6 let s consider the views of the community, politicians and industry players and think outside the box on how we might improve our land use strategies, planning instruments and development assessment processes Plan strategically rather than relying on case-by-case assessment applications streamed into riskbased assessment tracks matching the level of assessment with the level of risk and impact of a development

9 The Planning Evaluation Planning Evaluation = planning oriented risk assessment process Investigates relationship between flood hazard areas & land use to identify areas of risk (low, medium and high) to clarify land use intent and avoid internal conflicts in planning scheme Develop planning responses to each area of risk Maintain the status quo Adapt existing areas Retreat from specific existing urban areas Expand into suitable new urban areas Maintain agricultural and rural landscape values Source: QldRA, 2012

12 Land Use & Regulatory Tracks for Flood High risk Generally Intolerable Land use strategy: Retreat from specific urban areas Transition Strategy: Actively limit future development Scheme response: back zone to limited development Medium risk Tolerable Land use strategy: Adapt existing areas Transition Strategy: Discourage sensitive uses but permit most uses so as to not sterilise land Scheme response: Use flood constrained precincts in zones and overlays for built form controls Low risk Generally Acceptable Land use strategy: Adapt existing areas Transition Strategy: Implement built form improvements Scheme response: Few land use restrictions & overlays for built form controls

16 So how can risk improve the planning system?
17 Let s view planning issues as land use risks The risk of poor built form or reduced amenity The risk of environmental degradation The risk of economic loss or cost to the community Each of these risks can be identified through a Community Risk Profile a consultation and visioning tool And analysed through a Planning Evaluation Land Use and DA tracks can be developed based on the level of risk
18 If a development involves acceptable land use risk, why should we regulate and assess it? Why do we need to look at developments on a case by case basis when they might have common planning issues? Can a risk-based framework help identify real land use risks and perceived land use risks? 21 Where are the gaps in your land use strategy? Does your land use strategy and scheme construction result in unnecessary regulation? Do we regulate some uses to harshly? Are we not harsh enough on others? Are you looking at interventionist planning programs like relocation, redevelopment or regeneration? Are you considering shifting to form based codes from traditional zoning/planning? Can your planning & assessment processes by improved by eplanning solutions? Risk Management doesn t need to mean Risk Conservative The key is determining the severity of land use risks in any given scenario, and building strategy out of the risk
22 I See A community deciding on its land use risks Quality land use strategy (whatever the purpose) developed on the basis of risk Regulatory tracks that are streamlined to those land use risks eplanning tools used throughout the planning process
