2 Cultural heritage research in the past FP programmes The EU has since 1986 supported various aspects of European cultural heritage research (more than 180 million of Euros under FP7) Under the theme Environment, the Agenda was mainly focused on conservation actions and technological innovations 2

3 Cultural heritage research in Horizon 2020 In all pillars of Horizon Societal Challenges: SC 5 (Climate Action, Environment, Resource Efficiency and Raw Materials) SC 6 (Europe in a changing world Inclusive, Innovative and Reflective Societies) 2. Leading Industrial Technologies Advanced materials for protection/renovation of tangible CH 3. Excellent Science Research infrastructures Individual research grants (ERC and MSC scholarships)

4 Cultural heritage research under H2020 Societal Challenge 5 ( ) Cultural heritage research is being financed across the 3 pillars of current R&I FP As an example of CH research financed under the pillar Societal Challenge - WP SC 5: - 1 project under the call on energy efficiency for Historic building (RIBuild project) (5 M Euro) (2014) - 2 projects under the call on mitigating the impacts of climate change and natural hazards on cultural heritage sites, structures and artefacts (HERACLES and STORM projects) (around 15 ME total) (2015)

5 EU Policy framework on cultural heritage - Commission communication 'Towards and integrated approach to cultural heritage for Europe' (2014) - related Council conclusions and European Parliament report (2015) - New Commission 10 priorities, among them: - Boosting Jobs, Growth and Investment - A Connected Digital Single Market - Energy and Climate Action -

6 A new and forward-looking EU R&I policy agenda for Cultural Heritage EU should promote the innovative use of cultural heritage CH from a perceived cost into an investment opportunity : - a production factor for the economy - a catalyser for social cohesion and environmental sustainability - A shift from conservation to transmission: cultural heritage s potential as a living resource (rather than a stock to conserve and protect) (see also the Report 'Getting Cultural Heritage to work for Europe) 6

8 SC5 Work Programme "Cultural heritage for sustainable growth" (2/3) Overall objective Demonstrate cultural heritage's potential as a driver for sustainable development, economic growth and better quality of life. Develop new business, governance and financing models, methodologies for replication and upscaling locally adapted "regeneration paradigms" and "adaptive reuses"

9 SC5 Work Programme "Cultural heritage for sustainable growth" (3/3) Overall objective Open up new market opportunities for business, new start-ups, products and services Develop a European reference framework and provide evidence on the cost-effectiveness and longer-term social, benefits of heritage-led regeneration and adaptive re-use

10 SC : Heritage-led regeneration (1/4) Next call for 2017: rural heritage-led regeneration: 'cultural landscapes' 2016 call (closed):urban heritage -led regeneration. Under evaluation: 20 proposals, more than 100 cities involved among 'RO' and 'RE' (in Europe, Latin America and Asia)

11 SC : Heritage-led regeneration (2/4) Large scale multi-stakeholder demonstration projects to demonstrate novel heritage-led regeneration schemes and assess their impact 'Role models' (6) and 'Replicators' (3) from different MS or AS; Project size: up to 10 Mio EC contribution Call: Two-stage approach 2016 Call (urban): closed (currently under evaluation) 2017 Call (rural) : forthcoming Deadline: 07 Mar 2017 (First stage) - 05 Sep 2017 (Second stage)

12 SC : Heritage-led urban regeneration (3/4) 'Role models': Implementation modalities Map, analyse, systematically document and disseminate successful regeneration paradigms; If they so wish, continue their regeneration activities. Mentor 'replicators' in developing and implementing their regeneration project;

13 SC : Heritage-led regeneration (4/4) Implementation modalities 'Replicators' acting as living labs to develop and implement a heritage-led regeneration scheme (plan+participatory/multistakeholder/trans-disciplinary processes); Proposals should mobilise and leverage investments beyond H2020; Projects should foresee robust monitoring and documentation (at least 2yrs during project);

14 SC : Innovative financing, business and governance models for adaptive re-use of cultural heritage (1/3) Projects are expected to propose integrated approaches and strategies for the preservation and valorisation of cultural heritage through its adaptive re-use comprising innovative finance, business models and institutional and governance arrangements, creating enabling context for new investment and market opportunities Project size: up to 5 Mio EC contribution Call: single stage Open (planned) : 8 November 2016 Deadline: 07 Mar 2017

15 SC : Innovative financing, business and governance models for adaptive re-use of cultural heritage (2/3) Scope: - map and analyze existing successful business and management models, financing mechanisms and governance arrangements for adaptive re-use - develop and validate methods, tools, indicators and matrixes that would allow for the replication and up-scaling - propose innovative governance arrangements, new forms of partnerships, strategies for mobilizing new investments for adaptive reuse and validate methods, tools, indicators and matrixes for assessing their effectiveness and performance;

16 SC : Innovative financing, business and governance models for adaptive re-use of cultural heritage (3/3) Scope: - identify barriers and bottlenecks for adaptive re-use and recommend ways to overcome them; - develop and validate tools to assist decision-making processes, using multi-stakeholder approaches Project size: up to 5 Mio EC contribution Call: single stage Open (planned) : 8 November 2016 Deadline: 07 Mar 2017 Type of action: Action
