For planning and design purposes, these streets have been clustered together as the Papanui Cluster kerb and channel renewal project, which includes Wyndham St, Horner St, Proctor St, Loftus St and Gambia St. The work will involve streetworks, an extension to the Papanui Stream Esplanade Reserve, landscaping, drainage/stormwater work and art features. This project began in 2002, with the planning process carried out through a staged process of consultation and option development, and refinement. Construction has already begun in Mary St, Grants Rd, and Frank St. This newsletter provides an update and further information on the project, and seeks your feedback on the proposed plans for these five streets, art features and proposed extension to the Reserve. Background A significant portion of the consultation process was completed in Extensive consultation has been undertaken with the Papanui Cluster community based on the Living Streets philosophy 1. The consultation process involved residents, businesses and community groups in the East Papanui area, and took an overall approach to the whole cluster. Stakeholders were able to take part in the consultation process in a number of ways, but the key elements of the process were: All ears listening workshops with the resident and business community to identify issues, concerns, and suggestions, Did we hear you right workshops to review the matters raised at the earlier workshops, and to agree project Objectives, to P2 1 Living Streets is about applying a philosophy that aims to involve people with interests in the street to jointly create a new balance between on street activities pedestrians, bicycles, general traffic and adjacent land uses. 2 Ideas Plans presenting general concepts for the proposed reconstruction works presented at workshops and feedback sought, Concept plans for proposed work on Mary, Frank and Grants prepared and circulated to stakeholders and feedback sought, Final plans for Mary, Frank and Grants developed and approved by community board The design for the reconstruction works in Mary St, Frank St and Grants Rd was intended as a base from which the design of the remaining streets reconstruction would be developed to ensure a consistent approach throughout the Cluster. This approach is based on the seven objectives developed and agreed during the previous consultation process. The physical construction work for the various streets within the Cluster is programmed to occur over the next 4 years, beginning with Frank, Mary and Grants, where construction began in Construction work on the remaining streets will be staggered over the following years, with completion presently programmed in the 2007/2008 financial year. To ensure that drainage and stormwater issues are appropriately dealt with, the streets will be reconstructed in the following order: Proctor Wyndham Loftus Horner Gambia INTEGRATED ART WORKS What Is Integrated Art? Integrated artworks can improve the appearance of an area by providing interesting features, increasing people s enjoyment of the area and strengthening the identity of individual streets. For the purpose of this project an integrated artwork is defined as: Artworks created as part of the development of a site/ building or functional artworks (e.g. seats, lampposts or water fountains) for a site/building. In the case of this project the funding was given on the basis that the artworks be incorporated into the newly constructed green space within the street and the extension to the Papanui Stream Esplanade Reserve. Conceived especially for or as part of the site and forms part of the built environment. What is proposed? Several seating areas are intended for the East Papanui neighbourhood. The proposed artwork is in the form of a tile mosaic rug which will be positioned at ground level below each seat. Each seating area will include a mosaic rug of the same design (see below and on page XX for a bird s eye view of the proposed seat in the Reserve), but in different colours. The mosaic rugs will be constructed using non-slip tiles, and the seats have been chosen especially for comfort and accessibility. Each of the mosaic rugs will feature a mosaic pet. The mosaic pet will sit at the feet of a person sitting on the seat adding a homely living room feel to the seating areas. Design rationale The inclusion of the seating areas in the East Papanui Cluster works came about because the works focused on traffic management and sustainable surface-water drainage, but lacked a human element. The seating areas have been especially designed for the comfort and convenience of residents. 2

3 PROCTOR STREET The concept plan illustrated above incorporates suggestions from residents along with the Council s objectives for Proctor Street. The existing kerb and dish channel will be replaced with kerb and flat channel. The Council proposes to narrow Proctor St at the intersection with Main North Rd to 7 metres with a raised and paved threshold, and kerb build-out. The kerb build out on both sides of the street will have landscape planting including a Tulip tree on either side of the street. It is proposed that two single lane sections be constructed along Proctor St where the carriageway will be narrowed to 3.5 metres. These thresholds will be raised and paved with Holland pavers and will also have landscaped kerb build outs. One of these single lane sections will be adjacent to the entrance to the proposed extension of the Papanui Stream Esplanade Reserve. It is proposed to install a small bridge over the new waterway channel, as part of the footpath adjacent to the Reserve. It has also been proposed to install an integrated art feature in the form of a seat and a mosaic rug at the Reserve. The use of integrated art features and the proposed extension to the Reserve is discussed in greater detail on page XX. The increase Reserve area and its features aim to provide a point of interest for the community and other park users. Paved and raised thresholds are proposed at the intersections of Proctor St/Horner St and Proctor St/Frank St where the street is proposed to be 6.0 metres. At the intersection of Proctor St/Grants Rd it is proposed to narrow the road to 7.5 metres. Improved footpaths, along with lesser road crossing distance will increase pedestrian safety. The remaining carriageway will be reconstructed at 9.0 metres. There will be on-street parking along both sides of the street, except where the road narrows to less than 9 metres. Landscape planting on Proctor St will complement the planting schemes implemented in Frank St, Mary St and Grants Rd. Existing trees on Proctor St will be supplemented with plantings of White Ash and Tulip Trees. New enhanced open waterway channels, landscaped with low growing native shrubs and groundcovers, are to be created between Horner s Branch Drain, Wyndham St and the Reserve extension on the west side of Proctor St. Both these channels will be mostly dry as they have been designed to accommodate heavy rain. The final design is still under investigation but it is envisaged the enhanced channels will be about 700mm deep. As well as providing flood storage, the channels will improve rainwater quality by filtering stormwater through the sand/gravel/vegetated base. Some vegetated areas will also improve the quality of stormwater before it drains into Papanui Stream More detail on landscaping and stormwater management is provided on page XX and XX. 3

4 WYNDHAM STREET The concept plan illustrated above incorporates suggestions from residents along with the Council s objectives for Wyndham Street. The existing kerb and dish channel will be replaced with kerb and flat channel. The Council proposes to provide a wider street, with kerb build outs and angle parking in Wyndham St where it meets Papanui Rd, which is a Business zoned area. The kerb build out on the east will be paved with cobblestones. The carriageway is narrowed to 6.0 metres, raised and paved with Holland pavers at the end of the Business zone. The carriageway between this intersection and the intersection at Wyndham St/Loftus St will be reconstructed at 9.0 metres wide allowing for on-street parking along both sides of the street and two way traffic. It is proposed to narrow the carriageway to 7 metres from this intersection to Gambia St and 6 metres for the remainder to Proctor St. This will allow two-way traffic and parking will be provided in paved parking bays. The intersections of Wyndham St/Loftus St, Wyndham St/Gambia St, and Wyndham St/Mary St are proposed to be raised and paved with Holland pavers. Landscape planting at Wyndham Street will complement the planting schemes implemented in Frank Street, Mary Street and Grants Road. A variety of native (lancewood, totara and South Island kowhai) and exotic trees (Japanese magnolia and Tulip trees) will be planted along both sides of the street to supplement existing trees. It is proposed to install swales with low growing native shrubs and groundcovers, and to include some raindrop shaped gravel beds that offer some improvement to stormwater quality by filtering stormwater through their sand/gravel base. A key function of Wyndam St s swales is to provide a flow path for heavy rain. More detail on landscaping and stormwater management plans are provided on page XX and XX. Tulip tree 4

5 LOFTUS STREET The concept plan illustrated above incorporates suggestions from residents along with the Council s objectives for Loftus Street. The existing kerb and dish channel will be replaced with kerb and flat channel. The Council proposes to narrow Loftus St to 7 metres at the intersection with Main North Rd with a raised paved threshold and kerb build-out. The kerb build out on the east will be paved with cobblestones. Rasied and paved thresholds are also proposed at the intersections of Loftus St/ Horner St and Loftus St/Wyndham St. The intersection west of Horner St it is proposed to be 6.5 metres. The intersection east of Horner Street is proposed to be 6.0 metres. It is proposed that the carraigeway at the Loftus St/Wyndham St intersection be 6.0 metres wide. There will no parking allowed at the narrowed intersection. The remaining roadway will be reconstructed at 9.0 metres wide allowing for onstreet parking along both sides of the street and two way traffic. It is proposed to install an integrated art feature in the form of a seat and a mosaic rug at the proposed landscaped area east of the Loftus St/Horner St intersection. This landscaped area between Horner St and Wyndham St may form part of the proposed stormwater management More detail on stormwater management and the use of integrated art features can be found on page XX and XX. Landscape planting at the intersection of Loftus St/Horner St will complement the planting schemes implemented in Frank Street, Mary Street and Grants Road. It has been proposed to plant slender lacebark, totara, South Island kowhai, evergreen and Japanese magnolias. It is also proposed to install a filtration swale between Horner St and Wyndham St planted with a mix of low growing native shrubs and groundcovers, that will filter stormwater through their sand/gravel base before it drains into Papanui Stream via the new Wyndham St pipeline. More detail on landscaping is provided on page XX. Magnolia 5

6 EXTENSION TO THE PAPANUI STREAM ESPLANADE RESERVE Stormwater from the streets discharging to Horner s Branch Drain is to be directed under Proctor Street, through a newly created Reserve before discharging into the Papanui Stream. The Reserve will be connected to the Papanui Stream walkway via a 2 metre wide asphalt path and bridge. Stormwater management entails that the waterway is created first, as part of the initial construction of the Reserve. The watercourse is designed to accommodate stormwater in flood conditions and therefore may not have water flowing through it permanently. Water quality will be enhanced by the use of appropriate plants as such carex species, to act as filters for stormwater run-off before it enters the watercourse and Papanui Stream. Short gravel riffles will allow for aeration of water as it passes along the water course. Improved water quality flowing into Papanui Stream, provides a better environment for invertebrates and fish species. Planting will provide a major component of this area of the Reserve and will take place next year. The existing Magnolia and NZ native beech trees are to be retained. The old Horner s 6

7 drain box culvert is to be in filled and the area between the boundary and watercourse will be planted with a combination of shrubs and low ground cover plants such as azaleas, rhododendrons, bergenia, renga renga and pittosporum. A similar combination of shrubs and low ground cover plants is to be planted along the southern boundary fence to enhance the footpath. A section of grass between the path and watercourse will provide an open area and opportunity to view and access the water. Kowhai trees will provide shade to the water course and a food source for native birds. This planting concept is to extend from the Reserve and across Proctor St. The planting style is to be of a domestic nature to reflect the character of the surrounding gardens. A seat with mosaic detail is located alongside the footpath with an orientation looking across the Reserve. This seat can also be accessed by gravel path with stepping stones across the watercourse. It is intended that this small Reserve, as well as providing a link between the Papanui Stream Esplanade Reserve and Proctor Street, will also be a place for contemplation and rest for the local community. 7

8 HORNER STREET The concept plan illustrated above incorporates suggestions from residents along with the Council s objectives for Horner Street. The existing kerb and dish channel will be replaced with kerb and flat channel. Narrowed raised thresholds paved with Holland pavers are proposed at the intersections of Horner St/Loftus St and Horner St/Mary St where the street is proposed to be 7.0 metres wide. At the intersection of Horner St/Proctor St it is proposed that the road will be narrowed to 6.0 metres wide. The remaining carriageway will be reconstructed at 9.0 metres. There will be on-street parking along both sides of the street except at the narrowed intersection. Landscape planting on Horner St will complement the planting schemes implemented in Frank Street, Mary Street and Grants Road. The kerb build out at the intersection of Horner St/Loftus St will have landscape planting including totara and South Island kowhai tress. It is proposed that the landscape planting at the intersection of Horner St/Mary St will include Japanese and Evergreen magnolia trees. The intersection of Horner St/Proctor St will have kerb build outs with landscape planting including White Ash trees. More detail on landscaping is provided on page XX. Following the proposed street reconstruction work, Horner St should only experience local stormwater flows. Stormwater management is discusses further on page XX. American Ash 8

9 GAMBIA STREET The concept plan illustrated above incorporates suggestions from residents along with the Council s objectives for Gambia Street. The existing kerb and dish channel will be replaced with kerb and flat channel. The Council proposes to narrow the carriageway to XX metres and raise the threshold at the intersection of Gambia St and Wyndham St. Kerb build outs at the intersection with Wyndham St will be landscaped and planted with lancewood. At these narrowed carriageways there will no parking allowed. The remaining roadway will be reconstructed at 9.0 metres wide allowing for on-street parking along both sides of the street and two-way traffic. The memorial plaques at both ends of the Gambia St will be left in their original positions. The other two intersections have been landscaped and reconstructed as part of the work on Frank St and Grants Rd. Landscape planting at Gambia St will complement the planting schemes implemented in Frank Street, Mary Street and Grants Road, using a mix of exotic and native trees. Existing trees on Gambia St will be supplemented with plantings of Manor Ash trees. South Island kowhai will be planted at the intersection of Gambia St/Grants Rd. More detail on landscaping and stormwater management is provided on page XX and XX. Kowhai 9

10 LANDSCAPE PLANTING Landscape planting in the remaining streets of the Papanui Cluster will complement the planting schemes implemented in Frank Street, Mary Street and Grants Road. Landscape planting will include a mixture of both native and exotic tree, shrub and groundcover species that allow good visibility for pedestrian and road user safety, while also providing seasonal colour, screening of tall fences, food for birds and a cohesive design throughout the neighbourhood. In streets without swales (see page XX for more detail on stormwater management), formal avenues of exotic deciduous trees will be planted in keeping with the existing street trees, with clusters of native trees at the large intersections. Exotic tree species proposed are Manor Ash and White Ash trees, Tulip trees and Japanese and evergreen magnolias. Native trees proposed are lancewood, totara, and South Island kowhai. At these intersections, trees have been located to minimise the potential for them to cast shade on properties as they mature. Where landscape planting is shown at or near the intersections of Papanui Rd and Main North Rd, species selected will be predominantly exotic shrubs and groundcovers such as carpet roses, coleonema or agapanthus cultivarsxx. At intersections within the cluster, plantings schemes will include predominantly native plants, and include a range of species and cultivars selected for their ornamental qualities. Where swales or open waterways (these are explained in greater detail on pages XXX) are shown as part of the street design, the adjoining landscaping will also consist of mainly native species such as sedges, rushes, small-leafed coprosmas and other low growing shrubs and groundcovers to complement the recent Papanui Stream enhancement work. A more naturalistic approach to planting design has been taken in these streets. Rather than the formal avenues of street-trees proposed for other streets, trees here will be less uniformly spaced and consist of a range of different species. An artist s impression of a swale and associated landscaping is shown on page XX. STORMWATER One of the objectives of the Living Streets Papanui Cluster project was The management of surface water in a manner that improves water quality and mitigates flooding. In order to achieve this objective, we propose a number of changes to stormwater management within the Papanui Cluster. Background Land within the Papanui Cluster slopes from higher land at Papanui Rd and Main North Rd to lower land at the Grants Rd / Proctor St intersection near Papanui Stream. Stormwater runoff follows the fall of the land. The main stormwater collection channels in the area are presently Horner s Branch Drain and the piped system in Grants Rd. The main outfall is Papanui Stream, which has recently been enhanced and upgraded. Proposed Changes Street flooding and overflow has been an issue in some parts of the Papanui Cluster, due mainly to the fact that parts of the existing stormwater system are under capacity and do not meet current design standards. As part of the proposed works in the Cluster, new stormwater pipes and additional collection sumps will be installed. This will reduce local flooding and improve capacity issues. An increased awareness of the impact that stormwater has on the water quality and ecosystems in our rivers and streams has led to proposed changes in stormwater management controls. Council is actively exploring opportunities to improve stormwater quality in conjunction with new roading works, and wherever practical is incorporating measures that will provide stormwater quality improvement. In the Papanui Cluster, we propose to include swales in Wyndham St (Loftus St to Proctor St)and Loftus St (Horner St to Wyndham St), which will provide a secondary flow path, and some filtering of local stormwater along their sand/ gravel/vegetated base. This filtering process traps and naturally processes some of the pollutants that occur within stormwater, and is consistent with the work that is being undertaken in Grants Rd. The swales will be approximately 200mm deep. Significant quantities of stormwater, however, will only travel through them during heavy rain. They will be incorporated into the landscaping, and planting along their edges will consist of mainly native species such as sedges, rushes, hebes, smallleafed coprosmas and other low growing shrubs to complement the recent Papanui Stream enhancement work and Grants Rd filtration swale. Most stormwater will be contained within the adjacent new stormwater pipeline. Street-by-street changes It is important to note that groundwater levels in the area are currently being monitored. The results of this monitoring may influence the final design of the proposed stormwater measures. Proctor St Proctor St forms part of the secondary flow path if significant blockages occur upstream. An enhanced waterway channel is proposed on the west side, between Horner s Branch Drain and Wyndham St. This will collect and direct stormwater into Papanui Stream via the newly created Reserve in Proctor St, (No. 54) (see page XX). This channel will be deeper than the swales in Wyndham and Loftus. It will be approximately 700mm deep and around 1-2m wide at the base. The waterway channel between Horner s Branch Drain and the Reserve will in the short term divert Horner s 10

11 Branch Dr but in the longer term will only carry local stormwater. In the short term the waterway channel between Wyndham St and the Reserve will only carry local stormwater but in the long term will carry the diverted flow from Horner s Branch Dr. It is envisaged the enhanced waterway channels will be about 700mm deep and will be mostly dry. The channels will provide flood storage and will improve rain water quality by filtering stormwater through the sand/gravel base. A cross-section of the proposed Proctor St waterway channel is shown on the Reserve plan page xx. Wyndham St Most of the stormwater that currently flows down Horner s Branch Drain will be diverted to a new, large diameter stormwater pipe down Wyndham St. Horner s Branch Drain and a new swale along Wyndam St (from Loftus St to Proctor St) will provide a secondary flow path. The swale will provide some stormwater quality improvement. Both the swale and the stormwater pipe will discharge into the new waterway channel near Proctor St. proposed new Wyndham St pipe via new, large diameter piping in Loftus St. In addition, a swale is proposed on the east side of Loftus St, between Horner St and Wyndham St. This will provide a secondary flow path and a degree of stormwater quality improvement. Horner St Following the proposed street reconstruction works and stormwater management changes, only small, local stormwater flows should normally occur in Horner St. Gambia St The size of the stormwater catchment reaching Gambia St requires that a new, under-channel stormwater pipe be installed from Frank St to Grants Rd. Loftus St Loftus St currently carries significant stormwater flows from Northlands Mall down the roadside surface channel. We propose to connect the existing Main North Rd piping to the A cross section of a typical swale and an artist s impression of what the swales may look like within the streetscape. Horner s Branch Drain Following the proposed works in Wyndham St and Loftus St, the residual Horner s Branch Drain between Loftus St and Proctor St will only carry stormwater from local residences, and secondary path flows during rare large storm events, or pipe blockages. The council will continue to clean this drain, but does not intend to pipe it. However, Council will allow residents on either side of the drain to pipe it, mostly at their own cost, if the plans showing the pipe size and provision of sumps / headwalls etc are approved, and construction works inspected and approved by the Council. It is likely the Council will require a minimum pipe size of 375mm between Loftus St and Mary St and a 450mm pipe between Mary St and Proctor St as part of its commitment to provide a secondary flow path. The Council does not own Horner s Branch Drain, and the land has no living owner. The Council is therefore not in a position to grant a right of ownership or occupancy over the land. Residents who wish to pipe the drain and occupy the land will need to satisfy the Council that the owner of land on the opposite side of the drain is fully aware of their intention to occupy the land, and that this is not sanctioned by the Council.
