The principle idea is that Nordic city solutions can be tailored and translated to U.S. cities. For this to happen, we need a profound understanding of how Nordic cities govern and finance. Currently, the proposed Nordic city solutions include: 1

2 Copenhagen City & Port Development Corporation and HafenCity Hamburg GmbH as financially self-sustainable vehicles for large-scale urban redevelopment. The Danish affordable and social housing co-operations present a financially self-sustainable model that is neither public nor private. Understanding how Danish pension funds play a pivotal role in financing large-scale urban infrastructure and building construction. Capturing how the collective power of municipal collaborative organisations, such as Local Government Denmark, can be used for leveraging political power and fiscal capacity. Identifying the key enabling features of Helsinki urban testbeds building on strong citizens engagement for prototyping urban solutions. This strong citizens engagement enhances co-creation of new and novel solutions. EU H2020 RIA PROPOSAL LEAD APPLICANT & RESEARCH LEAD Smart and nature-based solutions for urban ecosystems (NBS-4-ECO) for SC : Strengthening international cooperation on sustainable urbanisation: nature-based solutions for restoration and rehabilitation of urban ecosystems. EU KNOWLEDGE ALLIANCE RESEARCH LEAD ON THE BUSINESS DEVELOPMENT WORK PACKAGE Knowledge alliances are transnational and result-driven activities between higher education institutions and businesses. Our proposal is with IAAC in Barcelona, Spain, and University of Lorraine in France. INDUSTRIAL FUNDING PROPOSAL RESEARCH LEAD ON THE BUSINESS DEVELOPMENT WORK PACKAGE Identification of the business opportunities and barriers from cross-national city agreements based on the Copenhagen / Ho Chi Minh City Partnership and the business innovation platform that is developed in support of capturing the greater benefits of the City Partnership. EU-FUNDED PROJECTS EU H2020 RESEARCH PROJECT URBINAT ( ) RESEARCH LEAD ON THE BUSINESS DEVELOPMENT WORK PACKAGE Regeneration and integration of deprived districts through healthy corridors as drivers for the co-creation of social and environmental nature-based solutions in cities. URBiNAT focuses on the regeneration and integration of deprived districts in urban development through nature-based solutions (NBS), ensuring sustainability and mobilising driving forces for urban social cohesion. Specifically, URBiNAT focuses on "public space" and the creation of new urban, social and nature relations with and between different neighbourhoods. The neighbourhoods are in Porto in Portugal, Nantes in France, Sofia in Bulgaria, Brussels in Belgium, Siena in Italy, Nova Gorica in Slovenia, and Høje-Tåstrup in Denmark. The project objectives are: 1) Create communities of practice for HEALTHY URBAN LABS and INCLUSIVE COMMUNITY OF PRACTICES 2) Achieve new models of urban development addressing Nature-Based Solutions for inclusive urban regeneration through an innovative public space and HEALTHY CORRIDORS 3) Implement an OBSERVATORY FOR URBAN INCLUSIVE AND INNOVATIVE NATURE EU H2020 RESEARCH PROJECT CITIES 4 PEOPLE FOR URBAN MOBILITY INNOVATION ( ) LEAD APPLICANT & RESEARCH DIRECTOR The most recent initiative is also EU funded. It is a three -year research and innovation project that devises People - Oriented Transport and Mobility (POTM) solutions across five European cities building on a blend of new digital and social technologies under an inclusive approach. The aim is to propose solutions of low ecological footprint, a sharing mentality and the potential to solve real urban and peri-urban mobility issues. The research focuses on the following challenges: Oxfordshire addresses underserved connectivity leading to a mismatch between job locations to residential areas. Budapest focuses on creating a better linkage between the city proper and its riverbanks providing green re - creational spaces. 2

3 Hamburg is removing train tracks opening up a huge urban area of urban redevelopment and enabling new neighbourhood connectivity. Istanbul is challenged by large numbers of commuters on the Üskudar square deploying multiple modes of transport. Trikala is experiencing air pollution and traffic congestion in a busy marketspace. EU KNOWLEDGE ALLIANCE URBAN CHALLENGE PROGRAMME ( ) LEAD APPLICANT & PROGRAMME DIRECTOR With EU funding, we are running a three-year initiative consisting of elective courses for graduate students focusing on the cross-disciplinary challenges cities face. Each course is a collaboration between local universities, businesses and municipalities: Edinburgh-Copenhagen Urban Challenge examines local carbon emission policies and how cities are reducing CO2 emissions. Hamburg-Copenhagen Urban Challenge focuses on urban regeneration of deindustrialized harbours using the Public Asset Corporation as a finance vehicle. Helsinki-Copenhagen Urban Challenge uses big data to investigate and identify innovative urban mobility solutions. Riga-Copenhagen Urban Challenge investigates into retrofitting of publicly owned buildings in compliance with green building standards. Rome-Copenhagen Urban Challenge conducts a comparative study of urban farming and sheds light on how this impacts human well-being and increases urban liveability. EU INTERREG PROJECT SCANDRIA MULTIMODEL TRANSPORT PARTNERSHIPS ( ) RESEARCH LEAD ON SUPPLY CHAIN PARTNERSHIPS The EU-funded Interreg initiative investigates clean, multimodal transport that enables increased connectivity and competitiveness of the Berlin-Oslo corridor, - while minimising negative environmental impact induced by transport. Noring s contribution to this initiative are proposals for multimodal transport partnerships across the entire supply chain, including identifying the costs and benefits of such partnerships. EU EIT CLIMATE-KIC ACCELERATOR PROGRAMME (2016 PRESENT) RESEARCH LEAD ON BUSINESS DEVELOPMENT FOR URBAN START-UPS Assisting Copenhagen, Helsinki and Goteborg municipalities in the development of business accelerators, including identifying new business ideas, start-ups and urban innovation across Scandinavia. The propositions are tailored to the specific business and offerings of the accelerator, including partnerships and ideas for scaling. EKLIPSE (2017 PRESENT) RESEARCH LEAD ON BUSINESS DEVELOPMENT This EU-funded research project develops a mechanism for supporting decision-making on the natural environment and resources based on evidence-based science. A strong expert network supports the mechanism and informs decisions on project funding propositions. Noring conducts a business case for EKLIPSE focusing on the long-term economic sustainability of the mechanism and network. This includes running several interactive workshops with EKLIPSE stakeholders and experts. Noring is also a member of the EKLIPSE Business Advisory Board. EU SOCIAL FUND PROJECT GREEN INNOVATION IN CITIES ( ) PROJECT MANAGER FOR CROSS-INSTITUTIONAL TEACHING PROGRAMME Green Innovation in Cities was part of the EU-funded initiative; Copenhagen Innovation and Entrepreneurship Lab. The project entailed Initiating and managing the progress of high complexity, knowledge intensive and transdisciplinary educational projects on sustainable urbanisation across CBS, Technical University of Denmark (DTU) and University of Copenhagen (UCPH). The initiative ran in four consecutive years ( ). Noring extended teaching collaborating: Beijing-Copenhagen Urban Challenge ( ): Noring initiated and set-up a joint graduate course on Urban Air Pollution taught collectively by Peking University, CBS and Technical University of Denmark. 3

4 Delhi-Copenhagen Urban Challenge ( ): Noring initiated and set-up joint graduate course on Urban Public Transport taught collectively by Delhi Institute of Management Technology, CBS and University of Copenhagen. BROOKINGS INSTITUTION PROJECTS NON-RESIDENT SENIOR RESEARCH FELLOW PUBLIC ASSET CORPORATION AS A NEW FINANCE VEHICLE FOR URBAN REDEVELOPMENT ( ) MAIN RESEARCHER & CO-AUTHOR Cities across the world face increasing demands at a time when public resources are under enormous pressure. Cities are plagued by outdated or inadequate infrastructure and underutilized areas. This has sent many cities searching for new vehicles for infrastructure finance given the inability of increasing taxes. Together with the Brookings Institution, we have published a report on the Public Asset Corporation as a new finance vehicle for urban redevelopment exemplified by Copenhagen City & Port Development Corporation. Together with La Fabrique, we are working on a comparative study of the Public Asset Corporation model across Copenhagen, Hamburg, Helsinki and Lyon GOVERNING CITY INFRASTRUCTURE ( ) 4

5 MAIN RESEARCHER & CO-AUTHOR This applied research is a joint project with Siemens Cities, LSE Cities and the Brookings Institution. It sheds light on how cities delivery large-scale transformative projects within sustainable urbanisation. The targeted cities are Hamburg, Manchester and Pittsburgh. The purpose is to understand the dynamics of city governance and finance in order to identify best practices that can be applied to other cities across Europe and the U.S. CITIES AND REFUGEES - THE GERMAN EXPERIENCE ( ) MAIN RESEARCHER & CO-AUTHOR In collaboration with the Brookings Institution, we have investigated into how the 15 largest German cities tackled the distribution and immediate settlement of refugees. So far, we have shared our findings with numerous stakeholders, including the UN High Commissioner for Refugees, the World Bank and several national and city governments. The second research brief due in September concentrates on long- term settlement and labour market integration. REALDANIA AND BLOXHUB ( ) BUSINESS COACH ON INTERNATIONAL PARTNERSHIPS Bloxhub offers 500 workspaces for innovative companies within sustainable urbanisation. Bloxhub is Realdania and Copenhagen city s initiative within business innovation development. Noring facilitates internationalisation through smart partnerships across Europe and the U.S. In addition, Noring is mapping out the scope of the different types of partnerships and activities designated in the different partnerships resulting in a detailed implementation plan for internationalisation through partnering. CONFERENCES AND OTHER SPEAKING EVENTS JANUARY 2018 NORDIC GOVERNANCE SOLUTIONS At Bloomberg Philanthropies in New York, Noring was one of four panel experts discussing the impact of Nordic governance solutions and how these may translate to U.S. Cities. The other panellists were Helsinki Mayor Jan Vapaavuori, Helsinki Deputy Mayors Anni Sinnemäk and Jennifer Bradley, Director of Centre of Urban Innovation, the Aspen Institute. 8 At La Fabrique de la Cite (part of the Vinci Group), Paris, Noring contributed to a series of workshops on From Asylum- Seeking to City-Making: Asylum-Seekers and Refugees in European Cities with the latest research findings based on the work Cities and refugees: The German experience. APRIL 2017 GREEN INFRASTRUCTURE This keynote presentation explored the different ways in which first mover cities finance and govern urban regeneration towards more sustainable cities, including invent and deploy new institutional innovations and finance mechanisms. The conference was hosted by COST FP2004 GreenInUrbs. MAY 2017 WORLD BANK ON MIGRATION Panel discussion on Migration, Displacement and Violent Extremism: Confronting Emerging Realities. Noring was invited as a panel member by the World Bank and KNOMAD to share the most recent findings in the Brookings Paper on refugee settlement and labour market integration at SIPRI in Stockholm, Sweden. MAY 2016 EVIDENCE BASED POLICY MAKING FOR SUSTAINABLE CITIES Noring keynoted on Innovative Governance and Finance for Green Infrastructure at this European conference in Bonn held by the German Federal Agency for Nature Conservation (BfN) and the European Network of Heads of Nature Conservation Agencies (ENCA) in co-operation with the Helmholtz Centre for Environmental Research (UFZ) / German Centre for Integrative Biodiversity Research(iDiv). MAY 2016 URBAN AGENDA GOVERNANCE AND FINANCE OF SUSTAINABLE CITIES At the Urban Agenda, Utrecht, Netherlands, Noring presented Governance and Finance for Sustainable Cities. This conference aimed for strengthening synergies between the EU Urban Agenda, the EU research agenda on Nature-Based Solutions and the potential of Urban Green Infrastructure initiatives in Europe. JUNE 2016 CITIES AND NATURE-BASED SOLUTIONS In Cardiff, England, Noring shared her research findings based on the EU Expert report. Noring s presentation centred on Cities and Nature-based Solutions for the Sêr Cymru National Research Network for Low Carbon, Energy and Environment (NRN-LCEE). JUNE 2016 INNOVATIVE URBAN GOVERNANCE AND FINANCE As a plenum guest lecturer, Luise Noring gave a presentation for the HafenCity University faculty and students regarding Governance and Finance of Sustainable Urbanisation. At the end of her presentation, prof. Christian Kern of TU Wien provided commentaries. Noring subsequently provided commentaries of Christian Kern's presentation "Integration of Digital and Physical Design-Methods". JULY 2016 URBAN GOVERNANCE MODELS FOR HEALTH AND WELFARE At University College London, London, England, Noring presented Urban Governance Models for Health and Welfare. The conference was the 1st International Conference on Transport and Health convening policy-makers, practitioners, and academics from multiple disciplines involved with transport planning and engineering, public health, urban planning, spatial and architectural design, environmental planning, and economics. OCTOBER 2015 SOLUTIONS FOR URBAN DEVELOPMENT This conference was held in Brussels by Climate Technologies Transfer to Developing Countries Conference (CTCN). The CTCN provides technical and economic support for enabling the transfer of green technologies for climate change mitigation and adaptation in developing countries. This conference was hosted by the European Commission - DG Climate and The Climate Technology Centre and Network. 8
