Tipler, THAT the Advisory Design Panel Agenda be adopted. 3. MINUTES A. MEETING MINUTES (i) October 20, 2016 Advisory Design Panel Meeting Minutes moved by S. Tipler, THAT the October 20, 2016 Advisory Design Panel Minutes be approved. B. BUSINESS ARISING 4. BUSINESS (i) Development Permit 429: Loggers Lane (Sirocco) Architect: AKA Architecture and Design Inc. Landscape Architect: considered design inc J. Velaniskis, Director of Development Services introduced the project to the
2 Advisory Design Panel Page 2 panel. AKA Architecture described the project, which includes the three buildings and a float home component. Questions from the Panel included: What is the status of the CN rail frontage? o Currently owned by BC Rail properties; in negotiations How was too much hardscape addressed o More landscaping was added Where are the covered seating spaces? o The area was pointed out for the panel What is the plan for plantings on the dike edge? o It has been addressed with the use of planters Transition from park to dike slope concerns, is it a realistic slope? Does the site extend to the water edge? Building to street grade question What is the glazing on the building? o Window wall not vinyl Will the buildings be erected simultaneously? o Some phasing of buildings two and three Can any work be done on the CN right of way? o Same as has been done at the Mireau property Are bike washing stations being considered? o There is space for one and it can be considered Commercial space/marina questions What is the grade of the ramp slopes on plaza? o 5% or less Are there handrails on the stairs? Will elevators always be accessible? Outdoor seating only or is other furniture being considered? o Bench seats are planned Where is the public parking for retail? o Underground Questions regarding the path and right of way on Winnipeg St. What is the material of the paths on the dike? o Asphalt and stone Confirmation of art projects planned for the site. Comments from the Panel: Chief relationship to building design is lost to the average person Angular planters and boxy pedestrian stairways 2
3 Advisory Design Panel Page 3 Not enough privacy for patios Switch back ramp concerns and low tide ramp grades Float home density concerns Buffer needed where public and private spaces meet Bike wash station encouraged Ensure quality of materials Design Guidelines, building scheme and density for float homes Mid span access suggested for float homes Request for float homes design to come to ADP Smoke glass suggested for patios 5% ramps to have a hard surface with a band of contrasting colour Arm rests on benches requested Cross walks drainage considerations Ensure that there is an accessible spot for outdoor furniture seating More trees in the plaza not in planters Lighting in plaza and ramp lighting rules Accessible parking in the parkade is needed Continuous trees along the promenade Bike lane delineation suggestion for different paving materials. moved by S. Warburton, OPTION B: THAT the Advisory Design Panel supports the Development Permit 429: Loggers Lane (Sirocco) project in general and would like the applicant to work with staff to resolve the recommendations noted in the ADP Minutes, under Comments from the Panel. Meeting recessed at 3:35 p.m. Meeting resumed at 3:42 p.m. (ii) Development Permit 430: 38033, 38049, Second Avenue Architect: Farzin Yadegari Architect Inc. Landscape Architect: PMG Landscape Architects K. Hamilton, Planner, introduced the project and requested specific feedback from the panel. Farzin Yadegari Architect Inc. described the project which included a description of the building and the specific materials used. PMG Landscape Architects described the proposed landscaping and vegetation to be used. Questions from the Panel included: What is the dimension of the balcony on the southeast third floor? o Three feet by five feet What is the setback on Second Ave? 3
4 Advisory Design Panel Page 4 o Zero lot line Where are the visitor parking stalls? o Along the back lane What are the setbacks on the side lot lines? o Residential is 1.5 metres. The buildings will be joined at the parkade level Will the foundation of the adjoining building be compromised at all? o No, it has been approved by a structural engineer Please describe the Japanese wood to be used o It is pre-painted and works as a rain screen o Very clean and does not need to be drilled into the building Will the plants on the north side of the building receive enough light? The roof forms are metal Does the District have a street scape strategy? o There are street scape guidelines for Second Avenue o The building does not conform to all of the requirements Why does the commercial step forward at some points? o To allow for seating outside Is there a continuous canopy? o No, it does not have to be continuous Have electric car charging stations been included?. Comments from the Panel included: A continuous canopy/walkway should be considered More basalt seating should be included More trees at street level should be considered to improve streetscape Corner clustering of planters in tight spaces Paint an access aisle behind the garbage area for the accessibility parking stalls The Second Avenue streetscape is very cramped Good massing of the building overall Consider bike wash station in building Could resident flowerbeds be moved onto the roof? Good use of lighting Nice articulation of the façade Consider shifting the mass of the building back off of Second Avenue Set back on front lot line should be in line with adjoining buildings Storefronts need more detail (e.g. signage and lighting) Sidewall treatment should be of a similar quality as the front Concern regarding the material at the rear of the building Consider less variety in material and articulation Consider theme that ties all storey s together 4

Hunter, THAT the Advisory Design Panel supports the Development Permit 430: 38033, 38049, Second Avenue project in general and would like the applicant to resolve the recommendations noted in the ADP minutes, under Comments from the Panel, and return to present the revised project to the Advisory Design Panel. S. Warburton left the meeting at 4:46 p.m. and C. Hunter, Vice Chair took the Chair. 5. COUNCIL A. STATUS OF RECOMMENDATIONS TO COUNCIL No Recommendations to Council B. REFERRALS FROM COUNCIL No Referrals from Council 6. ROUNDTABLE DISCUSSION Discussion regarding Committee feedback to Council specifically related to reoccurring concerns that appear in multiple developments Council Prior can communicate any comments from the Committee Suggestion that 10 minutes during round table discussion be allocated to discuss policy and bylaw considerations that should be communicated to Council Discussion regarding float homes proposed in the Sirocco development. 7.
