Fragmented competences, for example: spatial planning Republic / Federal Chancellery, Austrian Conference on Spatial Planning (ÖROK): Strategy Provinces (Bundesländer): Legislation, supervision monitoring incentives for regional cooperation Municipalities: Implementation (land use plans, planning authority) 9 provinces,573 municipalities e.g. in Lower Austria Vienna is province and municipality
Communal finances Profit share on federal tax revenue ( ~ 37%, depends on population) Communal tax revenues (rd 21%), communal tax > 60 %, (depends on employees), real estate tax,.. Different charges, (eg. water, waste management ), allocation of communal infrastructure (flats, recreation facilities..)
ÖROK Prognose 2010 Bevölkerungsveränderung Insgesamt Nordburgenland 79,4-84,9 85,0-89,9 90,0-94,9 95,0-99,9 100,0-104, Wiener Umland-Nord Wiener Umland-Süd Wien 105,0-109,9 110,0-114,9 115,0-133,6 Index 2001=100 Quelle: ÖROK/STATISTIK AUSTRIA - Bevölkerungsprognose 2006 Grenzen der Bundesländer Grenzen der Politischen Bezirke Wald, Almen, Ödland, Gewässer
Metropolitan area with 2,6 Mio inhabitants Separated by the Danube River into North and South Vienna (1,85 Mio), surrounded by 13 small towns ( ), many small municipalities (> 100) and large areas of precious nature and farmland Radial structure, continuous settlement area along some axes (esp. to the south)
Planungsgemeinschaft Ost / PGO: Coordination spatial-, traffic planning (Vienna, Lower Austria, Burgenland) Verkehrsverbund Ostregion / VOR: Coordination, ordering public transport Vienna, Lower Austria, Burgenland Eco Plus business agency LEADER regions (EU), NÖ. Regional GmbH.: Regionalmanagement, village / city renewal SUM - Urban Region Management Energy- and Environmental Agency,..
e.g.römerland Carnuntum: Initiative organized by the former Regionalmanagement Wien Umland LEADER Region, established 2001, 27 municipalities between Vienna an Bratislava Project management (esp. LEADER): tourism, agriculture, rural development (micro)regional coordination platform (municipalities, stakeholders, organisations..)

The Planungsgemeinschaft Ost (PGO) is plattform of the federal states Vienna, Lower Austria and Burgenland to initiate and coordinate spatial-related activities. It was founded in It elaborates basic information, reports and concepts, mostly concerning the development of settlements, traffic and the preservation of green spaces. The Verkehrsverbund Ost-Region Ges.m.b.H. (VOR) co-ordinates tariffs, time-tables and information of public transport (train, bus, tramway, underground) of the Eastern Region of Austria and the Viennese metropolitan area (1984). Share holders: Vienna, Lower Austria, Burgenland The association Verein Niederösterreich Wien, gemeinsame Erholungsräume was founded in 1974, it aims at securing leisure related areas and at creating and financially subsidising leisure areas with supra-local importance.
The urban region management Joint initiative of the provincial governments Vienna, Lower Austria Established 2006 (based on the former Regionalmangement Wien Umland, Lower Austria, 1998) Political heads are the members of the provincial governments in charge of spatial planning, regional development Steering comitee with administrative and political representatives Budget: approx aliquot financed by Vienna / Lower Austria
SUM region is not defined exactly (due to different functional linkages) but focused on this region.
The urban region management Cooperation and Intermediation activating the cooperation and harmonization of the involved Lower Austrian communities and Viennese districts and the two Länder concerning regional planning matters as well as specific projects mediating controversial cross-border issues Platform of Information serving as a platform for information about topics of regional relevance organising exchange of ideas among the stakeholders with a focus on establishing an all-inclusive vision of the agglomeration Incentives and Management designing solutions for cross-border challenges together with the stakeholders to create added regional value
The urban region management Austrian Spatial Development Concept 2011 SUM is good practice in terms of cooperative and efficient structures, strengthening the regional planning level, elaborating regional governance structures

A sustainable structured urban region o with development axes, poly centric and complemantary facility areas o With strong centers o with moderate dynamic in the fringe and in between areas o With compact and traffic reducing settlement structures, with good quality concerning infrastructure and public transport. o To promote an ecologic and economic balanced development: Prior focus on the high potential areas

Regional spatial planning program (1998, Lower Austria) Main goals: Protection of green areas Conservation of settlement structures prior by defining limits
Assistance for self - help, SUM provides a basis for regional thinking and acting Intensive networking with provincial departements, regional stakeholders Like drilling hard boards permanent communication / regional kowledge management Appropriate departements / municipalities / organisations are responsible bodies for projects
New ways, new approaches. Transparency between municipalities is not common practice.so SUM had to establish a special procedure VIA SUM: Procedure for Information and Coordination concerning regional relevant projects (since 2009) Database: 67 projects with regional impacts (espec. traffic) SUM is platform for presentation, discussion, Negotiation SUM is neither public authority nor referee VIA SUM can upgrade projects with regional impacts
New ways, new approaches. Environmental compensating measures (eg. for infrastructure projects) should be implemented in ecologically worthwhile areas Good practice example: Ökokonto in Germany
District Mödling / Lower Austria Traffic Capacities on the road (for motorized individual traffic) are limited. Building land reserves for more than inhabitants and working places (based on determinations of the communal land use plans) Therefore: Development in municipalities, in development areas has to be harmonized with the regional traffic capacities. New development strategy (Regionale Leitplanung Bezirk Mödling, 20 municipalities, planning departement Lower Austria)
Twin City Region Vienna / Bratislava Cooperation structure between the Bratislava and the neighbouring Austrian regions, municipalities Project BAUM Twin Project to SUM SUM as partner: knowledge management joint development strategies (eg. Jordes+,..)
