Working Group website: < Item 1 : Confirmation of the minutes of the 7 th meeting of the Working Group The minutes of the 7 th meeting of the WG held in Beijing (2005) were confirmed by acclamation. Item 2 : Membership of the Working Group Since the Working Group was winding up its activities during this meeting, no new memberships were considered. Item 3 : Summary of Past Activities The chairman reviewed the history, mandate, and past activities of the Working Group. He noted that the Working Group was earlier known as the Working Group on System Analysis (1992) with Dr. T.H. Anstey (Canada) as the Chairman. The name of the WG was changed to the Working Group on Decision System for Water and Land Management (WG-DSWLM) in Prof. Dr. Istvan Ijjas (Hungary) became the new Chairman of the WG in The name of WG was changed again in 1998 to the Working Group on Integrated Land and Water Resources Management (WG-ILWRM). Dr. Alain Vidal (France) took over as Chairman of WG-ILWRM in1999. During the last name change in 1998, the WG took on the new mandate. The mandate, consisting of six items, is shown below. Items 1, 2, 4, and 5 were new, while item 3 was added at the request of an individual member and item 6 was added at the request of the central office. The Chairman s assessment of accomplishments against each item is also shown. 1. Prepare inventory of existing research results, principles and methodologies for managing land and water resources at the scale river basins where irrigation and drainage are represented in significant areas or volumes. Done through case studies on basins of Heihe (China), Florida Everglades (USA), Piave (Italy), Murray-Darling (Australia), Lake Chad, and Spain-Portugal shared basins, plus country syntheses on Canada, Germany, Australia, South Africa and China.
2 A Examine the recommendations already issued by GWP at global and regional scales in this domain, and identify possible gaps where ICID could complement GWP actions. Link with GWP was lost with non-attendance of IWMI who served as the GWP South Asia representative. GWP reference documents have been posted on the WG website. 3. Prepare inventory of decision making methods and tools in ILWRM. This was not done as such since nothing emerged from the case studies. 4. Identify best practices on selected river basins, and elaborate a methodological guide based on these best practices. This was partly done based on a draft prepared by M.G. Bos but was not followed up. 5. Issue recommendations on short-term technical and economical actions, and on mid-term research, to be undertaken to promote ILWRM in irrigated and drained areas. This was partly done as an output of the ICID European Regional Conference held in Frankfurt/Oder in May The introduction to the selected case studies to be published in Irrigation and Drainage Systems (I&DS) will further this effort. 6. Examine the specific case of ILWRM on transboundary basins in cooperation with the Working Group on Socio economic Impacts and Policy Issues and the Working Group on History of Irrigation, Drainage and Flood Control. The WG had poor links with the mentioned WGs, but the case of transboundary basins was documented in the Lake Chad and Spain-Portugal case studies. A question regarding the publication of WG proceedings was raised by Mr. Farhadi (Iran). The chairman responded by saying that the WG website included all of the papers presented in the WG. Also a set of 3 of the papers will be published in I&DS with a summary overview article. This point is discussed further, later in these minutes. The activities of the WG were summarized by the Chairman as follows The French version of the Guide on Remote Sensing and GIS applied to Irrigation and Drainage was published by AFEID under support from the French Ministry of Agriculture and Fisheries. The updated LOGID software database was made available through the AFEID Web Pages. This was a remaining activity of the WG-DSWLM English translation of the Guide on Remote Sensing and GIS submitted to the Journal Irrigation and Drainage and was brought out during the Golden Jubilee Year. This was also a remaining activity of the WG-DSWLM The Guide on Remote Sensing and GIS applied to Irrigation and Drainage was published. A paper published by Jeffrey Albert, in National Resources Forum 24 (2000):21-30, Rethinking the management of Transboundary Freshwater Resources: a critical examination of modern international law and practice was a useful reference document Dr. Hugh Turral (Australia) presented his ILWRM country experience on Australian Land Care Program and Prof. C. Fasso circulated a short summary paper titled Innovative approaches to ILWRM in Italy during the meeting in Seoul, Korea.
3 A 68 The Working Group established its website: ( to reflect exclusively its activities Prof. Joachim Quast (Germany) presented three case studies from his Institute on Precision Farming, Water Quality Concerns from Non-Point Sources, and Issues Facing Integrated Water Resources Management during the Montreal meeting. Presentation on the Spanish-Portuguese Experience in the Integration of River Basin Plans for Transboundary Rivers was made by Mr. Aderito de Jesus Mendes (Portugal) and Sr. Ricardo Segura Graino (Spain) at the 18 th Congress in July Mr. L.K. Oosthuizen (South Africa) presented his country case study on Changes in the Legal Framework Governing Water in South Africa At Montpellier, two presentations of ILWRM country experiences were made: (1) Prof. Yuansheng Pei from China on Integrated Water Resources Planning and Management in China ; (2) Prof. C. Fasso from Italy presented a case study of ILWRM in the River Piave Basin in Italy. Dr. M.G. Bos (The Netherlands) presented a framework for ILWRM with the main uses of water in a River Basin and the interaction between management and demand Mr. John Mapson (Australia) presented the study report on Murray-Darling Basin: Integrated Management during the Moscow meeting. The 21 st ICID European Regional Conference was held on Integrated Land and Water Resources Management: Towards Sustainable Rural Development in Frankfurt and Order (Germany) during May 2005 and WG members participated in the Conference. More recent activities are included under Item 4. Item 4 : Presentations of ILWRM Country Experiences Presentations on ILWRM country experiences were initiated in 2000 during the Cape Town meeting and are listed below. Items 1, 4, 5, 6, 9, 10, 11, and 12 are included on the web page. The others will be posted once submitted to the chairman. 1. Land Care and ILWRM in Australia by Dr. Hugh Turral (Australia): Presenter: Dr. Ian Makin (IWMI), Seoul (2001) meetings. 2. Innovative Approaches to ILWRM in Italy by Prof. C. Fasso (Italy). He circulated a short summary paper during Seoul (2001) meeting. 3. German ILWRM Country Experience - Prof. Joachim Quast (Germany) presented three case studies from his Institute on `Precision Farming, Water Quality Concerns from non-point sources and issues facing integrated water resource management during Montreal (2002) meeting. 4. Spanish-Portuguese Experiences in Integration of River Basin Plans for Transboundary Rivers was presented by Mr. A. de Jesus Mendes (Portuguese) and Dr. Ricardo Segura Graino (Spain) during Montreal (2002) meeting. 5. South Africa Country Case Study was presented by Mr. L.K. Oosthuizen (South Africa) during Montreal (2002) meeting. 6. Prof. Yuansheng Pei from China presented a paper on Integrated Water Resources Planning and Management in China during Montpellier (2003) meeting. 7. Prof. C. Fasso from Italy presented a case study of ILWRM in the River Piave Basin in Italy during Montpellier (2003) meeting in France.
4 A Mr. John Mapson presented the Australian case study on Murray-Darling Basin (MDB) at the Moscow (2004) meeting. The initiative on MDB considers different issues including how to restore water back to the environment and the free trade of water. The presentation was prepared by Mr. S. Mills and Mr. D. Flett (Australia). 9. Dr. Mark Svendsen and Dr. Dorata Haman (USA) presented the United States case study on the Florida Everglades, Changing values, Changing Policies during Beijing (2005) meeting. 10. Mr. Russell Boals (Canada) presented the Canadian case study on Canada s evolution and experiences with IWRM during Beijing (2005) meeting. 11. Mr. Yuansheng Pei (China) presented a paper on Integrated Water Resources Management Heihe River Basin (China) during Beijing (2005) meeting. 12. Mr. M. S. Adamu (Nigeria) presented an overview on the work of the Lake Chad Commission and the water management issues with respect to the Lake Chad basin during Beijing (2005) meeting. Item 5 : Working Group Publications in Irrigation and Drainage Systems A committee appointed at the seventh WG meeting in Beijing consisting of the chair, Vice President Svendsen (USA), and Mr. Russell Boals (Canada), Secretary of the WG, selected 3 papers from among those presented as suitable for rapid publication. The chairman noted that in view of 1 to 2 year lead time to publish a paper in the ICID Journal Irrigation and Drainage, the editor of the journal Irrigation and Drainage Systems, was approached for publishing these papers in that journal. Editor Rien Bos agreed. The three papers selected were the following. 1. Managing the Florida Everglades: Changing Values, Changing Policies, by Dorota Haman and Mark Svendsen Integrated Heihe River Basin Management by Yuansheng Pei and Jinping Zhang. 3. A paper derived from Chapter 2 of a document prepared by Canada 2. The Everglades paper has already been accepted and published in Irrigation and Drainage Systems. The China paper has been received and the Canada paper is expected in October or November The last two papers will be submitted together. Drs. Vidal, Svendsen, and Bos will prepare a synthesis article for this issue of the journal and refer readers to the WG website for a complete set of the papers produced. Dr. Henri Tardieu, the Basin Theme Leader, proposed preparing a broader synthesis which would be circulated for a more formal endorsement by the WG. This suggestion will be considered as the synthesis is prepared. Item 6 : Closure of the Working Group on Integrated Land and Water Resources Management (WG-ILWRM) An extended discussion of a possible extension of the WG, or of establishing a follow-on WG, ensued. The chairman indicated that it was important for ICID to look for select emerging topics and to stay current, and also that ICID cannot accommodate too many working groups at the same time. ICID bylaws call for 6-year limit to the life of a WG with a few exceptions, though some have lingered for 15 years. This WG has done much of what it was set out to do and should be wound up. He suggested that the synthesis could recommend issues to be addressed by ICID in the future. Members emphasized the importance of the land and water linkage in river basin management and the fact that practices go by different names. In Australia, for example, catchment management is the topic which falls into this category and is an important one there. One member suggested that the current mandate of WG-ILWRM is so broad as to constitute an entire theme, and that in future WG topics should be more focused and specific, allowing them to be topical and time-bound. This
5 A 70 suggestion was endorsed by others. The chairman added that we need to focus on particular areas where we have a comparative advantage. Other focii suggested for a follow-on WG were following: Water allocation among sectors Water pollution from fertilizers applied to land Adjusting cropping patterns based on available water Upstream/downstream conflicts Interaction of water and land rights Peoples capacity to deal with integrated land and water management issues Formation and operation of basin water committees The chairman thanked members for their contributions during the past 8 years. He indicated that during his tenure, he had tried to minimize administrative issues and focus on sharing experiences. He recalled that in the initial meeting of the WG there were only 4 or 5 people in the room, and it looked as though the WG stood terminated. The attendance is over a dozen with informal observers in the current session which is a great source of encouragement. Item 7 : Any other business There was no other business.
