It became a university in 1925 and was re-established in Hsinchu, Taiwan in 1956 as National Tsing Hua University. In its early history, the University used funds from the United States to send over 1,000 students to the US for advanced study. Their return helped to modernize China using Western science and technology. Today's National Tsing Hua University-Hsinchu's campus covers over 104 hectares (257 acres) of scenic land with lakes and trees. The University emphasizes research and 6

development in addition to outstanding teaching. Growing from its original focus on nuclear science and technology, the University added sciences and engineering faculties as well as Life Sciences, and, in 1984, established the College of Humanities and Social Sciences. Three of Tsing Hua's alumni are Nobel laureates: two in Physics, one in Chemistry; and another won the Wolff Prize in Mathematics. Feng Chia University Feng Chia University (FCU) is a metropolitan university located in Taichung, the third largest city in Taiwan. Over its history of 46 years, its tradition of excellence has earned it a reputation as one of the most promising comprehensive universities in Taiwan. Currently, FCU enrolls around 20,000 graduate and undergraduate students yearly in its eight Colleges (Engineering, Business, Sciences, Construction and Development, Information and Electrical Engineering, Humanities and Social Sciences, Finance and School of Management Development). It has been named one of the top-ranking private universities in Taiwan on a nationwide comprehensive evaluation program carried out by the Ministry of Education. Its graduates, numbering more than 180,000, work in important positions in government and private enterprise, and have contributed enormously to Taiwan s economic miracle. FCU offers 32 Bachelor s degree programs, 54 Master s degree programs and 13 doctoral degree programs, as well as MBA and law degree programs. These are taught by more than 1,300 faculty members across eight colleges. FCU s programs have been accredited by IEET (substantially equivalent to ABET) in Taiwan and its graduates are ranked in the top 10 most favored candidates for employment by enterprise executives nationwide. Introduction of the Hosting Cities 7

Taipei Taipei is Taiwan's largest city as well as its economic, political, and cultural center. It is a modern cosmopolitan metropolis with a lively and diversified face, filled with exuberance. Its buildings provide much of the diversity, and visitors who are fond of historic sites and old streets will not want to miss the work of traditional master builders evident on Dihua Street in the Dadaocheng area or the Longshan Temple in the Wanhus district, as well as other places. 8

The internationally renowned National Palace Museum has an inexhaustible collection of precious historical Chinese arts and artifacts that no visitor can afford to miss; Taipei is also home to many other fine museums, including the Taipei Fine Arts Museum, National Museum of History, and Postal Museum. On the city's outskirts, the Yangmingshan National Park has unique volcanic terrain, a rich variety of forest vegetation, and an extensive network of hiking trails, making it a popular destination for visitors from the Taipei area and elsewhere. Yangmingshan is one of the places in the Taipei area where you can indulge yourself in a hot mineral bath; for the pleasure of relieving the exhaustion of a day's travels, you can also go to the hot springs of Beitou or Wulai. Taipei also has the largest zoo in Taiwan, where you can see the rare Formosan black bear, cuddly koalas, and stately king penguins. The city's comprehensive rapid transit system takes you quickly to the zoo or just about anyplace you might want to go in the metropolitan area. Hsinchu 9

The town of Hsinchu, now famous for its Science-based Industrial Park, was first developed in It was first called Hsinchu in 1875, and was upgraded to a provincial city in The Hsinchu administrative district includes Siangshan and covers an area of about 104 square kilometers. It has gained considerable prosperity and an international reputation since the creation of the Hsinchu Science-based industrial Park. Hsinchu City is located in the northwestern part of Hsinchu County, its highest point rising only 120 meters above sea level. The Hsinchu plain slopes upward to the east, and merges into Shrpajianshan and Nioupushan mountains. Most of the eastern part of the county is covered with foothills and small mountains. In 1980, the Hsinchu Science-based Industrial Park (more often called simply 'The Science Park') was founded. The park has been very successful, and hosts companies like TSMC, AU Optronics, UMC and numerous other semiconductor manufacturers. The establishment of the park was a major boost to the economy of the area and as a result, Hsinchu, despite its relatively small population (around 350,000), has some surprisingly high standard hotels and shopping complexes. The average wage of the citizens of Hsinchu is now the highest in Taiwan, surpassing even that of the capital, Taipei. Hsinchu is a very pleasant city, though definitely not a tourist destination and most overseas visitors travel here only to attend conferences or business meetings. However, with its abundance of hotels and good transportation links, the city is perhaps the best location to explore the beautiful mountain areas of Hsinchu County. Due to the constant gusts of wind that blow in from the Taiwan Strait, Hsinchu is often referred to as the 'Windy City'. While the wind keeps the city relatively pollution free, it also makes it a very cold place in the winter, especially around the time of the Chinese (Lunar) New Year celebrations. 10

Taichung Taichung, previously known as Tatun, is located in the hub of central Taiwan. To the west are five townships and Mt. Tatu which is of average height, and to the east are the Taichung Basin and the highest mountain range in Taiwan which stretches across several hundred kilometers. The mountain range, like the arms of a loving mother, protects Taichung from ravaging typhoons. The pleasant climate, beautiful scenery, the rich history of art and culture, and the prosperous economy supply Taichung with the glamour of a world-class metropolis. Walking in the streets of Taichung, a visitor would discover a delicate mixture of modern and classic, of nature and technology, and of grandeur and simplicity. Every corner of the city has its own unique charisma. Simply walking in the streets is a kind of elegant leisure. Taichung enjoys sunny weather throughout the year. It never gets too hot in summer or too cold in winter. The weather is the reason why so many people choose to live in Taichung. The bright sunshine gives Taichung a dazzling look. Geography and environment-oriented development plans have created higher quality of life without damaging the environment. Taichung has seen steady growth and development since it was founded a century ago. Now, the goals of development of Taichung have been shifted toward better economic production, higher quality of life, and preservation of ecological environment. The three goals are turning Taichung into a modern city where the coexistence of prosperous economy and high living standard is made possible. Conference Facilities in Grand Hotel 11

The Grand Hotel, with its traditional palace style architecture, vermilion pillars, stately archways and brilliantly tiled roof, is not only a magnificent landmark of Taiwan., but it is an emblem of ancient China. The Grand Hotel has for decades played host to dignitaries from around the world. Its histories and legends will surely mesmerize those who step into the Grand s palatial lobby. The Grand Hotel is a non-profit organization owned by the Duen-Mou Foundation of Taiwan. Its mission is to serve the community as an internationally recognized hotel with restaurants and facilities of the highest standard and quality. It has for decades been at the forefront of promoting tourism both locally and abroad. Proposed Social/Cultural Programs and Technical Visits: Welcome Reception on Noverber 6 th. 12

Conference Banquet on Noverber 9 th. Culture Activties during Welcome Reception and Conference Banquet. Tours to Taipei 101and Nation palace Museum. Taipei 101: An outstanding landmark building is well able to transform the city at the time where it is constructed. Take the Eiffel Tower, or the Empire State Building for example, and we can easily see their impacts on Paris and New York City since the day they were erected. For the Twenty-first Century, Taipei needs a grand display in the world stage. With the height of five hundred and eight meters, equating one hundred and one floors above and five floors below the ground, the Taipei 101 naturally carries its slogan Bringing Taipei to the World. The TAIPEI in Taipei 101 also conveys Technologies, Arts, Innovations, Environment, and Identity. Taipei 101 is located in the more prestigious Xin Yi District in Taipei, and it is the largest per building project in the history of Taiwan. Taipei Financial Building Company was formed with fourteen domestic enterprises as principle partners. Together with both domestic and foreign experts, the chief architect Mr. C. Y. Lee conceived a structure consisting block units of eight floors each on top of another, forming a vertical rhythm unique from other super structures of its kind, while employing the lucky number 8 of the Chinese tradition. 13

The multi-link exterior of Taipei 101 serves a very important aerodynamic purpose: each 8-floor unit forms an independent space which counters the air disturbance caused by the super structure building. At the bottom of each 8 floors, a green zone is incorporated for plantation, thus providing a safety zone for the occupants while increasing the environmental comfort. Resembling the form of a giant bamboo, the building appears to be a growing upwards link after link, symbolizing the never receding growth energy constantly praised and celebrated in the Chinese traditions. The glasses utilized with non-reflective, heat insulating, and high transparent properties form a barrier from non-welcoming factors outside yet allows non-obscuring view of the sky above and the cityscape below. Mr. Ron Klemencic, chairman of the Council on Tall Buildings and Urban Habitat, presented the certificate of World's Tallest Building to Ms. Diana Chen, chairwoman of Taipei 101, on October 8, According to Mr. Klemencic, The Council's board has certified Taipei 101 with the titles of World's Tallest Building, World's Highest Utilized Floor, and World's Highest Rooftop. There are still 60 meters from the top ceiling of 101 to the tip of the entire building, and that includes the semi-spherical decorative structure plus the base of the pole tower at 7 meters, and the 53-meter pole tower, totally 60 meters. The cross section of the pole tower is a square with 4-meter sides. The entire building with total height of 508 meters currently holds the record as the world's tallest building. Designed by CYLEE & Partners Architects / Planners, TAIPEI 101 is the first in the world to adopt multi-link architecture. Mr. Lee and his partner Mr. Wang fused oriental elements with modern architectural methods, portraying a building full of Eastern symbols and characteristics. Most skyscraper designs in the past had main supporting columns on the outside of the building exteriors, forming cone-shape structures. The best example was the New York World Trade Center Twin Towers. TAIPEI 101 design uses 8 main supporting column structures inside the building, thus enables non-stop glass panel installations to from the bottom to top of the building, 14

making TAIPEI 101 a gigantic glass enclosure. The 7 degree inverted slope of each node allows each floor to have non-obstructed view of the surrounding environment. With every 8 floors as a module, a specific elastic frame is designed to support the weight of 8 floors as well as to counter the impacts of earthquakes and typhoons. National Palace Museum: From an imperial legacy to a public asset, the collection of the National Palace Museum embraces the entire Chinese civilization, a civilization with a continuous history which is unique in the world. The present-day National Palace Museum not only represents an inheritance of an ancient civilization, but also stands for a connection between the past and the contemporary society. The Palace Museum was founded on October 10th Imperial collections accumulated throughout the Sung, Y an, Ming and Ch'ing dynasties were displayed for the enjoyment of the masses for the very first time. Since 1931, internal disorders and foreign intrusions prompted the republican government to move the most important treasures out of the Forbidden City. The cultural relics traveled over 10,000 miles before they finally arrived in Taiwan almost 40 years later. This toilsome journey became a legend and separated the National Palace Museum from all other museums in the world. The treasures were preserved as a result. Moreover, not a single object was damaged during the voyage. After years of purchasing as well as receiving generous donations, today the National Palace Museum in Taipei houses more than 650,000 articles. Many fruitful results have been achieved in conservation, research and exhibition. The museum has confronted the challenges of globalization and innovative manage concepts in recent years. As a result, in 2001, it was decided that the main building should be renovated. 15

The project was completed and revealed in Apart from expanding the space and upgrading the software, emphasizing the value of people was a priority when designing the new galleries. It is in a visitor-friendly museum that the existence of the treasures can be appreciated and the values of these cultural relics can be conveyed. Today, the National Palace Museum continues to strive for improvements. It refuses to freeze in 8000 years of Chinese history but would like to carry the civilization into the future. 16
