1 PLANNED DEVELOPMENT DISTRICT #2 CHAPTER 90 DEVELOPMENT STANDARDS August 15, 2006 VILLAGE OF MENOMONEE FALLS ORDINANCE NO. -O-06 AN ORDINANCE AMENDING CHAPTER 90 OF THE MUNICIPAL CODE OF THE VILLAGE OF MENOMONEE FALLS WHEREAS, it is deemed to be in the best interest of the Village of Menomonee Falls that the Municipal Code of the Village of Menomonee Falls be further modified and amended in the manner hereinafter more particularly set forth; WHEREAS, The Plan Commission adopted the Northeast Area Plan on July 26, 2005; and WHEREAS, The Community Development Authority adopted the Main Street Redevelopment Plan on September 19, 2005; and WHEREAS, The Village Board of Trustees approve the Main Street Redevelopment Plan on September 19, 2005; and WHEREAS, The Community Development Authority Certified the Main Street Redevelopment Plan on October 3, 2006; and WHEREAS, The Village Board Adopted Tax Incremental District Number Six on April 17, 2006; and WHEREAS, The Village Board hired RTKL and Associates to prepare development standards for the Main Street Redevelopment Area, Northeast Area Plan, and Tax Incremental District Number Six; and WHEREAS, Staff has reviewed such development standard; and WHEREAS, the Plan Commission, Community Development Authority, and Architectural Control Board have reviewed said development standards; WHEREAS, the Village Board reviewed the Development Standard and has determined that the development standard are an integral part the implementation of the Main Street Redevelopment Plan, Northeast Area Plan, and Tax Incremental District Number Six. NOW, THEREFORE, the Board of Trustees of the Village of Menomonee Falls does hereby ordain as follows: Section 1. Vill. Ord. Article IV is hereby created to be Reserved. 1

2 Section 2. Vill. Ord. Chapter 90 Article V. is hereby create to read as follows: ARTICLE V. MAIN STREET REDEVELOPMENT AND TAX INCREMENT FINANCING DISTRICT NO. 6 DEVELOPMENT STANDARDS. DIVISION 1. GENERALLY Sec INTRODUCTION (a) Successful communities leverage their land use, open space, and transportation plans in a manner which creates a clear sense of scale, transition, and activity towards a hierarchy in strong and memorable community experiences. The foundation of such a hierarchy is the creation of development districts that form a positive collective identity when viewed in total. To achieve such a positive end result, each district should have a unique character defined through physical design. (b) In order to implement the vision for the Planned Development District No. 2, the design standards affecting development are intended to be consistent with the vision behind their intent. The Design Standards are intended to work with the zoning regulations of the Planned Development District No. 2. Sec PURPOSE (a) The purpose of these standards is to define the character of new development and is intended to help create new development patterns that are consistent with the vision and recommendations of the Village of Menomonee Falls Comprehensive Plan and Main Street Redevelopment plan. These guidelines have been written to define specific standards necessary towards the creation of a mixed-use, streetscape oriented development. 3 PLANNED DEVELOPMENT DISTRICT #2 CHAPTER 90 DEVELOPMENT STANDARDS August 15, 2006 Sec GOALS (a) Encourage private investment in residential, commercial and office developments (b) Eliminate blighting influences (c) Create a well-planned, safe and healthful area (d) Improve traffic and pedestrian circulation linking new development with established adjacent residential neighborhoods (e) Improve stormwater facilities (f) Create enjoyable pedestrian areas for living, recreating, shopping and walking. Sec APPLICABILITY AND FLEXIBILITY (a) The standards within this document shall be applicable to the Planned Development District No. 2 otherwise defined by the boundaries of Tax Increment Financing District No. 6. (b) When a conflict occurs between these standards and adopted ordinance or statutes the ordinances and statues shall take precedents. (c) The interpretation of these guidelines shall be by the Village Manager or Designee. (d) The standards located within this document are intended to guide the development of this area. Unique situation will occur and these standards may be modified to accommodate unique situations. The intent of the standards must be upheld. Modifications shall be processed through the Department of Community Development and approved by the Village Manager or Designee. Sec Sec Reserved. 3

Shrubs and Perennials Low maintenance planting beds of perennials is encouraged. Such plantings may consist of ornamental grasses, day lilies, and similar. A Lamppost Banner is a sign that is a fabric banner applied to public lampposts with standard banner arms. a. Size. The maximum size for Lamppost Banners is two and a half (2-6 ) feet wide by five (5) feet tall. b. Material. The Lamppost Banners must be made of canvas, vinyl or other suitable banner fabric. c. Design 1. Lamppost Banners must be double-sided with similar imagery on both faces. 2. Lamppost Banners must include pictorial elements. 3. No more than two (2) Lamppost Banners may be erected on a single lamppost. 4. Lamppost Banners are limited to holiday messages, community events or festivals. No retail advertising shall be permitted on Lamppost Banners. d. Installation 1. Banner Arm. Break-away style, standard 1 pipe arm diameter with ball cap. Mounting to be clamp on. 2. Mounting Height.
