3 What is a Local Plan? A land use Plan for development including land allocations and policies Forms the Development Plan for the area alongside Neighbourhood Plans Sits alongside National Planning Policy Framework (NPPF)
4 Why do we need one? To lead the way and deliver plan led development and quality place making To address 5 year land supply issues To provide communities with a strong framework for Neighbourhood Planning
5 What have we already got? An adopted Core Strategy to 2016 and Site allocations well beyond.. But not NPPF compliant or based on up to date evidence
6 Why a Joint Local Plan? A more efficient use of resources, sharing skills and plan-making budgets A simpler and more cost-effective process with one examination in front of an inspector instead of three The area has a clear voice for engaging with regional bodies that guide funding decisions, such as Local Enterprise Partnerships

8 What Timescale will it cover? The 20 year period from 2014 to 2034 This gives the most up to date baseline start in terms of population projections It provides the 15 year minimum time horizon from the time of adoption as required by government
9 And in the immediate future? A Joint public consultation from July 1 st to August 12 th Draft Joint Local Plan (Regulation 19) in October 16 Joint Local Plan Submission Jan 17 Planning Inspectorate control timing but aim for Public Examination Spring/ Summer 17 Adoption Autumn 17
10 The July Public Engagement Gives an overall approach to development across the Housing Market Area Sets out an approach to development in towns, Local Centres and Villages Puts forward potential sites for comment Suggests a strong future role for Neighbourhood Plans
11 How much housing do we need? Used the nationally accepted approach to calculating Housing Need Work has been done by Peter Brett Associates on behalf of all LPAs Looks at past trends, current population and future predictions Arrives at the Objectively Assessed Need figure of 30,300 new dwellings across the HMA for period.
12 Planned, delivered, monitored and reviewed as distinct planning areas Where do the homes go? At Plymouth The location which will drive the economic growth of the HMA. Includes the fringe. Thriving Towns and Villages The market towns and hinterlands suitable for further sustainable development. Dartmoor Growth constrained by high quality landscape (subject to separate Local Plan process)
