connections to existing and future neighborhoods. Objective 2.1 Work with other Town departments to incorporate the needs of parks and recreation into all Town planning and projects. Policy Establish transitioning and buffering techniques to ensure compatibility between varying residential densities and along open space and washes. Policy Protect residential neighborhood and equestrian-oriented areas from intrusion of more intensive land uses. Require adequate buffering, site planning and design for separation between differing land use categories. Policy Work with the Planning Department to discourage new developments from implementing solid perimeter walls enclosing the entire neighborhood. Instead, encourage new neighborhoods to face development out toward the surrounding community and/or have full or partial view fences around the perimeter and along open spaces. Policy Require all new development to provide streetscape throughout the development along major arterials and major collectors. Policy Establish bicycle lanes and facilities in conjunction with development of and improvements to the major arterials. 12

4 Policy Policy Implement street and driveway standards that require the requisite improvements necessary for adequate dust control. Work with the Engineering Department to ensure that intersection corners have sufficient sight distance triangles to provide visibility to and from all types of trail users. Objective 2.2 The Parks and Recreation Department will work with the Planning Department to ensure that critical connections in the Town s multimodal circulation system are not interrupted or cut-off by land uses. Policy Encourage new development to facilitate trail connections and establish a plan that identifies the types of facilities needed by the different types of users, and different routes and locations for staging for bike, pedestrian and equestrian. Policy Require all new development to provide connections to the trails and open spaces as identified in the Parks, Trails and Open Space Element. Policy Develop residential neighborhoods that provide safe vehicular circulation, open space and recreational opportunities and access to public schools. Policy Establish trail linkages within residential developments. OPPORTUNITIES GOAL 3 Implement a comprehensive park system that meets the community s recreational needs. Objective 3.1 Provide recreation opportunities that are safe. Policy Continue to support the ranger program. Policy Ensure necessary maintenance is provided. Policy Scrutinize park development within the Williams Gateway Airport overflight areas to ensure that park development does not attract birds or other wildlife hazardous to aircraft operations. Objective 3.2 Provide easily accessible and well-located recreation facilities. Policy Provide pedestrian, equestrian and non-motorized access routes to all community parks. Policy Provide appropriate parking, staging and rest facilities in all community parks. Policy Implement the criteria outlined in the General Plan for targeting locations for public park development. 13

5 Objective 3.3 Provide support and funding for a recreation department that meets the needs of Queen Creek residents. Policy Continue to fund and support the Parks and Recreation Department. Policy Continue to encourage public participation and input into the planning and development of parks and recreational facilities. Policy Establish procedures for assessment of recreational and open space needs and impacts as part of the plan review process. Objective 3.4 Work with new developments to ensure that they provide a consistent level of recreation facilities. Policy Determine the level of public park improvements required in new developments. Policy New development shall identify sites for parks, schools and trail systems. Policy Require the inclusion of private open space to meet the recreational needs of occupants in residential developments. Objective 3.5 Identify options for programs, services and capital facilities that add to the financial self-sufficiency of the Parks and Recreation Department. Policy Work with private providers to reduce costs of recreation programs and facilities. Policy Solicit grants to subsidize recreation facilities and ongoing recreation programs. Policy Consider using volunteer labor to help maintain and construct some trails and parks. GOAL 4 Promote recreation opportunities for all citizens in Queen Creek. Objective 4.1 Provide facilities that are safe and universally usable. Policy Support the development of community recreational needs that may include a swimming pool, water park, skate park, etc. Policy Design facilities that are safe, convenient and cost effective to maintain. Policy Provide lighting to enable evening use of recreation facilities and parks where practical and feasible. Policy Comply with Americans with Disabilities Act (ADA) requirements. 14

6 Objective 4.2 Separate motorized recreation from other recreation uses. Policy Work with neighboring jurisdictions and Maricopa and Pinal counties to find a regional site for an off-road vehicle facility (e.g., all terrain vehicles (ATV), BMX). Objective 4.3 Provide community recreation centers that offer a range of facilities for programs, unique amenities, community meeting space and rooms available for lease for private events. Policy Conduct an aquatics facilities study to determine how to meet the needs of the community. Policy Offer a broad selection of community recreation classes, programs and activities for all age ranges. GOAL 5 Work regionally to maximize recreation opportunities in the southeast valley. Objective 5.1 Develop working relationships with Southeast Valley jurisdictions and non-governmental entities (both for profit and not for profit) to improve recreation opportunities. Policy Evaluate all methods and forms of funding assistance from other governmental agencies to establish, plan and improve the Town s parks and trails system. Policy Coordinate with governmental and civic groups to explore joint participation in the development of parks and recreational opportunities for the community. Policy Encourage Maricopa County Parks to implement improvements at the San Tan Mountain Regional Park. Policy Support the increase in funding to support Maricopa County s efforts to manage the existing regional park within the region. Policy Continue to partner with other jurisdictions for the improvement of regional parks and preservation of open space. Policy Work closely with the Maricopa Association of Governments in the creation and implementation of a parks, trails and open space master plan for the Southeast Valley. Policy Work regionally to establish an open space buffer to protect the regionally significant resources in and surrounding the San Tan Mountains. Policy Continue to work with Maricopa County Flood Control District to establish policies for the improvement and dedication of Queen Creek and Sonoqui washes for trail and recreational development adjacent to these washes. 15

7 Policy Participate in the Maricopa Association of Governments Bicycle Committee and Pedestrian Working Group. Policy Apply for pedestrian and bicycle funding through the Maricopa Association of Governments Bicycle Committee and Pedestrian Working Group. Objective 5.2 Identify potential areas of joint-use agreements between school districts and community facilities and programming. Policy Work with local schools to offer recreation programs for Town youth that are designed to provide activities during school breaks. Policy Partner with school districts to enhance the number or quality of recreation facilities available to Town residents at a reduced cost to the Town. Objective 5.3 Partner with a range of entities to reduce costs of construction, operations and maintenance. Policy Partner with private providers to enhance the quality, type and number of recreation programs and facilities available to Town residents at a reduced cost to the Town. GOAL 6 Foster public education of recreational opportunities for the community. Objective 6.1 Make Queen Creek residents aware of recreation opportunities within the Town that are available to them. Policy Improve awareness of recreation opportunities through the use of detailed trail maps, an interactive web site and brown bags or lecture series focusing on topics such as safety, new developments and conference summaries. Policy Provide a listing of recreation programs and services on the Town web page. Policy Offer free programs to residents that provide information about recreation topics that enhance participation in recreation programs, safety, or a particular recreation topic. Objective 6.2 Foster a sense of safety within the Parks and Recreation Department and the community. Policy Create a safety program that contributes to the safety and well-being of residents. Policy Work with local schools to provide after-school programs. Policy Work with local schools or other providers to offer programs for preschool children. 16

8 GOAL 7 Understand the full cost and benefits to the community of recreation programs and facilities. Objective 7.1 Develop a fiscal analysis that includes cost of operations and maintenance of existing facilities and proposed facilities. Policy Develop a fiscal analysis that includes direct and indirect costs for recreation programs that will be used as a budgeting tool. Policy Analyze the cost of construction, operations and maintenance of recreation investments prior to committing to them. Objective 7.2 Develop a method to analyze the benefits to the community of recreation programs and facilities. Policy Identify the benefits of recreation investments prior to committing to them. GOAL 8 Annually prioritize park and recreation projects/improvements and include them in the Capital Improvement Program (CIP) plan. Objective 8.1 Annually review recreational facility requirements to meet the community s needs and program into the CIP. Policy Annually review the community recreation priorities and identify funding sources for them. CHARACTER GOAL 9 Provide significant natural open space that enhances community character and land for development of trails and other passive recreation areas. Objective 9.1 Plan for the acquisition of open space to meet the present and future needs of Queen Creek residents. Policy Require new development to incorporate flood-control measures that integrate recreational opportunities. Policy Work with regional organizations and agencies to provide an open space system and recreational opportunities. Policy Support the creation and acquisition of permanent open space through the Arizona Preserve Initiative (API) designation process near the San Tan Mountains. Policy Adopt a cut-and-fill ordinance that minimizes slope development/disturbance in the San Tan foothills area. 17

9 GOAL 10 Preserve the open space, agricultural and rural character of the Town of Queen Creek. Objective 10.1 Identify financial and other tools to help the Town purchase open space resources identified for conservation or preservation. Policy Fund open space acquisition through the CIP process. Policy Develop a financing plan to acquire adjacent open space around the San Tan Mountains, if practical and feasible. Policy Solicit easements, dedications and donations of agricultural and open space land within the Town. Policy Actively solicit grants for open space preservation and conservation. Policy Commission the Parks, Trails and Open Space Committee to perform an inventory of potential locations for the purpose of land preservation. Select these properties based on the degree to which the property: enhances the scenic beauty of the Town; conserves or enhances the agricultural character of Queen Creek; protects or conserves vegetation or wildlife; or adds to the open space areas within and adjacent to the Town. Policy Continue to partner with other jurisdictions for the retention, development and preservation of open space. Policy Enhance the San Tan Mountain Regional Park by seeking to acquire adjacent open space lands, by exploring the possibility of partnering with the County or other entities to acquire land. Policy Consider large open space areas at community gateway points. Policy Work with other Town departments to review development plans along the Queen Creek and Sonoqui washes to ensure that project features are set back from the corridor edges and/or are one-story within 200 feet of wash edges. Objective 10.2 Preserve agricultural land in Queen Creek. Policy Develop options for conserving agricultural land in the community with an emphasis on agricultural areas along key community gateways. Policy Commission the Parks, Trails and Open Space Committee to perform an inventory of potential locations and land ownership, develop a funding mechanism for the purchase of agricultural land and research and contact other communities and nonprofit agencies who have succeeded in the preservation of agricultural areas. Policy Pursue agricultural integration as part of development projects where appropriate in an effort to preserve Queen Creek s rural character. Policy Actively solicit grants for agricultural preservation and conservation. 18

10 Policy Identify options for utilizing agricultural preservation lands after acquisition. Objective 10.3 Preserve the rural character of Queen Creek. Policy Identify the rural elements that define Queen Creek, such as large-lot properties, unwalled properties, fencing types, building heights, or unpaved streets or streets without curb, gutter or sidewalk. Policy Work with other Town departments to identify ways to preserve and encourage those elements. GOAL 11 Capitalize on the potential recreation opportunities that may be provided in the San Tan Mountain Regional Park. Objective 11.1 Continue to consider ways to increase the benefits of the San Tan Mountain Regional Park to the Town of Queen Creek. Policy Establish open-space linkages for Queen Creek residents to access the San Tan Mountain Regional Park. Policy Continue to partner with other jurisdictions for the improvement of regional parks and preservation of open space. Policy Continue to be an advocate for the San Tan Mountain Regional Park. 19
